NCAA reclama entorno difícil aviación nigeriana
La Autoridad de Aviación Civil de Nigeria (NCAA) ha expresado que las aerolíneas nigerianas operan en un entorno difícil económico-financiero. Además, la NCAA ha expresado que las aerolíneas nigerianas pagan primas de seguro altas en comparación con sus contrapartes en otras partes del mundo. Según Musa Nuhu, estos altos cargos están cavando profundamente en sus fondos operativos. Por lo tanto, la autoridad reguladora los está apoyando de varias maneras permitiéndoles ajustar su pago de seguro de manera que les permita sobrevivir. “Al igual que el tema del seguro, el seguro es de Lloyds of London, mientras que requiere una gran cantidad de divisas. Esas son las áreas en las que tenemos flexibilidad con las aerolíneas”, expresó Musa Nuhu.
Sobre la acusación de que el Ministerio de Aviación interfiere en los asuntos de la NCAA de una manera que erosiona su autonomía regulatoria, Nuhu dijo que la NCAA todavía toma esas decisiones críticas que garantizan que el espacio aéreo de Nigeria sea seguro. Insistió en que la NCAA es una agencia gubernamental que implementa las políticas del Gobierno. Musa Nuhu dijo referente a este tema: “La interferencia en los asuntos de la NCAA por parte del ministro no es mi experiencia como DG NCAA. Pero hay otras regulaciones gubernamentales, regulaciones financieras y todo lo que la NCAA debe cumplir. La NCAA no puede existir por sí sola y decimos que nadie en el gobierno habla con nosotros. No existe una autoridad de aviación civil como esa. Pero cuando tomamos decisiones de seguridad, como dejar en tierra una aerolínea X, entonces alguien intervendrá y dirá que deberíamos revertir esa acción. Eso nunca sucede y eso es una interferencia con la función reguladora”.

Therefore, the regulatory authority is supporting them in various ways by allowing them to adjust their insurance payment in a way that allows them to survive. “Like the insurance issue, the insurance is from Lloyds of London, while it requires a large amount of foreign currency. Normally, they say that the insurance is for one year, but we know that for an airline that has 20, or 30 aircraft like Air Peace, paying the insurance for all the planes in one year will be difficult; That’s why we say pay quarterly, at least to reduce the financial burden, especially in the requirement of getting foreign exchange at a time. So, we try to help the airlines in that area, and for those who have debts, we come to an agreement with them. If I have a billion with you, I’m not asking you to pay me that billion, because if I do that, I’m going to kill your business. So, we come to a Memorandum of Understanding (MoU) and pay an amount that will not paralyze their operation. But also, they have to pay a reasonable amount to settle those outstanding debts. Those are the areas in which we have flexibility with the airlines”, said Musa Nuhu.
On the allegation that the Ministry of Aviation interferes in the affairs of the NCAA in a manner that erodes its regulatory autonomy, Nuhu said the NCAA still makes those critical decisions that ensure Nigeria’s airspace is safe. He insisted that the NCAA is a government agency that implements government policies. Musa Nuhu said regarding this issue: “Interference in NCAA affairs by the minister is not my experience as DG NCAA. I cannot speak about what happened before me and we have to determine and understand what is the autonomy of the NCAA. NCAA is a government organization, NCAA cannot exist in the absence of government. The autonomy of the NCAA is in its regulatory functions, our safety regulatory function, that is where we have our autonomy. But there are other government regulations, regulations financial, and everything that the NCAA has to do. The NCAA cannot exist on its own and we say that no one in the government talks to us. There is no civil aviation authority like that. But when we make safety decisions, like grounding airline X, then someone will step in and say we should reverse that action. That never happens and that is interference with the regulatory function”.
