ANAC establece programaciones aéreas
Las líneas aéreas domésticas e internacionales que operan en Argentina comunicarán las frecuencias de Julio 2021 de acuerdo con los nuevos cupos establecidos por el Gobierno de Argentina. Actualmente las aerolíneas de Estados Unidos habrían recibido las aprobaciones. La publicación de la Decisión Administrativa Nº683/2021 que comienza a flexibilizar el cupo diario de pasajeros internacionales que pueden ingresar al país hasta unos mil por día en la primera semana de Agosto, se espera que este Lunes 12/07 las líneas aéreas empiecen a informar los vuelos que les aprobó la Administración Nacional de Aviación Civil (ANAC) de acuerdo con las limitaciones. Las aprobaciones estaban siendo aprobadas el Domingo 11/07 y las compañías serían las encargadas de informar la nueva programación. Las primeras en recibirlas habrían sido las empresas americanas para evitar sanciones del Departamento de Transporte (DOT) de los Estados Unidos por cuestiones de reciprocidad, que de todas maneras no se cumplen los plazos reglamentarios para realizar aprobaciones con muy poco tiempo de anticipación. En Mayo 2021, el DOT emitió una orden según la cual Aerolíneas Argentinas debía informar con treinta días de antelación los vuelos que operaría desde y hacia los Estados Unidos por las decisiones del Gobierno que limitaron los vuelos de los operadores norteamericanos desde y hacia argentina.
El Sábado 10/07, autoridades de la ANAC se reunieron con representantes de la Asociación de Transporte Aéreo Internacional (IATA) y de la Cámara de Compañías Aéreas en Argentina (JURCA) para explicar los alcances de la decisión administrativa. La programación de los cupos para el transporte aéreo han establecido que no se aprobarán especiales de repatriación, solo regirán los cupos dispuestos en la Decisión Administrativa Nº683 de 5.200 plazas para la semana del 10/7/2021 al 16/7/2021, 6.300 plazas para la semana del 17/7/2021 al 23/7/2021, 7.000 plazas para las semanas del 24/7/2021 al 30/7/2021 y 7.000 plazas para la semana del 31/7/2021 al 6/8/2021.
En el encuentro los representantes de las líneas aéreas manifestaron su preocupación por el problema de los varados que, según su visión se agravaría debido a que se acumulan pasajeros día a día, dejando en claro desde las compañías aéreas que los cupos de pasajeros diarios asignados en esta decisión administrativa son insuficientes para la sustentabilidad de la aviación comercial.
Debido al impacto de las medidas en la navegación aérea, la aerolínea Latam Airlines informó que cancela las operaciones desde argentina a Brasil y Chile hasta el 6 de Agosto de 2021, ya que la decisión administrativa estableció el cierre de fronteras con esos países hasta esa fecha. Aquellos pasajeros afectados podrán modificar la fecha de su ticket sin ningún costo, en base a los cupos disponibles. Los pasajeros con vuelos afectados que compraron servicios terrestres con Latam Travel deberán comunicarse al Contact Center. Si el cambio de fecha no es una solución, podrán solicitar la devolución del pasaje, independiente de la tarifa que hayan comprado. Si la compra se realizó a través de una agencia de viajes podrán solicitar la devolución a la agencia, la cual realizará las gestiones correspondientes con LATAM. Posterior al 06/08, los vuelos hacia Brasil y Chile estarán sujetos a las disposiciones que adopte el Gobierno de Argentina. La compañía aguardaba información sobre el itinerario a Lima, Perú.

Medida de fuerza en ATEPSA vuelos domésticos 12/07
Un paro de ATEPSA en Argentina afecta a los vuelos de cabotaje para este Lunes 12/07. Los controladores aéreos harán un paro distribuido en dos turnos durante este lunes, entre las 13:00 y las 15:00 y entre las 19:00 y las 21:00 hs. El plan de lucha de ATEPSAse viene dando desde hace dos semanas que comenzó con paros en los vuelos de carga y los vuelos ejecutivos, y a partir de este Lunes también abarcará a los vuelos comerciales de cabotaje. El gremio anticipó que la medida de fuerza no involucra vuelos sanitarios ni relacionados con el transporte de vacunas.
En medio del conflicto con los vuelos internacionales y la situación de los argentinos varados en el exterior, la Asociación Técnicos y Empleados de Protección y Seguridad a la Aeronavegación (ATEPSA) anunció un paro en la Ciudad de Buenos Aires para este Lunes 12 de Julio de 2021 en reclamo de aumentos salariales. La medida de fuerza afectará a los vuelos comerciales en todo el país, sin embargo, Aerolíneas Argentinas tomó una drástica determinación a fin de descongestionar posibles aglomeraciones en el Aeroparque Jorge Newbery. Los controladores dependen de la Empresa Argentina de Navegación Aérea (EANA), una dependencia del Estado independiente de otras empresas estatales del sector, como Aerolíneas Argentinas e Intercargo.
Los controladores de vuelo son los encargados de organizar la navegación aérea, autorizan los despegues, rutas y aterrizajes de todas las aeronaves que circulan por el espacio aéreo argentino. Están distribuidos en los 54 aeropuertos y aeródromos que hay en el país. También tienen bajo su función instalar y mantener todos los sistemas de navegación electrónicos como radares y sistemas de comunicación. «Reclamamos una urgente recomposición salarial para completar la negociación paritaria del año pasado y acordar la del actual, recuperar lo perdido y ganarle a la inflación como proclama el Gobierno nacional», señaló el Secretario General de ATEPSA, Jonatan Doino. El gremio de los controladores, está políticamente vinculado a la Asociación del Personal Técnico Aeronáutico (APTA), que encabeza Ricardo Cirielli.
Las líneas aéreas se verán afectadas su programación para este día. Desde Aerolíneas advirtieron el Domingo 11/02 que por la medida de los Controladores Aéreos habrá modificaciones en los vuelos: «Estimado pasajero, debido a medidas de fuerza adoptadas por parte de sectores aéreos ajenos a la compañía, mañana [Lunes12/07] algunos de nuestros vuelos domésticos podrán modificar su horario. Todavía no hay suspensiones ni cancelaciones de vuelos, pero sí reprogramaciones de vuelos de cabotaje», expresó la aerolínea en su cuenta de Twitter el Domingo por la noche. Los vuelos internacionales no se verán afectados. A modo preventivo, destacó que Aerolíneas Argentinas, “tomando en cuenta que puede afectar a los pasajeros para que no haya demoras ni congestionamiento de pasajeros en Aeroparque, ya está informando la modificación de horarios para que lleguen en el horario de embarque y no se concentren en la estación aérea de la Ciudad Autónoma de Buenos Aires”.
La vigencia de la medida de fuerza, en principio para este Lunes 12/07, pero no hay definiciones al respecto, pero normalmente, cuando ocurre, suele ser un día y evalúan la medida de fuerza para repetirla más adelante o entrar en la etapa de negociación para llegar a un acuerdo.

La nueva Decisión Administrativa Nº 683, que reemplaza a la anterior, la Nº 643 permite a la ANAC administrar la distribución de los asientos de manera semanal, con un cupo máximo de 5.200 asientos. El incremento del cupo diario de 600 aumenta a 742 personas por día. Sin embargo, desde las aerolíneas no ocultaron su desilusión frente a la confirmación de que no habrá vuelos especiales. Las líneas aéreas enfrentan fuertes reclamos de argentinos varados en el exterior. Las aerolíneas extranjeras expresaron que la reunión no aportó nada novedoso, más allá de que adelantaron que no habrá vuelos especiales de repatriación. Las autoridades han expresado que a partir del Domingo 11/07 comenzarían a recibir de parte del Aeropuertos Argentina 2000 (AA2000) las factibilidades de los vuelos solicitados.
El Vicepresidente regional para Las Américas de IATA, Peter Cerdá, sólo hasta el Martes 29/06 se acumulaban 14.000 argentinos varados en el exterior, a causa de las restricciones que el Gobierno dispuso desde fines del mes pasado. Las aerolíneas han comunicado que los cupos de pasajeros diarios asignado son insuficientes para sustentabilidad de nuestra industria.
Latam Airlines ha confirmado este Sábado 10/07 que la ANAC sigue sin autorizarle como mínimo hasta el 6 de Agosto de 2021 los pedidos de vuelos provenientes desde Chile y Brasil, dos destinos vedados por la actual norma sanitaria, junto a los vuelos provenientes desde el Reino Unido, Turquía, India y países de África.
La Decisión Administrativa Nº 683/2021 que el Viernes 09/07 firmó el Jefe de Gabinete, Santiago Cafiero, estará vigente hasta el 06/08, establece un incremento gradual de la cantidad de pasajeros que puede llegar al país, luego de la drástica restricción de 2.000 pasajeros por día a 600 que rige desde el 28/06, como parte de las medidas para evitar el ingreso y circulación de la cepa Delta de Coronavirus. Desde este Sábado 10/07, ese cupo subió a 5.200 pasajeros por semana, y la semana siguiente subirá a un tope de 6.300. Entre el 25 de Julio y el 6 de Agosto de 2021, el tope de pasajeros que puede arribar desde el exterior subirá a 7.000 por semana. Aunque los aumentos de los cupos han sido insignificantes por parte de las aerolíneas, han expresado que estiman que sólo hasta este Sábado 10/07, la cantidad de pasajeros que no han podido ingresar a Argentina alcanza la cifra cercana a los 20.000 pasajeros.

Leve flexibilización de las restricciones aéreas en Argentina
El panorama de vuelos al exterior hacia Estados Unidos y otros países para el regreso de los varados continúa afectando a los argentinos hacia su retorno al país. El Gobierno de la República Argentina continuará manteniendo los vuelos autorizados hasta este Domingo 11/07 con una cuota de 600 pasajeros por día, pero la Administración Nacional de Aviación Civil (ANAC) convocará a las compañías para definir el detalle del esquema hasta el 6 de Agosto de 2021.
El Gobierno ha publicado este Viernes 09/07 la Decisión Administrativa 683/2021 que delineó de qué manera se implementará el cupo de argentinos que pueden regresar del exterior a partir del Sábado 10 de Julio hasta el 6 de Agosto de 2021. Son cuatro semanas en las que el límite a los ingresos por vía aérea se irán flexibilizando paulatinamente. La ANAC, encargada de operativizar la política aérea nacional administrará un cupo de 5.200 ingresos semanales. A partir del 17/07 será un cupo de 6.300 por semana y en últimas dos semanas, del 24/07 al 06/08, el ingreso de 7.000 pasajeros, a un promedio de mil por día, pero con una pauta que le permitirá una mayor flexibilidad que la que dispone actualmente. La ANAC ha expresado que el cronograma de vuelos habilitados hasta el 12/07 no tendrá cambios. Sin embargo lo anunciado por el Gobierno, habilita a partir del Sábado 10/07 el ingreso de 142 argentinos adicionales diarios. Por lo que, en conversaciones con las compañías aerocomerciales, el organismo definirá de qué modo y a qué empresas les irá autorizando vuelos y capacidad de ingreso de pasajeros.
El Ministerio de Transporte aún no publicó la Decisión Administrativa. Cuando ésta se publique, la ANAC debe verificar qué empresas quieren volar y cuándo, qué pasajeros piden retorno inmediato y dividir la capacidad en un número de vuelos que implique al menos una conexión diaria con los distintos destinos.
Para este Domingo 11/07, la titular del organismo de aviación, Paola Tamburelli, se reunirá con las líneas aéreas para la elaboración y publicación del nuevo cronograma correspondiente a una semana de programaciones. Es un trabajo enorme dijeron desde el organismo que regula y coordina al sector aerocomercial. Desde las compañías dicen que pasar de 600 a 740 pasajeros no es ni medio avión y que la medida no modificará el esquema actual de manera significativa, aunque podrían sumar vuelos extras a partir de la semana entrante. Elaborar una programación de vuelos en estas circunstancias implica coordinar con todos los sectores de la aviación; mientras que los usuarios varados en el exterior continúan sufriendo la vulnerabilidad de sus derechos.
Vuelos habilitados por ANAC hasta el 12/07
Aerolíneas Argentinas ha desarrollado un vuelo en la tarde del Viernes 09/07 a Madrid; uno este sábado 10/07 a Lima; una frecuencia el 11/07 proveniente de Lima y uno de Madrid, destino al que partirá también un vuelo desde Ezeiza, como así también partirá una frecuencia hacia Miami. American Airlines tiene un vuelo diario a Miami, por lo que restan los vuelos del día 10, 11 y 12/07, mantiene el mismo esquema de vuelos provenientes de ese destino. Se suprimen dos vuelos para el día 11/07, uno proveniente de Nueva York y otro que parte hacia de este mismo destino. Air France tiene previsto un vuelo entre Buenos Aires y París el 10/07. KLM Airlines anunció en su momento seis vuelos entre Buenos Aires y Amsterdam 2, 4, 5, 7, 9 y 11/07, por lo que resta únicamente el vuelo del próximo Domingo 11 de Julio de 2021.
El Director Ejecutivo de la Cámara de Compañías Aéreas en Argentina (JURCA), Felipe Baravalle ha expresado respecto a la situación de las restricciones a los viajes por cupos limitados en Argentina: “Las líneas aéreas están sorprendidas la modificación del cupo diario es prácticamente nula. Esos 142 pasajeros que se agregan por día en la primera semana no sabemos de qué forma van a distribuirlos; a partir de mañana ya empieza a correr la nueva Decisión Administrativa y todavía no tenemos idea de qué manera van a repartir esos pasajeros extra”, dijo el representante de JURCA.
Imprevisibilidad aérea
El representante de las aerolíneas de JURCA que operan en Argentina explicó que las compañías aéreas empiezan a cansarse de la modalidad del Gobierno a los cupos de viajes: “Es lo que ya venimos diciendo hace un tiempo, para operar correctamente el sector aerocomercial necesita de previsibilidad, planificación y claridad en las condiciones. Seguimos sin saber de qué forma van a ser repartidos los pasajeros, con qué criterio, con qué prioridades”, sentenció Felipe Baravalle.
Las líneas aéreas han presentado las quejas formales acerca de la imprevisibilidad de reprogramar vuelos a sus pasajeros sin ningún tipo de anticipo. Citando un ejemplo por caso es la compañía Turkish Airlines que posee un vuelo proveniente de Turquía el día Lunes 12/07 y ha vendido la capacidad de los pasajes pero se encuentran sujetos a decisión gubernamental argentina, estando a tres días de la fecha no hay notificación si se podrá efectuar el vuelo Estambul-Buenos Aires. “Nuestra recomendación es que los cronogramas de vuelos se diagramen para 3 meses de operaciones, y que las habilitaciones se emitan con un mínimo de 15 días de anticipación; si no, es muy difícil trabajar correctamente”, detalló Felipe Baravalle. En concreto, las aerolíneas aún no han recibido las aprobaciones de las frecuencias a partir del 12 de Julio de 2021, mientras continúan expectantes sobre qué vuelos serán aprobados por parte de la ANAC y de qué forma se repartirá el nuevo cupo de argentinos y residentes que regresen del exterior.

Tras los anuncios del Gobierno de Argentina de la Decisión Administrativa 643/2021 de restringir nuevamente el cupo al tráfico aéreo para controlar el ingreso de mayor índice de contagiosidad, ha generado por otro lado nuevos usuarios argentinos varados en el exterior debido a vuelos cancelados. Varias aerolíneas fueron obligadas a suspender sus vuelos de regreso a Argentina desde este Domingo 27/06 por la noche, lo que se vuelve a repetir la historia de las serias dificultades que esto genera para los pasajeros, que según datos de la industria turística se ha pronosticado para este próximo fin de semana que habría unos 40.000 argentinos varados en el exterior debido a las nuevas restricciones sanitarias que limita de 2.000 a 600 el número de ciudadanos argentinos que pueden ingresar al país.
Si bien, en un primer momento, desde la Administración Nacional de Aviación Civil (ANAC), dijeron que los vuelos de este Lunes 28/06, no sufrirían modificaciones, la realidad, es que ya hay argentinos varados en el exterior que no saben cuándo podrán volver al país, por lo que necesitarán esperar una reprogramación de sus tickets aéreo.
Un ejemplo de ello ha sido los inconvenientes lo sufrieron los pasajeros de Latam Airlines. La compañía informó: «Debido a la publicación de la Decisión Administrativa 643/2021 emitida por el Gobierno en Argentina que implica, entre otras medidas, la decisión drástica de reducir el ingreso de pasajeros diarios en el país a 600 personas, la operación de la compañía será fuertemente afectada». En este contexto, Latam Airlines Perú ha recibido por parte de la autoridad local la revocación de la aprobación del vuelo LA2699 del día 28/06 que realizaba la ruta Lima–Buenos Aires y su posterior retorno LA2700 el día 29/06 Buenos Aires–Lima. Los pasajeros han tenido que modificar la fecha de vuelo en base a los cupos disponibles para otro vuelo.
Las líneas aéreas que vuelan en Argentina, ha excepción de Aerolíneas Argentinas que ya tiene confirmados sus vuelos hasta el 12/07, todavía no cuentan con un cronograma de vuelos para el mes de Julio 2021, mostrando nuevamente la imprevisibilidad del Gobierno frente a la desidia de los pasajeros. El Departamento de Transporte (DOT) de Estados Unidos podría aplicar duras sanciones a Argentina por la falta de planificación anticipada al cronograma de vuelos respecto a las líneas aéreas estadounidenses que operan en el país austral.
Organismos reclaman
Las líneas aéreas extranjeras que operan en Argentina han solicitado al Gobierno una reunión urgente con las autoridades respectivas para tratar la falta de previsibilidad en la programación de los vuelos en tiempos de restricciones, pero hasta la fecha no han recibido confirmaciones, por lo que desconocen cómo se distribuirá el cupo entre las compañías ni qué vuelos les permitirán operar, por lo que unos 1.400 argentinos por día continuarán varados en el exterior a la espera de definiciones del Gobierno.
La agrupación JURCA, la Cámara de Líneas Áreas en Argentina, informó que este Domingo 27/06 varias compañías aéreas recibieron cancelaciones de los vuelos que estaban aprobados hasta fin de mes. Incluso algunas fueron informadas en el mismo día del vuelo, lo cual deja a nuestros pasajeros con la inesperada sorpresa de no poder regresar. «Considerando que hay casos de líneas aéreas que tienen un solo vuelo para los próximos quince días desde algunos destinos, esto deja a nuestros pasajeros en una situación realmente preocupante por la falta de opciones de conectividad. Estamos tan sorprendidos como los pasajeros por lo drástico de esta medida de la cual no fuimos participes. Solicitamos a las autoridades nos reciban para presentar opciones de regreso para los miles de pasajeros que se verán afectados por esta medida. Estamos sumamente preocupados por la conectividad de nuestro país. Se puede ver como varias compañías dejaron de operar y otras tienen suspendidas sus operaciones con nuestro país a la espera de ver cuando resulta viable reiniciar sus operaciones o no regresar. Antes de la pandemia teníamos aproximadamente 155 aterrizajes internacionales diarios en todo el país y hoy pasaremos a tener 3 aterrizajes diarios. Ahora, pasamos a tener tres aterrizajes diarios, casi un 2% de lo anterior. Aún no tenemos novedades de la reunión pedida. La medida fue tomada de forma sorpresiva, de un día para el otro. Incluso, algunos pasajeros estaban en vuelo, para hacer una conexión, y quedaron varados en la escala. A nivel diplomático, varios países están haciendo gestiones para que puedan regresar sus pasajeros. Cancelaron vuelos ya aprobados hasta fin de mes. El nuevo límite rige hasta el 09/07. Pero no sabemos si a partir de esa fecha se vuelve a los 2000 pasajeros por día o si luego extienden la medida de sólo 600. Hay 1400 personas por día que no van a poder regresar. Se generó un embudo, un cuello de botella; las compañías no saben cómo traer a los pasajeros ni tampoco qué pasará con los que tienen reservas. Algunas compañías fueron informadas el mismo día del vuelo que se cancelaba. La medida fue muy drástica. Pedimos a las autoridades que nos reciban para presentar opciones de regreso para los miles de pasajeros afectados, pero aún no tuvimos respuesta», dijo Felipe Baravalle, Director Ejecutivo de Jurca.
La Asociación de Transporte Aéreo Internacional (IATA), que nuclea a las aerolíneas, y Jurca le reclamaron al Gobierno una reunión para presentarle posibles opciones que permitan el regreso de miles de pasajeros afectados por la medida. Sin embargo, hasta este Lunes 28/06 por la tarde, no habían recibido respuesta de las autoridades de la Administración Nacional de Aviación Civil (ANAC), el organismo que regula al sector. El Sábado 26/06, IATA le había pedido al Gobierno una reunión urgente y que, ante la nueva reducción de 70% en el número de pasajeros internacionales, necesitaba que al menos se les informe «cómo se distribuirán las 600 plazas entre las compañías aéreas, de modo transparente. Al tomar estas decisiones unilaterales y de corto plazo, el Gobierno corre el riesgo de aislar aún más al país», destacó Peter Cerdá, Vicepresidente Regional de IATA para las Américas, en un comunicado.
También las agencias de viaje salieron a reclamar el fin de semana por las nuevas medidas, que «afectan el desempeño del sector y, en especial, a las agencias de viajes que cumplen un rol clave en la comercialización del turismo. La incertidumbre generada pone un freno a la recuperación del sector y abre incógnitas de cara a la temporada invernal que se aproxima», comentaron, en un comunicado, desde Faevyt, la cámara de las agencias
Paola Tamburelli, titular de la ANAC, aseguró a un programa de radio que no hay pasajeros varados. «Varados había cuando no había vuelos; algunos tendrán que demorar su llegada, pero la conectividad está asegurada, aunque con un menor número de arribos. Lo que buscamos impedir es que estas nuevas cepas entren al país y se propaguen. Eso implicará que algunos pasajeros queden demorados». Desde el Gobierno, justificaron la medida, además, al asegurar a través de un comunicado de Presidencia que en la actualidad 101 países tienen cerradas sus fronteras por el Covid-19.
