Gobierno provincial fondos para mantenimiento pista

El Gobierno de la Provincia de Santa Fe ha expresado que tomará la decisión de reparar lapista del Aeropuerto Rosario (ROS), después que el Gobierno Nacional no aceptara incurrir en los gastos a pesar del convenio firmado que se resiste cumplir. Ahora, el Gobierno provincial ha decidido pagarla con fondos propios.

La pista de la estación aérea rosarina necesita una repavimentación, aunque estructuralmente está sólida con una obra de mejora y ampliación hace una década, su superficie se comenzó a deteriorar hace unos meses, lo que requiere una operación con restricciones. La demora de meses por la falta de rapidez al actuar de la gestión anterior y el freno en la obra pública dispuesto por el gobierno nacional empeoraron la situación.

La terminal aérea rosarina es una de las pocas del país que no están concesionadas a Aeropuerto Argentina 2000 ni a London Supply, los dos gigantes de la operación aeroportuaria argentina, sino que depende del Estado provincial, al igual que el Aeropuerto Santa Fe/Sauce Viejo (SFN). Es un ente autárquico manejado por un directorio compuesto por un presidente y dos directores.

Cuando las nuevas autoridades asumieron, se encontraron con la superficie de la pista ya deteriorada y con un convenio que el directorio anterior, presidido por el massista Eduardo Romagnoli, había firmado con el Organismo Regulador del Sistema Nacional de Aeropuertos (ORSNA) para su arreglo. En ese acuerdo, a cambio de desembolsar el dinero necesario para la obra, el ORSNA le pedía al directorio que se encargara de renovar la torre de control y cambiar el sistema de balizamiento y el juego de luces de aproximación para baja visibilidad. El Aeropuerto cumplió su parte, pero el gobierno nacional que encabezaba Alberto Fernández no hizo lo propio. Cuando Javier Milei pasó a ocupar la Presidencia, el proyecto se detuvo; mientras faltaban nombrar las nuevas autoridades del ORSNA que debían regular las obras. Tras el nombramiento en el ORSNA de Pedro Hadida en Abril 2024, continúan la falta de respuesta.

La decisión de Santa Fe
Como la obra es cada vez más urgente, el Ministerio de Desarrollo Productivo de la Provincia de Santa Fe que conduce Gustavo Puccini decidió avanzar con la obra y que Santa Fe se hiciese cargo de aportar los recursos, al menos en una primera etapa. En Septiembre 2024 se lanzará la licitación para el primer tramo de la obra, que precisa de un desembolso de AR$ 8.000 millones Pesos asegurado por el Tesoro Provincial. La decisión política será continuar buscando inversores para completar las obras de la aeroestación.

El Gobierno provincial y el ORSNA firmaron un convenio que se encuentra vigente. Santa Fe, a través del Aeropuerto Rosario ha cumplido con sus obligaciones y es acreedor en ese entendimiento. Pero, ante la falta de respuesta por parte de la Nación, la Provincia de Santa Fe analizará los medios adecuados para que le restablezcan los fondos invertidos en las obras. El convenio está firmado por US$ 38 millones de Dólares, una cifra bastante mayor de lo que se proyecta como necesario gastar para realizar las obras de reparación del Aeropuerto Rosario.

Provincial government funds for track maintenance

The Government of the Province of Santa Fe has expressed that it will make the decision to repair the runway at the Rosario Airport (ROS) after the National Government did not agree to incur the costs despite the signed agreement that it refuses to comply with. (SFN). It is an autonomous entity managed by a board of directors made up of a president and two directors.

When the new authorities took office, they found the runway surface already deteriorated and an agreement that the previous board, chaired by Massista Eduardo Romagnoli, had signed with the Regulatory Body of the National Airport System (ORSNA) for its repair. In that agreement, in exchange for disbursing the money necessary for the work, ORSNA asked the board to be in charge of renovating the control tower and changing the beacon system and the set of approach lights for low visibility. The Airport did its part, but the national government headed by Alberto Fernández did not do the same. When Javier Milei became President, the project was stopped; while the new ORSNA authorities who were to regulate the works remained to be named. After the appointment of Pedro Hadida to ORSNA in April 2024, the lack of response continues.

The decision of Santa Fe
As the work is increasingly urgent, the Ministry of Productive Development of the Province of Santa Fe led by Gustavo Puccini decided to move forward with the work and for Santa Fe to take charge of providing the resources, at least in the first stage. In September 2024, the tender for the first section of the work will be launched, which requires a disbursement of AR$ 8,000 million Pesos insured by the Provincial Treasury. Salgado Filho permanecerá cerrado por inundaciones

El Administrador del Aeropuerto Porto Alegre Salgado Filho (POA) informó que las operaciones están suspendidas hasta el 30 de Mayo de 2024 debido a las inundaciones provocadas por las fuertes precipitaciones en la región Sur de Brasil. Actualmente, el aeropuerto gaúcho permanece bajo el agua tras las inundaciones que azotaron el Estado de Rio Grande do Sul (RS).

El Lunes 06/05 la Asociación Brasileña de Líneas Aéreas (Abear) informó que el Aeropuerto Salgado Filho está cerrado indefinidamente, con todas las operaciones suspendidas. Fraport, el Administrador aeroportuario, emitió una nota en la que establecería el 30 de Mayo de 2024 como fecha final de la suspensión de operaciones. El aeropuerto está cerrado desde el pasado Viernes 3 de Mayo de 2024 debido a la subida de las aguas del lago Guaíba, en la capital riograndense, que alcanzó el nivel más alto jamás registrado, de una cota de 5,33 metros el Domingo 05/05 por la mañana. Se espera que la elevación permanezca por encima del umbral de inundación (3 m) durante los próximos diez días. Antes de que se alcanzaran los niveles de este mes, el récord se estableció en 1941 con un umbral de 4,76 metros.

Respuesta Federal
La respuesta federal a la catástrofe en Rio Grande do Sul moviliza a 15.000 personas, con más de 25.000 rescates se llevaron a cabo en operaciones conjuntas de las fuerzas federales, estatales y municipales. El Gobierno Federal reconoció este Domingo 05/05 el estado de emergencia en 265 municipios de Rio Grande do Sul, una medida que facilitará la transferencia de recursos para acciones de emergencia y reconstrucción. Las operaciones de rescate cuentan con el apoyo de 130 aeronaves, más de 950 vehículos y 182 embarcaciones.

La tragedia ocurre debido a la masa de aire caliente estacionada en el Centro-Sur del país, que impide el avance de frentes fríos y concentra las precipitaciones en Rio Grande do Sul y el sur de Santa Catarina. El fenómeno se ve intensificado por uno de los fenómenos de El Niño más fuertes de la historia y por el cambio climático, relacionado con el aumento de los fenómenos meteorológicos extremos en la región.

Porto Alegre
La ciudad de Porto Alegre fundada por inmigrantes portugueses en 1772, la metrópoli se desarrolló al influjo de su puerto, que fue clave para el crecimiento de Brasil. Es la capital de uno de los estados más pujantes del país, con el quinto PIB de la mayor economía latinoamericana. Si se suma su región metropolitana, el número de habitantes de Porto Alegre llega a 3,5 millones.

Esta urbe moderna con muchos edificios altos se erige a las márgenes del lago Guaíba, al que comúnmente se denomina río por su extensión, conectado a la Laguna de los Patos y este a su vez al océano Atlántico. Es esta confluencia de vías de agua que le dio a Porto Alegre su valor estratégico para canalizar la producción agropecuaria que le convierte en uno de los estados más ricos de Brasil. Sin embargo, hoy esa bendición se convirtió en desgracia con la crecida de los cursos de agua producto de las lluvias. El casco histórico de Porto Alegre se encuentra actualmente bajo agua y los daños de la crecida aún son imposibles de evaluar.

Salgado Filho will remain closed due to flooding

Federal Response

However, today that blessing turned into a misfortune with the flooding of water courses as a result of the rains. The historic center of Porto Alegre is currently under water and the damage from the flood is still impossible to assess.

Gestionan el arribo de nuevas aerolíneas a Esquel, Argentina

El Secretario de Turismo de Esquel, Gustavo Simieli, confirmó que se trabaja en gestiones ante aerolíneas en favor de concretar nuevos vuelos en el Aeropuerto Esquel/EQS. “Desde el ámbito municipal se vienen desarrollando gestiones para la llegada de mayor cantidad de vuelos al destino. Tuvimos una reunión la semana pasada muy positiva con la gente de Flybondi. Desde el Ministerio de Turismo también se están haciendo las gestiones con la gente de JetSMART, para poder dar una solución definitiva a nuestra conectividad”. Explicó que esto se debe a que “Aerolíneas Argentinas no nos está dando la respuesta que necesitamos. El destino necesita tener cada vez más vuelos, por eso creo que la solución inmediata hoy puede ser una low cost».

Ante el aumento del tráfico de pasajeros en el destino turístico de la zona cordillerana chubutense, el Secretario de Turismo resaltó: «Estamos esperando la respuesta de Flybondi sobre las necesidades que ellos tienen, la factibilidad de operatividad del aeropuerto, y ver si desde el Ente Mixto, el Municipio, o bien la Provincia, podemos dar algún tipo de ayuda para que pueda llegar alguna de las low cost”.

De cara a la próxima temporada invernal, Gustavo Simieli informó que Aerolíneas Argentinas dispuso una promoción de venta de pasajes en cuotas sin interés para distintos destinos del país donde está incluido Esquel. En este sentido, el Secretario de Turismo indicó “es muy beneficioso para el destino, así que esperemos que la gente la pueda aprovechar”.

Aerolíneas instan a Tribunales salvaguardar futuro Schiphol

Las aerolíneas KLM Airlines, Delta Air Lines, Corendon Airlines, Easyjet y TuiFly han unido sus fuerzas para iniciar un procedimiento sumario contra el Gobierno holandés en un intento de mantener a los Países Bajos conectados con el resto del mundo a través del Aeropuerto Amsterdam/Schiphol/AMS, en Amsterdam, el principal aeropuerto de los Países Bajos.

Las compañías aéreas impugnan la decisión unilateral del Gobierno de reducir significativamente los movimientos de vuelos en Schiphol, confiando en que pueden reducir los niveles de ruido y las emisiones de CO2, manteniendo al mismo tiempo una red de destinos para los millones de pasajeros y toneladas de carga que transportan anualmente desde y hacia Schiphol.

El Aeropuerto de Schiphol contribuye significativamente a la economía holandesa, con más de 100.000 puestos de trabajo directos e indirectos. Las compañías aéreas sostienen que, además de violar la legislación nacional, europea e internacional, la decisión es innecesaria, perjudicial y carece de justificación adecuada, dado que el sector aéreo ya está logrando resultados significativos en relación con la reducción de las emisiones de CO2 y la disminución de los niveles de ruido.

Por estas razones, un grupo de aerolíneas instan a los tribunales a salvaguardar la capacidad futura del aeropuerto de Schiphol. El Grupo KLM, que representa cerca del 60% del tráfico de Schiphol, inició esta acción legal en consonancia con la posición de la empresa matriz Air France-KLM Group al respecto. Además, la asociación industrial BARIN ha manifestado su pleno apoyo a esta iniciativa.
