Migraciones de Argentina ha indicado que buscan aumentar el número de viajeros que están varados en el exterior para que puedan regresar al país. A partir de Septiembre se busca aumenta a 2.300 personas el cupo diario de ingresos a la Argentina de pasajeros varados en el extranjero habilitando vuelos especiales, así lo confirmó la Directora Nacional de Migraciones, Florencia Carignano.
Desde Migraciones informaron que la condición es que «las aerolíneas tengan dos horas de diferencia entre cada vuelo para que todas las personas puedan hisoparse en tiempo y forma». De esta manera buscan acelerar el cupo de repatriaciones ingresando al país por varias vías de ingreso, no solamente por el Aeropuerto Internacional Ezeiza/EZE. La funcionaria nacional explicó que para poder ampliar el cupo «necesitamos habilitar otros aeropuertos internacionales, como por ejemplo Córdoba, Mendoza, Rosario. Siempre y cuando los gobernadores presenten los protocolos».

Este anuncio se suma a otro dado a conocer la semana pasada, por el cual a partir de este Sábado 07/08 queda habilitada la reunificación familiar para que ingresen al país extranjeros que sean parientes directos de argentinos, una modalidad que había sido suspendida el 28 de Junio de 2021. De esta manera, los parientes directos de argentinos o residentes en el país que pretendan ingresar al territorio nacional alegando cuestiones de reunificación familiar, ya sea por vínculo directo con nacional argentino nativo o extranjero residente, podrán concretar el trámite ante la empresa transportadora correspondiente, ya sea una aérea o fluvial.

Mercado internacional amenazado por mala gestión sanitaria Argentinos varados exterior sufren desidia

La IATA también señaló que si se mantienen las restricciones, Argentina puede quedar aislada del resto del mundo, lo que podría repercutir en la actividad económica. «Tenemos más de cinco líneas aéreas que no están regresando al mercado argentino y otra media docena que han limitado significativamente su presencia en el país, y no sabemos si volverán», dijo el Vicepresidente de IATA para Las Américas, Peter Cerdá. La situación empeora cada día que las restricciones continúan en pie. El Directivo de IATA destacó que las severas medidas adoptadas por el Gobierno de Argentina provocarán la pérdida de varios puestos de trabajo: «Hasta ahora no hemos tenido ninguna notificación en cuanto a la planificación. Puede que haya un pequeño aumento del número de pasajeros, que actualmente es de mil al día, pero no esperamos ninguna gran noticia de que se vayan a rebajar las restricciones de forma significativa”, expresó Peter Cerdá. Los topes actuales son efectivos desde hace casi dos meses.
El titular de la IATA dijo que mantiene un diálogo abierto con el Ministerio de Transporte y con la agencia de aviación civil ANAC, y que esperaban mantener una reunión con el Jefe de Gabinete, Santiago Cafiero, pero subrayaron la falta de interés del funcionario en trabajar por la recuperación de un sector que podría resultar beneficioso para el país. Peter Cerdá no tiene muchas esperanzas de que la política actual cambie, aunque no descartó que se realicen más vuelos para traer de vuelta a los ciudadanos argentinos y residentes que aún están varados en el exterior.
Incertidumbre de varados
Desde el inicio de la pandemia de Coronavirus en Marzo de 2020, las primeras medidas que se tomaron pusieron foco en las personas que ingresaban al país provenientes del extranjero que estuvieran experimentando los principios de la circulación del virus. El entonces Ministro de Salud Ginés González García decía que esta enfermedad la traían los argentinos que habían vacacionado en el exterior. Ahí comenzaba una larga historia de malas gestiones desde la esfera gubernamental. Al regreso debían cumplir un aislamiento preventivo de unos siete días en principio, y luego se prorrogó hasta diez días de encierro. Medida que se llevó a cabo en varios países del mundo para restringir la circulación de quienes potencialmente podían contagiar.
Los principales desafíos que han tenido distintos gobiernos a través del mundo fue la administración y logística en el tratamiento de circulación del virus entre países. Aquellos países mejor preparados pudieron discriminar la circulación de extranjeros sin abandonar a sus conciudadanos generando medidas de control y protocolo que permitieran el control de los contagios. Sin embargo, el Gobierno de Argentina no tuvo la habilidad de llevar un plan ordenado de rescate de ciudadanos argentinos que quedaban varados y a la deriva en distintas ciudades sin haber tenido la posibilidad de elegir una fecha de regreso cierta. Primero las líneas aéreas y la baja de frecuencias de vuelos hasta las medidas tomadas en la cuarentena del cierre total de las fronteras dejó varados a más de 150.000 argentinos según los propios datos oficiales que aportaba Migraciones en su momento. Las cancelaciones de vuelos y los cambios en las normativas locales de parte del Gobierno generaron un clima de incertidumbre y angustia que tardó mucho tiempo en resolverse por la absoluta improvisación. Nunca el gobierno generó un sistema oficial de información y logística que permitiera regresar bajo un cronograma ordenado a su país. Los diferentes organismos internacionales se hicieron eco de los reclamos.
El plan de vacunación nacional ha demostrado ser un escándalo por su mal gestión. La planificación y las negociaciones han sido muy frustrantes alcanzando hasta la fecha contamos con un 11% de vacunados con las dos dosis entrando al mes de Agosto 2021 y atravesando un invierno crudo y una amenazante nueva cepa Delta.
El 9 de Julio de 2021 el Gobierno nacional prorrogó mediante la Decisión Administrativa Nº 683/2021 el cierre de fronteras y la restricción de accesos al país hasta el día 06/08. Establece que dispondrá los cupos semanales en vuelos de pasajeros para el reingreso al territorio nacional de los argentinos, las argentinas y residentes que se encuentren en el exterior. Sin embargo, mantiene la discrecionalidad del organismo para realizar cambios sobre la marcha, previa intervención de la autoridad sanitaria nacional. De esta manera, ni quienes se encuentran varados en el exterior y que deben regresar al país, ni sus familias, ni ningún otro ciudadano saben cómo seguirá esta situación. Mientras tanto, están en calidad de varados en países que los alberga transitoriamente, asumiendo costos impensados y con la incertidumbre de no estar con los suyos.
El acceso a la información pública es un derecho consagrado en nuestro país que cuenta desde el 2016 con una ley especial que instruye al Estado acerca de cómo entregar la información. Cada uno de los varados está demandando el pleno ejercicio de un derecho humano, cuya restricción no está permitida en el marco de esta pandemia. Es intolerable que cientos y cientos de argentinos y argentinas no puedan saber cuándo regresan a sus casas. Un plan de regresos de los varados, un cronograma de vuelos compartidos con las aerolíneas nos adeuda este gobierno. Conocer y que existan mecanismos claros, ordenados y predecibles para organizar el regreso es un derecho fundamental. La historia vuelve y los errores se repiten. La sensación del eterno retorno a la improvisación y a la desidia. Se niega información pública a los ciudadanos y se les impide que su vida tenga previsibilidad.
Aéreas vs repatriación
Las compañías aéreas advierten que no podrán seguir llenando aviones a la mitad al realizar un esquema de «repatriación» de personas varadas en el extranjero. El Director Felipe Baravalle de la Cámara Aérea JURCA reclamó al Gobierno cubrir los espacios libres en las aeronaves, cuestionando que “no tenemos mucha información ni fuimos participados en esta toma de decisiones. Seguimos con la incertidumbre de ver cómo, cuándo y de qué manera”.
Luego de que la Directora Nacional de Migraciones Florencia Carignano, confirmara que con el nuevo DNU que rige desde este Sábado 07/08 “se podrán habilitar vuelos especiales para acelerar el regreso de argentinos en el exterior”, desde las aerolíneas advirtieron que seguir llenando aviones a la mitad es contraproducente e inviable económicamente. El Director de JURCA expresó: “Si va a haber vuelos especiales por fuera de los cupos es una cosa; y si se va a usar el cupo para traer pasajeros es otra. Hoy los vuelos están operando con cupos de un 40, 50 por ciento de la capacidad de la aeronave. Hay que ver si esos 700 pasajeros que el Gobierno anunció que podrán ser priorizados por razones de urgencia van a ser para llenar espacios libres o van a querer aplicar distintos vuelos. Si se completan los vuelos es mejor porque cubre los costos. Si vamos a tener que seguir operando con vuelos a la mitad seguirá siendo contraproducente e inviable desde lo económico”, indicó Felipe Baravalle.
En cuanto a la ampliación del cupo de personas que pueden ingresar al país, que aumentó a 1.700 por día, el Director de JURCA dijo: “No es una gran diferencia. Son dos aviones más por día, siempre y cuando vengan completos. Tenemos que ver cómo se implementa realmente”. El nuevo cupo regirá hasta el 6 de Septiembre de 2021, fecha en la que aumentara a 16.100 plazas por semana (2.300 por día) si se habilitan nuevos corredores seguros. Dentro de las plazas mencionadas, 700 pasajeros podrán ser priorizados por el Estado por razones de urgencia o para atender cuestiones esenciales impostergables o de representación oficial o diplomática, a los efectos de facilitar su viaje al país. Sigue prohibido el ingreso por frontera terrestre a la Argentina. “Esta medida tendrá como eje los destinos donde se encuentran la mayor cantidad de argentinos y es posible gracias al avance de la campaña de vacunación y a la disminución registrada en el incumplimiento del aislamiento obligatorio para quienes ingresan al país”, explicó Florencia Carignano. La titular de Migraciones recordó que “el 62% de los casos positivos en viajeros se detectó dentro de los primeros cuatro días desde el arribo al país y por eso es fundamental que todos cumplan el aislamiento obligatorio”.

Ante el vencimiento de la medida que dispuso de restricciones, el Gobierno analiza varias decisiones que serán anunciadas en las próximas horas, como ampliar el ingreso de viajeros que regresan al país a 1.300 plazas o pedir la aplicación de dos dosis de vacunas a los turistas. Esperamos y puede que haya un pequeño incremento de pasajeros, pero no estamos esperando grandes novedades sobre las restricciones que estamos viviendo hace dos meses”.
Según Peter Cerdá, con el cupo actual de mil pasajeros, el país está recibiendo tres o cuatro vuelos por día y con esos números no hay muchos destinos que se puedan operar de manera regular. “La Argentina es una excepción en cuanto a que estableció un cupo de ingreso y eso no se está haciendo de una manera tan rigurosa en otros países. Antes de la pandemia había 130 o 140 vuelos diarios. Es una gran diferencia en un momento muy delicado porque llevamos año y medio de pandemia y hay gente que necesita viajar por cuestiones personales, de trabajo, por salud o para visitar a familiares”, señaló.
En cuanto a las líneas aéreas que dejaron de operar en Argentina en este tiempo, dijo que hay cinco que dijeron que no vuelven y media docena que ha limitado su presencia, lo cual constituye un riesgo porque no se sabe si retornarán hacia el país: “Cuanto más se alargan las restricciones, más en riesgo está la conectividad. Si se prologan estas medidas severas, el país va a estar cada vez más desconectado con el impacto social y económico que esto representa. Hay miles de trabajos en riesgo y mercancías que son vitales en el día a día que no van a poder llegar”, expresó el Vicepresidente de IATA para Las Américas.
