Proyecto busca dejar sin efectos restricciones

Un proyecto de ley ha sido presentado en Argentina que busca dejar sin efecto las restricciones para los vuelos internacionales. Tres Legisladores de Juntos por el Cambio (JXC) pidieron medidas para repatriar a quienes desean regresar y consideraron que la norma que fija un cupo diario de pasajeros que pueden ingresar al país es inconstitucional. Los Diputados nacionales Luis Petri, Jimena Latorre y Alfredo Cornejo (JXC) presentaron un proyecto de ley que solicita al Poder Ejecutivo dejar sin efecto la Decisión Administrativa Nº683/2021, que amplió levemente el cupo de ingreso al país de pasajeros argentinos desde el exterior, elevando de 4.200 a 5.200 plazas para el ingreso esta semana, junto a un esquema de aumento progresivo que llegará hasta las 7.000 personas semanales para la primera semana de Agosto 2021.

Según los Legisladores, la norma y sus antecesoras son inconstitucionales por violar lo dispuesto por el Artículo 14 de la Constitución Nacional, que establece el derecho de todos los habitantes argentinos de entrar, permanecer, transitar y salir del territorio nacional. Del mismo modo, consideran que va en contra del Artículo 22 de la Convención Americana de Derechos Humanos, que dispone también sobre los derechos de permanencia, salida y circulación territorial. “Es una prohibición de hecho. Las aerolíneas dijeron que según las disposiciones pueden tardar hasta 5 meses en repatriar a todos los argentinos varados. El cepo al ingreso de personas refleja la incapacidad del Gobierno nacional para controlar a la población que regresa del exterior. En ninguna parte de la Decisión explican las razones por las cuales bajaron el cupo de 2.000 pasajeros por día, no dan razones científicas, técnicas ni epidemiológicas. Estamos frente a un gobierno autoritario que ha utilizado la pandemia como trampolín para violar la Constitución; pusieron en cuarentena a todos los argentinos pero también pusieron en cuarentena a la Constitución Nacional. El cepo al ingreso es el reconocimiento expreso de la inutilidad de un gobierno para controlar, testear y vacunar”, expresó Luis Petri.

Por su parte, Alfredo Cornejo dijo que “es inadmisible la desidia con la que manejan este tema, que provoca infinitos problemas sociales y económicos a nuestros compatriotas varados en el extranjero por un mero capricho que no tiene fundamentos y que se basa solo en la ineptitud de una gestión improvisada de la pandemia”.

“Desde nuestra óptica la última Decisión Administrativa así como la anterior, demuestran que no aprendieron a gestionar eficientemente, no cumplieron con su propio cronograma de vacunación, no pueden controlar, solo apadrinan la ineficiencia del gobernador de la provincia de Buenos Aires”, manifestó la diputada Latorre.

Cuatro medidas

El Diputado Luis Petri destacó que el objetivo del proyecto es dejar sin efecto la Decisión Administrativa Nº683/2021, pero que en caso de no conseguirlo, exigen la implementación de cuatro medidas. Como primer punto, piden la confección de un cronograma de vuelos que pueda darle previsibilidad a los varados en el extranjero. Esta exigencia se emparenta con las demandas de los representantes de las aerolíneas que del mismo modo le exigen al Gobierno mayor previsibilidad operacional. En segundo lugar, proponen la implementación de un programa de asistencia al viajero que contemple las situaciones de los argentinos que están en el exterior y no saben cuándo podrán regresar. Destacaron aquí, no comprender por qué el Gobierno no implementó ayudas de este tipo como sí lo había hecho en 2020. En tercer punto, exigen la existencia de vuelos especiales de repatriación, que contemple los casos de personas de riesgo y/o con situaciones extraordinarias que necesitan volver a la Argentina con urgencia. En cuarto lugar piden que el cupo que no se haya utilizado de un día, pueda ser acumulado y el remanente utilizado en futuros arribos, en busca de repatriar la mayor cantidad de argentinos posible.

Four measures

Aerolíneas Argentinas prepara vuelos a Memphis

Estados Unidos firmó con Argentina la donación de millones de vacunas. El anuncio oficial lo hará el Departamento de Estado de Estados Unidos en las próximas horas. Inicialmente se preveía el envío de 2,5 millones de dosis, pero ahora se esperan más de 3 millones. La totalidad del cargamento será de la vacuna Moderna. El Ministerio de Salud analiza utilizarla para iniciar la vacunación de jóvenes de entre 11 y 17 años, una vez que esté la autorización de la ANMAT.

Estados Unidos y la Argentina suscribieron en la mañana de este martes el convenio de donación de vacunas que, según los rumores que circulan en Washington, es una de las mayores cesiones de dosis concretadas hasta ahora por el país del Norte. De entrada se habló de 2.500.000 dosis, después de 3 millones y ahora el rumor es que podrían ser todavía más. El anuncio oficial lo hará el Departamento de Estado este Miércoles 14/07 o Jueves 15/07. Al mismo tiempo, Aerolíneas Argentinas prepara la salida de dos vuelos a la ciudad norteamericana de Memphis: en esos aviones vendrán las dosis. La totalidad del cargamento será de la vacuna Moderna y es posible que el Ministerio de Salud decida usar las dosis para arrancar con la vacunación de jóvenes entre 11 y 17 años, aunque se necesita la autorización de la ANMAT.

Acta de donación

Tras una larga negociación protagonizada por la Ministra de Salud Carla Vizzotti, la Asesora Presidencial Cecilia Nicolini, la secretaria de Legal y Técnica, Vilma Ibarra, y el Embajador argentino en Washington, Jorge Argüello, se logró un arduo acuerdo en el que participaron el Gobierno de Joe Biden y los laboratorios Moderna, Pfizer y Johnson & Johnson. Las reuniones por Zoom duraron horas y todas las partes aparecían en las pantallas. Los diálogos derivaron primero en el Decreto de Necesidad y Urgencia (DNU) que firmó Alberto Fernández el Viernes 2 de Julio de 2021, con el acento puesto en las garantías ante juicios, luego en el contrato con Moderna que se rubricó el Domingo 11/07 y ahora en el acta de donación.

Hasta el momento, los términos de la donación no se conocen, pero Washington hará un anuncio oficial en las próximas horas. Es muy posible que también haya un anuncio al mismo tiempo en la Casa Rosada. Uno de los datos centrales del convenio es, obviamente, la cantidad de dosis. En Washington se dice que será una cifra superior a todas las donaciones hechas hasta el momento, pero la verdad se conocerá en el momento del anuncio. Hasta ahora México recibió 1.350.000 dosis de Johnson & Johnson; a Colombia fueron 2.500.000 dosis de la misma vacuna, mientras que la donación anunciada para Bolivia y Paraguay fue de un millón de dosis a cada país. La versión es que Estados Unidos seguirá aportando vacunas porque la producción fue escalando y da la impresión de que la vacunación llegó a un techo en el país del Norte.

El Poder Ejecutivo enviará dos aviones de Aerolíneas Argentinas a la ciudad de Memphis, donde están almacenadas. Los vuelos no tienen todavía horario oficial, pero se supone que se realizarán antes o durante el fin de semana que viene. El mismo procedimiento de buscar las vacunas en el Aeropuerto Internacional de Memphis se usó en las otras donaciones. Todas las dosis en el caso argentino serán de Moderna, el único laboratorio con el que Argentina tiene firmado contrato. Según dicen en Washington, los contratos con Johnson & Johnson, Janssen y Pfizer se firmarán en los próximos diez días. A partir de ese momento estará la posibilidad de acordar compras, aunque está difícil la provisión de partidas antes de 2022, y también de recibir nuevas donaciones. Se presume que Estados Unidos efectivamente cederá más vacunas, aunque tal vez lo haga sólo por el mecanismo Covax de la Organización Mundial de la Salud (OMS). También en ese caso le corresponderán dosis a la Argentina.

Cuarto vuelo de diez previstos para Julio 2021

Este Martes 13/07 a las 17:55 hs arribó al Aeropuerto Internacional Ezeiza el vuelo AR1077 de Aerolíneas Argentinas, proveniente de Pekín, con 768.000 dosis de Sinopharm para continuar así con el Plan Estratégico de Vacunación contra el Covid-19 en todo el país, en cuyo marco ya se recibieron 31.255.730 dosis. Se trata del cuarto de los 10 viajes previstos para el mes de julio hasta completar las 8 millones de dosis, en el marco del contrato suscripto con el China National Pharmaceutical Group Corp por un total de 24 millones de vacunas hasta Septiembre 2021. Un Airbus 330-200 de la aerolínea de bandera trajo desde la capital de la República Popular China, que hizo una escala técnica en Madrid, el cargamento de inoculaciones, en el marco del operativo que se inició el Domingo 4 de Julio de 2021. Además, a las 13:10 hs despegaba el vuelo AR1078 con destino a Pekín en el quinto operativo en búsqueda de inoculaciones, con regreso previsto para este Jueves a las 19:10 hs.

Este Martes 13/07 arribaron un total de 2.051.000 vacunas embarcadas en tres vuelos que trajeron 768.000 dosis de Sinopharm, 733.000 de AstraZeneca y Oxford y 550.000 del componente 2 de la Sputnik V. Hasta el momento llegaron 31.255.730 dosis, de las cuales 11.868.830 corresponden a Sputnik V, (9.375.670 del componente 1 y 2.493.160 del componente 2); 9.072.000 a Sinopharm; 580.000 a AstraZeneca-Covishield, 1.944.000 a AstraZeneca por el mecanismo COVAX de la OMS, y 7.790.900 a las de AstraZeneca y Oxford cuyo principio activo se produjo en la Argentina. De acuerdo al Monitor Público de Vacunación, hasta la tarde del Martes 13/07 se distribuyeron 28.283.544 dosis de vacunas en todo el territorio, al tiempo que se aplicaron 25.618.909. De ese total, hay 20.509.495 personas inoculadas con la primera dosis, y 5.109.414 cuentan con el esquema completo de vacunación.

Flair Airlines acción judicial por arrendamientos 737 MAX

Flair Airlines, una aerolínea low cost canadiense ha abierto una demanda presentada por uno de sus accionistas sobre sus planes de expansión de flota anunciados durante la pandemia, dijo el Presidente y Director Ejecutivo, Stephen Jones. Según la petición, la decisión de Flair Airlines de arrendar los trece Boeing 737-8 MAX (13) para nuevas rutas de cinco aeropuertos canadienses causó serias preocupaciones para Prescott Strategic Investments LP, que afirma que Flair no había buscado la aprobación de los accionistas para los arrendamientos y planes de expansión. «Debido a que Flair ya había comenzado a vender boletos conectados a los servicios ampliados, la posición de Flair estaba arraigada y cualquier voto posterior a los hechos por parte de los accionistas sería inútil», dice la petición.

Prescott Strategic Investments LP afirma que Flair Airlines tampoco obtuvo la aprobación para los arrendamientos de la Agencia Canadiense de Transporte, lo que plantea una preocupación significativa sobre si los arrendamientos pondrían a la compañía bajo el control efectivo de 777Partners, con sede en Miami, Estados Unidos, lo que podría llevar a una conclusión de que no estaba controlada de hecho por los canadienses como lo requiere la Ley de Transporte de Canadá. Presentación de Ampliar Destinos Invierno 2021

El Gobierno de la República Argentina ha organizado una reunión para reactivar el sector turístico invernal en el país. Organizado por el Ministerio de Turismo y Deportes de la Nación, el Consejo Federal de Turismo y la Cámara Argentina de Turismo con el acompañamiento de Aerolíneas Argentinas, se realizó el encuentro de promoción de la oferta turística de todas las regiones del país. En un formato que combinó exposiciones presenciales con audiencias virtuales, las regiones del país presentaron su oferta turística para la temporada invernal. La jornada comenzó con la presentación de Aerolíneas Argentinas, que mostró un panorama de la actividad durante todo el año, así como el comportamiento interanual de todas las variables del sector. En ese marco, Yanina Martínez resaltó “la búsqueda entre el equilibrio de la salud y el querer viajar. Es muy importante a la hora de hacer turismo en esta temporada de invierno, apelar a la responsabilidad y al cuidado, la actividad turística debe avanzar y crecer, somos conscientes del esfuerzo de todos participantes del sector”, expresó la Secretaria. Por su parte, Claudia Grynszpan celebró el inicio de la temporada y destacó el trabajo conjunto por parte de los sectores público y privado durante la pandemia. Gustavo Hani hizo énfasis en el recorrido del ciclo, que ya cuenta con más de 40 presentaciones, y en esta oportunidad con más de 730 inscriptos.

Todas las provincias presentaron sus atractivos turísticos y los requisitos para poder hacer turismo en sus localidades. Primero fue el turno de la región Buenos Aires y Ciudad de Buenos Aires, luego de la Región Norte: Jujuy, Salta, Tucumán, Santiago del Estero, Catamarca y La Rioja; Región Mediterránea: Córdoba; Región Litoral: Formosa, Chaco, Misiones, Santa Fe, Corrientes y Entre Ríos; Región Patagonia: La Pampa, Neuquén, Río Negro, Chubut, Santa Cruz y Tierra del Fuego y Región Cuyo: San Juan, Mendoza y San Luis.

Compañías informan frecuencias internacionales

Las líneas aéreas extranjeras y argentinas con operaciones internacionales han iniciado a informar este Lunes 12/07 los vuelos internacionales aprobados por la Administración Nacional de Aviación Civil (ANAC), a partir de la nueva Decisión Administrativa Nº 683/2021 que comienza a flexibilizar el número de pasajeros diarios que pueden ingresar al país. En una primera etapa el cupo subirá de 600 pasajeros diarios o 4.200 semanales a 5.200 por semana; luego se ampliará a 6.300 en la semana del 17 al 23 de Julio y, en la última etapa hasta el 6 de Agosto de 2021, se llegará a 7.000 cada siete días. Además, la ANAC les confirmó a las líneas aéreas que no habría vuelos especiales de repatriación para los argentinos que se encuentran varados en el exterior. Ante este nuevo escenario, las aerolíneas empezaron a adecuar sus cronogramas de itinerarios de vuelos y sus respectivas frecuencias de acuerdo con las aprobaciones del organismo regulador de la ANAC Argentina.

Aerolíneas Argentinas

Aerolíneas Argentinas publicó este 12/07 la lista de vuelos internacionales que realizará desde este Martes 13/07 hasta el 30/07 con las correspondientes aprobaciones de la ANAC, que incluye trece vuelos de ida y vuelta Miami y dos a Nueva York, dos de los destinos más buscados en las vacaciones de invierno. También habrá cinco vuelos a Madrid en esas fechas. De Ezeiza a Miami están confirmados los días 13, 15, 16, 19, 21, 22, 23, 26, 28, 29, 30 y 31/07. En tanto, de Miami a Ezeiza: 13, 14, 15, 16, 17, 20, 22, 23, 24, 27, 29, 30 y 31/07. De Ezeiza a Nueva York/JFK habrá servicios el 19 y 26/07; y de Nueva York/JFK a Ezeiza, el 21 y 28/07. De Ezeiza a Madrid están autorizados los vuelos del 12, 14, 21, 24 y 28/07; y de Madrid a Ezeiza 16,17, 19, 23, 26 y 30/07. De Buenos Aires/AEP a Lima: 17, 22, 23 y 29/07; y de Lima a Buenos Aires/AEP: 18, 22, 23 y 30/07. De Ezeiza a Bogotá: 16, 23 y 30/07; y de Bogotá a Ezeiza: 17, 24 y 31/07. De Buenos Aires/AEP a Asunción: 15, 22 y 29/07, y las mismas fechas para el retorno a Buenos Aires/AEP.

Aerolíneas Argentinas anunció modificaciones en su política comercial, otorgando tarifas de cambio de fecha libre de cargos y penalidades hasta el 30 de Abril de 2022. De esa forma, los pasajeros podrán cambiar la fecha de los pasajes aéreos internacionales para volar hasta el 30 de Abril del 2022, quedando sin efecto la fecha anterior del 15 de Diciembre de 2021 por cambio de temporada, y respetando la temporada original del pasaje emitido.

Air Europa

Air Europa tiene confirmados los siguientes vuelos: de Ezeiza a Madrid, los días 13, 25 y 27/07 y el 1 de Agosto de 2021. En tanto, de Madrid a Ezeiza: 12, 25, 27 y 31/07, con capacidad limitada de entre 140 y 160 pasajeros. La compañía precisó que tuvo que cancelar las siguientes operaciones, producto de las restricciones dispuestas por las autoridades sanitarias de Argentina: 15, 17, 22 y 29/07 (Ezeiza-Madrid), y 14, 16, 19, 21 y 28/07 (Madrid-Ezeiza).

Air France

Por el momento, Air France solamente tiene autorizado el vuelo de este lunes 12 de Julio de 2021 entre Buenos Aires y París.

Avianca Airlines

Avianca Airlines confirmó dos vuelos ida y vuelta para la segunda quincena de Julio 2021: el 18, 25/07 vuela Bogotá-Ezeiza. De Ezeiza a Bogotá vuela el 19, 26/07, con capacidad limitada a 130 pasajeros.

Boliviana de Aviación (BoA)

La aerolínea de Bolivia posee aprobados los vuelos 708 y 709 del 20 y el 27 de Julio de 2021 de Santa Cruz a Buenos Aires y de Buenos Aires a Santa Cruz. Los vuelos que llegan a nuestro país tienen una limitación de 130 pasajeros.

Delta Air Lines

Delta Air Lines tendrá una frecuencia el 18/07 Atlanta y Ezeiza; y el del 19 de Julio de 2021 de Ezeiza a Atlanta.

Iberia Líneas Aéreas

Iberia volará a Madrid el 13, 15, 16, 17, 18, 19, 20, 21, 22, 24, 25, 26, 27, 28, 29 y 31/07. Y de Madrid a Ezeiza, el 18, 23, 26 y 30/07.

JetSmart Airlines Argentina

Durante Julio 2021 y en la ruta Buenos Aires-Santiago de Chile, la línea aérea tiene planificado realizar un vuelo por semana con matrícula argentina, sujetos a la aprobación de la autoridad.

KLM Royal Dutch Airlines

La aerolínea holandesa tiene aprobados los vuelos entre Buenos Aires y Amsterdam del 12 y 14 de Julio de 2021. Con respecto a los que unen Amsterdam con Buenos Aires, solo el 13 de Julio de 2021.

Latam Airlines

La aerolínea informó que los vuelos autorizados para la segunda quincena de julio a Perú, con una limitación de 130 pasajeros para el arribo en Argentina, son: 17, 24 y 31 de Julio de 2021 la ruta Lima-Buenos Aires. A su vez, de Buenos Aires a Lima: 17, 25 y 31/07. Los dos últimos vuelos están sujetos a aprobación de DGAC Perú por el cambio de horario exigido por la autoridad argentina. «Latam cancelará los vuelos no aprobados de Argentina entre el 12 al 31 de Julio desde y hacia Lima, Santiago de Chile y San Pablo. La información estará disponible en nuestros sistemas entre el 12 y 14 de Julio», señaló la compañía aérea.

Level Airlines

Level tiene cuatro vuelos confirmados desde el aeropuerto de Ezeiza hasta el de Barcelona, pero no cuenta por el momento con vuelos de regreso. Los vuelos son los días 15, 18, 22 y 29 de Julio de 2021.

Lufthansa German Airlines

Lufthansa tendrá frecuencias desde Frankfurt a Ezeiza el 14, 21 y 28 de Julio de 2021. De Ezeiza a Frankfurt: 17, 24 y 31/07.

Turkish Airlines

Turkish Airlines vuelve a tener vuelos hacia Argentina desde Estambul, pero solamente uno de entrada y tres de salida. De Ezeiza a Estambul: 13, 20 y 27 de Julio de 2021 y de Estambul a Ezeiza: Martes 27 de Julio de 2021, con capacidad limitada. Como no hay derecho a tráfico entre Argentina y Brasil, el avión puede hacer escala en San Pablo pero no podrán subir ni bajar los pasajeros que hayan subido o que bajen en Ezeiza.

United Airlines

La compañía aérea United Airlines ha anunciado la confirmación de su programación de vuelos desde el Aeropuerto Houston/IAH hasta Ezeiza, las frecuencias confirmadas son los de los días 13, 17, 20 y 27 de Julio de 2021, con número de vuelo UA819. En tanto, de Ezeiza a Houston UA818 habrá cinco frecuencias semanales entre 13 y el 30 de julio: 13, 14, 16, 18, 19, 20, 21, 23, 25, 26, 27, 28 y 30 de Julio de 2021.
