That «forced the plane into a steep dive from which the crew did not recover», according to the NTSB agency report.

The accident investigators who recreated what happened in a simulator observed that, when the first officer flying in the right seat kept his left hand on the speed brake lever during the descent, as is normal procedure, his left hand and wrist could be under the thrust levers and near the left turn switch. They concluded that this was the probable cause of the inadvertent activation of the lap. «The NTSB demonstrated in a full flight simulator that light turbulence could reasonably cause a pilot flying holding the speed brake lever to move his arm enough to inadvertently hit the switch back», stated the FAA.

The Maneuvering Characteristics Enhancement System was designed to make the MAX feel exactly the same to pilots as the previous family of 737s known as the Next Generation. The lack of such an alert was cited by Indonesian investigators as a factor in the Lion Air crash. Both the House and Senate legislation are expected to seek reforms of the so-called delegation system, which the report says is plagued with inherent conflicts of interest. Boeing chose nearly a decade ago to upgrade the 737 to compete against a similar redesign of the Airbus A320NEO family. It came under intense pressure to ensure that, as Airbus promised, pilots who transferred from previous 737 models did not need expensive additional simulator training.
