China suprime cuarentena internacional

AW | 2022 12 27 08:48 | AIR TRAFFIC / GOVERNMENT / AIRLINES

China lifts international quarantine

Government lifts quarantine flights from abroad as of 01/08

The Government of the People’s Republic of China has announced that as of January 8, 2023, it will abolish the quarantine for passengers arriving in the country as well as other restrictions imposed on airlines. The lifting of the quarantine comes as China moves from Class A to Class B controls, according to China’s National Health Commission. Although passengers will not have to undergo quarantine upon entering China, they must undergo a PCR test within 48 hours of departure. Passengers must also wear a mask on flights to China.

Beijing recently abandoned the Zero Covid policy that was characterized by massive lockdowns and endless rounds of Covid-19 testing, and which came at a devastating economic cost. Reports from China, however, suggest extremely high infection rates and a rising number of deaths. Some governments have expressed concern that China’s abrupt opening could give rise to new and dangerous variants. China’s opening follows a broader reopening of North Asia in late 2022, which saw neighboring North Asian countries like Japan, South Korea and Taiwan remove travel restrictions.

At the 66th Asia Pacific Airlines Association Presidents’ Meeting, held in mid-November 2022, airline CEOs generally considered that travel restrictions to China would continue well into 2023. None predicted a sudden reopening.

Beijing’s move to open up also comes as Asia-Pacific airlines struggle to restore capacity as the 2022 travel rebound continues to gain steam. Cirium data shows that airlines offered 550,000 inbound seats to China in November 2022, down 93.3% from the 16.5 million seats in November 2019, before the Coronavirus pandemic broke out in the Chinese city. from Wuhan. As of November 2019, the top five cities with outbound traffic to China were Seoul (710,000 seats), Hong Kong (616,000 seats), Osaka (444,000 seats), Bangkok (440,000 seats) and Taipei (366,000 seats).

Most of the capacity to mainland China in November 2019 was provided by the big three Chinese airlines Air China, China Eastern Airlines and China Southern Airlines, as well as smaller Chinese carriers such as Spring Airlines and Xiamen Airlines. The major international airlines that previously deployed significant capacity in China were Korean Air, Asiana Airlines, Thai Lion, and Thai AirAsia.

Argentina homologa Convenio aéreo

AW | 2022 12 24 15:13 | AVIATION ORGANISMS / GOVERNMENT / AIRLINES

Gobierno y gremios aeronáuticos clásicos acuerdan unilateralmente
Aeronavegantes firma convenio laboral

Argentina Aeronautical agreement

Classic Aeronautical Government and Guilds agree unilaterally
Labor Agreement Signature Airbagers

The Government of Argentina, Aerolíneas Argentinas, the CLARA Aeronautical Chamber and the Argentine Association of Airnavigators (AAA) signed a collective work agreement that seeks to regulate the activity of all cabin crew working in Argentina, regardless of the affiliated union.

The Collective Labor Agreement signed on Thursday, 12/22 at the Ministry of Labor, establishes that it includes all the personnel who are as a passenger cabin crew of regular air transport companies that operate in the country. He also points out that for the work activity of the cabin crew “the Argentine Airbag Association (AAA) is recognized, in the light of its union status 236, as the only representative union entity of the passenger cabin crew members”. This agreement is the second of this type that the Government promotes with the conventional aeronautical unions, to the detriment of the «guilds per company» that the previous government of Cambiemos authorized between 2018 and 2019 to group the employees of the Low Cost airlines.

The first of these agreements was made in October 2022 with the Pilot Union APA. Like now, that agreement established that all pilots operating in Argentine registration aircraft must be governed according to this collective work agreement, whether or not they are affiliated with the guild headed by Pablo Biró. In the case of aircraft, the new agreement lasts two years in its working conditions and one year in the salary. It establishes a base salary of AR$ 150,000 pesos per month for all cabin crew, from which additional are added by function, category, position and other item.

Jun Pablo Brey, representative of Aeronavegantes, who is politically close to Facundo Moyano, has indirectly expressed that Low Costa airlines and their union entities, called “yellow unions”, in reference to the color that identifies the macrismo, they should adapt to the current collective agreement of work. «The homologation of this agreement prevents the precariousness and flexibility of workers in the aeronautical industry by those aerocomercial companies that want to establish themselves in the country, without prioritizing operational security», said Juan Pablo Brey.

The agreement were signed to date by APLA, aircraft (AAA), the clear camera is also incorporated, a group that brings together airlines, which stopped flying from the pandemic and seeks to restore its operations with charters flights, as well as It also brings together the extinct Avian Líneas Aéreas and Flyst Líneas Aéreas.

EEUU posterga cert. 737-7/10 MAX

AW | 2022 12 23 01:07 | INDUSTRY / GOVERNMENT / AVIATION ORGANISMS

Gobierno renuncia fecha límite de seguridad de aeronaves

Boeing 737 MAX_Isologotype

Seal_of_the_United_States_Congress

USA postpones cert. 737-7/10 MAX

Government waives aircraft safety deadline

Nestled within the Tuesday 12/20 disclosure of the US$ 1.7 trillion, 4,000-page Government Spending Bill, the United States Congress struck down a critical safety deadline of December 27, 2022 that would have required The Boeing Company will upgrade the crew alert systems on its Boeing 737 MAX series. The deadline came from the Aircraft Certification, Safety and Liability Act of 2020, which would have required all aircraft certified by the Federal Aviation Administration after December 27, 2022 to be equipped with the latest safety standards.

Several aircraft in the 737 MAX family are in different stages of regulatory approval. Currently, the MAX 8 and MAX 9 are part of the company’s existing fleet, and their crew alert systems will be upgraded with what the company calls a preferable commonality system. The MAX 8 was the aircraft model involved in the accidents in Indonesia and Ethiopia that left 346 people dead together. At the time of the accidents, Consumer Rights Advocate Ralph Nader called for a full recall of the MAX 8; Among the dead was his great-niece, a passenger on Ethiopian flight ET-302.

AW-Boeing-737-71000MAX_Cert.

Boeing’s insistence that it has a better means of ensuring aircraft safety is belied by the fact that other aircraft manufacturers have met the December 27, 2022 deadline. Boeing’s push for a deadline extension , fueled by millions of dollars in lobbying, returns to the same commercial pressures that led the company to withhold software changes on the original 737 MAX aircraft from regulators. Although the MAX 7 is not part of Boeing’s existing fleet, the MAX 7 will have the same similarity system as the MAX 8 and MAX 9. Meanwhile, the MAX 10 is being tested to the latest safety standards.

Boeing had about 1,000 plane orders filed for its MAX 7 and MAX 10 models, equivalent to US$ 50 billion worth of revenue. The company claimed that without a deadline waiver, it likely would have had to cancel those orders. That US$ 50 billion equals the company’s total sales in commercial and military aircraft and services for the prior year.

With a deadline extension attached in the Government Spending Bill expected to pass in some form, Boeing now has three years to meet the latest safety standards. Boeing was granted the extension in exchange for including two safety enhancements: These include updates to the Angle of Attack (AOA) system and changes to its Stick Shaker System. These provisions were originally raised by Senator Maria Cantwell ( D-WA). However, Michael Stumo, the father of one of the Boeing crash victims, called the measures weak because they were already implemented by foreign aviation authorities. The company currently says it is awaiting FAA approval for the MAX 7 in early 2023 and the MAX 10 in late 2023.

While that plays out between Boeing and the FAA in the coming year, Senate Rep. Sam Graves (R-MO) will take over the House Transportation and Infrastructure Committee from Rep. Peter DeFazio (D-OR). The Senator Maria Cantwell will remain as Chairman of the Senate Commerce Committee, with Senator Ted Cruz (R-TX) as the ranking member. In Boeing’s eyes, this is a win-win situation. Senator Maria Cantwell approved granting an extended deadline with additional security requirements; meanwhile, Ted Cruz supported a deadline extension with none. And while Peter DeFazio led the investigation that led Congress to pass new safety standards and rejected any form of extension of the deadline, Sam Graves supported giving Boeing a pardon.

Aside from Boeing’s negligence, another thread to this story is the systematic failure of the FAA. William McGee, a senior fellow at the American Economic Freedoms Project, told the Prospect that it was up to the FAA to rebuild its reputation. In the aftermath of the fatal accidents, aviation authorities around the world began conducting their own inspections, a departure from how aviation authorities previously operated. «The FAA used to be the gold standard. But that’s not the case anymore. Now [foreign countries] are saying, ‘No, we’re going to do our own inspections. That’s unprecedented», William McGee said.

This is true. Earlier this month, even as the FAA’s European equivalent, the European Union Aviation Safety Agency (EASA), told The Seattle Times it had no comment on «action by the United States Congress», the EASA regulatory mandates would exceed US safety standards.

México aproxima 8va y 9na. libertades

AW | 2022 12 21 23:38 | AIRLINES MARKET / GOVERNMENT

Mexico approaches 8th and 9th. liberties

Government deepens application eighth/ninth freedoms in Mexico

The Government of Mexico has presented a legislative reform that would authorize foreign airlines to operate domestic services in the country. The Mexican President, Andrés Manuel López Obrador, presented a reform in the Legislature to approve in practice that foreign airlines can operate domestic services in Mexican territory, but the commercial aviation industry has urged to stop this reform because it would generate an impact for the local airlines and the staff, as it would generate fierce competition that would lead to the bankruptcy of the local airlines.

The Eighth and Ninth Freedoms are double-edged tools if not used properly. The Eighth Freedom allows an airline to carry passengers between two points in a foreign country, as long as the final destination is the country where the airline is based. The Ninth Freedom allows a foreign airline to provide domestic services in a different country, regardless of the origin of the airline.

The Mexican airline industry is against the implementation of this new regulation, while the Mexican airline unions have expressed their opposition to the new measure of the Government, which is trying to pressure more Mexican airlines to operate at the new Felipe Ángeles Airport/NLU.

Ley pago ticket anticipado Alemania

AW | 2022 12 21 10:07 | AIRLINES / AVIATION / GOVERNMENT

Acting payment Law Germany

Complaints Users Transport by Failure Law Advance Payment

The airlines have reported that they are relieved by the failure of the «bill of tickets in the check in». In Germany, the possibility of prohibiting the collection of air tickets in advance was shuffled. The numerous complaints by customers before The delay in reimbursements for canceled flights and the obstacles they have to face scheduled this summer by chaos in airports – took the state of Low Saxony to propose in the Bundesrat, Federal Council, a vote to abolish payment In advance of the plane tickets.

This proposal, supported by the VDR Business Travel Association, advocated that passengers only pay at the time of ‘Check in’ and not with days, weeks or months in advance, as is currently the case. However, after being voted on December 16, 2022, it has not achieved the majority necessary to get ahead, so airlines can breathe relieved. In case of having approved, it would have meant a strong threat to airlines – as well as tour operators and vertically integrated tour groups – since the remittances of advanced reserves are fundamental to deal with the operating costs of the flights. It would also have meant a series of inconveniences and additional challenges: more queues would be generated in billing counters, payment problems could leave the passenger on the ground.

Marija Linnhoff, president of the Association of Independent Travel Agencies of Germany (VUSR), have lamented the Bundesrat decision and have advanced that they will continue to campaign to «abandon the prepaid model.» He said that, with the current model, passengers grant a “loan to airlines” and give as an example what happened during the pandemic, when it was previously paid for a service that could not yet be provided. “If a new regulation was introduced in the future, aerial passengers would no longer have to pay the total price of the ticket directly when making the reservation. We propose a deposit between 30% and 50% of the price of the ticket. In any industry the full price would be paid months in advance», he told Touristik Aktuell.

Schauspiel Zahlungsrecht Deutschland

737 MAX

AW | 2022 12 20 17:10 | GOVERNMENT / AVIATION ORGANISMS / INDUSTRY

Legisladores respaldarán extensión certificación Boeing 737 MAX

Boeing 737 MAX_Isologotype

Congress supports Cert extension. 737MAX

US Lawmakers will support Boeing 737 MAX Certification extension

The Boeing Company is poised to win US Congressional backing for an extension to an impending deadline that imposes a new safety standard for modern cabin alerts for two new versions of the American planemaker’s best-selling Boeing 737 MAX aircraft. The Arlington (VA)-based company has been lobbying hard for months to convince lawmakers to waive the December 27, 2022 deadline for its new MAX 7 and MAX 10 versions that was imposed by Congress. in 2020 after two fatal Boeing 737 MAX crashes killed 346 people in Indonesia and Ethiopia.

Congressional leaders agreed to attach the extension to a bill to fund US government operations and require new safety improvements for existing 737 MAX aircraft proposed by US Senator Maria Cantwell, Chair of the Senate Commerce Committee. That massive spending bill still needs to pass in the next few days. Maria Cantwell proposed on 11/30 to require retrofitting existing Boeing 737 MAX aircraft with improved Angle of Attack (AOA) and a means to turn off Stall Warnings and Overspeed Alerts, for all MAX aircraft.

Faulty data from a single sensor that mistakenly triggered a software feature called MCAS to activate repeatedly played a critical role in the fatal 737 MAX crashes. The Federal Aviation Administration (FAA) in 2020 required Boeing to modernize the planes to ensure that MCAS could only activate if it received data from two AOA sensors. Boeing declined to comment, but Boeing Commercial Airplanes CEO Stan Deal said last week that the planemaker supported Maria Cantwell’s safety upgrade proposal.

After December 27, 2022, all aircraft would need to have modern cockpit alert systems to be certified by the FAA, which could jeopardize the future of the MAX 7 and MAX 10 or mean significant delays for the deployment of the aircraft. new aircraft, unless Congress passes legislation to extend type approval deadlines. The alert requirement does not apply to in-service aircraft previously certified by the FAA.

Boeing said in October 2022 that it expects the Boeing 737-7 MAX to be certified in 2023 and last week Boeing said it believes the Boeing 737-10 MAX could receive certification in late 2023 or early 2024.

Michael Stumo, whose daughter died in the Ethiopian Airlines Boeing 737-8 MAX crash, criticized the decision to add the provision, noting that Congress had not held hearings on Boeing’s request to extend the deadline. «No data, no examination. This is how people die on planes», said Michael Stumo on Monday 12/19.

Boeing won key support from aviation unions last week, according to unreported letters. International Association of Machinists and Aerospace Workers President Robert Martinez told congressional leaders in letters dated December 14, 2022 that the «deadline threatens to cancel the MAX 10 and MAX 7 aircraft programs, which would result in devastating impacts on thousands of workers and their communities across the United States, as well as the future of America’s aerospace industry».

Venezuela autoriza vuelos Colombia

AW | 2022 12 16 13:26 | GOVERNMENT / AIRLINES ROUTES

He emphasized that the idea is that all airlines have frequency all the days between both countries.

The Colombian Ambassador to Venezuela, Armando Benedetti, assured that “Satena must start flying to Venezuela in one or two weeks because it has already acquired a different fleet. That was the hardest point for me because it was Venezuela that put the brakes on, what was discussed and I think the most important thing is that Maduro has already authorized all Venezuelan airlines to travel to Colombia and increase more days and more frequencies. Satena should start flying in one or two weeks, because it has already acquired a different fleet», said the diplomat. In the case of the Satena airline, Ambassador Benedetti assured that it is already in a position to complete the route to Venezuelan territory because the investment was made to make its planes profitable.

Flybondi proyecta expansión

AW | 2022 12 11 17:37 | AIRLINES / GOVERNMENT

Aerolínea low cost redobla apuesta en Argentina
Perspectivas de giro aviación comercial

Flybondi_svg

Argentina, despegar a mercados emergentes

Buenos Aires-based Flybondi Líneas Aéreas plans to reinvest its earnings to increase its fleet to seventeen (17) aircraft by the end of 2023, after having doubled projections to ten (10) in 2022. The Argentine low-cost airline Flybondi is redoubling its bet that local and regional travel will continue to grow at an incremental rate. The prospects of the budget airline for the next year 2023 have achieved the concession of various international routes. The low cost recently announced the operation of regional flights to Peru, Chile, Bolivia and Brazil, concentrating the Córdoba/COR Hub with direct flights to South America.

Political definitions

The Head of Government of the City of Buenos Aires and candidate for President of the Argentine Nation, Horacio Rodríguez Larreta, has concluded his three-day visit to Washington, United States, with a commitment to strengthen his alliance with the United States as a strategic partner on sensitive issues in a world of open geopolitical disputes. The pre-candidate tried to make a fundamental difference with the current president Alberto Fernández in what refers to his approach to foreign policy. He did so in his private appointments with officials and legislators, as well as in the framework of an interview with some of the most influential think tanks in the United States capital, the Wilson Center, the Inter-American Dialogue and the Atlantic Council, where he emphasized that Argentina can become a reliable partner for a world that demands food, services and energy. Horacio Rodríguez Larreta expressed: «The priority has to be the growth and development of all Argentines».

Key reforms for Argentina

The PRO presidential candidate developed his concept of the ‘Expanded Consensus’ to guarantee that the reforms that are faced will be lasting. «To take advantage of the opportunity that the world offers us, Argentina needs a shock of international confidence, with honest and clear relations that allow us to open new global markets. We have extraordinary potential, but to take advantage of it we must agree on a development plan that can sustain our growth for at least three decades», Rodríguez Larreta said.

The biggest concern is predictability, clearing up doubts that Argentina is facing a global scenario in which it can take advantage of its potential, but the question is whether it will be able to take advantage of these conditions. On his tour to the United States, Rodríguez Larreta has had an approach with Democratic Senator Tim Kaine, member of the Foreign Relations Committee, who together with other Democratic and Republican Senators presented a resolution to promote «nearshoring», the regionalization of chains of value and strengthen economic relations with Latin America and the Caribbean.

Transportation, a must

AW-Flybondi_7170

The rapprochement of the proposals made it possible to exchange in a meeting with Peter Yu, managing partner of Cartesian Capital Group, the largest shareholder of the company Flybondi Líneas Aéreas, to whom he ratified his desire to recover the national and international aviation connectivity policy that had the Argentina between 2015 and 2019 given the enormous growth opportunity that the tourism sector has throughout the country. The same message was conveyed to the more than twenty high-level businessmen with whom he met at the Chamber of Commerce in the United States.

On Thursday 09/12, the Head of Government of the City of Buenos Aires held an appointment with local political figures such as John Kerry, and Pete Buttigieg, Secretary of Transportation of the United States, allowing to highlight a vision of the future and opportunities for the international productive insertion on the basis of a shock of international confidence that Argentina needs.

In his meeting with Pete Buttigieg, he brought up the proposals on the United States Secretary of Transportation’s comprehensive plan, which has security, infrastructure and innovation as priorities. The US official praised the sustainable mobility plan of the city of Buenos Aires.

Argentina, take off to emerging markets

Rodríguez Larreta met with Bill Cassidy, one of the Republican Senators with the greatest interest in the region and a promoter of concrete initiatives to strengthen the relationship of the United States with Latin America. Bill Cassidy encourages the integration of the entire continent to be a priority for the United States. With this objective, he is working on a project that includes an aid fund for Latin American countries, lines of credit, loans, and subsidies to boost United States investment in the hemisphere, and a program to guarantee energy security and promote investment in the hemisphere. aviation and transportation sector.

Argentina needs to recover a strategic relationship with Brazil and promote the entry into force of the Mercosur-European Union Agreement, which will open a potential market of 800 million inhabitants. At the same time, his commitment is to set the accession process to the Organization for Economic Cooperation and Development (OECD) as a priority and transform it into a State policy.

Aerial perspectives

The expectations of 2023 framed in a political change in the central Government of Argentina will allow to reestablish the policies of States regarding commercial aviation, highly relegated and managed by unscrupulous interests that promote the air monopoly. The hopes of resuming a low cost airport in Argentina are strengthened to stimulate air transport in a country with multiple relegated opportunities.

American-JetBlue persiguen alianza

American Airlines y JetBlue Airways expanden acuerdo
Departamento de Justicia trabajaría para eliminar alianza

American Airlines-JetBlue Airways__Isologotype

Department of Justice would work to eliminate alliance

American Airlines and JetBlue Airways are pushing for an expansion of their partnership in the Northeast, even as a federal court considers the government’s attempt to kill the deal. The airlines said on Friday 09/12 that American will add six new routes from New York City and eliminate one. JetBlue will start several new routes from New York and Boston, including service to the Bahamas and Bermuda. Some routes will operate only during the summer, and most will be limited to one or two flights a day. American said it plans to cancel service between New York’s LaGuardia Airport and Atlanta in May 2023, when JetBlue adds that route. Delta Air Lines, Southwest Airlines and Frontier Airlines also fly the route.

American said that on May 5, 2023, it will add flights between LaGuardia and Buffalo, New York, Greenville, South Carolina and four other cities. The new destinations would expand the airlines’ alliance to about 700 total daily flights, but the plan hinges on winning a lawsuit in Boston.

The Department of Justice (DOJ), six states and the District of Columbia filed a lawsuit to remove the partnership, which allows American and JetBlue to work together to schedule and share revenue for flights in New York and Boston. The federal government said the deal will reduce competition and lead to higher tariffs, costing consumers $700 million a year. American and JetBlue argued that their combination will help consumers by making them a stronger competitor in the Northeast against Delta and United Airlines.

After a trial that lasted several weeks, a judge in Boston took the case under consideration last month. A verdict is expected early next year. Through a spokeswoman, the Justice Department declined to comment on the expansion of the airlines’ partnership. The case is evidence of the Biden Administration’s determination to take on mergers and other business deals it believes stifle competition and cost consumers more money. «The Justice Department has a very good case. The NEA hurts competition, probably hurts consumers. (American) has eliminated a disruptive competitor, a maverick», said Florian Ederer, an antitrust expert and professor of economics at the Yale University who has followed the matter.

Separately on Friday, JetBlue Airways announced it had extended CEO Robin Hayes’ contract by two years, through September 2025. Robin Hayes and American’s current CEO and immediate predecessor testified during the trial.
