El anuncio de las negociaciones entre las dos gigantes de la aviación comercial, hace poco más de un año, en Diciembre 2017, causó protestas y preocupación entre sindicatos de trabajadores de Embraer y políticos de bandera nacionalista, debido al temor de que todas las instalaciones de la empresa con sede en São José dos Campos fueran cerradas y transferidas a Estados Unidos.

Los jueces de primera instancia también intentaron barrar el negocio acertado entre dos compañías privadas, pero sin éxito. Al final, las negociaciones avanzaron y se acordó la permanencia en el país de las operaciones ya existentes, tanto de investigación y de producción. El tema fue debatido también en la campaña electoral. Después de elegido, Bolsonaro dio declaraciones contradictorias, orando señalando que podría pedir la revisión de los términos del acuerdo, diciendo que aprobaría sin restricciones.
