Aéreas exigen previsibilidad Argentina

AW | 2021 08 26 06:55 | AIRLINES MARKET / AVIATION ORGANISMS

Airlines demand predictability in Argentina

Airline companies request greater predictability to operate

The international airlines that operate in the Argentine Republic continue to demand greater predictability for the approval of international flight schedules, since the delay in authorization increases the risks of leaving passengers stranded. «It is necessary to have approvals much earlier than a week in advance if it is not very difficult for airlines to operate in a more or less normal way», said Felipe Baravalle, Director of the Chamber of Air Companies in Argentina (JURCA).

The predictability requests are nothing new, for months the airlines that fly in the country have asked the Government for greater anticipation in the qualifications of the flights. Just on Wednesday 08/25 some airlines were able to confirm what the schedule of their flights will be as of September 2021. The uncertainty had been generating constant inquiries by the headquarters of the airlines, explained Felipe Baravalle. “For companies it is necessary to have this certainty much earlier because otherwise, if the date of a flight that they have sold approaches but they do not know if they will be able to operate, they prefer to cancel it. If they don’t, they run the risk of leaving passengers at airports, which is the worst situation», said the manager who represents the international airlines based in the country. Another problem for airlines is the assembly of crews. “If a company has a plane scheduled for September 1, today it already has a crew scheduled for that flight. If when the approvals arrive, that flight is not there, what do you do? There he has a problem, because he has employees left on the ground, this means an economic loss for the company», added Felipe Baravalle.

The difficulties in flying in the country have made nine airlines decide to suspend their operations with Argentina. Some did so temporarily, such as Emirates, Ethiopian Airlines, Alitalia, Gol Linhas Aéreas, Azul Linhas Aéreas and Air Canada. While Latam Airlines, Qatar Airways and Air New Zealand definitely left the country. For Felipe Baravalle, «if the situation continues like this, there will be more airlines that decide to leave or suspend their activities».

Stranded

JURCA does not have exact figures about how many Argentines there are abroad: “We continue to receive questions from stranded people who want to know if we have any news about the future, this never stopped. Although it is true that with the latest flexibilizations the number of Argentines stranded has been reduced, there are still people in very delicate situations. The mandatory PCR to be able to board the plane is a problem, because it is expensive and if a person does it and then cannot get on the plane, he is losing money with which he could eat for a week”, denounced Felipe Baravalle.

Aerial perspectives

The situation of the health crisis affects the whole world and commercial aviation has been one of the most directly affected areas, meanwhile, the Government through the ANAC body cannot be enabling flight schedules with such a short time to implement it, For whatever compelling reasons there are, it should always be done well in advance. The claims of international organizations and the United States have denounced this fact of unpresentable irregularity.

Puja aérea entre Azul-Latam

AW | 2021 08 24 17:55 | AIRLINES / AIRLINES MARKET

Presión por control mercado brasileño
Congreso de Brasil analiza posible compra de Latam

AW-Latam Airlines Group

Pressure for control of the Brazilian market
Brazilian Congress analyzes possible purchase of Latam

Azul Linhas Aéreas would be willing to buy the entire Latam Airlines Group and then sell its operations in other countries. With the repeated announcements, Azul Airlines shares are on the rise after the Wall Street Journal cited sources who say that the airline is talking with creditors of Latam Airlines to buy the operations of its rival in Brazil. According to the publication, Azul would be open to buying the entire company and then selling operations in other countries, as well as being willing to enter into a Joint Venture with Latam to complement its current business in Brazil.

The companies spoke of a possible agreement at the beginning of the bankruptcy process, but Latam Airlines interrupted the negotiations because the owners of the Chilean company did not want to give up control of the group. The region’s largest airline group has said it has no intention of selling its Brazilian operation and expects to present its reorganization plan this year. Azul Airlines, for its part, is in a good position to expand, currently registering the highest level of cash in its history and taking advantage of the rebound in demand as the closures decreed by the pandemic are lifted.

National Congress

The Executive Director of Azul Linhas Aéreas, John Rodgerson, sent a message to the Brazilian Deputies who are analyzing the possible purchase operation to validate the approvals regarding the existence of a dominant position in the monopoly market in Brazil. The executive highlighted the development of the national airline industry, part of which was stimulated by Azul’s investments in recent years. “Deputies should look at this [Azul’s acquisition of Latam] in this context. If we look at other countries in the world, Air Canada has 70% of the Canadian air market, Avianca has 70% of the Colombian market, LAN has 85% of the Chilean market. You should not think of this as something harmful and look at the opportunities”, said the CEO of Azul Airlines.

The Tourism Commission of the Chamber of Deputies anticipated a move by the air operator and on Friday 08/20 held a public hearing to discuss the scope of an eventual agreement. The request was presented by Congressman Eduardo Bismarck, who is concerned about the impact that less competition in the sector would have on Brazilian consumers. «It is probable that prices will rise due to the lack of competitors. It should be remembered that prices today are below those of recent years, especially due to the crisis in the sector», said Eduardo Bismarck.

ANAC Brazil

For its part, the sector authority is already setting its position in the controversy. «We are not afraid of an eventual M&A process in this market. Of course, this goes against our agenda of promoting greater competition, but we understand that this is a solution that the market has to provide», said Ronei Glanzmann, Director of the National Secretariat of Civil Aviation of Brazil (ANAC). «We follow this process, but it is eminently private and the government cannot interfere out of respect for the constitutional principles of economic freedom», said Ronei Glanzmann.

Latam Group

Latam airlines Group has expressed denying any hostile attempt to seize its operations in Brazil. The company has issued a statement in which it indicated that it is currently preparing to deliver its restructuring plan under Chapter 11 of the Bankruptcy Law to be presented before the Judicial Branch of the Southern District of New York by September 2021, with an exit from the competition towards the end of 4Q2021. Latam Airlines Brasil, meanwhile, continues its recovery plan with new routes, new bases and contracts. The airline confirms that it does not intend to dispose of its operations in Brazil, flatly denying this January 23/08 that it intends to dispose of its operations in Brazil, given the interest of its main competitor, Azul Airlines, indicating that there were ongoing talks with creditors of Latam Airlines to buy its Brazilian subsidiary.

Azul Airlines has been seeking interest in acquiring the Latam group or its subsidiary in Brazil for months, but so far no confirmation has emerged, while Azul continues to force the situation to take control of the bankrupt airline looking for ways to pressure to creditors to become a future mega-company in the region, but attempts to do so may be limited.

AW | 2021 08 24 06:09 | AVIATION ORGENISMS / AIRLINES MARKET

Central America leads recovery

Central America leading global air recovery

Central America continues to lead the rates of the recovery of air capacity in the world after the persistence of the global health crisis. The Americas region Cemtral and Mexico lead the offer in number of seats, according to data from the British consulting firm OAG.

The indices for the week of 08/23 show that the region is only 7.7% of the capacity that was offered in the same year-on-year period of 2019, indicated the aeronautical consultancy. While Mexico leads the recovery within the region, finding itself at 3.3% of the levels it offered before the pandemic, thus maintaining the third best escalation in the world, only behind Russia (+1.8%) and Greece (+0.3%). This figure contrasts with the drop of 79.4% that is still registered in the Southeast Asia region, or the -34.1% that is averaged worldwide, according to the OAG. The Central American region is the only region in the single-digit percentages, approaching full recovery. The list is followed by the Central Asia region, only 11.2% from resuming its pre-pandemic levels, Central/West Africa at -14.9%, while North America is at -16%.

The global recovery has been continually impacted by new waves of covid-19 infection. For example, this week airlines in Southeast Asia and the Southeast Pacific cut their number of seats by 17.6% compared to the previous week. China, which for months led the recovery of the airline industry and became the largest aviation market in the world, is currently at 12.3% of its pre-ndemic levels, after reimposing various social control measures when registering new cases of Covid-19, particularly of the Delta variant.

Argentina 100%-off pasajes extranjeros

AW | 2021 08 21 16:52 | GOVERNMENT / AIRLINES MARKET

Gobierno analiza bonificar 100% 100.000 pasajes turistas extranjeros

Argentina 100%-off foreign tickets

Government analyzes 100% reimbursement foreign tourist tickets

The Government of Argentina would acquire through the Ministry of Tourism and Sports and Inprotur around 1,000,000 air tickets in an aggressive campaign to attract foreign tourists from Brazil, Chile and Uruguay and for those who prove a stay according to requirements that the Government meets. developing.

The Government is advancing in an aggressive official campaign with the aim of encouraging receptive tourism to Argentina, especially the regional one, which implies the possibility of discounting up to 100% the passage through Aerolíneas Argentinas to foreign tourists from next October. The proposal, still in a draft and study stage, is promoted by the Minister of Tourism and Sports, Matías Lammens, and initially includes a batch of 100,000 tickets, although sources from that portfolio explained that it is a program that is scalable.

The Ministry believes that in the coming months there will be an explosion of repressed tourism globally and that Argentina will have to compete in a harsh context with other countries. «Instead of doing the usual tourist promotion, we are seeing to be more aggressive», said sources from that portfolio, where they also bet to revitalize the sector and the gastronomy and hotel sectors, the most heavily hit by the pandemic.

The official idea, arising from the same team that prepared the Pre-trip and that will seek to increase the project to use part of the AR$ 1,400 million budget that the National Institute for Tourism Promotion (Inprotur) has to promote tourism in the purchase of tickets for Argentinian airlines. These tickets will be rewarded up to 100% and delivered to foreign tourists who prove, at least, four days of stay in the country, so the equation would represent AR$ 34 pesos for each dollar, calculated in the Ministry of Tourism. «It is a stimulus for foreigners, it finances the deficit of Aerolineas Argentinas, attracts foreign currency to the country and helps the hit sectors, such as gastronomy and hotels», they justified, adding that there are two or three more ideas under analysis, such as bonuses. in hotels.

“We are thinking of a plan where we can give some stimulus to regional tourism. 65% of all foreign tourists come from neighboring countries. Countries have different incentives to try to get more tourists to their destinations. Uruguay, for example, returns VAT (Value Added Tax). There must be material incentives for tourists to choose a destination», Matías Lammens declared weeks ago.

Currently, there is a prohibition for the entry of foreign tourists, but with restrictions, Argentines and resident foreigners can enter the country. According to official sources, the quota of passengers by plane arriving in the country is 1,700 a day.

The tourism stimulus plan would be launched by October 2021, while the Government stipulates that the borders for inbound tourism could be reopened, although it is still not a certainty and will depend on the contagion index. The idea is that at that point there is no quarantine upon admission.

Mixed claims

When negotiations began to help international inbound tourism, strong criticism came from different sectors about the stranded that still remain abroad due to the decision to drastically reduce income that the Government took on June 25, 2021 and that left thousands of Argentines without return to the country. The Foreign Ministry stated that there is no official data on the number of people who cannot return since the Government adjusted the limit. It is estimated that there have been around 40,000 Argentines three weeks ago, among those who cannot return due to the quota and who left after the new restrictions.

The Chamber of Air Companies in Argentina (JURCA) questioned the lack of official foresight. «There are still no flights approved for September», said one of its directors.

Another of the public questions was linked to the deficit that Aerolíneas Argentinas has to «give away» tickets. However, the tickets are bought from the flag airline with the Inprotur budget, with Tourism funds and used as a promotion, which would represent a public exchange, which does not deepen the deficit and help to add foreign currency, explained sources close to the Ministry of Tourism. According to the International Tourism Statistics in the framework of the Covid-19 published by the Indec, in the first half of the year, the interannual fall of inbound tourism was 88.7%.

The fifteen sectors surveyed by the Monthly Estimator of Economic Activity (EMAE), the one that showed a lower level in 06/2021 was Hotels and restaurants. In this sense, the activity in June 2021 showed a level 64.1% lower than that shown in the same month of June 2019, a year marked by recession and exchange rate volatility.

Conflicto Aeroparque

Gobierno Argentina demora permiso a JetSmart ampliar capacidades

Crecer a contramano

Conflict Aeroparque

Government delays permit for JetSmart to expand capabilities

A new chapter is added to the conflictive Kirchner Government of Argentina regarding aviation freedoms. Previously, El Palomar/EPA International Airport had been the scene of a marked refusal by the Government to reopen commercial aviation in this airstation. Now, after the move of the airlines JetSmart Airlines Argentina and Flybondi Líneas Aéreas to the Jorge Newbery/AEP Airport, the Government is delaying permits to expand the airlines’ capacities at Aeroparque.

JetSmart Airlines Argentina has announced that it will incorporate a fifth Airbus A320-200CEO to its aircraft fleet, incorporating the hiring of additional crew personnel, pilots, flight attendants, among other items. The new aircraft will arrive in Argentina between September and October 2021 as part of the expansion of the airline in the country, but so far the negotiations with the Government of Argentina to obtain the frequency permits (slots) in its new base have been unsuccessful. Jorge Newbery Airport is the main one.

The Government of Argentina had established investments of AR$ 5.5 billion pesos in the remodeling of Aeroparque with the purpose of its new policy of reducing unnecessary air stations for the metropolitan area of Buenos Aires. The work of the remodeling of the Jorge Newbery Airport was focused on the expansion of the runway, while the other works of the platform have not been expanded in the first stage of remodeling. The Government’s intentions were for the low cost airlines that operated at El Palomar Airport to do so from Aeroparque. Now, the low cost airlines have requested to expand their operations while the Government again continues to show a disinterested attitude to approve more mooring permits. The million-dollar remodeling of Aeroparque did not contemplate the expansion or fine-tuning of the mooring area.

The General Manager of JetSmart Airlines Argentina, Gonzalo Pérez Corral, has expressed that the response from the National Civil Aviation Administration (ANAC) has not been favorable, but that they are committed to dialogue to achieve a solution. “Operating from a place other than Aeroparque is more expensive for us. In the case of the Palomar, there are no plans to reopen, Ezeiza does not have transportation facilities for either the passenger or the employees”, explained the CEO of the Argentine budget airline.

JetSmart Argentina manages several alternatives in case the expansion of operations at Aeroparque does not prosper; Mudr some operations to the Ezeiza/EZE International Airport, giving priority to regional and non-domestic flights, with the consequent reduction in cabotage frequencies, while air tickets would have an increase in value. Another option is to make night flights. The third option is to base yourself in Bariloche. In this case, the cost would rise a lot since forty people would have to be transferred to this province. In addition, fuel is more expensive, they should set up a maintenance base and take into account particular conditions in the region such as the de-icing of airplanes among other logistics issues.

Grow against hand

JetSmart Argentina has invested in its fifth aircraft as of 08/19 the hiring of 28 cabin crew. Some of them inexperienced, and others, who previously worked at Norwegian. «What has been done this time since the company is to absorb all those people who became unemployed when the fleet was sold to JetSmart», explained an employee. Eight pilots who have been training for a month and a half in the United States also joined.

The current Government had established to give priority to Aeroparque so that the airlines converge in this airstation to fly cabotage routes, but now the State is delaying the permits, showing the lack of criteria to allow further expansion of air operations. The CEO of JetSmart Argentina expressed in this regard: “The logical thing would be for the Airbus A320 to stop with the aircraft that we already have at the Aeroparque base. We bet on Argentina as a market and if in Chile we have 10 working planes, here there could be more. But it all depends on the conditions they give us and the availability of space”.

The growth of the low-cost airline is remarkable. They recently began to fly towards Corrientes and towards Posadas. In addition, they confirmed the start of two new routes, Jujuy and Comodoro Rivadavia, from October 14 and 20, 2021 respectively. JetSmart Argentina will reach seventeen routes in Argentina, allowing us to observe the good performance despite the current health crisis problems due to the pandemic. The company has established an alliance agreement and shareholding expansion by American Airlines, which will allow further expansion and support in the region.

Ramiro Arias, former pilot of Latam Airlines Argentina and currently a pilot at JetSmart Argentina, stressed the importance of new routes where only Aerolíneas Argentinas operated. “In Comodoro Rivadavia, as there was only one option, until two weeks ago the ticket was at AR$ 50,000 Pesos; with our arrival, it dropped to AR$ 8,000 Pesos. When the monopoly is owned by only one, we are all hostages. All we want is equal treatment, that they let us work in peace. The competition is healthy and prices lower”, said the JetSmart Argentina pilot.

Aviation vs freedom

Aviation in Argentina is subordinate to the capricious actions of the current Government, where the regulation is to make Aerolíneas Argentinas grow to the detriment of commercial freedoms. The monopolistic actions that the State continues to impose are corroborable facts throughout the history of commercial aviation in the country. The eternal dispute with Latam Airlines Argentina, a company that withdrew from the local market, seems to be reactivated. The aviator from Latam Argentina recalls the obstacles that the Government imposed on the company in which he worked: “We intend to have the same treatment as any other operator, as was the case with Austral, as it is with Aerolíneas Argentinas. This is the worrying thing. We do not want to fall into the same one that LAN suffered at the time. Today, we operate remotely, that is, we are not assigned sleeves. They want to make the experience as uncomfortable as possible for the passenger. We know with which oxen we plow”, said Ramiro Arias.

The CEO of JetSmart Airlines Argentina has stated regarding the current situation of monopoly dominance of Aerolineas Argentinas in Aeroparque: “In certain things there are vestiges of the past. The issue of sleeves is under discussion and we filed a claim with the airport concessionaire. We see that there is space available and the sleeves can be operated efficiently without being exclusive to the flag carrier. Contrary to what happened before, when you leave Buenos Aires, if they give you manga. At the time I worked in Latam and I remember that there was a resolution that gave exclusivity to Aerolíneas Argentinas. Today those conditions were set only in Aeroparque. The concessionaire is realizing that the misuse of resources at the airport results in less happy passengers”, said Gonzalo Pérez Corral.

The Government of Argentina has not ruled on the matter, but the actions of not responding to the requests of the airlines to expand their operations continue to demonstrate the lack of criteria and good will to develop a prosperous commercial aviation in a country where they want to preach. with the word plurality, while with the example a difficult future is decided for the Argentine air market, a pending assignment where the State has not kept its word.

Adaptación próximo escenario aviación

AW | 2021 08 17 17:30 | AIRLINES MARKET

Aerolíneas adaptan a cambios profundos

Alentar, no requerir

Adaptation next scenario aviation

Airlines adapt to profound changes

Commercial aviation and the air transport industry have impacted on the deepening of drastic changes and twists in the way of traveling and managing the entire system from industrial processes to the sale of an air ticket. The acute health crisis has once again put the resilience of global aviation to the test to withstand the onslaught of crises in the midst of a scenario of strong economic, health and market confidence turbulence.

The deepening of the changes have been established to achieve the survival of the airlines throughout the adaptation processes such as reduction of structure, mergers of airlines, purchases of firms by other airlines or states, economic aid, among many others that have allowed them to continue flying, while others have failed in the attempt and a few have emerged strengthened by the current crisis of the Coronavirus pandemic.

Market adaptation

Airlines in the United States and the rest of the world have been debating about aircrew permits to fly regarding vaccination. Companies are increasingly divided on whether to require their flight attendants, pilots and other employees to get vaccinated against Covid-19.

United States airlines such as United Airlines and Hawaiian Airlines said this August 2021 that their American employees, a total of about 73,000 people, should be vaccinated against the Coronavirus. Alaska Airlines said it is considering a similar mandate for its about 20,000 employees if the Food and Drug Administration gives one of the vaccines full approval, a step expected next month. Other airlines, including Delta Air Lines, American Airlines, Southwest Airlines and JetBlue Airways have repeatedly said they are encouraging, but do not require that staff be vaccinated. However, Delta Air Lines requires new hires to get vaccinated. The pilot unions of those airlines say vaccines should remain voluntary for their members. Following the announcements by United and Hawaiian, airline unions that are not demanding vaccinations said pilots approached with concerns about what would happen if their airlines followed suit.

The concerns highlight the potential challenges carriers could face if they also require vaccinations. All airlines are grappling with the recent surge in Covid cases in the United States as the delta variant takes hold and begins to weigh on demand for air travel, just as the battered industry was beginning to regain its footing. More than a dozen large American companies have ordered Covid vaccines for some or all of their employees. «A mandate could put an airline at odds with its unions», said Ben Baldanza, former CEO of Spirit Airlines. But the highest cases of Covid could affect the reliability of airlines if there are enough sick workers, at a time when they are already stretched. «You don’t want to touch the third rail, but you do want to make sure you have an operation», said Robert Mann, Aviation Consultant and former airline executive. Recent airline announcements about vaccination mandates, or lack thereof, drew criticism and praise from both parties on social media. Baldanza said he doesn’t think the status of the vaccine is a major deciding factor when booking flights.

Infections increase

At the same time, some unions argue that airlines could do more to stimulate higher vaccination rates or are urging pilots to take advantage of incentives such as extra time off to get vaccinated, especially as the fast-spreading delta variant fuels new infections. of Covid-19. The Allied Pilots Association, which represents about 15,000 American Airlines pilots, told members on Thursday that weekly Covid-19 cases have reached a record high among pilots, rising to 36 in the first week of August 2021, twice as many as three weeks before.

As of 08/12, five pilots were hospitalized for Covid-19, according to the union. «It is worth noting that none of these pilots have been vaccinated against the virus», said the union’s aeromedical group. About 60% of American Airlines pilots are vaccinated, according to a union note earlier this month. More than 90% of United pilots are vaccinated, the airline said. Previously, United provided incentives for flight attendants and pilots to get vaccinated.

Encourage, don’t require

Southwest Airlines reiterated to employees last week that it has not changed its stance on encouraging, but not requiring, that staff be vaccinated. But Southwest Airlines Pilots Association President Casey Murray last week urged the company to discuss its vaccination plans, stating in a letter to the airline that its current policy is clearly not established. Casey Murray told her that some pilots have told the union that they are concerned about potential side effects of the shots, including long-term ones that may take a while to show up, and a subsequent loss of paid sick time, or even clearance. necessary to fly. White House Chief Medical Advisor Dr. Anthony Fauci has said that virtually all long-term side effects of vaccines are seen within the first two months after receiving an injection. Meanwhile, Casey Murray said Covid case counts are climbing among pilots, but declined to provide numbers.

Company incentives

Airlines should establish guidelines and incentives that could include paying a federally mandated 48-hour waiting period for pilots before they can fly after each dose of a Pfizer or Moderna vaccine. «Having conversations with the company will go a long way toward allaying these fears», Casey Murray said. In his letter that Southwest has not provided pilots with incentives to get vaccinated as Delta, American and United have, such as additional time off or additional pay. The company’s offer of points, worth about US$ 15, according to a person familiar with the matter, on an internal platform «has undoubtedly been less impressive than the real incentives negotiated by the other airlines with their unions. As we now face the escalating Delta variant crisis, this will prove significant», Casey Murray wrote to the company.

Delta Air Lines CEO Ed Bastian said last week that a vaccination mandate would likely not increase inoculation rates, which he said were already around 75% of the company’s roughly 75,000 employees. He said that between 5% and 10% of employees would likely have a medical or religious exemption for a vaccine.

Voluntary vaccinations

Delta Air Lines, the Atlanta-based airline told the Airline Pilots Association last week of «its intention to maintain voluntary vaccines,» according to a union memo. «We understand that Covid vaccines have become an emotional issue. While an overwhelming majority of the pilot group has opted to receive the Covid vaccine, please do not allow this issue to become a distraction on the cover of flight», said the union.

JetBlue Airways CEO Robin Hayes said the New York airline is discussing a vaccination mandate and discussing with unions and employees, but that at this time the company is strongly encouraging staff to get vaccinated. «I think it’s better for people to get vaccinated because they want to get vaccinated. I think once the US government approves [completely] [vaccines], I think that’s going to see a huge increase in people who get vaccinated». Robin Hayes said. Pfizer and Moderna received conditional approval to distribute their emergency vaccines in December and are awaiting full FDA approval. Pfizer’s Covid vaccine is expected to gain full approval first, within a few weeks.

Frontier Airlines, based in Denver, Colorado, said its employees who do not want to be vaccinated should be tested regularly for Covid. United Airlines, on the other hand, said that employees will be fired if they refuse to receive the vaccines, although there are also exceptions for medical or religious reasons.

More incentives

Mike Klemm, President of the International Machinists Association District 141, which represents some 28,000 customer service and ramp workers at United, among other employees, estimates that about a third of them oppose the mandate. «That 35% is much stronger than 65%. While some have asked about suing the company, United is within their legal right», he said. United is offering a day off for workers who get vaccinated, but Mike Klemm said it should offer more. «If they increased the incentive, then more people would be tempted to get the vaccine. I understand what the company is trying to do, but they should have offered incentives […] rather than intimidating people», concludes Mike Klemm.

United CEO Scott Kirby commented last week that most of the feedback he has received from employees about the move was positive. «It’s a very charged decision. You invite criticism either way», concludes Robert Mann, Aviation Consultant.

Operational resilience

Faced with the continuous changes of a pandemic that has exceeded the readjustment times, the current crews, management and the different areas are exhausted and exhausted from receiving a constant bombardment of new measures and adjustments in the commercial aviation industry. From the mandatory use of health protection for crews to how to deal with the behavior of passengers both at airports and in flight. The accumulated stress continues to strongly affect the employees and management in an effort to establish fair parameters that allow them to perform their functions correctly.

Airlines have encountered an unusual number of disorderly customers in recent months, sometimes leading to unorthodox restriction methods. United Airlines has asked its employees not to use duct tape to restrain unruly passengers. In a memo sent to employees on Friday 08/13, United flight attendants were urged to «please remember that there are designated items on board that can be used in difficult situations, and alternative measures such as tape should never be used».

A pandemic of restrictions lifted, flight attendants across the United States have been grappling with an unprecedented increase in undisciplined passenger behavior. United’s memo came shortly after American Airlines flight attendants held a woman with duct tape after she tried to open the plane’s doors during a flight.

Shortly after that incident, duct tape was used on a Frontier Airlines flight, when attendants held a man in his seat after he acted aggressively and allegedly performed indecent acts of an attendant.

In cases of disorderly behavior United Airlines has stated that employees should resort to standard de-escalation measures, including the use of the crowding process, which involves discussing the situation with the captain, customer service representative, and safety coordinator. terrestrial for evaluation and solutions. Attendees were also instructed to use the safety manual to guide decision-making if they felt that a customer should be denied service on board. Employees were also reminded that «in the event [they] cannot reach an agreement with a customer on one of our safety-related policies, [they] must follow [their] regular de-escalation and training process and always use [your] best judgment».

China piloteando crisis pandémica

AW | 2021 08 10 15:33 | AIRLINES MARKET

Rebrote pandemia derriba temporada verano chino

China piloting pandemic crisis

Pandemic outbreak brings down Chinese summer season

Aviation in the People’s Republic of China has re-entered a new period of domestic epidemic after outbreaks of new strains of the pandemic virus hit Chinese airlines once again. The fourth peak season the industry missed in recent years has developed a significant impact on the civil aviation industry.

The Civil Aviation Administration of China (CAAC) announced on Tuesday 10/08 that ticket holders can apply for a full refund from Tuesday 03/08 to 31/08 after a new wave of the Delta variant of COVID -19 in all of China. More than thirty airlines, including Air China, China Eastern Airlines, China Southern Airlines and Hainan Airlines, canceled their flights this Wednesday 04/08 in accordance with the virus prevention and control orders issued by many cities. According to data from Flight Master, as of Wednesday 04/08, the airports in the main cities had canceled between 27 percent and 82 percent of scheduled flights. «The risk of the epidemic across the country, coupled with CAAC’s ticket refund policy, has brought the summer travel season to an early end», said Lin Zhijie, an observer of the commercial aviation market.

Before the Coronavirus outbreak, demand for commercial flights used to peak between the months of July and August.
During the summer of 2019, the entire industry in China operated more than 17,000 flights on any given day. In contrast, during the same period in 2020, the number of flights domestically dropped by more than 14 percent. Major airlines were generally optimistic for the 2021 summer travel season in early July 2021. The total number of flights planned for this period reached 960,000, 2.88 percent more than in the same period in 2019. prior to the epidemic. However, a recent upsurge of new cases has hampered the works of the commercial carriers of the country. Market watchers said the main passengers for the summer travel season are students. Due to the latest outbreak, most students are canceling their travel plans and staying home, costing the airlines the majority of passengers. In addition, tourist attractions are the most popular destinations during the summer travel season, so the closure of the main scenic spots has significantly reduced the possibilities for vacations.

Since the last COVID-19 outbreak in Nanjing, Zhangjiajie, and Zhengzhou, many cities in China have closed scenic spots with banned group gatherings. «Profits from the first half of the summer season have largely recovered. However, the second half ended early, which means that airlines will definitely slip back into deficit territory. The severity of the epidemic had lessened this year, but the sudden spread has added too much uncertainty to the civil aviation industry», said Lin Zhijie.

Air China said in its 2020 annual report that it handled nearly 10 million refunds and ticket changes over the past year, with revenue of ¥ 69.5 billion Yuan/US$ 10.2 billion in 2020, down 48.96 percent. what the year previous. It has experienced its biggest loss of ¥ 14.41 billion Yuan since going public. China Southern Airlines ¥ 10.84 billion, China Eastern Airlines ¥ 11.84 billion and Hainan Airlines has also reported losses of ¥ 64 billion Yuan in 2020.

In the first quarter of 2021, these top four airlines continued their losses, with Air China losing US$ 6.2 billion, China Southern losing US$ 4 billion and Hainan losing US$ 2.6 billion. A slow spring travel season has been attributed as the most common reason for losses.

CAAC China

China’s aviation regulator now requires crew members to take more nucleic acid tests, which also limits their ability to fly, the person said. Regulators have pledged to adopt much stricter preventive measures on the ground detailing management measures on front-line personnel, conducting more frequent nucleic acid testing among aviation services personnel at all levels, for example, front-line personnel dealing with imported goods and aircraft-related services must undergo nucleic acid testing every two days; adjust the quarantine and health surveillance policies of arrivals and improve the protection of personnel according to the different jobs.

Airlines seek to survive

Airlines have always been looking for departures, such as launching packages without flights and reallocating more capacity to cargo and cargo. Hainan Airlines jointly held its first live product sales event in association with the travel platform qunar.com, attracting 430,000 viewers to watch online with ¥ 5 million of sales within two hours of the live broadcast. the 15 of July 2021. Hainan Airlines has launched a series of popular summer routes, such as Beijing-Chongqing, Guangzhou-Beijing and Beijing-Sanya to offset losses caused by the epidemic. These routes have been well received by passengers, with many flights being sold.

Market experts also think that cargo could be another way out, given that passenger flights are being restricted. On 07/09, China Eastern Air Logistics Co was listed on the Main Board of the Shanghai Stock Exchange, becoming the first independent publicly traded company in China’s aviation logistics industry. In addition, the enthusiasm shown by local national airports for more cargo routes is tall. In early July 2021, Cargo Terminal 3 of Changsha Huanghua International Airport was officially put into use; At the end of May 2021, Ningbo Airport opened the first Ningbo-Budapest (Hungary) cargo route to better connect Europe’s cities. However, market watchers are taking a cautious attitude toward the operation after some freight workers have tested positive for the pandemic virus.

Argentina arriesga conectividad

AW | 2021 08 08 13:00 | AIRLINES MARKET / AIR TRAFFIC / GOVERNMENT

Mercado internacional amenazado por mala gestión sanitaria
Argentinos varados exterior sufren desidia

Argentina risks foreign connectivity

International market threatened by poor health management
Argentines stranded abroad suffer neglect

Foreign airlines that still operate in Argentina have once again expressed their concern for its future due to the country’s restrictions on the number of flights allowed through Ezeiza International Airport. «The country’s connectivity with the rest of the world is at risk», the International Air Transport Association (IATA) warned on Thursday 05/08. IATA also noted that if the restrictions are maintained, Argentina may be isolated from the rest of the world, which could affect economic activity. «We have more than five airlines that are not returning to the Argentine market and another half a dozen that have significantly limited their presence in the country, and we do not know if they will return», said IATA Vice President for the Americas, Peter Cerdá. The situation worsens every day that the restrictions continue in place. The IATA Executive stressed that the severe measures adopted by the Government of Argentina will cause the loss of several jobs: «Until now we have not had any notification regarding planning. There may be a small increase in the number of passengers, which it is currently 1,000 a day, but we are not expecting any great news that restrictions will be lowered significantly”. The current caps have been in effect for almost two months.

The IATA head said that he maintains an open dialogue with the Ministry of Transport and with the civil aviation agency ANAC, and that they hoped to hold a meeting with the Chief of Cabinet, Santiago Cafiero, but stressed the lack of interest of the official in working for the recovery of a sector that could be beneficial for the country. Peter Cerdá does not have much hope that current policy will change, although he did not rule out more flights to bring back Argentine citizens and residents who are still stranded abroad.

Stranded uncertainty

Since the beginning of the Coronavirus pandemic in March 2020, the first measures that were taken focused on people entering the country from abroad who were experiencing the principles of the circulation of the virus. The then Minister of Health Ginés González García said that this disease was brought by Argentines who had vacationed abroad. There began a long history of mismanagement from the governmental sphere. Upon return, they had to carry out a preventive isolation of about seven days in principle, and then they were extended up to ten days of confinement. Measure that was carried out in several countries of the world to restrict the movement of those who could potentially infect.

The main challenges that different governments around the world have had was the administration and logistics in dealing with the circulation of the virus between countries. Those best-prepared countries were able to discriminate the movement of foreigners without abandoning their fellow citizens, generating control and protocol measures that would allow the control of infections. However, the Government of Argentina did not have the ability to carry out an orderly rescue plan for Argentine citizens who were stranded and adrift in different cities without having the possibility of choosing a certain return date. First the airlines and the reduction in flight frequencies until the measures taken in the quarantine of the total closure of the borders left more than 150,000 Argentines stranded according to the official data provided by Migrations at the time. Flight cancellations and changes in local regulations by the Government generated a climate of uncertainty and anguish that took a long time to resolve through absolute improvisation. The government never created an official information and logistics system that would allow them to return to their country under an orderly schedule. The different international organizations echoed the claims.

The national vaccination plan has proven to be a scandal because of its mismanagement. The planning and negotiations have been very frustrating, reaching to date we have 11% vaccinated with the two doses entering the month of August 2021 and going through a harsh winter and a threatening new Delta strain.

On July 9, 2021, the national government extended, through Administrative Decision No. 683/2021, the closure of borders and the restriction of access to the country until 08/06. It establishes that it will have the weekly quotas in passenger flights for the re-entry into the national territory of Argentines, Argentines and residents who are abroad. However, it maintains the agency’s discretion to make changes on the fly, after the intervention of the national health authority. In this way, neither those who are stranded abroad and who must return to the country, nor their families, nor any other citizen know how this situation will continue. Meanwhile, they are stranded in countries that host them temporarily, assuming unthinkable costs and with the uncertainty of not being with their own.

Access to public information is a right enshrined in our country that has had a special law since 2016 that instructs the State on how to deliver the information. Each of the stranded is demanding the full exercise of a human right, the restriction of which is not allowed in the framework of this pandemic. It is intolerable that hundreds and hundreds of Argentines cannot know when they return home. This government owes us a plan for the return of the stranded, a schedule of shared flights with the airlines. Knowing and that there are clear, orderly and predictable mechanisms to organize the return is a fundamental right. History returns and mistakes are repeated. The feeling of the eternal return to improvisation and laziness. Citizens are denied public information and their lives are prevented from having predictability.

Airlines vs repatriation

Airlines warn that they will not be able to continue filling planes by half when carrying out a «repatriation» scheme for people stranded abroad. The Director Felipe Baravalle of the JURCA Air Chamber demanded that the Government cover the free spaces in the aircraft, questioning that “we do not have much information nor were we participated in this decision-making. We continue with the uncertainty of seeing how, when and in what way”.

After the National Director of Migration Florencia Carignano, confirmed that with the new DNU that governs from this Saturday 07/08 «it will be possible to enable special flights to accelerate the return of Argentines abroad», from the airlines they warned that they continue to fill airplanes in the middle it is counterproductive and economically unviable. The Director of JURCA expressed: “If there are going to be special flights outside the quotas, it is one thing; and if the quota is going to be used to bring passengers is another. Today the flights are operating with quotas of 40, 50 percent of the capacity of the aircraft. We have to see if those 700 passengers that the Government announced that may be prioritized for urgent reasons are going to be to fill free spaces or they will want to apply different flights. If the flights are completed it is better because it covers the costs. If we are going to have to continue operating with flights in the middle, it will continue to be counterproductive and economically unfeasible”, said Felipe Baravalle.

Regarding the expansion of the quota of people who can enter the country, which increased to 1,700 per day, the Director of JURCA said: “It is not a big difference. There are two more planes a day, as long as they come complete. We have to see how it is actually implemented”. The new quota will be in force until September 6, 2021, when it will increase to 16,100 places per week (2,300 per day) if new safe corridors are enabled. Within the aforementioned places, 700 passengers may be prioritized by the State for reasons of urgency or to attend essential questions that cannot be postponed or of official or diplomatic representation, in order to facilitate their trip to the country. The land border entry into Argentina is still prohibited. «This measure will focus on the destinations where the largest number of Argentines are found and it is possible thanks to the progress of the vaccination campaign and the decrease registered in non-compliance with mandatory isolation for those who enter the country», explained Florencia Carignano. The head of Migration recalled that «62% of positive cases in travelers were detected within the first four days from arrival in the country and that is why it is essential that all comply with mandatory isolation».
