SESAR Deployment Manager, el organismo creado por la Comisión para coordinar los proyectos de modernización de la gestión del tráfico aéreo como parte de la iniciativa Cielo Único Europeo (SES), es que las aeronaves tengan la nueva tecnología de vigilancia en funcionamiento. El impacto de Covid-19 en la aviación ha sido devastador, con el enfoque de la mayoría de las aerolíneas ahora en la supervivencia y no mucho más. Otros operadores que realizan vuelos médicos y de emergencia vitales a países muy afectados por la pandemia simplemente no han tenido tiempo, ni los recursos necesarios, para cumplir con la fecha límite inicial del mandato del 7 Junio 2020. Según la revisión, las aeronaves nuevas a las que se les otorgó su primer certificado de aeronavegabilidad (CoA) de sus respectivas autoridades nacionales de aviación antes del 7 Diciembre 2020 deberán cumplir para esa fecha.

Las aeronaves que ya están en posesión de las primeras CoA tienen hasta Junio 2023 para cumplir con la regulación; sin embargo, para calificar para este margen de maniobra, deben establecer un programa de cumplimiento de modernización antes de diciembre. Los aviones anteriores al 7 Junio 1995 están exentos, al igual que aquellos cuyas operaciones en el espacio aéreo europeo están programadas para finalizar en octubre de 2025.

Las aerolíneas europeas dan la bienvenida a la extensión del cumplimiento de ADS-B. Los husos horarios son las 24 franjas en las que se divide el globo terráqueo en las que hay una hora diferente, coincidente con el momento solar. Muchas veces, esto genera confusiones. Para terminar con este problema, el economista Steve Hanke y el profesor de física y astronomía Dick Henry, ambos del Instituto Johns Hopkins de Baltimore (EE.UU), proponen que todos los relojes del mundo marquen la misma hora. El argumento es que Internet ha borrado las fronteras geográficas y temporales. Además, evitaría pérdidas económicas.

Nadie los respeta

Lo cierto es que la división en husos horarios tampoco es respetada por algunos países. Por su ancho, China debería tener al menos tres horas diferentes y sólo rige una.

Argentina está ubicada en los husos horarios -4 y -5, esto es, cuatro y cinco horas menos que en el Tiempo Universal Coordinador (UTC, por sus siglas en inglés), el huso horario centrado en el meridiano de Greenwich. Sin embargo en nuestro país rige el huso horario -3.

Corea del Norte decidió retrasar sus relojes media hora el pasado en 2015 y crear un huso horario “exclusivo” de este país, como un gesto de soberanía. En 2011 Samoa cruzó la Línea Internacional de Cambio de Fecha para estar del mismo lado que sus vecinos Australia y Nueva Zelanda. Perdió un día completo del calendario con este cambio.

La solución de Hanke y Henry parece drástica. Sin embargo el único problema sería acostumbrarse, aseguran ellos. “La hora solar estaba bien cuando casi toda la actividad era local. Pero en la actualidad mucha actividad es global y requiere una sola hora. Nos acostumbraríamos rápidamente a mirar los relojes”, asegura Henry en una nota al diario The Washington Post.

La propuesta de los académicos es que en todo el mundo la hora sea la del meridiano de Greenwich, similar a lo que hacen las aerolíneas para evitar graves consecuencias.
