They grant international certification to Mendoza Airport

The National Civil Aviation Administration (ANAC) of Agentina granted for the first time in the history of aviation, the Aerodrome Certification for El Plumerillo. The National Civil Aviation Administration delivered to the company Aeropuertos Argentina 2000 SA as a concessionaire of the Mendoza El Plumerillo International Airport, the Aerodrome Certification. He did so in accordance with the Argentine Civil Aviation Regulations (RAAC) and international rules and regulations established by the International Civil Aviation Organization (ICAO) for the design and operation of aerodromes worldwide.

For the occasion, the National Civil Aviation Administrator, Tomás Insausti, traveled to Mendoza, congratulating the authorities of the local airport: “For us it is a historical fact, since it is the first time in the Argentine Republic that an airfield is certified by the aeronautical authority to formally prove that it meets all of our ANAC standards and with all international standards. To certify an airfield is to cover it with a quality seal, it is to prove that it has a certain guarantee and status. Certifying implies that this aerodrome continually meets all safety requirements, which means that all aircraft arriving here have a standardized and uniform treatment. And it means that the professionals who work here have the experience, capacity, and training to give the first-line operation to this airport. It is one more element that helps Mendoza have more flights. This occurs in a very important context at the country level: Argentina had, in 2015, 22 million passengers, and this year it will end with more than 30 million passengers. They are new airlines, they are 100 routes that fly since the management began. We have nine provinces with international flights when there were five before. But also, today, Argentina is absolutely safer in aeronautics than it was four years ago”, continued Insausti.

For his part, the General Manager of the Western Business Unit of Airports Argentina 2000, Sergio Rinaldo, thanked the presence in the act of the Mayor of Las Heras, Daniel Orozco, and the Director of Tourism Development of Emetur, Cristina Mengarelli highlighting: “We assume this challenge and today we are very proud and happy to receive this certification that involves the entire airport community. Mendoza has a unique airport in Argentina, from here we are leading the prestige, being leaders in the industry. The primary thing in this industry is safety. We work on that, invest in that and continue training and trying to get international organizations to recognize our work. That is our commitment to Mendoza, Argentines and all citizens of the world who visit our province».

«From the Government of Mendoza, we celebrate, in addition to having a new airport from the point of view of infrastructure, also knowing that there is a highly trained human resource, up to international standards. This contributes favorably with the image that Mendoza wants to project, which is that of a destination where quality is not only materially but also and fundamentally in the provision of the services that people do and that is what makes a place unforgettable and special”, said the President of the Emetur, Gabriela Testa.

The certification

With the implementation of this new regulation in the country, airports have a standard that respects the international parameters on the evaluation of availability and skills of personnel and their training. Obtaining this certification has the potential to generate a transformative effect by allowing such aerodromes to increase the capacity and operational efficiency of their facilities. For this process, an ANAC certification team worked together with a team of the aerodrome operator, in the case of Mendoza, with Aeropuertos Argentina 2000. They evaluated the facilities, services, equipment, and operational procedures. They ensured that they meet and guarantee the safety standards required by RAAC parts 139, 153 and 154, as well as on-site inspections on procedures, organization, SMS (Operational Safety System) of the aerodrome and competence and suitability of key personnel who It is in charge of the airport operation.

From this certification, from the ANAC continuous monitoring of the aerodrome operator will be carried out, with the purpose of verifying that the approved design and operating conditions are met, and with it, the highest safety standards are guaranteed, regularity and efficiency in operations.

The delivery of this type of certification represents a fundamental advance for Argentina in terms of safety. At the same time, it complies with the ICAO requirement, which as a responsible international body promotes the certification of aerodromes throughout the region.

So far there were no certified aerodromes in our country, nor in the process of certification. The Certification of an Aerodrome means that the State can demonstrate that the airport continuously complies with the safety requirements established in international regulations and provides uniform conditions to all aircraft operating in it. This complies with the standards that ICAO determines in its Annex 14 to the Convention on International Civil Aviation. AW-Icon AW002

The construction of the Santa Lucia Airport does not promote consultation with airlines

The construction of the Santa Lucia Airport in Mexico for the expansion of traffic demand has not taken into account the opinion of airlines. The remodeling of the former Santa Lucía Military Base to counteract the increase in passenger flow and in view of the cancellation of the New Mexico City International Airport (NAICM), does not include the consultancy to the airlines. Since the IATA (International Air Transport Association) has indicated as a mistake not to take into account the concerns of the airlines, they asked the government to share the documents and planning of the Metropolitan Airport System, composed of the City terminals from Mexico, Toluca and Saint Lucia

The construction of the Santa Lucia Airport continues to generate controversies between those who are in favor and those who are against it. In this case, Peter Cerdá, Vice President for the Americas of IATA, said that «carrying out projects of such magnitude without the opinion of the airlines is a mistake. You cannot build an airport without considering the feedback from the airlines», in response to the President of Mexico, Andrés Manuel López Obrador. “Building a terminal without the opinion of the airlines would be a mistake. I don’t have information about the current construction, I don’t have information about it”, he said. In addition, he asked the Government of Mexico to share all the documents and planning for the launch of the Metropolitan Airport System, consisting of the terminals of Mexico City, Toluca and Saint Lucia, especially in terms of airspace. «It is something that is hardly talked about because it is not tangible, but the industry needs to know how airspace will be reorganized once the three airports of the system offered by the government come into operation», he said.

Peter Cerdá said that the current administration’s plan was announced with a modernization of the airspace in the Valley of Mexico, which would allow to secure and efficient operations in the Mexican capital, therefore, this increases the urgency for the industry to have greater information in this regard, since the study carried out by Navblue presented only growth expectations in the Metropolitan Airport System. «We need that confirmation from the authorities: when the airport system enters one hundred, who will operate in the AICM, who in Toluca, who in St. Lucia and which are the best», he said.

The vice president of IATA mentioned the importance of military operations at an airport such as Saint Lucia, so changing the role of a base is totally different and it must be ensured that the infrastructure can be fulfilled to operate as a commercial terminal. He mentioned that the civil flight passenger has to be considered to have very specific characteristics that must be taken into account when building an airport destined to have commercial operations.

He noted that as an agency, they have no record of large airports in major cities that operate under a mixed civil and military scheme and insisted that it is very complicated to build an airport when the industry is not involved, as in the case of Saint Lucia. «From our point of view, we are starting from scratch, once we know the information and the dates, there begins our moment to carry it out», concluded the Vice President of IATA.

Mexican government attitude

During his morning conference, the President of Mexico López Obrador indicated that the airlines will be convinced of the air plan when they know the information. He also presumed the progress made in the military base, which is in charge of the National Defense Secretariat (Sedena), ten days after the work began after legal conflicts. In a video made by Sedena, progress is shown in areas such as the main runway, passenger and fuel terminals, the control tower and the parking lot. On October 17, 2019, the Mexican president gave the starting flag for construction work, after the protection legal that had the works stopped, mostly by civil organizations, was resolved. Boeing compadece ante Congreso

AW-700821233.jpgAW | 2019 10 31 00:51 | AVIATION SAFETY / GOVERNMENT

Disculpas directas a familiares

Boeing-Company-Logo.jpgCEO Dennis Muilenburg appears before the United States House of Representatives Infrastructure and Transportation Committee

The CEO of The Boeing Company pities the highest authority against the United States Congress for explanations derived from the Boeing 737 MAX crisis The CEO of The Boeing Company, Dennis Muilenburg, was repeatedly beaten by U.S. lawmakers at a hearing on Wednesday, October 30, 2019 that began at 10:00 a.m. (local time) about his compensation and the key errors in the development of the Boeing 737 MAX Peter DeFazio, Chairman of the United States House of Representatives Infrastructure and Transportation Committee, said in his opening statement that Boeing’s actions were “inexplicable, inexcusable and, to my knowledge, unprecedented in aviation history».

Consecutive hearings in the Senate and the House of Representatives are the scrutiny of the highest-profile Congress on commercial aviation security in years. They have accumulated new pressure on a newly relaunched Boeing senior management team struggling to repair trust with airline customers and passengers shaken by an eight-month security ban on their 737 MAX. During long hours of aggressive questions related to air accidents involving two Boeing 737-8 MAX in Indonesia and Ethiopia, where a total of 346 people were killed.

Details of the Boeing Case Congress Hearing, the CEO of the aerospace company repeatedly told lawmakers that he would not resign as Executive Director of the world’s largest aircraft manufacturer. The CEO began his comments by turning and looking directly at the relatives of the victims sitting behind him while apologizing for the lives lost in the two accidents.

US lawmakers question the Boeing US$ 1 million Refund Clause for Southwest 737 MAX orders. In the most intense exchange at the hearings so far, Representative Steve Cohen of Tennessee said: “What does accountability mean? Are you cutting a salary? Are you working for free from now on until you can cure this problem? The relatives of these people do not return, they are gone. His salary is still standing”, he said, pointing to family members at the hearing. Dennis Muilenburg said: «Congressman, it’s not about the money for me. Then he added that he and other executives would not receive bonuses this year». Representative John Garamendi of California marked «serious quality problems on other Boeing’s flagship aircraft such as 787 Dreamliner and the tanker KC-46. He has a systemic problem in his company. You are driving profits over quality and safety».

The MCAS, on the bench of the accused

The audience focused on the company’s anti-jam system known as Manuvning Characteristic Augmentation System (MCAS), which automatically and repeatedly pushed the nose of the plane down in both accidents while pilots fought for control.

Lawmakers published Boeing documents showing that the company had considered adding an MCAS fault alert on the flight control panel to the Boeing 737 MAX. Another Boeing document warned that if a pilot did not respond to the software in more than 10 seconds, the activation could lead to catastrophic failure. Muilenburg acknowledged: «We made some mistakes» when developing MCAS.

For months, Boeing had not largely recognized the fault, but promised to make a «safer, safer more plane». The hearings represented Boeing’s broader acceptance that he made mistakes, but Muilenburg did not reach what some lawmakers and the families of the victims demanded.

Representative Peter DeFazio, who heads the Infrastructure and Transportation Committee of the House of Representatives at the hearing on Wednesday, October 30, 2019, criticized Boeing for «lack of sincerity» and pressured Dennis Muilenburg on why the MCAS System was vulnerable to A single point of failure.

Security Enhancements

AW-700737MAX.jpgThe 737 MAX, when regulators lift the security ban, will have a series of new safeguards. It will take data from two key sensors that measure the Angle of Attack (AOA) instead of one and will only allow the MCAS to activate only once.

Representative Rick Larsen of the State of Washington, where Boeing builds line 737, asked Muilenburg to name three mistakes that Boeing made. Muilenburg quickly listed the fact that Boeing did not reveal for months that it had made an optional alert in the cabin that signaled the disagreement between the airflow sensors.

New evidence

A 2015 document presented at the hearing was one of the new evidence that Boeing ignored the safety warnings about its products.

At the United States Senate hearing, Muilenburg did not explain why Boeing covered up the messages made by its two employees in 2016 when a Boeing pilot told his coworkers that the flight management system was «rampant» during simulator tests. Currently, Boeing has given comparative details of inaccuracies between simulation tests and rectifications in-flight certifications.

US Senator Roger Wicker said those messages showed a «disturbing level of chance and frivolity» of the Boeing company.

More evidence is revealed at the hearing where a document published in June 2018 showed that a slow reaction for more than 10 seconds to the MCAS warnings would lead to a catastrophic consequence, making it difficult to rescue humans in an emergency.

In addition, a document based on the presentation of Boeing to the Federal Aviation Administration of the United States (FAA) in December 2018, when the first accident had already occurred in October 2018, showed that Boeing knew that the wrong signal of AOA was «potentially catastrophic», but did not provide software updates.

DeFazio said in a previous statement that the House of Representatives panel was aware of «at least one case in which a Boeing manager implored the then Vice President and General Manager of Program 737 to close the 737 MAX production line due to security concerns. «Boeing showed a lack of sincerity in all this» while developing the plane, according to DeFazio. Rep. Peter DeFazio concluded: «I have talked to many angry pilots. We need reforms on how commercial airplanes are certified».

Boosted by earnings

At the hearing, Muilenburg’s «I am responsible» speech bothered a couple of congressmen when they said they received a US$ 15 million bonus after the Lion Air tragedy.

Representative Steve Cohn was enraged that Muilenburg earned US$ 30 million in 2018 and was only stripped of his position as Chairman of the Boeing Board as punishment for his role in the two accidents. Muilenburg said he would not resign.

The representative Jesús García pointed out the «culture of greed» of Boeing, as his actions tripled from US$ 140 in 2015 when Muilenburg became the CEO of Boeing, about $ 420 in 2019 and Muilenburg approved the repurchase of large shares two months after the fall of Lion Air to increase the price of the shares. Boeing’s earnings-driven strategy exerted «undue pressure» on its job performance, according to Garcia.

Representative Debbie Mucarsel-Powell said that «this is a story about a company that cuts corners, takes shortcuts, sacrifices security to achieve maximum profits» and the result is that 346 lives were lost due to Boeing’s negligence.

Muilenburg also said: «Clearly, we had some areas to improve with respect to MCAS. The company should have been more efficient and complete in its communications and documentation in all our shareholders». But Muilenburg diverted a follow-up question about whether he could name specific individuals to blame for these mistakes, saying that the larger teams were responsible.

DeFazio also questioned why Boeing ruled out initial plans to install an MCAS annunciator alert and how pilots could be expected to recover if the system fails when Boeing did not disclose details about the MCAS system to the pilots. He also criticized Boeing’s assumptions about how long it would take the pilots to respond to a fault.

Direct apologies to family members

Dennis Muilenburg told reporters that he had met with some relatives of the victims before the Wednesday hearing on 10/30 and then said he regretted not having met with them before. The CEO told reporters that he believes the accusation was in response to concerns about a change in the increase in the production rate. He said that Boeing was aware of those concerns and had recognized them.

Towards the end of the hearing, Representative Jesus Garcia, a representative of the State of Illinois, requested the resignation of Dennis Muilenburg, saying that Boeing was negligent, incompetent or corrupt: «I think it is time for him to submit his resignation, right?»

Consecutive hearings in the Senate and the House of Representatives of the United States are the highest scrutiny of Congress on commercial aviation security, marking an unprecedented case and a momentous turn to pressing problems in the aerospace industry. AW-Icon AW002

Argentina frente a cambios políticos

AW-7008-Ellitoral.jpgAW | 2019 10 30 14:43 | AIRLINES MARKET

AW-Icon AW001

AW-Wk-Aeroparque_Jorge_Newbery_December_2015.jpgArgentina vs. political change

AW-700Flybondi.jpgThe new political map could incorporate changes in the air market

With the introduction of a political change in the Argentine Republic, the aviation market map could have significant mutations. One of the great debates revolves around the questions that are opened in the policies implemented by AW-Jetsmart_Airlinesthe current government with the «Aircraft Revolution» and the opening of airlines and air routes, including the low cost in Argentina.

The airlines Flybondi Líneas Aéreas, JetSmart Airlines or Norwegian Air Argentina have opted to expand a market where there are still more destinations to cover with a strong demand for more international traffic entering the country and an increase in regional destinations, especially to Brazil.

Future of aviation in Argentina

In most countries of the world, aviation has a preponderant role in the strategies of the economies, no one would be worried about how a new government could introduce backward changes. But doubts continue to float in the air because in Argentina there is a level of extreme politicization of Argentine aviation due to the dependence of the Airlines Group on state policies. The unions, controlled by the political sign of the «Peronist» current, do not sympathize too much with the introduction of low-cost airlines, with a pronouncement contrary to the central policies of the aeronautical guilds.

A latent risk is the politicization of the most relevant issues of the present Argentine commercial landscape. In the past, the financial problems dragged by Aerolíneas Argentinas/Austral Líneas Aéreas were pressing the political elite to captivate users with closed policies where they held 85-90% of the Argentine domestic market. Other problems were the politicization of Aeroparque with the possession of the telescopic slots and sleeves in favor of Aerolíneas, as well as the interests and pressures exerted so that the executive aviation is transferred to the San Fernando Airport, in the Buenos Aires Province, for what Royal Class and other companies were in the political eye of the storm. The case of Royal Class, recently resolved after many years delayed, has been the approvals as an airline, which the same company has been struggling to obtain the relevant certifications from the previous and the current government, where political interests can be seen.

Winds of inevitable changes

In most of the markets with low-cost air commercial opening, there is a tendency towards the liberalization of airfares, improvement of air routes, modernization of airports, among other advances and achievements. Argentina has continued flying in that direction, so that the popularity of the improvements along with the strong benefits to passengers may tip the balance in favor of an open market policy.

The future rules of commercial aviation in Argentina will continue tied to the decisions taken with Aerolíneas Argentinas. Although this political mode of continuing to oxygenate the airline group will bring some limitations, we can see that the current changes and nuances have changed forever in favor of users and commercial aviation in Argentina and the region.

ALTA 2019

The leaders of the Latin American economies expressed their optimism at the summit meeting of the Latin American Air Transport Association ALTA 2019 recently held in Brasilia, addressing current issues to face new challenges, capital investments, time that minimizes regional challenges as obstacles This much of the event involved the discussion of the ups and downs, mainly among them political uncertainty, social struggle, economic problems, regulatory barriers, and high taxes.

Among the issues of the speakers, political changes in Argentina have been discussed, a populist tendency that some businessmen fear will reverse the recent change favorable to the airlines. Some CEOs have expressed the present air market pes unlikely to turn sharp changes. «I have a feeling that nothing will really change», says Enrique Cueto of the Latam Airlines Group about the elections in Argentina. The Executive President of Copa Airlines, Pedro Heilbron, says that political changes in Argentina have affected that country’s national air travel market more than internationally. He minimizes the impact on Copa, which flies to several Argentine destinations from Panama City. «The opening of the variable market in Argentina in recent years, in the domestic market, has been very significant. Regarding the international market, it has not been so revolutionary», says Heilbron.

Market concentration

Executive directors say that the current air market is adapting to an environment in which joint ventures and capital investments have become commonplace. Current agreements include the Delta Air Lines plan to buy 20% of the Latam Airlines Group for US$ 1.9 million. United Airlines Holdings Inc. owns part of the Avianca shareholder mayor. United Airlines works to form a United-Copa-Avianca air group.

The pending Delta-Latam agreement is a good omen for the United-Copa-Avianca agreement, which still requires regulatory approval. «It somehow gives greater validity to our need to have a good agreement to generate a balance that is good for the region», says Pedro Heilbron. «The news from Latam-Delta is good for us. This is not the future, this is today, they have become something standard», adds Avianca Executive President Anko van der Werff. AW-Icon AW002
