España abre tráfico a vacunados

España inicia apertura pasajeros vacunados del mundo

A partir de este Lunes 7 de Junio de 2021, España anuncia la apertura a todos los viajeros del mundo que estén vacunados para ingresar al país con los requerimientos de documentación pertinente. Estos incluyen a países donde los casos de contagios son altos. Todos los pasajeros de cualquier procedencia podrán acceder al ingreso a España con el requisito de estar vacunado con una anticipación de más de catorce (14) días, con las vacunas, dependiendo de ser una o las dos dosis. Otro requisito son el tipo de vacunas que quedarán englobadas: Moderna, Pfizer, Astra Zeneca, Janssen, Sinopharm y Sinovac. Aparentemente la vacuna rusa Sputnik V, que es la que más se ha inoculado en Argentina, quedaría excluida del proceso para ingresar al país. La razón del listado de vacunas que España aceptará como válido es la aprobación por parte de la Agencia Europea del Medicamento. Respecto de las vacunas cubanas, Abdala y Soberana, no hay constancia de que se hayan homologado, pese a que Argentina dice estar negociando su suministro. Las vacunas chinas Sinopharm y Sinovac-Coronavac, aceptadas en España, tienen importancia en Latinoamérica porque hay varios países que la han empleado, destacando entre ellos Chile y Uruguay.

Reapertura internacional

Esta reapertura de fronteras debería marcar el comienzo de una recuperación para el sector turístico español de largo radio, que fue diezmado por la pandemia. Antes de que el coronavirus asomara su fea cabeza, España era el segundo país más visitado del mundo. La mayor parte de estos viajeros proceden de Europa y viajan por sol y playa, pero existe un turismo internacional del que se benefician las grandes ciudades españolas sobre todo, procedente de Estados Unidos, China y Latinoamérica, que había desaparecido.

En paralelo a esta apertura, las aerolíneas van recuperando la normalidad en los vuelos de largo radio con destino y origen en España, aunque no a todos los mercados porque algunos países tienen serios problemas de infecciones. United Airlines ofrecerá cinco vuelos semanales entre Nueva York y Barcelona y seis vuelos semanales entre Nueva York y Madrid a partir de Julio 2021. American Airlines ofrece vuelos desde Miami, Dallas y Nueva York (JFK).

Unión Europea y ASEAN aproximan acuerdo cielos abiertos

La Unión Europea (UE) y la Association of Southeast Asian Nations (ASEAN), la asociación de países de Extremo Oriente que incluyen a Tailandia, Filipinas, Vietnam, Indonesia y Singapur, entre otros, ha concluido un acuerdo de apertura de operaciones aéreas. El acuerdo, que aún debe ser ratificado, y que ha sido negociado durante varios meses, contempla que las aerolíneas de la ASEAN y la UE podrán realizar cualquier número de servicios entre ambas regiones. Además, las aerolíneas podrán volar hasta catorce servicios de pasajeros semanales y cualquier número de servicios de carga a través y más allá de cualquier tercer país. El acuerdo también verá una mayor cooperación en seguridad de la aviación, gestión del tráfico aéreo, protección del consumidor y asuntos ambientales y sociales, siempre necesarios en un tratado de este tipo. Los dos bloques esperan que el acuerdo ayude a reconstruir los enlaces aéreos que han sido diezmados por la pandemia de Covid-19. El último paso hacia la ratificación del acuerdo significará un cambio importante para las compañías de aviación para Europa y la Región del Sudeste asiático.

Para Dato Lim Jock Hoi, Secretario General de la ASEAN, este acuerdo “fortalecerá significativamente la conectividad aérea y acercará aún más ambas regiones. Esto permitiría obtener más beneficios económicos”. Adina Valean, la Comisaria europea de Transporte, considera por su parte que este tratado “proporciona garantías esenciales de competencia leal para nuestras aerolíneas e industrias europeas, al tiempo que fortalece las perspectivas recíprocas de comercio e inversión en algunos de los mercados más dinámicos del mundo”.

Adina Valean, the European Commissioner for Transport, believes that this treaty “provides essential guarantees of fair competition for our European airlines and industries, while strengthening reciprocal prospects for trade and investment in some of the most dynamic markets in the world”.

Aerolíneas piden flexibilización al Gobierno vuelos internacionales

Las compañías aéreas internacionales que operan en Argentina han expresado a pocos días del comienzo de Junio 2021, no se han obtenido todas las autorizaciones correspondientes para sus vuelos desde y hacia la Argentina para el mes próximo. Desde las nuevas medidas de restricciones, la Administración Nacional de Aviación Civil (ANAC) va otorgando permisos cada 15 días, mientras que se han aprobado algunos vuelos para el exterior.

Desde la Asociación de Transporte Aéreo Internacional (IATA), que nuclea a líneas aéreas de todo el mundo, solicitaron al Gobierno argentino contar con una mayor anticipación en la entrega de las autorizaciones y más flexibilidad para los vuelos internacionales. Aunque destacaron que tienen un diálogo abierto y constructivo con las autoridades de la ANAC. “El proceso de solicitar los vuelos cada 15 días está funcionando mejor que en los últimos meses. Hay un tema con la cantidad de casos en la Argentina y apoyamos las medidas que está tomando el Gobierno. Pero hemos pedido al Gobierno argentino que tenga más flexibilidad, que no restrinja el número de pasajeros a 2.000 y que pase a 3.000″, señaló Peter Cerdá, vicepresidente de IATA para América Latina. El Directivo de la asociación, pidió que haya una mejor coordinación entre la industria y el Gobierno argentino, sobre todo con el Ministerio de Salud, sobre las medidas que se están aplicando para que haya más eficiencia. “Las restricciones que tenemos en la Argentina son muy severas. Los pasajeros tiene que hacerse pruebas al llegar y los vuelos están operando con 45 minutos de separación, lo que no hace a una operación muy óptima para la entrada al país. Hemos demostrado que la industria está actuando de manera muy responsable. Estamos coordinando las acciones con la ANAC. Queremos colaborar. La industria no es el problema, es parte de la solución. Se han implementado medidas que salvaguardan el bienestar social y cumplimos con las medidas que se no están pidiendo. Necesitamos trabajar más alienados en la decisiones que se toman sobre todo cuando se aplican al transporte aéreo”, expresó Peter Cerdá.

La IATA ha asegurado que otros países que también se vieron afectados por un alto número de contagios pudieron manejar la situación del transporte aéreo de una forma más dinámica. Las limitaciones en la cantidad de vuelos internacionales que pueden llegar a la Argentina también generaron quejas entre las empresas de los Estados Unidos. Hace diez días, el Gobierno estadounidense impuso un nuevo requisito para los vuelos de Aerolíneas Argentinas que llegan a su país. A partir de ahora, la compañía argentina deberá pedir una autorización previa para cada uno de los vuelos que opere desde y hacia los Estados Unidos, de acuerdo a una orden emitida por el Departamento de Transporte (DOT) con mayor previsibilidad. La medida es una respuesta de reciprocidad, el Departamento de Transporte explicó que la decisión de que Aerolíneas Argentinas solicite por adelantado autorización para sus vuelos responde a la Decisión Administrativa de ANAC de limitar los vuelos de los operadores norteamericanos.

Las empresas estadounidenses que tienen servicios a la Argentina son American Airlines, Delta Air Lines y United Airlines. American Airlines es la que tiene programados y autorizados una mayor cantidad de frecuencias : un vuelo diario a Miami y uno por semana a Dallas/Forth Worth. Aerolíneas Argentinas, en tanto, tiene actualmente seis vuelos semanales a Miami, pero planea incrementarlos a nueve vuelos semanales a partir de Junio 2021.

El siguiente listado de vuelos programados de las aerolíneas en Argentina han sido provistos y aprobados por la ANAC. Los usuarios del transporte aéreo deberán consultar y actualizar su estado de su vuelo, pues pueden sufrir modificaciones en vista de las variables de ajustes referentes a futuras restricciones. Los vuelos autorizados corresponden entre el 1 al 31 de Junio de 2021.

Airlines ask the Government for flexibility for international flights

The international airlines that operate in Argentina have expressed a few days before the beginning of June 2021, they have not obtained all the corresponding authorizations for their flights to and from Argentina for next month. Passengers have to be tested upon arrival and the flights are operating 45 minutes apart, which does not make for a very optimal operation for entry into the country. We have shown that the industry is acting very responsibly. We are coordinating the actions with the ANAC. We want to collaborate. Industry is not the problem, it is part of the solution. Measures have been implemented that safeguard social welfare and we comply with the measures that are not being requested. IATA has ensured that other countries that were also affected by a high number of infections were able to handle the air transport situation in a more dynamic way. The limitations on the number of international flights that can reach Argentina also generated complaints among companies in the United States. Ten days ago, the US government imposed a new requirement for Aerolíneas Argentinas flights arriving in their country. From now on, the Argentine company must request a prior authorization for each of the flights operating to and from the United States, according to an order issued by the Department of Transportation (DOT) with greater predictability. The measure is a reciprocal response, the Department of Transportation explained that the decision that Aerolíneas Argentinas request authorization in advance for its flights responds to the Administrative Decision of ANAC to limit the flights of North American operators.

The US companies that have services to Argentina are American Airlines, Delta Air Lines and United Airlines. Autoridades aviación rusas expresan problemas técnicos

Los problemas con los vuelos a través de Rusia de las aerolíneas europeas que evitan sobrevolar el espacio aéreo bielorruso son una situación extraordinaria, pero de carácter técnico, afirmó el Portavoz Presidencial ruso, Dmitri Peskov, quien detalló que las autoridades aeronáuticas se encuentran trabajando para resolver la situación. «Las autoridades de aviación están trabajando duro estos días. De hecho, la situación es extraordinaria. Por supuesto, nos gustaría que este tipo de situaciones no surgieran», admitió el Portavoz presidencial. Al resaltar las cuestiones referentes al problema técnico por la que las aerolíneas tendrían inconvenientes para transitar otro espacio aéreo evitando Bielorrusia, Dmitri Peskov aseguró que no ve razones para que nazcan problemas con la Unión Europea al respecto.

La Agencia Federal Rusa de Transporte Aéreo, Rosaviátsia, ha advertido a las compañías aéreas que si cambian sus rutas desde Europa a través del espacio aéreo ruso, el tiempo para obtener permisos de vuelo puede incrementarse debido al aumento en el número total de solicitudes.

En el contexto de la situación con los vuelos de las aerolíneas europeas que evitan sobrevolar Bielorrusia, a raíz del escándalo internacional por los atropellos perpetrados por el Gobierno de Bielorrusia al denunciar una amenaza de bomba en el vuelo FR-4978 de la aerolínea Ryanair Sun, cuando la realidad era detener a un periodista en territorio bieloruso, ha traído un fuerte repudio internacional a los reclamos de los derechos humanos, condenándolos tácitamente.

Moscú ha expresado acerca del incidente del avión de Ryanair: «Occidente no cejará en su empeño de vincular cualquier evento a su línea rusófoba». La agencia precisó que, en las últimas veinticuatro horas, las aerolíneas rusas han realizado un total de 134 vuelos a través del espacio aéreo de Bielorrusia. Por su parte, las aerolíneas europeas efectuaron 113 vuelos utilizando el espacio aéreo bielorruso y 53 a través de rutas alternativas.

Tras el incidente con el aterrizaje forzoso de un avión de Ryanair en Minsk el Domingo 23/05, los gobiernos europeos decidieron prohibir a las aerolíneas bielorrusas volar a los aeropuertos de la UE y utilizar su espacio aéreo, al tiempo que también recomendaron a sus aerolíneas nacionales que evitaran sobrevolar el país. Por otro lado, este Jueves 27/05, se informó de que Austrian Airlines y Air France cancelaron vuelos a Moscú debido a que la parte rusa no acordó rápidamente nuevas rutas.

El Jefe de la Diplomacia Europea, Josep Borrell, ha expresado este Viernes 28/05 la preocupación de la Unión Europea por la supuesta negativa de Moscú a aceptar vuelos de los países del bloque comunitario, disimulando los improperios hacia Occidente con la respuesta de demorar los vuelos transversales hacia Rusia, teniendo presentes la actitud política beneplácita de la Federación Rusia hacia la pro-rusa República de Bielorrusia.

La Federación Rusia ha prohíbe el vuelo de Austrian Airlines quería cambiar su ruta para evitar Bielorrusia, pero Rusia condicionó y rechazó la postura de la aerolínea. La aerolínea austríaca dijo que canceló un vuelo de pasajeros de carga de Viena a Moscú el Jueves 27/05. Un representante de Austrian Airlines dijo a la agencia de noticias Interfax que la nueva ruta de vuelo debía ser confirmada con las autoridades. «Las autoridades rusas no nos han dado este permiso», dijo la portavoz en el informe en ruso.

El Ministerio de Relaciones Exteriores de Austria dijo que la postura de Moscú era absolutamente incomprensible para nosotros y calificó la prohibición como una respuesta desproporcionada. Las nuevas medidas para el Transporte Público en todo el país en línea con los anuncios del Presidente Alberto Fernández enunciadas el Sábado 22/05 para reducir la circulación y afrontar el aumento de los contagios a raíz de la segunda ola del Covid-19, el Ministerio de Transporte de la Nación, conducido por Alexis Guerrera, recuerda que el transporte público, al igual que micros y trenes de larga distancia y vuelos de cabotaje, podrán ser utilizados únicamente por personal esencial o quienes cuenten con un permiso especial. Las compañías aéreas de Argentina continúan manteniendo sus cronogramas de vuelos vigentes para este mes de Mayo 2021, tras los anuncios de confinamientos emitidos por el DNU Nº2021/334 del Gobierno de Argentina desde este Sábado 22/05 desde las 00:00 hs. hasta el Domingo 30/05 inclusive. Se están revisando las actividades autorizadas para reducirlas al mínimo posible, de modo tal que estén autorizados sean menos que los que están actualmente”, dijo Alexis Guerrera, Ministro de Transporte.

Aerolíneas Argentinas ha confirmado que se mantienen los cronogramas de sus vuelos, pero que los pasajeros deberán ajustarse a los requisitos de circulación dispuestos. En un comunicado, la empresa LabPax que tiene a su cargo la operación de la mayor parte de los aeropuertos del país señalo que “desde las 00:00 horas del 19/05 el laboratorio de testeos que funcionaba en Aeroparque, ha cesado su operación. Para garantizar el control sanitario al ingresar al país y poder cumplir con la Decisión Administrativa Nº 268 del 25 de Marzo de 2021, las líneas aéreas que cuentan con vuelos regionales en esta terminal, trasladarán su operación al aeropuerto Internacional de Ezeiza con la aprobación de las autoridades aeronáuticas”. חברות תעופה בינלאומיות השעו את כל הטיסות מ / אל נמל התעופה תל אביב / בן גוריון. בהודעה שפרסמה רשות שדות התעופה אושר כי 40 הטיסות שתוכננו להתקיים ביום שבת 05/15 מנמל התעופה הבינלאומי בן גוריון בוטלו. ביום ראשון 05/16 כאשר רקטות שנורו על ידי ארגוני התנגדות פלסטינים בעזה פגעו ביעדים בסביבת שדה התעופה. כל הטיסות הבינלאומיות לישראל וממנה הושעו בגלל ירי רקטות מרצועת עזה לשטח ישראל.

ביטול הטיסות הותיר את ישראל מבודדת. רק חברות התעופה המקומיות ישראייר וחברת התעופה אל על פועלות כעת מנמל התעופה הבינלאומי אילת רמון הממוקם בדרום הארץ. על פי לוח הזמנים באתר בן גוריון, היו אמורות להגיע 47 טיסות לשדה התעופה ביום שני 17/05. הטיסות שבוטלו היו אמורות לצאת מאיסטנבול, מינכן, אודסה, דובאי, אתונה, סופיה, טביליסי, ציריך, ניו יורק, ורשה, וינה, בוקרשט, קייב, שיקגו, לונדון וסן פרנסיסקו.

הסלמת המלחמה ממשיכה להגביר את החשש ביחס ליציבות באזור הסכסוך שהתפשט לגדה המערבית (הגדה המערבית), ואילו נראה כי תגובת סוכנויות ממשל ונמל תעופה אינה מחזירה את פעילות חברות התעופה בהקדם האפשרי.

Taiwán cierra fronteras tras aumento de pandemia

La República de Taiwán que había sido hasta el momento un ejemplo de la lucha contra la pandemia de Coronavirus ha anunciado la prohibición a partir de este 17/05 de la entrada a la isla de extranjeros sin permiso de residencia. El avance de un brote que ha dejado más de setecientos casos en los últimos tres días, según el Centro de Control de Enfermedades taiwanés informó este Lunes 17/05 de la detección de 335 nuevos casos de Coronavirus. Como parte de los esfuerzos las autoridades anunciaron el veto durante un mes a la llegada a la isla de extranjeros que no tengan permiso de residencia, y suspendieron igualmente el tránsito de pasajeros hasta el 18 de Junio de 2021. Esta medida podría tener como objetivo frenar algunos casos detectados recientemente entre la tripulación de las aerolíneas o a viajeros llegados del exterior, apunta la prensa local.

El Centro de Control Epidemiológico subió el Sábado 15/03 al Nivel 3 la respuesta contra la pandemia. En cualquier caso, la isla se encamina a otro posible aumento del nivel de alerta que supondría el confinamiento de la población de 24 millones de habitantes si se supera una media de 100 casos en 14 días.
