El presidente del Comité de Transporte de la Cámara de Representantes, Bill Shuster, presentó hoy su proyecto de ley para reautorizar la Administración Federal de Aviación, realizar otros cambios en la aviación y, significativamente, privatizar el control de tráfico aéreo estadounidense

El proyecto de ley crearía una corporación federal sin fines de lucro, llamada Corporación Americana de Servicios de Navegación Aérea (AANSC). El propósito, de acuerdo con la legislación propuesta, es «proporcionar un funcionamiento y una mejora más eficientes de los servicios de tránsito aéreo». Aunque federado, la corporación no sería una parte del gobierno de los Estados Unidos. Estaría sujeto a «normas basadas en el desempeño y mínimas normas de seguridad», pero de otro modo es responsable de establecer y administrar los servicios de tránsito aéreo de los Estados Unidos.

El proyecto de ley eliminaría el tráfico aéreo de manos del gobierno federal y lo pondría en una empresa privada dirigida por un director ejecutivo y 12 directores. Dos directores serían nombrados por el Secretario de Transporte. Las compañías aéreas nominarían a tres directores. En mi opinión, la FAA ciertamente podría mejorar la velocidad con la que está modernizando el sistema de control de tráfico aéreo de la nación. Pero es un trabajo encomiable mantener los cielos seguros y equilibrar las necesidades de la miríada de usuarios del sistema que ahora incluye una creciente presencia de aviones no tripulados. American Air Navigation Services Corporation

The House Transportation Committee Chairman, Bill Shuster, today unveiled his bill to reauthorize the Federal Aviation Administration, make other aviation changes and, significantly, privatize U.S. air traffic control

The bill would create a federally chartered, not-for-profit corporation called the American Air Navigation Services Corporation (AANSC). The purpose, according to the proposed legislation, is to «provide for the more efficient operation and improvement of air traffic services». Although federally-chartered, the corporation would not be a part of the United States government. It would be subject to «performance-based regulations and minumum safety standards» but otherwise responsible for establishing and managing US air traffic services.

The bill would take air traffic out of the hands of the federal government and put it in a private company run by a CEO and 12 directors. Two directors would be appointed by the Secretary of Transportation. The airlines would nominate 3 directors. Lobbying groups for – the bill refers to them euphemistically as «the principal organizations representing» – general aviation, business aviation owners and operators, aviation-related entities (such as fixed-base operators), general aviation manufacturers, major airports and airport executives would nominate a total of 3 directors. One director each would be nominated by unions representing air traffic controllers and airline pilots. Two additional directors would be nominated and selected by the other directors.

While the bill provides conflict of interest and fiduciary requirements, I do not believe they are sufficient to overcome the nominating process which puts far too much control of our nation’s skies in a very small group of interested parties – the airlines and aviation lobbying groups. Notably absent from the Board is any requirement for passenger or consumer representation. Nor is there any provision for unmanned aircraft to hold a seat.

In my opinion, the FAA could certainly improve on the speed with which it is modernizing the nation’s air traffic control system. But it’s done a commendable job keeping the skies safe and balancing the needs of the myriad users of the system which now includes a growing presence of unmanned aircraft. Changing control of the nation’s skies should not be undertaken lightly and certainly should not be put in the hands of private parties with inherent conflicts of interest in use of the airspace.

Fortunately, the Senate’s proposed FAA reauthorization bill does not include any provision for privatizing air traffic control. Let’s hope the House provisions don’t make it out of the transportation committee. A \ W

La guerra diplomática entre varios estados del Golfo Pérsico contra Qatar se recrudeció hace una semana, cuando Arabia Saudita ordenó el cierre físico de las oficinas de Qatar Airways en el país y la retirada inmediata de las licencias para volar, lo mismo que hicieron las autoridades de aviación de Bahrein y Emiratos Árabes Unidos.

El Ministro Dietrich de Argentina, presentó a los gremios aeronáuticos el plan «La Revolución de los Aviones»

El nuevo plan tiene como objetivo duplicar la cantidad de pasajeros transportados para el año 2019

El ministro de Transporte, Guillermo Dietrich, presentó ante los gremios aeronáuticos el plan integral aerocomercial nacional denominado «La Revolución de los aviones», que tiene como objetivo duplicar la cantidad de pasajeros transportados en la actualidad para el año 2019.

Del encuentro, que se llevó a cabo en la sede de la cartera de Transporte, participaron Pablo Biró, por la Asociación de Pilotos de Líneas Aéreas (APLA); Ricardo Cirielli, de la Asociación del Personal Técnico Aeronáutico (APTA); y Edgardo Llano por la Asociación del Personal Aeronáutico (APA).

También estuvieron presentes Rubén Fernández, por la Unión del Personal Superior y Profesional de empresas Aerocomerciales (UPSA); Genaro Trucco, por la Unión de Aviadores de Líneas Aéreas (UALA); Juan Pablo Brey, por la Asociación Argentina de Aeronavegantes; Ricardo Salome, de la Federación Argentina del Personal Aeronáutico; y Jonathan Doino en representación de la Asociación Técnicos y Empleados de Protección y Seguridad a la Aeronavegación.

Dietrich presentó a los gremialistas el plan que impulsa el Gobierno para que “más argentinos vuelen y que el transporte aéreo crezca, generando más trabajo de calidad y mejorando la conectividad dentro del país, para que haya más turismo, industria estratégica para el crecimiento de la Argentina”.

En un comunicado de prensa, el Ministerio de Transporte señaló que el plan está “fundamentado en un estudio que confirma que existen 12 millones de pasajeros al año que hoy no usan el avión para viajar y podrían hacerlo de existir la alternativa”.

En ese sentido sostiene que “el Plan La Revolución de los Aviones cuenta con tres pilares: el primero es Aerolíneas Argentinas y una estrategia que le permitirá continuar siendo líder de cabotaje en el país, aumentando su crecimiento; el segundo es la incorporación de nuevas líneas aéreas para brindar mayores alternativas de conexión; y el tercero es la transformación de la infraestructura y del espacio aéreo para aumentar la capacidad de los aeropuertos, modernizar instalaciones, equipos y tecnología de navegación aérea gracias a una inversión estatal de 22.000 millones de pesos”.

Recalcan que “en su conjunto, La Revolución de los Aviones, supone la creación de más de 25.000 empleos y una inversión privada total en el sector de 1.000 millones de dólares” y sostienen que “el plan para transformar el transporte aéreo en el país ya se encuentra en marcha”.

Con respecto al crecimiento de Aerolíneas Argentinas, Dietrich señaló que “el año 2016 lo cerró con un 7% más de pasajeros habiendo aumentado a 300 sus frecuencias mensuales; incorporó 13 nuevos aviones; y abrió 10 nuevas conexiones nacionales y 6 regionales”.

Apuntó que “a lo largo de este año Aerolíneas viene fortaleciendo su rol de líder en cabotaje, alcanzando en mayo el 78% de la participación del mercado. Con más de 1 millón de personas volando en el mes de enero, alcanzó su récord histórico de pasajeros transportados en un mes”.

Y remarcó que “en marzo lideró el ranking de puntualidad de la región y se ubicó entra las 20 líneas aéreas más puntuales del mundo. El 17 de abril, al cierre de Semana Santa, se alcanzó el récord total de pasajeros transportados en un día con 41.157 personas que eligieron la aerolínea. En mayo aumentó un 21% en pasajeros transportados frente al año pasado y un 24,6% respecto de 2015”.

Anticipó el ministro que “en lo que resta del año van a entrar 5 nuevos aviones en Aerolíneas, que se suman a los 3 que ya ingresaron durante el primer semestre” y que “se reforzarán las operaciones regionales a Chile, Brasil y Uruguay y crecerá en un 20% la oferta a Europa con nuevas frecuencias a Barcelona y Roma”.

Prevé que «para 2019 Aerolíneas va a incrementar un 48% su oferta de asientos para que la empresa siga siendo líder en cabotaje alcanzando así un 55% de crecimiento en cuatro años. Mediante este plan de mejoras y expansión estratégica, Aerolíneas podrá absorber 4 millones de pasajeros adicionales que volarán en el 2019. Es decir, de los 12 millones que se espera crecer en 4 años, Aerolíneas Argentinas tendrá capacidad para transportar 4. Para poder transportar los otros 8 millones es necesaria la entrada de nuevas aerolíneas”.

En otro orden indicó que “luego de la audiencia pública llevada a cabo en diciembre de 2016, la primera celebrada en 11 años, el estado nacional resolvió el otorgamiento de nuevas rutas aéreas para conectar más y mejor a los argentinos dentro del territorio nacional y con el mundo”.

Y que dentro de ese marco “predominan las rutas de cabotaje para mejorar la conectividad de las provincias. La empresa Andes tendrá base de operaciones en Salta y Aeroparque; Avian, tendrá base en Aeroparque; American Jet, hará base en Neuquén conectando la Patagonia; y Alas del Sur instalará su centro de operaciones en la ciudad de Córdoba”.

“Esta ampliación de la red aerocomercial está acompañada de un importante plan de infraestructura que ya está llevando adelante el Ministerio de Transporte de la Nación. Se trata de la inversión más importante que alguna vez se haya hecho en el sector aéreo y que incluye la modernización de la infraestructura en 19 aeropuertos del país”.

En ese sentido informó que ya culminaron obras en Río Gallegos, Córdoba, Tucumán, Mendoza, Iguazú, Trelew, Chapelco, Resistencia y continúan hoy en ejecución obras en Aeroparque, Ezeiza, Salta, Comodoro Rivadavia, Jujuy y Tucumán y que está prevista la incorporación de nueva tecnología de navegación aérea, nuevo equipamiento para la operación logística (servicios de aerohandling) y otras obras complementarias para mejorar la aviación civil. AIRGWAYS ® Icon-AW

To grow and thrive in a competitive environment, EU airlines also need access to investment, including foreign investment. In this regard, the guidelines on the ownership and control of EU airlines are adopted.

In order to hinder the limits to growth in aviation, the envisaged measures will address in particular efficiency and connectivity constraints. Connectivity has a direct impact on economic activity and on people’s mobility considering that more flights mean more growth and more jobs. In certain European regions however, air travel remains a challenge, which is why Member States and local authorities can introduce public service obligations to guarantee sufficient connections to the rest of their territory and of Europe. Guidelines on the existing rules regarding public service obligations in aviation adopted by the Commission will allow national authorities to address connectivity gaps. Moreover, to enhance the efficiency of European skies, the Commission aims to reduce fragmentation, which is responsible for € 3 billion of extra costs a year and 50 million tonnes of CO2. Los consejos directivos de los gremios aeronáuticos empezaron a delinear un plan de lucha en contra de la política aerocomercial que les abre las puertas a las low cost, baja la calidad del servicio y afecta a la empresa de bandera

Los gremios aeronáuticos argentinos, con excepción de los aeronavegantes, acordaron ayer iniciar un plan de lucha contra la política aerocomercial del gobierno. Comenzará con rondas informativas con los jefes de bloque de las cámaras de diputados y senadores y con gobernadores para explicarles la situación que atraviesa la línea de bandera y el mercado en su conjunto. Es un paso previo a una serie de presentaciones judiciales y medidas de mayor peso que podrían aplicarse para tratar de evitar que se continúe degradando la actividad y se pierdan más puestos de trabajo. Los sindicatos apuntan a la pérdida de controles del espacio áereo y al error de apostar al arribo de empresas de low cost (bajo costo) como impulsoras de la actividad y del desarrollo de las provincias. “Queremos que entiendan que esto es pan para hoy y hambre para mañana”, señaló a este diario Pablo Biró, secretario general de la Asociación de Pilotos de Líneas Aéreas (APLA).

“Esto sí es histórico. Estamos más que contentos. No pasó ni siquiera en el 2001”, sostuvo Biró desde la mesa en la que todavía quedaban sus pares de los otros cuatro sindicatos que dieron un paso fundamental de cara a la conformación de un frente gremial. Hace una semana Biró, junto a Ricardo Cirielli, de la Asociación de Personal Técnico Aeronáutico (APTA); Edgardo Llano, de la Asociación Personal Aeronáutico (APA); Rubén Fernández, de Unión del Personal Superior y Profesional de Empresas Aerocomerciales (UPSA), y Genaro Trucco, de Unión de Aviadores de Líneas Aereas (UALA) acordaron iniciar este frente.

Estos gremios ya habían compartido algunas contiendas en los noventa. Sin embargo, ayer por primera vez los cinco consejos directivos, unos 50 asistentes, se dieron cita en la sede da APTA para analizar la situación y posibles medidas a adoptar. Los temores que despierta la política aerocomercial llevaron a que secretarios enfrentados históricamente, como Llano y Cirielli, compartieran mesa y acordaran sumar sus fortalezas. El que decidió mantenerse fuera del convite fue Juan Pablo Brey, de la Asociación Argentina de Aeronavegantes (AAA), a quien acusan de anteponer aspiraciones personales antes que ser parte del frente sindical.

Los cinco secretarios generales expusieron sobre la situación y alertaron respecto de la degradación de la seguridad y el servicio que generará la apertura irrestricta del negocio a firmas low cost. Un ejemplo es que esta semana la compañía Latam informó que comenzará a cobrar la comida y la bebida en vuelos de cabotaje para competir con las low cost. Se sumará también el cobro de un adicional por el equipaje que se despache a la bodega del avión. Desde Aerolíneas también había circulado la posibilidad de que se cobren adicionales para no perder mercado frente a las compañías de bajo costo.

El mes próximo el Gobierno llevará cabo una nueva audiencia pública para repartir más rutas entre empresas interesadas. Ya se encuentran listadas 14 compañías para ser parte del negocio. Los gremios pretenden comenzar con sus reuniones antes de eso, para evitar que se siga degradando el mercado. “Una vez que otorgas una ruta o se cierra un acuerdo con otro país para código compartido, no se puede deshacer con un cambio de gobierno. El daño ya está hecho”, advirtió Biró.

Las acciones comenzarán con reuniones con los jefes de bloque en el Congreso, tanto de la oposición como del oficialismo. “No queremos que nos tilden de opositores. Seguramente hay legisladores que no conocen bien el daño que se está infringiendo al mercado aerocomercial”, agregó Biró. “Lo que buscamos con esto es cuidar al usuario argentino, que no sea engañado con falsas promesas de que van a tener precios baratos y mejores condiciones de seguridad”, se sumó Cirielli.

Las empresas low cost suelen solicitar a las gobernaciones subsidios e inversiones en infraestructura bajo la promesa de que llegarán vuelos a esas jurisdicciones. Alrededor de 4000 personas llegaron a la Woensdrecht para ver el teléfono por última vez desde la cercana informado el Ministerio de Infraestructura y Medio Ambiente.


El PH-KBX se ha utilizado durante años por el gobierno y los miembros de la familia real. Después de más de veinte años – el Fokker 70, construido en 1996 – un fin a esto. Las letras PH son el código de la aviación en los Países Bajos. Las letras corresponden a KBX de la reina Beatriz, que estaba sentado en el trono en el momento de la inscripción. El avión se sustituye por un Boeing 737 Business Jet  con la matrícula PH-GOV.

Los visitantes pudieron ver y fotografiar el dispositivo desde el exterior. El interior fue visto en película y fotos. También hubo una exposición con información sobre el dispositivo y los viajes realizados. Great farewell breeder 70

Woensdrecht, Netherlands · Aircraft enthusiasts have said goodbye to the Fokker 70 PH-KBX Dutch government agency on Saturday. About 4000 people arrived at the Woensdrecht air base to see the device for a last time, reported the Ministry of Infrastructure and Environment.

The PH-KBX has been used for years by the government and members of the royal house. After over twenty years – the Fokker 70 dates back to 1996 – an end is coming. The letters PH are the aviation code for the Netherlands. The letters KBX represent Queen Beatrix, who was on the throne at the time of registration. The aircraft is replaced by a Boeing 737 Business Jet, registered as PH-GOV.

Visitors could see and photograph the device from outside. Inside the interior were movies and pictures to be seen. There was also an exhibition with information about the device and the trips made. People could not enter the plane because it was sold to Australian society Alliance Airlines for 3.7 million euros. A \ W

Groot afscheid Fokker 70

Woensdrecht, Nederland · Vliegtuigliefhebbers hebben zaterdag afscheid genomen van het Nederlandse regeringstoestel de Fokker 70 PH-KBX. Zo’n 4000 mensen kwamen naar de vliegbasis Woensdrecht om het toestel voor een laatste keer van dichtbij te kunnen zien meldde het ministerie van Infrastructuur en Milieu.

De PH-KBX werd jarenlang gebruikt door de regering en leden van het koningshuis. Na ruim twintig jaar – de Fokker 70 stamt uit 1996 – komt daar een einde aan. De letters PH zijn de luchtvaartcode voor Nederland. De letters KBX staan voor voor Koningin Beatrix, die op moment van registratie op de troon zat. Het vliegtuig wordt vervangen door een Boeing 737 Business Jet, met als registratie PH-GOV.

Bezoekers konden het toestel van buiten zien en fotograferen. Van het interieur waren film en foto’s te zien. Ook was er een tentoonstelling met informatie over het toestel en de gemaakte reizen. Mensen konden niet het vliegtuig in omdat het is verkocht aan de Australische maatschappij Alliance Airlines voor 3,7 miljoen euro. A\W

 India ha expandido el volumende tráfico de pax en estos tiempo por lo que se han incrementado los abusos de las aerolíneas

El reglamento de la Dirección General de Aviación Civil (DGCA) de la India tiene poco de regulaciones y sanciones ante los abusos de las líneas aéreas indúes qu ele permitieran accionar para castigar a las aerolíneas y los funcionarios aéreos por infracciones, aunque el regulador tiene el poder de suspender o terminar las licencias, esto es injustificado en casos de infracciones menores de cumplimiento. Es bueno que el regulador ahora pueda imponer multas.

La mayoría de las naciones imponen sanciones monetarias a las aerolíneas por violar las normas, la India es una de las pocas que aún no tiene tales disposiciones. La implementación todavía no está definida, poco se sabe cómo el país planea llevarlo a cabo. Un buen ejemplo a seguir sería la Unión Europea, no sólo para sancionar las violaciones, sino también para compensar a los pasajeros, lo que ha sido otro punto de dolor para la industria aerocomercial. India needs to regulate commercial aviation
