Francia introduce 1er certificado digital

AW | 2021 04 28 14:34 | GOVERNMENT / AVIATION TECHNOLOGY

France introduces 1st digital certificate

France first EU country to introduce digital travel certificate

France has started testing a coronavirus digital travel certificate, becoming the first EU member state to start experimenting with such technology. The TousAntiCovid app, which until now has been used as a contact tracking service, can now store Covid test results on customers’ smartphones within the app’s ID function. The TousAntiCovid app will be tested on flights to Ajaccio in Corsica this week, with Air France and Air Corsica informing their eligible customers in advance. This will be followed by trials to the overseas territories of France in the coming weeks.

French citizens who have taken a Covid-19 test will now receive a text or email from the lab with a document with a QR code, which can be scanned to upload test results (both PCR and antigen) directly into the app. Those who don’t want to use the app can print a certificate instead, which also features the QR code. According to Le Monde, this will be expanded to incorporate vaccination results from April 29, 2021.

Denmark has also started a trial of its ‘coronapas’, a digital application that stores vaccination records, test results or evidence of a previous Covid infection. The Danish health pass is currently used for domestic purposes, allowing citizens to access facilities such as hairdressers and beauty salons, while France’s digital health passport is also being implemented for travel purposes.

The health pass is not intended for activities such as restaurants or shops, but can be used for public events such as concerts and festivals. The app’s website states that ultimately this new functionality will be interoperable at European and international level.

The European Commission is currently working on a Digital Green Certificate to facilitate free movement with the EU, and Justice Commissioner Didier Reynders revealed last week that it should be ready for use by the end of June 2021. Meanwhile, France is exploring the ability to welcome U.S. citizens to the country this summer, provided they have been vaccinated or tested negative for Covid-19. French President Emmanuel Macron said that a special pass can be introduced and that French government officials are currently in talks with the White House.

Qantas cuestiona apoyo gubernamental

AW | 2021 04 27 17:17 | AIRLINES MARKET / GOVERNMENT

Qantas questions government assistance

Qantas raises questions about government support for airlines

The introduction of the crisis of the pandemic has generated in the Australian market a strong dispute of rights in commercial aviation. When Virgin Airlines Australia had entered the collapse following the suppression of flights, Qantas Airways Chief Executive Officer Alan Joyce warned against rescuing the airline. He said the government should not pick winners and losers by bailing out badly run companies. The Australian Government subsequently rejected Virgin Australia’s request for a AU$ 1.4 billion Australian dollar loan and within weeks Qantas Airways’ main rival entered administration, a process that led to 4,000 job losses and a large reduced capacity under new owner Bain Capital was emerging as a smaller company. Since then, the outlook that Qantas Airways has taken has been a more positive approach towards financial aid and has risen to AU$ 2 billion through taxpayer-funded Covid-19 plans. This has kept its planes flying during the pandemic.

AW-Virgin Australia_001

Unlike the governments of France, Germany and New Zealand; Australia has decided not to take an equity stake in its national airline or to attach stringent conditions to the ransom cash. Unions and Qantas rivals are now crying badly with Rex Airlines, a regional airline, calling the aviation support scheme a «Qantas package». «Qantas is now so desperate that it is willing to risk universal ridicule just to get more cash at any cost», said John Sharp, Vice President of Rex Express Airlines. The dispute reflects Rex Airlines’ concerns that the so-called «flying kangaroo» is flooding regional routes with lossy flights to take it off the market, a claim it has made in a complaint to competition authorities. But it also raises questions about the Conservative government’s handling of general aviation support programs worth more than AU$ 2.5 billion. «The Australian government would have been smarter if it had taken an equity stake in Qantas in exchange for all the ransom money. This means that taxpayers can get a return on their investment when the market improves and insist on sensible terms», says Greg. Bamber, Professor at Monash Business School. Greg Bamber says the conditions could include prohibiting Qantas from paying high rewards to shareholders and top executives while reducing the number of employees and outsourcing functions. They could also help tame Qantas’ fierce short-term competitive tactics against smaller rivals Virgin and Rex that are to the long-term detriment of customers, he says.

Qantas Airways has been through several economic crises and reported a record net loss of AU$ 2.8 billion in 2014 after a capacity war with Virgin Australia. The airline implemented spending cuts of AU$ 2 billion and laid off 5,000 employees, returning the airline to benefits a year later. Virgin Australia never recovered from the capacity war, while Qantas began buying its own shares, more than AU$ 2 billion Australian dollars since 2016. The recovery helped Alan Joyce become Australia’s highest paid executive in 2018 with a remuneration of AU$ 24 million Australian Dollars, fueled by the Qantas share-based incentive plan.

The Australian Government says aid to airlines has been allocated to the entire industry, rather than going to Qantas Airways. He has also specifically ruled out nationalizing the airlines, preferring that they remain commercial operations. Qantas Airways says the funds provided to it cannot be compared to the bailouts given to other global airlines, as it maintains an investment grade credit rating and reported an underlying profit of AU$ 1.3 billion A before tax in 2019. Most of the money it has received was for employees who retired, an airline spokesman said.

But critics warn that Qantas is using the Coronavirus crisis to reduce employee numbers, disrupt employee rights, and lay the groundwork for large executive and shareholder pay. It now controls three-quarters of the Australian domestic market, compared to 60% before the pandemic, and faces weakened rivals. When Covid-19 hit, Qantas Airways cut 6,000 jobs and later unveiled plans to outsource up to 2,500 ground handling employees. Virgin Australia has adopted a cautious strategy and has decided not to start flying to New Zealand as part of Australia’s first international travel bubble. Rex Airlines remains a small operator with a market capitalization of AU$ 155 million despite its growth ambitions.

Labor Party Senator Tony Sheldon leading a parliamentary inquiry into the aviation sector has said: «Alan Joyce has used Covid to end any real competition by putting his snout into the public trough on an unprecedented scale. This allowed for the destruction and outsourcing of thousands of jobs, all redundancies paid for by the Australian taxpayer».

India entre rescates & pandemia

AW | 2021 04 27 16:45 | AIRLINES MARKET / GOVERNMENT

India between bailouts & pandemic

Indian government faces tough outlook for airlines

The Government of the Republic of India faces a dilemma about the future of the airlines between assisting with a rescue package and at the same time facing a massive closure of circulation due to the high increases in infections in the country, so the latest suspension of air services will put the Indian economy at risk. The ten-day suspension of flights from India will surely affect the number of passengers on these routes. The Indian aviation industry is at a turning point and breaking point in the face of a very worrying outlook where airline safeguards do not appear to favor a promising future. Air India is seeking a change in share ownership, while the other airlines in the country need financial assistance to survive.

After the arrival of the pandemic in India, immediately the national and international air services remained on the ground, showing only Air India in repatriation missions. Now, with a second wave of infection hitting the country and countries suspending flights from India, a new crisis is brewing for airlines. Several of them took the opportunity to launch routes to new markets, but this may all be coming to an end now. Vistara Airlines, a joint venture between the Tata Group of India and Singapore Airlines continues to raise concerns about the future of aviation. SpiceJet airline had signed an agreement with Avenue Capital Group in the United States for the sale and lease of fifty new aircraft. «This alliance will ensure a seamless induction of the aircraft in our fleet and help us plan better in the long term», said Ajay Singh, President and CEO of SpiceJet, in March 2021. The airline also introduced flights to various destinations in the Gulf, including the United Arab Emirates. In addition to operating several direct flights to Ras Al Khaimah, which serves as a regional base for the airline, Spicejet also has flights connecting UAE passengers to various Indian cities via Delhi.

Rescue hopes

The latest suspension of services will force the Indian government to draw up a rescue package for the airline industry is forcing the country to rethink the priorities between the economy and health. India was one of the exceptions when it came to offering state support to airlines after the first Covid-19 wave. But some remain hopeful that some help will be there this time. But among business leaders in India they remain hopeful that this latest round of restrictions will create an American-style airline bailout package, which India has so far been reluctant to do. It would certainly be good news for operators like Indigo, Vistara and SpiceJet.

The new restrictions in leading countries represent a blow to peripheral economies and those in the developing world. This impedes the flow of negotiators and business leaders in and out of India, with stagnant transactions and hidden costs associated with uncertainty and the continued disruption of normal business activity showing severe signs. Several countries have blocked flights from India as the country continues to report a record number of daily infections. Daily cases have passed the 300,000 mark and industry experts doubt the flight bans will be lifted anytime soon.

Mango cesará operaciones aéreas

AW | 2021 04 27 16:13 | AIRLINES / GOVERNMENT

Mango will cease air operations

Mango Airlines, a subsidiary of SAA, ceases operations on 05/2021

Mango Airlines_00003

The South African low cost airline Mango Airlines has announced the cessation of its commercial aviation operations as of May 1, 2021, after being plagued by financial problems, as it cannot withstand the collapse of the global travel crisis due to the effects of the Coronavirus pandemic.

The Executive Director of the airline, William Ndlovu, has informed his staff in an internal note dated 04/22 that the Government had been asked to support the decisions of both the Mango Airlines Board of Directors and the Interim Board of the company South African Airways parent company to put the beleaguered airline on corporate bailout after the airline couldn’t get more funds to keep it in the air. This refers to the Government’s previous commitment in which Mango’s Executive Directorate and Interim Council had been in talks for a taxpayer-funded bailout for the airline that did not materialize. The Government bailout fund was to be allocated by October 2020 at the latest, and Mango Airlines had used this promise as a lever from the Government of South Africa to convince creditors to add an extension of repayments until January 2021. «We committed to all creditors and asked that they give us until January 2021 to settle what was owed to them, and this was granted. However, due to reasons unknown to us, we did not receive the funds in January 2021. We engaged the relevant stakeholders and they told us to wait, maybe in February 2021, the money will arrive, and now we are in April, with no signs of money. At the beginning of April 2021, they informed us that Mango will only receive funds in June 2021. This put Mango in a difficult situation, as it refers to a new extension of creditors who could not wait any longer to be paid», wrote William Ndlovu in the note.

Details of new payments to its subsidiaries have yet to be worked out has led the airline into a cash crisis, as has its parent airline, South African Airways, with government payments now pledged for June. «The lessors then put an ultimatum to Mango that if they do not receive their money by April 30, 2021, then all their aircraft must be on the ground until Mango receives the funds and can pay. The shareholder has told us that there will be no money received by Mango until June 2021. This means that Mango will not be able to operate as of May 1, 2021, due to the fact that there are no aircraft available for operations. Therefore, it is with great sadness that I inform you that our operations will be temporarily halted from May 1, 2021, until such time as we receive financing or complete the business rescue process in case it is supported by DPE», said William Ndlovu.

Mango Airlines is the low-cost airline of South African Airways and flies between the main airports in South Africa, offering air services between the cities of Johannesburg, Cape Town, Durban and Port Elizabeth. The airline also operates flights between Johannesburg and Zanzibar in Tanzania as its international operations, serving all those who love life on the island.

AW | 2021 04 27 11:01 | AIRLINES / GOVERNMENT

Bruselas aprueba ayuda estatal € 462 millones

TAP Portugal_Isologotype

EC approves aid to TAP Portugal

Brussels approves € 462 million state aid

The European Commission (EC) has authorized this Monday 04/27 a loan of € 462 million Euros from the Government of Portugal to the airline TAP Air Portugal. Government aid is part of the loans as a result of low demand and the closure of markets caused by the effects of the pandemic. This exceptional aid package was notified to Brussels on March 19, 2021. “This measure will allow Portugal to compensate the damage suffered by TAP as a direct result of the travel restrictions that Portugal and other countries have had to implement to limit the spread of the Coronavirus”, said Margrethe Vestager, European Competition Commissioner.

TAP becomes the largest airline in Portugal, a subsidiary of a holding company controlled by the Portuguese state, which had had negative results since before the pandemic, although its situation is not comparable to the case of Alitalia. The European Commission (EC), which is closely monitoring any distortion of competition that may result from state aid, has been approving numerous aid to airlines since the onset of the pandemic as part of providing economic oxygenation to continue flying. However, the Portuguese airline had also been forced to implement a restructuring plan that includes salary cuts, staff cuts of around 2,000 employees and fleet reduction. This plan had been presented on December 10, 2020 to the European Commission, which has not yet ruled. “We are examining, separately, the restructuring plan of the company presented by Portugal. We continue to maintain close and constructive contacts with the Portuguese authorities in this context”, explained Margrethe Vestager.

AW | 2021 04 23 17:28 | AIRPORTS / GOVERNMENT

Twente continues Boeing 747 inspection

Twente airport wins battle to park Jumbo jets

The Court of Overijssel, Kingdom of the Netherlands, has ruled in favor of Twente Airport in the fight with the Environment and Transport Inspectorate for the three Boeing 747s that are still at the airport. This is clear from the sentence of the interlocutory procedure, whose reasoning will not arrive for a few days. The failure means that the aircraft can remain standing for the time being and must no longer have left before the end of June, as stipulated in the inspection permit. Twente airport demanded that this period be extended by one year. It also means that Airport Twente escapes a Lufthansa claim of € 135,000 per plane for breach of contract. The airport has assured Lufthansa that the planes do not have to leave until June next year at the latest. Twente Airport is also benefiting longer from parking revenue, which amounts to € 100,000 per plane per year. The judge considers that safety is not at stake. Also, there are only three planes. Despite the expansion, one of those three planes leaves Monday 26/04. Lufthansa had certainly prepared for a negative result and reserved a parking space in Spain for this aircraft. That cannot be reversed now. At the moment, the other devices remain in deep storage, a kind of hibernation, in Twente.

According to the inspection, Twente Airport illegally and without consultation last year parked two alleged wide vehicles on the airport grounds and then had another four with a permit that only gave permission to land to dismantle the aircraft. When it turned out that it was temporary parking, a growing conflict arose between the inspection and the airport. Due to the lack of certain facilities, these jumbo jets cannot take off from Twente. The inspection was ready to grant an exemption, but then the plane had to leave quickly, that is, no later than June this year. According to the inspection, the time limitation was necessary to create a special circumstance that was necessary for an exemption under the Aviation Act.

Twente Airport argued in interlocutory proceedings on Thursday that the inspection was acting illegally. After all, you just have to protect safety and the exemption thus far shows that it is possible to take off safely. There are now three jumbos left, unloaded and with a minimum of personnel and fuel. According to Twente Airport, the inspection is abusing its power to force the airport to invest.

Twente zet Boeing 747-inspectie voort
