Gobierno abonó AR$ 751.750.000 a Aerolíneas Argentinas

La elección de Aerolíneas Argentinas para transportar las vacunas contra el Coronavirus tuvo un costo enorme que ser transportados por otras empresas privadas. Con el arribo del 3 de Junio de 2021, proveniente de Moscú, habían llegado al Aeropuerto de Ezeiza 31 vuelos con vacunas. De ellos, 23 llevaban la insignia de la aerolínea de bandera. Cuatro fueron de KLM, la compañía holandesa y los cuatro restantes de Lufthansa German Airlines, Qatar Airways, Latam Cargo y Air Canada. Aerolíneas Argentinas fue responsable de traer vacunas desde Rusia y China. De los 23 vuelos realizados por la empresa, 15 venían cargados con 500.000 vacunas o menos. Antes del 25 de Marzo de 2021 no era posible transportar más que esa cantidad con los aviones argentinos, ya que no cabían en el espacio de bodega. El 25/03 se reacondicionó el Airbus para poder transportar hasta un millón donde antes había asientos para pasajeros. Desde que comenzó la campaña de vacunación hasta principios de mes, dos empresas, además de Aerolíneas Argentinas, estuvieron involucradas en la gestión, más allá de los vuelos. DHL y Hellman fueron contratadas para hacer las operaciones de transporte en el aeropuerto de origen. Estos servicios involucran camiones desde el laboratorio, acondicionamiento, palletizado, entre otros, según el caso.

En promedio, las facturas por las prestaciones en Rusia o China ascienden a US$ 130.000 Dólares, que se suman a los vuelos que el Ministerio de Salud paga a Aerolíneas. La nueva aerolínea low cost colombiana Ultra Air ha obtenido la autorización por parte de la Aerocivil del Certificado de Operador Aéreo (AOC). La compañía de presupuesto operará rutas domésticas entre las principales ciudades de Colombia e internacionales a países como México, Ecuador, Perú, República Dominicana, Aruba, Curazao y Estados Unidos.

En el evento, la ministra de Turismo de Colombia, María Ximena Lombana, señaló: “Esperamos pronto anunciar una nueva ruta aérea que se está trabajando hace unos meses y que va a permitir una conexión directa entre Medellín y Buenos Aires”, tras lo cual confirmó que se espera poder inaugurar esta nueva ruta en 2022. Esta es la tercera vez que la Argentina es el país invitado de honor de la feria Anato. Todas las medidas de bioseguridad fueron implementadas, tenemos 14 protocolos armados y el plan de vacunación avanza, los turistas pueden estar tranquilos cuando viajen a la Argentina. Anato nos deja la importante misión de trabajar con las aerolíneas para recuperar las frecuencias y tener nuevas rutas; con los tour operadores y con las agencias de viajes, trabajar para poder generar proyectos de promoción y estimular al turista colombiano”, explicó Ricardo Sosa. El funcionario de Inprotur destacó que el atractivo turístico de la Argentina sigue latente y que existe una gran demanda contenida en la región para visitar el país.

La industria turística fue una de las más golpeada por las restricciones de la pandemia en todo el mundo. En el Inprotur explicaron que trabajan en coordinación con el ministerio de Turismo y Deportes de la Argentina, a cargo de Matías Lammens, “para concientizar, comercializar y capacitar a toda la cadena de comercialización de Argentina”. Gremios denuncian Latam en Paraguay

Gremios denuncian contra Latam Airlines trasgreción Ley de Turismo

ASATUR (Asociación Paraguaya de Agencias de Viajes y Empresas de Turismo) y la AAVIP (Asociación de Agencias de Viajes IATA de Paraguay), presentaron una denuncia formal contra Latam Airlines en un reclamo a la Ministra de Turismo, Sofía Montiel, y eventualmente otras compañías aéreas por flagrante violación de la Ley 2828 de Turismo, al tiempo de solicitar la apertura de un sumario administrativo a los efectos de la posterior imposición de las sanciones pertinentes que correspondan. La ley regula la actividad turística y las compañías aéreas se han opuesto históricamente al inciso F del Artículo 33 que establece que los prestadores de servicios turísticos, inscriptos en el Registro Nacional de Turismo, gozan de determinados derechos entre los cuales se menciona el de “percibir por la comercialización de pasajes aéreos un porcentaje no menor al 6% de la tarifa del pasaje que será abonada por las compañías aéreas”.

Los intentos de pedir la derogación o modificación de la ley 2828 de Turismo por parte de las líneas aéreas han sido una constante desde la misma promulgación de la ley en diciembre del 2005. Una carta enviada por la JURCAIP al Presidente de la DINAC a principios del 2020 significó un nuevo cuestionamiento pues en la misma se solicitaba la modificación de la Ley de Turismo señalando que “Paraguay es el único país que tiene una comisión tan elevada fijada por ley”.

En plena pandemia otro posterior reclamo de JURCAIP motivó una reunión virtual realizada 24 de junio de 2020 en la que estuvieron presentes, además de la Ministra de Turismo, representantes de JURCAIP, DINAC, ASATUR y AAVIP. Entre otros puntos tratados en la ocasión, los representantes de JURCAIP mencionaron el elevado porcentaje de ventas realizado a través de las agencias de viajes (aproximadamente un 70%) y en consecuencia el elevado monto en comisiones que deben abonar a las mismas. Contradictoriamente, por un lado se destacó la excelente producción comercial de las agencias que supera ampliamente las ventas que podrían lograr en forma directa las compañías aéreas, y por el otro se cuestionó la retribución que se debería abonar por dicha gestión comercial. La reunión culminó con la promesa de continuar un dialogo que permitiera conciliar los intereses de ambos sectores.

El 4 de Diciembre del 2020, Latam Airlines solicitó a las agencias de viajes, la firma de un “Contrato de Agencia de Viajes”, el cual establecía “nuevas condiciones comerciales y la renuncia al derecho y a la acción de percibir por la comercialización de pasajes aéreos el pago en dinero de la comisión del 6% de la tarifa del pasaje establecida en el Art. 33, inciso (F) de la Ley No. 2828/05”. El 11 de Diciembre de 2020, ambas asociaciones (ASATUR y AAVIP) se pronunciaron enviando una nota a LATAM, con copia a la Senatur, rechazando “las desmedidas pretensiones de la línea aérea, su actitud extorsiva y la ilegalidad del contrato remitido”. Por intermediación de Senatur, las asociaciones y LATAM comenzaron una mesa de trabajo buscando lograr llegar a un acuerdo de comercialización. De acuerdo al reclamo hecho por las asociaciones a principios de Abril 2021, la JURCAIP a través del abogado Alejandro Piera, propuso firmemente eliminar el inc. f de la ley. “En el deseo de llegar a un acuerdo satisfactorio para todos, estuvimos de acuerdo en darle más tiempo a la JURCAIP para que replanteen la propuesta y presenten una nueva, pero desde JURCAIP no realizaron ninguna propuesta constructiva y simplemente reiteraron su planteamiento de eliminar el articulo de la ley. Esto fue nuevamente afirmado en un email enviado el 10 de mayo 2021 por JURCAIP, en el cual expresaban que no se encuentran en condiciones de presentar una propuesta adicional más allá de la que fuera compartida con la mesa de trabajo”, expresa la carta enviada a la Ministra de Turismo.

“Nos parece pertinente puntualizar lo establecido en el Art. 9, segundo párrafo, de la Constitución Nacional que dispone “[…] Nadie está obligado a hacer lo que la ley no ordena. Unions file complaint against Latam Airlines for violating Tourism Law

ASATUR (Paraguayan Association of Travel Agencies and Tourism Companies) and the AAVIP (Association of IATA Travel Agencies of Paraguay), filed a formal complaint against Latam Airlines in a claim to the Minister of Tourism, Sofía Montiel, and eventually other companies air for flagrant violation of Law 2828 of Tourism, at the time of requesting the opening of an administrative summary for the purposes of the subsequent imposition of the pertinent corresponding sanctions. A letter sent by JURCAIP to the President of DINAC at the beginning of 2020 meant a new questioning because it requested the modification of the Tourism Law, noting that «Paraguay is the only country that has such a high commission set by law».

In the middle of the pandemic, another subsequent JURCAIP claim led to a virtual meeting held on June 24, 2020 in which, in addition to the Minister of Tourism, representatives of JURCAIP, DINAC, ASATUR and AAVIP were present. Among other points discussed on the occasion, JURCAIP representatives mentioned the high percentage of sales made through travel agencies (approximately 70%) and consequently the high amount of commissions they must pay to them. Contradictorily, on the one hand, the excellent commercial production of the agencies was highlighted, which far exceeds the sales that the airlines could achieve directly, and on the other, the remuneration that should be paid for said commercial management was questioned. The meeting ended with the promise to continue a dialogue that would allow the interests of both sectors to be reconciled.

On December 4, 2020, Latam Airlines requested travel agencies to sign a “Travel Agency Contract”, which established “new commercial conditions and the waiver of the right and the action to receive for the commercialization of tickets. air the payment in money of the commission of 6% of the fare of the passage established in Art. 33, subsection (F) of Law No. 2828/05”. On December 11, 2020, both associations (ASATUR and AAVIP) spoke by sending a note to LATAM, with a copy to Senatur, rejecting «the excessive claims of the airline, its extortionate attitude and the illegality of the contract submitted». Through the intermediation of Senatur, the associations and Latam began a work table seeking to reach a commercialization agreement. According to the claim made by the associations at the beginning of April 2021, the JURCAIP through the lawyer Alejandro Piera, firmly proposed to eliminate the inc. f of the law. “In the desire to reach a satisfactory agreement for all, we agreed to give JURCAIP more time to rethink the proposal and present a new one, but JURCAIP did not make any constructive proposal and simply reiterated their approach to eliminate the article. of the law.
