Destinos, fechas y protocolos para el regreso a la actividad aérea

La Resolución Nº 221/2020 publicada este Jueves 15/10 en el Boletín Oficial oficializó la habilitación de los vuelos regulares de cabotaje y del transporte terrestre de media y larga distancia con protocolos por la pandemia de coronavirus. Tras el anuncio muy esperado por parte de la aviación, el Gobierno de Argentina ha determinado la reapertura de los vuelos domésticos en el país, pero la reapertura de los viajes aéreos estará supeditada a la decisión de los gobernadores provinciales teniendo en cuenta los niveles de contagiosidad en las diferentes zonas o áreas. Hasta ahora, ninguna provincia comunicó su negativa a que haya vuelos en su provincia. Las empresas ya presentaron sus propuestas tentativas. Aerolíneas Argentinas, Flybondi y Jetsmart, que presentaron sus propuestas de programación tentativa, para definir los cronogramas y el regreso de las empresas a la actividad con los vuelos regulares. Este Jueves 15/10 las autoridades del organismo se reunieron con las empresas del sector: Aerolíneas Argentinas, Flybondi Líneas Aéreas y Jetsmart Airlines Argentina que presentaron sus propuestas de programación tentativa, para definir los cronogramas y el regreso de las empresas a la actividad con los vuelos regulares. El Presidente de Aerolíneas Argentinas, Pablo Ceriani, confirmó que la empresa ya presentó una propuesta de programación tentativa con casi 50 vuelos semanales (entre dos y cuatro vuelos semanales por provincia), pero que la decisión final va a estar supeditada a lo que resuelvan las provincias.

Aerolíneas Argentinas, por ejemplo, presentó un cronograma que incluye vuelos desde Buenos Aires a Córdoba con 4 frecuencias semanales del 19 al 25 de Octubre hasta llegar a 14 a mediados de Noviembre 2020, Mendoza con 3 en la primera semana y 14 en 11/2020, Bariloche con 2 en la primera semana y 7 en 11/2020. Algunas programaciones de vuelos semanales a Neuquén, Salta, Tucumán, Bahía Blanca, Comodoro Rivadavia, Trelew, Mar del Plata, Posadas, Resistencia, Santa Rosa, Santiago del Estero, Corrientes, Formosa, Calafate, Jujuy, Río Grande y Río Gallegos, entre otros destinos. Para las primeras semanas, no están previstos vuelos entre Córdoba y Neuquén, Mendoza y Neuquén, Comodoro Rivadavia y Neuquén, pero sí hay previsiones de esas rutas para noviembre. También para San Rafael y Esquel. Aerolíneas Argentinas ya presentó una propuesta de programación tentativa con casi 50 vuelos semanales, entre dos y cuatro vuelos semanales por provincia. “Ayer elevamos a la ANAC una propuesta de programación de unos 47 vuelos semanales, que son entre 2 y 4 vuelos semanales por provincia. Si estuvieran de acuerdo los gobernadores, estaríamos en condiciones de programar los vuelos en las provincias que así lo requieren”, expresó Aerolíneas Argentinas.

En esta primera etapa, solo se habilitaron viajes para pasajeros que están dentro de los trabajadores esenciales, por motivos médicos, de reunificación familiar o de trabajo, que sean justificados. También para pasajeros que vienen del exterior y deben llegar a las provincias donde residen. Pero en ningún caso se autorizan viajes por motivos turísticos. Por causa de las obras en el Aeroparque metropolitano, los vuelos de Aerolíneas Argentinas partirán desde el aeropuerto de Ezeiza, que recibirá tanto vuelos locales como internacionales. Para evitar aglomeraciones de pasajeros (en lugares como check-in, Aduana, Migraciones o las cintas de equipajes) se estableció que podrá haber un vuelo por hora, para que todos los organismos tengan tiempo para realizar los controles correspondientes. En tanto, las low cost podrán utilizar el aeropuerto de El Palomar como venían haciendo hasta marzo. Desde Flybondi anticiparon que apuntan a reiniciar vuelos regulares a partir del 26 de Octubre de 2020.

“No tenemos antecedentes de una crisis de este tipo. No tenemos ninguna previsión de cómo el mercado funciona después de una pandemia. Si uno mira países que ya pasaron por eso, en principio hay una demanda contenida, de gente que apenas se abren los vuelos se sube a un avión. Ese pico de demanda inicial va bajando por distintos motivos; hay pasajeros que realmente tienen dudas sobre la seguridad sanitaria y hay actividades que no se reiniciaron, como los viajes de negocios. Las operaciones de las empresas se van a dar en función de la demanda”, detalló Paola Tamburelli.

Gobierno publica oficialización de reapertura aviación comercial

El Gobierno de la República Argentina ha oficializado mediante el Boletín Oficial la normativa de rehabilitación del transporte aéreo de pasajeros para vuelos de cabotaje tras siete meses de inactividad. De este modo, las líneas aéreas quedan habilitadas a operar vuelos de cabotaje en la República Argentina a partir del día 15 Octubre 2020.

El anuncio publicado en el Boletín Oficial con la Resolución Nº 221/2020, la cual en su Artículo 1 deroga el Artículo 3 de Resolución Nº 64/2020 que mantenía suspendidos todos los servicios de transporte aéreo de cabotaje comercial y de aviación general. El Artículo 2 es aplicable a las aerolíneas para cumplimentar con los procedimientos y protocolos elaborados de conformidad con los lineamientos y recomendaciones del Ministerio de Salud de la Nación y fiscalizada por el organismo contralor de la Administración Nacional de Aviación Civil (ANAC). En el Artículo 3 aplica a los requerimientos necesarios de los pasajeros para efectuar el viaje, deberán contar con el Certificado Único Habilitante para Circulación/Emergencia COVID-19 o el instrumento sustitutivo o complementario que la normativa vigente requiera.

Aerolíneas

Las líneas aéreas argentinas han habilitado los protocolos sanitarios o de bioseguridad aprobados por los organismos correspondientes, permitiendo contemplar un protocolo unificado dispuesto por el Ministerio de Salud para que lo apruebe. Respecto a las programaciones, la Resolución Nº 221/2020 aplica que la ANAC aprobará las programaciones solicitadas por las compañías aéreas previa consulta con los gobiernos provinciales de acuerdo con la situación sanitaria de la zona a volar.

Perspectivas aéreas

Las líneas aéreas podrán paulatinamente reiniciar sus operaciones a destinos que los gobiernos nacionales y provinciales aprueben al respecto, mientras que los pasajeros tendrán que cumplimentar con con los requisitos detallados.

Desde el Ministerio de Transporte de Argentina han comunicado que continúa en estudio el análisis de la resolución para habilitar los vuelos regulares internacionales desde y hacia el exterior del país.

Transporte comienza a trabajar reapertura vuelos regulares

El Ministerio de Transporte ha comenzado este 13/10 con los diferentes gobiernos provinciales con el objetivo del retorno de la aviación comercial para vuelos domésticos. En el área dialogarán con los gobernadores para que las operaciones retomen la regularidad en las provincias.

El Ministro de Transporte, Mario Meoni, había anunciado semanas atrás que los vuelos regulares iban a retornar entre este Martes 13/10 y Jueves próximo, con lo cual los pasos se darán muy cerca de los plazos anunciados. Luego de que el Lunes 12/10 se publicara el Decreto de Necesidad y Urgencia (DNU) que determina las nuevas características del aislamiento social, preventivo y obligatorio por la pandemia de Coronavirus; las precisiones en torno a la reactivación de la actividad tras la interrupción por siete meses, ha estado tomando impulso para la reactivación del sector del transporte aéreo nacional. En cuanto a los vuelos internacionales, desde el Gobierno no han solicitado más postergaciones, por lo que el decreto no trata más la suspensión, con lo cual queda en el ámbito del Ministerio de Transporte diagramar la apertura de las rutas al exterior.

El Ministerio de Transporte continuará trabajando con las provincias para consensuar el diálogo para reactivar el mayor número de vuelos en el interior del país, bajo la modalidad en primera instancia con los pasajeros establecidos por el decreto que permite movilizarse al personal esencial establecido en el Artículo 11 y a quienes deban hacer tratamiento médico con acompañante, aunque advirtieron que estas categorías pueden ser ampliadas por la Jefatura de Gabinete.

Las compañías aéreas habían recibido en oportunidad del decreto anterior, que extendía el aislamiento obligatorio hasta el Lunes 13/10, una notificación de parte de la Administración Nacional de Aviación Civil (ANAC), donde se especificaba que los vuelos regulares seguían suspendidos hasta el 12 de Octubre de 2020, en consonancia con esa decisión presidencial. Ahora, fuentes aeronáuticas señalaron que se espera que este martes se emita una nueva notificación en la que se especificaría la fecha a partir de la cual podrían volver a operar.

Programaciones tentativas

En Aerolíneas Argentinas se enfocaron en diagramar programaciones tentativas para el reinicio de sus operaciones. Un posible cronograma que en principio marcaría una operación con 39 frecuencias, lo que representa un 5 por ciento respecto a los niveles que tenía antes de la pandemia con una proyección de incremento al 13 por ciento para la primera quincena de Noviembre 2020. Córdoba, la ruta doméstica con más tráfico del país, con más de 20 vuelos diarios en la pre-pandemia, iniciaría con cuatro frecuencias por semana hasta el 25/10, para luego pasar a un vuelo diario desde el 26 al 1 de Noviembre 2020, y pasar a dos diarios a partir del 15/11. La ruta entre Buenos Aires-Mendoza iniciará con 3 frecuencias semanales (3Frq/S), mientras que para entre Buenos Aires y Bariloche, Iguazú, Neuquén, Salta, Tucumán y Comodoro Rivadavia, habrá dos servicios semanales (2Frq/S). En tanto que entre Buenos Aires-Bahía Blanca, Mar del Plata, Trelew, Posadas, Resistencia, Rosario, Santiago del Estero, Corrientes, Formosa, El Calafate, Jujuy, Rio Grande, Rio Gallegos, San Juan, Ushuaia, Chapelco, Catamarca, La Rioja, San Luis, Santa Fe, en esta primera etapa tendrá una programación de un vuelo semanal (1Frq/S). Los servicios a las capitales provinciales Paraná, Santa Rosa y Viedma recién volverían a partir de Noviembre 2020 al igual que los vuelos interprovinciales.

En tanto las aerolíneas low cost JetSmart Airlines Argentina y Flybondi Líneas Aéreas reiniciarán sus operaciones desde el Aeropuerto Internacional El Palomar, con lo cual es un fuerte aliciente para continuar despegando desde una plataforma de bajo costo con las ventajas de estar cerca de la Ciudad de Buenos Aires.

American Jet Líneas Aéreas, Andes Líneas Aéreas con estructuras más pequeñas proyectarán su programación de acuerdo con el nuevo organigrama vigente de los vuelos de ambas líneas aéreas. En el caso de la aerolínea salteña, el Gobierno de la Provincia de Chubut ha solicitado a Andes ante la ausencia de programación, acercar diálogo para reanudar las operaciones a Puerto Madryn.

Despegue post-pandemia

La introducción de la pandemia a nivel mundial ha traído profundo cambios que continuarán proyectándose en el tiempo. Las restricciones para los vuelos regulares en Argentina tras siete meses de parálisis ha modificado el mercado aéreo local. Latam Airlines Argentina continúa inerte, donde está estudiando adecuarse bajo la nueva modalidad de transporte low cost, después de un proceso de insolvencia acogido en el Proceso Preventivo de Crisis (PPC), pero se desconocen las intenciones y cuándo reiniciarán operaciones. Austral Líneas Aéreas será absorbida por Aerolíneas Argentinas en el proceso de sinergia total, por lo que desaparecerá la marca de la compañía regional de los cielos de Argentina. Andes Líneas Aéreas, American Jet Líneas Aéreas, Flybondi Líneas Aéreas y JetSmart Airlines Argentina continuarán desafiando el nuevo panorama frente al nuevo escenario de monopolio de Aerolíneas Argentinas detentando más del 70% del tráfico aéreo argentino.

Reinicio Ops

En cuanto a las operaciones, estarán en los primeros meses centralizadas en el Aeropuerto Ezeiza para Aerolíneas Argentinas, Austral, Andes y American Jet y en el Aeropuerto de El Palomar, para Flybondi y JetSmart; teniendo presente las obras que se están realizando en el Aeropuerto Jorge Newbery, con proyecciones para reiniciar su habilitación como un nuevo aeropuerto regional con mayores capacidades hacia Febrero 2021.

En lo que hace a los vuelos internacionales, gran parte de las empresas que operaban hacia y desde el país han anunciado que retomarán las operaciones, aunque con menos frecuencias que las que tenían: Gol Linhas Aéreas, Azul Linhas Aéreas, Sky Airline, JetSmart Airlines Chile, Latam Airlines Chile, Latam Airlines Brasil y Latam Airlines Perú, Avianca Airlines, Aeroméxico, Copa Airlines, United Airlines, American Airlines, Delta Airlines, Iberia Líneas Aéreas, Air Europa, British Airways, Level Airlines, Lufthansa German Airlines y Edelweiss Air, entre otras, anticiparon que mantendrán sus operaciones con Argentina. Otras anticiparon que por el momento suspenderán sus frecuencias a Argentina, entre las que se encuentran Air New Zealand, Turquish Airlines, Emirates Airline y Qatar Airways.

Continúan indefiniciones acerca reapertura aviación comercial

El Gobierno de Argentina oficializó este 11/10 el decreto que establece la extensión, hasta el 25 de Octubre de 2020, de las medidas de distanciamiento y aislamiento en todo el territorio nacional, según se publicó este Lunes 12/10 en el Boletín Oficial. A través del Decreto 792/2020 el Gobierno estableció cómo continuarán las restricciones y flexibilizaciones en todo el país y prorrogó el Distanciamiento Social Preventivo y Obligatorio (DISPO) y el Aislamiento Social Preventivo y Obligatorio (ASPO) hasta esa fecha, en el marco de la emergencia sanitaria establecida ante la pandemia de coronavirus.

Distanciamiento social

Por otro lado, el distanciamiento se seguirá aplicando en aquellas jurisdicciones en las que el sistema de salud cuente con capacidad suficiente y adecuada para dar respuesta a la demanda sanitaria, donde no haya transmisión comunitaria y en las que la evolución de la cantidad de casos en las últimas dos semanas haya manifestado un descenso. En el decreto se determinó que estarán bajo las medidas de distanciamiento, con las mismas características y protocolos que hasta el momento la totalidad de las provincias de Catamarca, Corrientes, Entre Ríos, Formosa, La Pampa y Misiones.

Según se estableció, los gobiernos provinciales continúan manteniendo la facultad para, en caso de detectar situaciones de riesgo de propagación del virus, disponer el aislamiento preventivo respecto de personas que ingresen a las provincias provenientes de otras jurisdicciones por un plazo máximo de 14 días. En el caso de los departamentos y partidos de hasta 500 mil habitantes, las autoridades provinciales podrán disponer nuevas excepciones al cumplimiento del aislamiento social, preventivo y obligatorio y a la prohibición de circular con el fin de autorizar actividades industriales, de servicios, comerciales, sociales, deportivas o recreativas. Para ello deberán contar con la aprobación previa de la autoridad sanitaria provincial e implementar un protocolo que contemple todas las recomendaciones e instrucciones de la autoridad sanitaria nacional.

Reapertura aérea stand-by

Tras la publicación del Boletín Oficial del decreto de extensión de la cuarentena, continúan las indefiniciones respecto del reinicio de los vuelos regulares. A la espera a la publicación del decreto para determinar si se concreta la reapertura, en cualquier caso, las compañías tendrían un comienzo difícil que remontar. Entre indefiniciones y esperanzas por reapertura de los vuelos

La actividad aerocomercial está a la expectativa del anuncio del Gobierno de Argentina este fin de semana respecto a la reapertura de la actividad aérea con las definiciones por medio de un decreto que habilite a las líneas aéreas a poner en marcha los motores de los aviones. En la semana el Ministerio de Transporte había asegurado que se está trabajando para la reanudación de los vuelos entre el 12 y el 15 de Octubre de 2020, pero aún no está confirmada la fecha de la operatividad aérea en el país. En el ambiente aeronáutico, como en el turístico, entre otros, las definiciones o aprobaciones de esta índole deberían determinarse con anticipación, pues así lo requieren las empresas para poder diagramar las operaciones en el corto plazo.

Más allá de la buena voluntad de las autoridades vigentes, las indefiniciones hacia último minuto forman parte de las desprolijidades por parte del Gobierno por no prever políticas definidas y transparentes para marcar un horizonte certero para reiniciar las operaciones aéreas.

Desprolijidades

Flybondi Líneas Aéreas es una de las aerolíneas más afectadas con total desconcierto ante la situación, que los obligó a tener los cinco aviones en tierra desde Marzo 2020, cuando había 10 casos de contagios en el país. Luego se había analizado reabrir anticipadamente las operaciones a finales de Junio y principios de Julio 2020, como posible vuelta. Pero las estimaciones hacia Septiembre 2020 que en su momento habían estipulados desde el Gobierno no arrojaron los resultados esperados, posponiendo nuevamente la reapertura hacia el 1 Octubre 2020, para luego postergarlos hacia el 12-15/10. Esteban Tossutti, CEO de la low cost argentina expresó su opinión respecto a las postergaciones reiteradas: “Éstas cuestiones hay que explicarlas a los inversores extranjeros que no entienden cómo se toman estas decisiones irresponsables de no conectar al interior del país y también cerrar fronteras al mundo”.

Esteban Tossutti señaló que el nivel de incertidumbre ante esta situación es preocupante y que notan un nivel de irresponsabilidad muy grande por parte del Gobierno que no confirmó aún, la reanudación de los vuelos comerciales. “Sin dudas que el nivel de inconsistencia en las fechas te juega por dos lados, primero porque nosotros tenemos un cliente que es muy familiar, entonces le vendes el ticket, le generas esa expectativa de viaje; y después con este nivel de inconsistencia tenés que ver que no puede viajar en esa fecha. Entonces debes de dejarle el ticket abierto. Esto es muy negativo. Y, por el lado del negocio, de la conectividad en general, si a nosotros nos dijeran que los vuelos vuelven el 15 de octubre, necesitas como mínimos un periodo de 25 a 30 días para vender los tickets para realmente asegurar un mínimo de 40 pasajeros. Hay un nivel de inconsistencia, y porque no, tendencioso, contra las low cost ya que el Ministerio de Transporte le traslada la responsabilidad de hablar con el Gobierno de cada provincia para saber si pueden ingresar los vuelos, con los pasajeros. Esto es una actividad pública y el Ministro de Trasporte debería decirte la programación a que provincias se puede volar este mes y a cuáles el mes que viene”, sostiene el CEO de Flybondi.

JetSmart Airlines argentina, la aerolínea controlada por el fondo Indigo Partners, reanudará su servicio a Santiago de Chile, con cuatro vuelos especiales ya confirmados por el Ministerio de Transporte de la Nación. La ruta se operará en los días Viernes 9, 16, 23 y 30 de Octubre de 2020 desde el Aeropuerto de Ezeiza y los pasajes ya se pueden adquirir a través del sitio de la empresa.

Continuidad de El Palomar

El Presidente de la Dirección Nacional de Aeronáutica Civil (DINAC), de la República de Paraguay, Félix Kanasawa, ha expresado que la reunión efectuada el Lunes 05/10 podría resolverse la fecha de reapertura total del Aeropuerto Internacional Asunción del Paraguay/Silvio Pettirossi. La DINAC está interesada en que se reabra el aeropuerto, teniendo en cuenta que el 100% de los ingresos provienen de los vuelos. “Todo será bajo protocolo sanitario para garantizar que no ingresen pasajeros con COVID. Uno de los requisitos antes del embarque hacia nuestro país será presentar un test negativo de coronavirus”, señaló el Presidente de la agencia aeronáutica. Otro de los requisitos para los pasajeros dentro del aeropuerto mismo será que las personas al llegar tienen que usar las mascarillas, al hacer el check-in la interacción debe ser mínima.

Después de la reunión del Gobierno, la Junta de Representantes de Líneas Aéreas Internacionales en Paraguay (JURCAIP) ha solicitado mediante la divulgación de un comunicado exigiendo al Gobierno la urgente reapertura de los vuelos en los aeropuerto del Paraguay, pues, la continua postergación agravará la crisis del sector con consecuencias irreversibles para la aviación comercial.

El Gobierno de Paraguay ha anunciado la posible reapertura de la actividad aérea en el país hacia finales de Octubre 2020, teniendo en cuenta los índices de contagio de la pandemia existente.

En la autoría, el INAC determinará qué líneas están en capacidad de iniciar operaciones y qué aviones están autorizados para cubrir los itinerarios y “para saber a qué aviones se le han hecho el mantenimiento, cuáles siguen teniendo póliza de seguro porque de lo contrario no pueden viajar y qué tripulación está al día con sus licencias”, dijo Humberto Figuera. En las mesas de propuesta de la activación del sector aéreo han participado el viceministro de turismo aéreo, Ramón Celestino Velásquez, la Asociación Venezolana de Agencias de Viajes y Turismo (AVAVIT), la Cámara de Empresas Aéreas de Venezuela y la Asociación de Líneas Aéreas en Venezuela (ALAV)

Vuelos regulares

El Presidente de la Asociación Venezolana de Agencias de Viajes y Turismo (AVAVIT), Nicolás Furnari, destacó que se han reunido con la Cámara de Empresas Aéreas de Venezuela y con el viceministro Velásquez, para abordar las propuestas que tienen sobre la reactivación del sector y establecer un cronograma de fechas tentativas para los vuelos. Entre las opciones que se estarían evaluando están reiniciar las actividades las primeras semanas de Noviembre con vuelos chárter y no regulares a mediados del mes. Para los vuelos no regulares “en principio es para quienes no tengan pasajes y quieran volver a sus destino”, detalló Nicolás Furnari. AVAVIT aclaró que las embajadas son garantes de la recepción de solicitudes, siempre que los viajeros cumplan con los requisitos establecidos para abordar el vuelo. Los pasajeros con vuelos internacionales deberán inscribirse en las respectivas embajadas venezolanas en el exterior donde deberán llamar o enviar un correo electrónico para inscribirse en una lista para cumplimentar la solicitud del vuelo.

Enmedio de la crisis sanitaria y económica, las aerolíneas venezolanas iniciarán negociaciones con los organismos de aviación y del Estado para acercar propuestas para el retorno de la aviación comercial en el país. El Instituto Nacional de Aeronáutica Civil (INAC) ha establecido una reunión para el próximo Lunes 5 de Octubre de 2020, en función de preparar un posible reinicio de operaciones aéreas comerciales en el país a partir de Noviembre 2020.

La propuesta de la Cámara de Empresas Venezolanas de Transporte Aéreo contempla la reactivación de las operaciones con vuelos no regulares en Noviembre y más adelante, a partir del 16 de Diciembre, retomar los vuelos regulares. La proposición fue presentada la semana pasada al Ejecutivo Nacional, según un comunicado del Viernes 02/10.

“Es el primer paso para materializar la propuesta, pues ahí definiríamos y discutiríamos cómo serían esas operaciones no regulares, nacionales e internacionales. Sentimos que vamos por buen camino”, dijo el Presidente de Avior Airlines en Venezuela, Juan Bracamonte.

Aproximando reapertura

La reapertura de las operaciones hacia Noviembre-Diciembre 2020 permitirá activar las economías de manera progresiva. Los pasajeros de vuelos internacionales deberán estar en el aeropuerto seis horas antes para cumplir con todos protocolos de higiene y seguridad establecidos por el INAC. Las aerolíneas deberán ajustar sus logísticas y protocolos de seguridad sanitarias para la reactivación de las operaciones aéreas.
