La Resolución Nº 221/2020 publicada este Jueves 15/10 en el Boletín Oficial oficializó la habilitación de los vuelos regulares de cabotaje y del transporte terrestre de media y larga distancia con protocolos por la pandemia de coronavirus. Tras el anuncio muy esperado por parte de la aviación, el Gobierno de Argentina ha determinado la reapertura de los vuelos domésticos en el país, pero la reapertura de los viajes aéreos estará supeditada a la decisión de los gobernadores provinciales teniendo en cuenta los niveles de contagiosidad en las diferentes zonas o áreas. Hasta ahora, ninguna provincia comunicó su negativa a que haya vuelos en su provincia. Las empresas ya presentaron sus propuestas tentativas. A partir de la publicación este Jueves 15/10 de la Resolución del Ministerio de Transporte que habilita los vuelos regulares, las líneas aéreas que operan en el mercado de cabotaje pueden comenzar a programar sus nuevos cronogramas. Sin embargo, las autorizaciones dependerán de la decisión final de los gobiernos provinciales, que determinarán cuántos vuelos recibirá cada distrito. “Por el momento, todas las consultas informales fueron positivas. También hay una situación productiva y económica que atender, que se beneficiará con el restablecimiento de los vuelos. Hay provincias con una situación complicada por la pandemia, pero ninguna informó a la autoridad aeronáutica, por el momento, que no estaba dispuesta a recibir vuelos”, explicó Paola Tamburelli, la titular de la Administración Nacional de Aviación Civil (ANAC).
Aerolíneas Argentinas, Flybondi y Jetsmart, que presentaron sus propuestas de programación tentativa, para definir los cronogramas y el regreso de las empresas a la actividad con los vuelos regulares. Este Jueves 15/10 las autoridades del organismo se reunieron con las empresas del sector: Aerolíneas Argentinas, Flybondi Líneas Aéreas y Jetsmart Airlines Argentina que presentaron sus propuestas de programación tentativa, para definir los cronogramas y el regreso de las empresas a la actividad con los vuelos regulares. El Presidente de Aerolíneas Argentinas, Pablo Ceriani, confirmó que la empresa ya presentó una propuesta de programación tentativa con casi 50 vuelos semanales (entre dos y cuatro vuelos semanales por provincia), pero que la decisión final va a estar supeditada a lo que resuelvan las provincias.
Aerolíneas Argentinas, por ejemplo, presentó un cronograma que incluye vuelos desde Buenos Aires a Córdoba con 4 frecuencias semanales del 19 al 25 de Octubre hasta llegar a 14 a mediados de Noviembre 2020, Mendoza con 3 en la primera semana y 14 en 11/2020, Bariloche con 2 en la primera semana y 7 en 11/2020. Algunas programaciones de vuelos semanales a Neuquén, Salta, Tucumán, Bahía Blanca, Comodoro Rivadavia, Trelew, Mar del Plata, Posadas, Resistencia, Santa Rosa, Santiago del Estero, Corrientes, Formosa, Calafate, Jujuy, Río Grande y Río Gallegos, entre otros destinos. Para las primeras semanas, no están previstos vuelos entre Córdoba y Neuquén, Mendoza y Neuquén, Comodoro Rivadavia y Neuquén, pero sí hay previsiones de esas rutas para noviembre. También para San Rafael y Esquel. Aerolíneas Argentinas ya presentó una propuesta de programación tentativa con casi 50 vuelos semanales, entre dos y cuatro vuelos semanales por provincia. “Ayer elevamos a la ANAC una propuesta de programación de unos 47 vuelos semanales, que son entre 2 y 4 vuelos semanales por provincia. Si estuvieran de acuerdo los gobernadores, estaríamos en condiciones de programar los vuelos en las provincias que así lo requieren”, expresó Aerolíneas Argentinas.
En esta primera etapa, solo se habilitaron viajes para pasajeros que están dentro de los trabajadores esenciales, por motivos médicos, de reunificación familiar o de trabajo, que sean justificados. También para pasajeros que vienen del exterior y deben llegar a las provincias donde residen. Pero en ningún caso se autorizan viajes por motivos turísticos. Por causa de las obras en el Aeroparque metropolitano, los vuelos de Aerolíneas Argentinas partirán desde el aeropuerto de Ezeiza, que recibirá tanto vuelos locales como internacionales. Para evitar aglomeraciones de pasajeros (en lugares como check-in, Aduana, Migraciones o las cintas de equipajes) se estableció que podrá haber un vuelo por hora, para que todos los organismos tengan tiempo para realizar los controles correspondientes. En tanto, las low cost podrán utilizar el aeropuerto de El Palomar como venían haciendo hasta marzo. Desde Flybondi anticiparon que apuntan a reiniciar vuelos regulares a partir del 26 de Octubre de 2020.
“No tenemos antecedentes de una crisis de este tipo. No tenemos ninguna previsión de cómo el mercado funciona después de una pandemia. Si uno mira países que ya pasaron por eso, en principio hay una demanda contenida, de gente que apenas se abren los vuelos se sube a un avión. Ese pico de demanda inicial va bajando por distintos motivos; hay pasajeros que realmente tienen dudas sobre la seguridad sanitaria y hay actividades que no se reiniciaron, como los viajes de negocios. Las operaciones de las empresas se van a dar en función de la demanda”, detalló Paola Tamburelli.
