Argentina prepara retorno aviación

AW | 2020 10 03 10:57 | AIRLINES MARKET / GOVERNMENT

“No tuvimos información oficial aún.

Argentina prepares aviation return

Argentine airlines will restart operations mid 10/2020

The Argentine Ministry of Transport has announced the return of commercial aviation in the country towards mid-October 2020, although they have not stipulated a certain date. In the current air market, Argentina and Venezuela are the only countries in the region that continue with restrictions on domestic and international flights. The Government is working for the normalization of air activity, although they express from the Transportation portfolio that not all provincial authorities are willing to receive flights, which will condition the return of air operations.

Commercial flights, both domestic and international, have been suspended since the declaration of the Preventive and Mandatory Social Isolation (ASPO), on March 20, 2020. From that moment, only special repatriation flights were authorized, in the first weeks , and then special domestic and international flights, representing around 700 flights enabled with 100,000 passengers transported by sixty companies. Since the beginning of the restrictions due to the pandemic, Aerolineas Argentinas, for example, carried out 335 special flights: 184 international and 151 domestic.

Market expectations

Among the airlines in Argentina there is still a lot of uncertainty about the schedules that may be available from the middle of this month. Official sources anticipate that not all provincial authorities are willing to receive flights, which will condition the return of operations. “We have no official information yet. When we receive that we can evaluate the planning and possible programming. For now, there are no references on which destinations or frequencies will be flown”, they told the Infobae newspaper from one of the companies.

Expectations are beginning to put on the table the modality of air operations in a new environment, somewhat different for airlines. They estimate that there will be a significant demand as soon as the operation is resumed, by people who are waiting to mobilize, but then it will depend on the evolution of the health emergency and tourism.

The low cost airline Jetsmart Airlines Argentina has stated that in the restart of operations there will be variations in airfares adjusting according to supply and demand, although initially it is initially stimulated with tickets with falling prices. “We believe that there will be a first flood of people who need to fly for work, to see their family, pending procedures. Countless situations. Then, as people lose their fear of contagion of COVID-19, they will add up. Hopefully in the high summer season we will have the first incursions of people doing tourism within the country”, highlighted Gonzalo Pérez Corral, General Manager of Jetsmart Airlines Argentina. The company already has a flight schedule as of October 12 that includes flights to Salta, Iguazú, Tucumán, Córdoba, Neuquén, Mendoza and Bariloche from Buenos Aires. And also a flight between Salta and Neuquén.

Tourism, economic engine

Although the delay in the return of flights seems to remove the possibility of a tourist season developing in the summer, from the tourism sector they assured that this possibility is not ruled out and that they are working to make it happen. “There is an issue to be resolved that has to do with the health situation that is getting complicated. In the provinces there is already community circulation, so it is not justified that they reject flights from others. But it is understood in the case of districts where the system is saturated due to the fear that there are no beds available”, explained Aldo Elías, President of the Argentine Chamber of Tourism (CAT).

«We do not rule out that there is a season, we are analyzing alternatives, such as interprovincial tourism between districts where the health situation is similar. There are no reasons why there is no tourism when the rest of the activities are enabled. Without tourism, it went from zero cases to community circulation, so the reason was not the tourist movement», added Aldo Elías.

Market prospects

“The outlook is one of total uncertainty. There doesn’t seem to be a strategy. The Government is extending an isolation measure that was thought for March, when for international flights the objective was to repatriate Argentines from abroad and for foreigners to return to their countries, and for the domestic market the objective was that people do not move. Seven months passed, the pandemic advanced, in many sectors of the economy we adapted to living with it, but in aviation nothing changed. International flights are only for Argentines or foreigners with residence. The whole world adapted, protocols were implemented and there are those who ask for prior testing and even rapid tests when arriving at a new destination. We are no better than other countries, there are no excuses for not imitating them», Mariano Ansaldo, a specialist in the commercial aviation market, told the Infobae newspaper.

Meanwhile, airlines are restarting their operations program with a view to reactivating their economies, where only the market, effective sanitary controls and sanitary conditions will allow airlines to slowly start to take off.

Aéreas EEUU despiden trabajadores

AW | 2020 10 02 15:10 | AIRLINES MARKET / GOVERNMENT

American ops San Vicente & Granadinas |

US airlines lay off workers

Airlines lay off thousands of employees as Federal aid ends

US airlines have started laying off thousands of workers after efforts to negotiate a new economic aid plan in the US Congress stalled. Air carriers severely affected by the Coronavirus pandemic say they are ready to reverse decisions if more funding is found. Previously, airlines had received billions of dollars from the Federal Government, but the deep economic crisis has quickly depleted resources. In anticipation of a slow recovery, airlines in 3Q2020 encouraged employees to volunteer for pay cuts, unpaid leave, acquisitions and early retirements to reduce the need for leave.

The U.S. Congress had agreed to financial aid earlier in the year as part of the Coronavirus Relief, Relief and Economic Security Act (CARES Act). It was conditional on carriers not laying off workers until October 1, 2020. After the deadline, local airlines are resorting to restructuring companies in the face of a growing deficit outlook.

The airlines of the United States have announced these days the announced «Black October». American Airlines has announced that it will lay off 19,000 workers. In a letter to staff announcing the layoffs, American Airlines Chief Executive Officer Doug Parker said: «I am very sorry that we have achieved this result. It is not what everyone deserves». United Airlines has established that 13,000 employees will be disabled. On Wednesday 09/30, United Airlines, in a message to its employees, said it was imploring «our elected leaders to reach a compromise agreement, make a deal now, and save jobs. Every opportunity to act, we have made it clear to the leaders of the Administration, Congress and among our union partners that we can reverse the licensing process if the CARES Act Payroll Support Program is extended in the following days. the 13,000 members of our family who are leaving: thank you for your dedication and we look forward to welcoming you again».

Southwest Airlines and Delta Air Lines, the nation’s other two big national airlines, have avoided broad licenses due to temporary licenses and other voluntary programs, at least for now. More than 40,000 Delta workers signed up for short and long-term unpaid leave. The company has said it can still suspend about 1,700 pilots next month. Nearly 17,000 employees at Southwest have signed up for leave, acquisitions or early retirements, and the company has said it will not release any workers until the end of the year. “They have very, very strong corporate cultures and I think those cultures were showcased in how these airlines have been able to avoid permits. Delta and Southwest were able to send messages more effectively”, said Henry Harteveldt, founder of Atmosphere Research Group, a travel analytics firm.

American and United have borrowed from the Treasury Department of more than US$ 5 billion, which could grow to US$ 7.5 billion each at the discretion of the Administration. Southwest and Delta declined the loans, which were authorized by the Atc CARES stimulus of March 2020. Across the industry, airlines have raised billions from various sources.

Political pressure

The layoffs increase pressure on Treasury Secretary Steven Mnuchin and House Speaker Nancy Pelosi, who have been trying to agree on a follow-up relief plan for the struggling US economy. The Democrats, who control the House, have been pushing for a US$ 2.2 trillion package, while the White House wants to keep it at US$ 1.6 trillion. The most recent proposal includes US$ 20 billion for troubled airlines.

The Trump Administration has been exploring for weeks ways to help the industry unilaterally, through executive action or repurposing unused money from previous aid legislation. But officials have concluded that those options were not feasible. Treasury Secretary Steven Mnuchin has indicated that Congress should authorize the Treasury to redirect surplus funds, such as money that was allocated to support Federal Reserve loan programs. Mark Meadows, the White House Chief of Staff, said Wednesday 9/30 that the Trump Administration would like to see legislation providing an additional US$ 20 billion to help airlines pay workers for six months.

Aerial perspectives

With no recovery in sight and negotiations on another stimulus package at a standstill, United Airlines and American Airlines began on Thursday 10/01 to lay off more than 32,000 workers. The companies said they would reverse the cuts if Congress and the Trump administration reached an agreement to extend more aid to the industry, but there has been little or no progress in those talks.

In theory, airlines could request some of the unused funds set aside for companies that are critical to national security, but the Department of Defense would have to certify that use and the money could come with onerous payment terms. Even if the definition of national security were interpreted to include passenger airlines, it is unclear how quickly those funds could be disbursed and whether companies would be comfortable with the terms.

Gobierno EEUU rescatando a aerolíneas

AW | 2020 09 29 11:15 | AIRLINES MARKET / GOVERNMENT

US Government rescuing airlines

Between hope and the abyss towards Black October

The proposal of aid to the airlines proposed by the Senate of the United States would give hope of rescue in the middle of claims of its employees for the conservation of the labor sources. A US$ 2.2 trillion dollar bill for financial aid presented by the US House of Representatives late Monday, September 28, gave airlines some hope of a second bailout before dozens occur. of thousands of layoffs on Thursday 01/10, although difficult obstacles persist to control the lack of liquidity to continue flying.

Aviation analysts have expressed that it would be unlikely that it will be approved on Thursday 1 October 2020, when the initial US$ 25,000 million dollars that protected the jobs of the airlines until September 2020 expire. One option would be a quick and independent bill for airlines, though senior Democratic congressional aides said that was difficult too given many industries are seeking help.

CWA-Flight Attendant President Sara Nelson called the proposal, which includes US$ 25 billion for airlines to keep workers on payroll for another six months, as «an important and serious move in the negotiations. It makes it highly possible to reach an agreement on a comprehensive relief bill in time to save our jobs”, said Sara Nelson.

Between United Airlines and American Airlines alone, more than 30,000 employees will be suspended on Thursday 01/10, and tens of thousands more at those airlines and others have agreed to a voluntary leave as the sector fights a deep drop in demand due to the pandemic. Julie Hedrick, President of the union representing American Airlines flight attendants, asked Senate Majority Leader Mitch McConnell and Speaker of the House of Representatives Nancy Pelosi to schedule a vote. «If we are going to save the airline industry, we have to do it now», he said.

The House bill would provide US$ 28.3 billion for the aviation sector, including US$ 25 billion for passenger airlines and US$ 3 billion for cargo carriers, on the same terms as the first package in March 2020. The measure would provide US$ 13.5 billion to airports, as well as aid for other sectors, including US$ 120 billion for restaurants. It would also allocate US$ 75 million to guarantee scheduled passenger air service to small communities.

The current pandemic has hit air travel the hardest, wiping out tens of thousands of jobs and untold billions in revenue. With the majority of airline fleets remaining on the ground, the industry was forced to reinvent its future. The political decision will determine the future of commercial aviation in the United States in the face of the complex horizon that we have to fly over.

Próxima certificaciones startup indias

AW | 2020 09 25 15:37 | AIRLINES MARKET

Next Indian startup certifications

Big Charter and Aviation Connectivity with AOC process by DGCA

The Government of India is strengthening regional air connectivity, despite the deep crisis in the global air sector. Two new air operators are in the final stages of certification by the aviation regulator Directorate General of Civil Aviation (DGCA) of the Republic of India as regional airlines. Given that the government focuses on the regional connectivity scheme (RCS) under its Udey Desh ka Aam Naagarik (UDAN) scheme, the two operators are also likely to fly only on regional routes. DGCA Director General Arun Kumar confirmed that they have granted flight permits to two airlines: Big Charter and Aviation Connectivity. The new airlines with regional connections in India will use smaller turboprop aircraft, among them the ATR 72 is selected for their flight operations.

The main sources of the Ministry of Transport have informed that these two airlines are companies of the country and it is expected that they can begin their operations soon. A senior Ministry official said: «The two airlines are in the final certification stage. These airlines are looking at the RCS routes».

An official from the Airports Authority of India (AAI) said that except for Bengaluru-based Star Air which began operations in January 2019, currently no airlines in service have dedicated UDAN operations.

With the aim of making air travel affordable and connecting Tier II and Tier III cities, UDAN was announced in October 2016 and the first flight under this scheme took off in April 2017. Since then, 271 routes have started operations. flight UDAN. The Ministry of Aviation has recently sanctioned Rs 108 crore under UDAN for the upgrade of three Chhattisgarh airports. Earlier this week, it also identified 78 new routes and approved them in the first phase of UDAN 4.0.

Impacto aéreas extranjeras Argentina

AW | 2020 09 25 12:44 | AIRLINES MARKET / GOVERNMENT

Cepo a tickets aéreos aleja aerolíneas internacionales

Impact of foreign airlines Argentina

Restriction to air tickets moves away international airlines

Foreign airlines have requested the Government of Argentina not to apply the 35% surcharge on the purchase of air tickets tax, with the worsening of the losses assumed by the current global health crisis. They estimate that the super stocks will take away even more possibilities to sell tickets to Argentines in the new post-pandemic stage.

The depreciation of the local currency due to the increase in the cost of payments in dollars and the obstacles that are added to operate with currencies force some international airlines to review their income projections for the coming months. The possibility of expanding the frequencies are increasingly limited, forcing to establish parameters set in the number of flights for October 2020 as a ceiling established for the future.

The rising cost of tickets for Argentine pockets, added to the very low demand for tickets due to the Coronavirus, are arguments that are put in the balance when weighing whether or not to expand the offer of seats to travel abroad. Industry sources consulted by Diario Ámbito explained that «since the announcement of the withholding on account of Profits, we began to re-evaluate some plans for the Argentine market and we prefer to proceed with caution, day by day».

Taxes on Argentina

The announcement of increased currency restrictions has worried air carriers. The companies in recent days made public a request to the Government to exempt international tickets from the 35% surcharge, as well as the PAIS tax of 30%, plus another series of taxes that are transferred to the final price of the ticket. “The sum of charges and taxes incorporated into the ticket in Argentina is one of the highest, not in the region but in the world. The incorporation of the 35% perception, regardless of being recoverable against future filings of Income and Personal Property taxes, will place Argentina at the top of the podium of the tax burden borne by an air ticket. We estimate that this sector crisis will generate in Argentina a contraction of demand close to 67%, resulting in revenue losses for airlines close to US $ 3,280 million by 2020, putting at risk about 19,820 direct and reflected jobs in a reduction in the contribution to GDP close to US $ 1,630 million. For this reason, including a perception of 35% would further contract demand, significantly impacting the sector”, stated the International Air Transport Association (IATA).

Postponed reopening

The reopening date of regular flights in Argentina continues to be uncertain given the increase in cases of contagion in the country. The intention to restore them on the first day of October 2020, despite the announcements of the Transportation portfolio, collides with the reality of the pandemic that does not give truce and the Ministry of Health continues to delay approval.

Aviación Canadá exige ayudas

Bombardier abandona Programa A220 |

AW | 2020 09 23 14:33 | AIRLINES MARKET / GOVERNMENT

La industria aeroespacial canadiense reclama levantar vuelo

Aviation Canada demands aid

The Canadian aerospace industry demands to take flight

Aid to Canadian airlines and the aerospace industry should be a vital element of the Government of Canada‘s goal of rebuilding the post-pandemic effects. The government emergency measures available to all industries are appreciated and welcomed, but they are not enough for airlines to cope with the lack of traffic. The Canadian government has yet to respond to urgent calls for specific government assistance for Canadian airlines and their aerospace industry.

Canada’s aviation industry and the economy that depends on it are at risk. Global air traffic during the summer was not at the level that the industry expected and the impact of the COVID-19 pandemic will certainly be even more profound and prolonged than anyone thought. Airlines are the most visible and vital tip of a very large economic iceberg: the aerospace industry. They don’t just carry passengers and cargo, they also do aerospace work, especially in Canada.

Canadian industry

Canadians can take pride in the long and successful history of their aerospace industry, which has always allowed Canadians to fly in aircraft designed and manufactured right here in Canada, including the three workhorses of modern aviation the De Havilland Canada Dash 8 (Q400), the Canadair Regional Jet (CRJ) and the Airbus A220, which was developed by Bombardier Aerospace as the CSeries. Canadian aerospace companies are major world leaders in their respective fields. These include innovative designers and manufacturers such as Bombardier Inc., world-renowned providers such as Heroux Devtek, service leaders such as CAE, as well as some of the world’s highest performing airlines such as Air Canada and low-cost WestJet, JetLines, among others. others. Canada has also managed to attract the main players in the world such as Airbus Group, Pratt and Whitney, Safran, among others. Today, however, the aerospace industry is one of the most affected by the COVID-19 crisis. The industry has leveraged innovation for decades to design a cabin environment that is safe for passengers and crew to breathe clean air during their travels. The cabin air is renewed every two to three minutes and passes through extremely efficient filters that remove more than 99.9 percent of the particles.

Airlines

Airlines have experienced devastating losses in passenger traffic, requiring massive route and fleet suspensions and unprecedented layoffs that put carefully constructed infrastructure at serious risk. However, airlines are facing drastically reduced passenger demand due to travel restrictions and health concerns. Airlines that cannot fill their planes will not buy new or new equipment and services. The impact is felt across the industry, from the big players to the many smaller companies that supply the thousands of components and services needed to build an aircraft and allow it to fly safely.

Many leading countries made the decision to offer aid early in the pandemic, including France (US$ 23 billion in general support), the United States (US$ 80 billion for airlines), and many other countries around the world, including Germany and the Netherlands. They have perceived that the aerospace sector is vital to future economic growth, as the world recovers from the pandemic.

Aerospace industry

The aerospace industry in Canada is not a small industry. It is the third generator of exports in the country. It employs 213,000 people directly and indirectly and contributes some US$ 25 billion to Canada’s GDP annually. The Montreal region’s aerospace hub is the third largest in the world after Seattle and Toulouse, the headquarters of Boeing and Airbus, respectively. But the aerospace industry cannot prosper if its main customers, the airlines, cannot buy its products and services. Therefore, aid to Canadian airlines and the aerospace industry should be a vital element of the Canadian government’s stated goal of better rebuilding the post-pandemic economy. Due to the long history and success of the sector, Canada already has the infrastructure, such as specialized colleges and university programs, to provide the experience necessary to continue to be a world leader in the field for years to come and to be a leader in transforming the industry in one that is more environmentally friendly.

New technology from Canada’s aerospace sector is already making aviation greener, such as the A220’s 25% better fuel efficiency, which is one of the keys to its success, along with producing 25% less fuel. carbon dioxide and 50% less nitrogen oxides. Innovation has been cited as the foundation for the economic future that Canadian governments want to build. The aerospace industry involves innovation at the highest level in many fields, involving new technologies, such as robotics and artificial intelligence.

Governments around the world are supporting airlines and the aerospace industry in this time of unprecedented need. Canadians also deserve to continue to fly with pride in homegrown aircraft, thanks to an industry that allows their economy to take off.

Air Tanzania recibe 2 Bombardier Q400 |

Industrie canadienne

EEUU apoya nuevas ayudas a aéreas

U.S. Airlines Say They Can Absorb Impact of Coronavirus on Travel - The New York Times

AW | 2020 09 23 11:01 | AIRLINES MARKET / GOVERNMENT

US supports new aid to airlines

White House presents a new aid law strategy

The Trump Administration indicated Tuesday that it would support independent funding measures to provide more financial relief to airlines, a move that could prevent layoffs of thousands of workers and drastic cuts in flight schedules. With talks for a blanket additional stimulus deal stalled, Press Secretary Kayleigh McEnany has spurred House Speaker Nancy Pelosi to submit separate funding bills, including one for airlines. «At this point, the onus really rests with President Pelosi. We encourage her to send one-time invoices, perhaps airline funds or other items that we can work on in the process to reach the American people», Kayleigh McEnany said at the conference daily Press.

Airline symptoms

Airlines have continued to fly with the help of a US$ 50 billion allocation that was part of the Coronavirus Relief, Relief and Economic Security Act (CARES) that was passed in March 2020. Many carriers continue to fly with a factor of half-empty occupation and at the same surviving with strategies not to die in the attempt. Airports are in the same difficult situation economically. «If we do not get the new stimulus, this industry has a hard cliff on October 1. We are talking about the range of 100,000 people who could be in the ranks of unemployment next week», Nicholas Calio, Warned the CEO of the commercial group Airlines for America (A4A).

«The airlines are in dire straits and collectively are losing US$ 5 billion a month. They have cut executive pay, parked a third of their aircraft fleets, and took voluntary steps to cut payroll, including voluntary licensing and early retirement. With all of that, we are not yet producing the kind of income we need to support the number of employees we have», said Nicholas Calio.

The result will not only be rampant layoffs, but cuts that could reduce the number of routes and flights to many airports and halt service altogether at others. You cannot guarantee that another round will not be requested in six months, the advantage of keeping workers employed outweighs the disadvantage of firing them.

Two Republican senators, Roger Wicker of Mississippi and Susan Collins of Maine, offered a US$ 28 billion package to the airline industry in a move announced Monday 9/21, the Air Carrier Worker Support Extension Act. However, without the support of the Speaker of the House of Representatives from the House, his fate is uncertain.

On a more radical note, Veronique de Rugy, principal investigator at the Mercatus Center at George Mason University spoke out against stimulus funding for the industry last March: «Airlines should look to private markets, not government. If not, they should do what they have done in the past when they are in such a situation: declare bankruptcy», he said in the statement issued through a university spokesman.

US air traffic

The bleak outlook for air traffic in the United States shows the need for airlines to apply for more financial aid. Air traffic fell to 4% of normal during the weeks ending April 11-18, 2020, between April 11 and July 11, 2020, traffic has fallen by 27%. Between July 11 and September 19, 2020, the TSA counts were mostly unchanged, but the percentage from the previous year increased to 36%.

Faced with this scenario, airlines continue to request the Government new aid before the end of the protection to the dismissals for the 30/09. The airlines have announced massive layoffs after that date. United Airlines would lay off 36,000 workers, American Airlines 19,000 employees, Delta Air Lines 2,000. The Delta Air Lines announcement is for pilots only and is in addition to more than 1,800 early retirement acceptances. Delta Air Lines said it is still overstaffed despite 17,000 employees accepting acquisitions and early retirements. Spirit Airlines between 2,000-3,000 of its workforce, while Southwest Airlines has not announced collective layoffs, but 17,000 accepted extended time off or early retirement.

Post-pandemic perspective

The airlines initially received US$ 25 billion to keep employees until September 30, 2020. Republican senators introduced a bill for an additional US$ 28 billion in aid to airlines.

Many US companies are undergoing major restructurings due to the heavy collateral impact that the commercial aviation industry is suffering, with some 100,000 direct airline jobs reduced in the United States alone. Estimates of the recovery of the air market and the financial health of airlines vary widely from four to nine years, according to some estimates. American airlines will struggle to survive with traffic below 74% of normal.

Argentina posterga reinicio vuelos

AW | 2020 09 22 10:02 | AIRLINES MARKET / GOVERNMENT

Argentina delays restart flights

Argentina once again suspends the restart of regular flights

The Government of Argentina has communicated on Monday 09/21 the notification to the country’s airlines of the new postponement of the restart of regular domestic flights. The decision taken by the State and received by the airlines, indicates that the suspension of air operations will continue in force until October 12, 2020, postponing the continuity of the grounding of the trips.

The airlines that were prepared to return on 10/01 once again have their restart postponed, adding more uncertainty for the air sector in Argentina. The airlines have been notified this Monday 09/21 that they cannot operate any type of flight, except the special ones authorized by ANAC, until October 12, 2020, coinciding with the new extension of the period of preventive and mandatory social isolation due to the pandemic.

The airlines are puzzled by the uncertainty and the level of improvisation in the measures established by the Government, which has already postponed the reopening of commercial aviation on two occasions, one on 01/09 and the other on 01/10 commercial, since the The new date scheduled for October 12, 2020 remains provisional.

The Ministry of Transport and ANAC assured that the protocols to operate were already approved by the Ministry of Health and had set a date for October 1, 2020. In order to be able to fly again, the companies had to receive the sanitary protocols agreed between the portfolios of Health and Transportation, but this still did not happen despite the fact that there were barely ten days to finish the month.

Perspectives

The airlines anticipate that the panorama of flights in a first stage will not be very different from the current one, due to the hard quarantine imposed in the country, there will be few routes available with a very limited transport capacity. They pose a similar scenario in the case of international flights, they do not foresee adding a number of services similar to those that existed before the pandemic. The impact on services will be marked by sanitary restrictions, as well as by the economic crisis caused by the stoppage of activities that has affected the purchasing power of future air transport users.

Argentina reinventando la aviación

AW | 2020 09 20 18:13 | AIRLINES MARKET / GOVERNMENT

Argentina reinventing aviation

Government needs austere economic measures for the future

Private investors in Argentina fear that the government will take left-wing economic measures to stabilize the struggling economy, when a growing number of foreign companies are cutting back on investments in the country or fleeing altogether, fearing the increasingly interventionist measures of the country. Government aimed at stabilizing the battered economy of the South American country.

The airline Latam Airlines Argentina has decided to build its base in Argentina after a significant gap with the government made it dismiss the largest airline group in South America from continuing operations in the country. The decision taken in July 2020 has made it possible to understand that the direction of political affairs in Argentina continues to suffocate the country’s economy without finding in the current Government a prolonged exit plan from the crisis or mechanisms for economic adaptation to a new macro-scenario. economic.

The same exit symptom in the airline sector is found in international airlines. Qatar Airways, Emirates Airline and Air New Zealand in recent months have announced the cancellation of operations in the country, considering them a high economic cost compared to the region’s market.

In the case of Flybondi Líneas Aéreas, Argentina’s first low-cost airline in the era of the Aircraft Revolution, it has expressed the intention of continuing to invest in Argentina, but with a future market view. «If, as we have been assured, the Government creates a sound and fair regulatory environment, we will continue to invest in Argentina», said Peter Yu, Managing Partner of Cartesian Capital Group, one of the shareholders, controller of the budget airline.

Jetsmart Airlines Argentina, which has a solid financial backing from foreign investment groups, has communicated that «The Argentine tax system must be reviewed». The low cost airline is expectant about the reactivation of commercial aviation in Argentina. However, he has stressed the need to review the national tax system in the face of post-pandemic travel. The low-cost airline has demanded a tax change from the government, which continues to suffocate the country’s economy. «We have some of the highest international rates in the airport system», said Gonzalo Pérez Corral, General Manager of Jetsmart in Argentina.

JetSmart Management has explained that it is important to review the tax system, which not only impacts airlines, but also passengers. Thus, he has underlined the importance of generating regional rates between the provinces of the interior and the exterior «to bring more foreigners to Argentina, not to compete with neighboring countries, and to spend their currencies here. We are very excited about the issuance of the guidelines for the resumption of operations and we believe that as an industry we must strengthen communication to passengers that air travel is safe and has a low risk of contagion”, said Gonzalo Pérez Corral.

Jetsmart Airlines has suspended its operations in Argentina since the beginning of the quarantine in mid-March 2020, but not in the trans-Andean country of Chile, where it has not stopped flying. For this reason, it has developed a biosecurity protocol with the recommendations of the World Health Organization (WHO) and the International Air Transport Association (IATA), which has tested it on commercial flights and also on humanitarian ones. Gonzalo Pérez Corral described the Chilean experience: “We ask passengers to arrive with the already printed‘ bording pass’, the health declaration that they are asked for; we encourage distance from people and incorporate body temperature measurement. Aircraft have EPA filters that eliminate 99% of the viruses in the plane and are disinfected daily using disinfectants with residual action”.

Aerial perspectives

The post-pandemic future in Argentina could be reactivated with the commercial reopening of the airlines, but after six months of Quarantine, the companies without assistance from the State have been very weak. The executives have stressed the need for the Government to have clear rules, greater predictability and certainty to diagram the schedule of the reopening in an orderly and responsible manner and to allow flexible taxes in times of crisis.

Argentina negocia apertura aviación

AW | 2020 09 20 17:14 | AIRLINES MARKET / GOVERNMENT

Argentina negotiates aviation opening

Government, unions and airlines outlook towards aviation restart

The Ministry of Transportation of the Argentine Republic has established as a tentative the reopening of commercial aviation by October 1, 2020. Argentina has one of the longest quarantines in the world, where the Government has issued a statement extending the Quarantine until Sunday October 11, 2020. The Casa Rosada, headquarters of the Executive, issued an institutional video, focusing on the interior provinces that have been increasing the contagion curve, where the Government recommends temporarily increasing restrictions in the most compromised regions. From the Government they explained that the current scheme is maintained, by which each province will coordinate with the Chief of Staff what activities it can open or restrict according to the level of contagion in its districts.

Meanwhile, the Health portfolio has expressed concern about the increase in infections since the quarantine was relaxed in mid-July 2020 in certain areas of the country. In addition to the suburbs of the Province of Buenos Aires, the areas that most concern the Government are: Río Grande (Tierra del Fuego), Río Gallegos (Santa Cruz), Alto Valle region (Río Negro), Mendoza capital, Venado Tuerto (Santa Fe), Rosario (Santa Fe), Resistencia (Chaco), Jujuy capital and Orán (Salta), in addition to the suburbs of the province of Buenos Aires.

Airlines in Argentina

The renegotiation of the historical labor conditions in Argentina is the next regulatory structure that the current government seeks to match the global market. The unions are against this initiative because it would outrage working conditions and at the same time the advanced management of the airlines would allow greater competitiveness.

This is the case of the company Aerolíneas Argentinas and Austral Líneas Aéreas that continues with the restructuring process to lower costs due to increasing losses, deal with competition and diagram the post-pandemic in the midst of a totally different scenario in the aviation market commercial. The current pandemic has nuanced sector claims in the work environment at Aerolíneas/Austral. With the aircrafts on the ground, the guilds have lost some force of claims. «A strike in the pandemic, with everything suspended, is useless as an airplane horn», they have expressed from the aeronautical unions in relation to the advancement of the State for the changes they wish to implement in labor relations. But after the reopening of flights in the country, the unions will once again have the strength to claim labor and functional issues.

The annual budget for personnel expenses of the state company is around US $ 600 million. Those who know the company numbers say that around 50% of the amount corresponds to flight personnel. The pilots, who represent around 12% of the crew, take half of that value, 25% of the total salary bill. Cabin crew, who are about 25% of employees, take a similar percentage of the sum of salaries. Much of the negotiation is in that Decree No. 671, which establishes the flight conditions. In other words, it determines an important part of the cost of each route, one of the most critical points being the pilots’ retirement age. The decree established in 1994 with changes over time, continues to be the central point of the regulation of civilian airline personnel. This is where what has to do with service times, flight hours for each crew and staff breaks takes refuge. In addition to the fact that the rule includes the topic of vacations, the most important thing is that it establishes how many personnel can fly.

The case of Latam Airlines Argentina is the anticipated echo of the claim of Aerolíneas Argentinas/Austral Líneas Aéreas. The conditions of the application of Decree 671 in Latam Argentina would determine the departure of the Chilean-Brazilian capital airline from the Argentine branch. The disarmament process of the airline continues after the failure of the negotiations with the Government of Argentina.

While the budget airlines Flybondi Líneas Aéreas and JetSmart Airlines Argentina, continue with the claims to fly from El Palomar Airport to allow flying from its operational base to serve as a business to counter operations from the Ezeiza International Airport, which 45 kilometers from the City of Buenos Aires and represents an increase in costs both for low cost airlines and for the passenger.

Regarding airlines with less market share, such as Andes Líneas Aéreas, Jet American Líneas Aéreas, they will continue to reactivate their operations to capture a larger market abandoned by Latam Argentina.

Avian Líneas Aéreas, which has been in a hibernation process, would seek to restructure to be able to fly again if the project advances after the global crisis. LASA Líneas Aéreas has shown interest in restarting its operations from the Patagonia Region with an operating structure different from a market that has changed in the world. As for Flyest Líneas Aéreas, it has gone through the bankruptcy process and negotiates the entry of a new investor.

Argentina aerial perspective

After the reopening of aviation, the skies of the country will be somewhat different after the post-pandemic call. A more concentrated market dominated by Aerolíneas Argentinas and the rest of the portion made up of the sector, low cost airlines and small airlines will complete the new scenario in Argentina.

The possible reopening of El Palomar Airport could allow the continuation of the low-cost project essential for Flybondi and JetSmart airlines. But a waiting compass now opens towards December 2020, when the Jorge Newbery Airport reopens, where Aerolíneas Argentinas will hold more than 80% of the slots for domestic routes. That will be another high-voltage issue where the claims of other airlines will continue to be able to fly from Buenos Aires, the main airstation for domestic flights in Argentina.
