Transporte comienza a trabajar reapertura vuelos regulares

El Ministerio de Transporte ha comenzado este 13/10 con los diferentes gobiernos provinciales con el objetivo del retorno de la aviación comercial para vuelos domésticos. En el área dialogarán con los gobernadores para que las operaciones retomen la regularidad en las provincias.

El Ministro de Transporte, Mario Meoni, había anunciado semanas atrás que los vuelos regulares iban a retornar entre este Martes 13/10 y Jueves próximo, con lo cual los pasos se darán muy cerca de los plazos anunciados. Luego de que el Lunes 12/10 se publicara el Decreto de Necesidad y Urgencia (DNU) que determina las nuevas características del aislamiento social, preventivo y obligatorio por la pandemia de Coronavirus; las precisiones en torno a la reactivación de la actividad tras la interrupción por siete meses, ha estado tomando impulso para la reactivación del sector del transporte aéreo nacional. En cuanto a los vuelos internacionales, desde el Gobierno no han solicitado más postergaciones, por lo que el decreto no trata más la suspensión, con lo cual queda en el ámbito del Ministerio de Transporte diagramar la apertura de las rutas al exterior.

El Ministerio de Transporte continuará trabajando con las provincias para consensuar el diálogo para reactivar el mayor número de vuelos en el interior del país, bajo la modalidad en primera instancia con los pasajeros establecidos por el decreto que permite movilizarse al personal esencial establecido en el Artículo 11 y a quienes deban hacer tratamiento médico con acompañante, aunque advirtieron que estas categorías pueden ser ampliadas por la Jefatura de Gabinete.

Las compañías aéreas habían recibido en oportunidad del decreto anterior, que extendía el aislamiento obligatorio hasta el Lunes 13/10, una notificación de parte de la Administración Nacional de Aviación Civil (ANAC), donde se especificaba que los vuelos regulares seguían suspendidos hasta el 12 de Octubre de 2020, en consonancia con esa decisión presidencial. Ahora, fuentes aeronáuticas señalaron que se espera que este martes se emita una nueva notificación en la que se especificaría la fecha a partir de la cual podrían volver a operar.

Programaciones tentativas

En Aerolíneas Argentinas se enfocaron en diagramar programaciones tentativas para el reinicio de sus operaciones. Un posible cronograma que en principio marcaría una operación con 39 frecuencias, lo que representa un 5 por ciento respecto a los niveles que tenía antes de la pandemia con una proyección de incremento al 13 por ciento para la primera quincena de Noviembre 2020. Córdoba, la ruta doméstica con más tráfico del país, con más de 20 vuelos diarios en la pre-pandemia, iniciaría con cuatro frecuencias por semana hasta el 25/10, para luego pasar a un vuelo diario desde el 26 al 1 de Noviembre 2020, y pasar a dos diarios a partir del 15/11. En tanto que entre Buenos Aires-Bahía Blanca, Mar del Plata, Trelew, Posadas, Resistencia, Rosario, Santiago del Estero, Corrientes, Formosa, El Calafate, Jujuy, Rio Grande, Rio Gallegos, San Juan, Ushuaia, Chapelco, Catamarca, La Rioja, San Luis, Santa Fe, en esta primera etapa tendrá una programación de un vuelo semanal (1Frq/S). Los servicios a las capitales provinciales Paraná, Santa Rosa y Viedma recién volverían a partir de Noviembre 2020 al igual que los vuelos interprovinciales.

En tanto las aerolíneas low cost JetSmart Airlines Argentina y Flybondi Líneas Aéreas reiniciarán sus operaciones desde el Aeropuerto Internacional El Palomar, con lo cual es un fuerte aliciente para continuar despegando desde una plataforma de bajo costo con las ventajas de estar cerca de la Ciudad de Buenos Aires.

American Jet Líneas Aéreas, Andes Líneas Aéreas con estructuras más pequeñas proyectarán su programación de acuerdo con el nuevo organigrama vigente de los vuelos de ambas líneas aéreas. En el caso de la aerolínea salteña, el Gobierno de la Provincia de Chubut ha solicitado a Andes ante la ausencia de programación, acercar diálogo para reanudar las operaciones a Puerto Madryn.

Despegue post-pandemia

La recomendación adoptada por el Consejo de la UE prevé que las capitales reporten información sobre contagios, números de test y tasa de positividad al Centro Europeo para el Control y la Prevención de Enfermedades (ECDC), que actualizará semanalmente un mapa europeo del coronavirus según la incidencia por regiones, en función de esa información. Entre otros puntos, A4E, AECI EUROPE e IATA señalan también que el acuerdo «ignora la opinión del ECDC de que las restricciones de viaje, y en particular las cuarentenas, tienen una ‘eficacia cuestionable’ cuando la transmisión en la comunidad está en curso, que es el caso actualmente en la mayor parte de Europa». La exigencia de advertir de las restricciones a los ciudadanos al menos 24 horas antes de aplicarlas dista mucho de los cinco días que pedía la Comisión, agregan. «Estas deficiencias son un fracaso político. La incapacidad del Consejo para ir más allá de una coordinación superficial y establecer un marco realmente armonizado y viable está ahora fuera de toda duda», agregan las tres organizaciones.

Gobierno de Indonesia alivia las restricciones a las aerolíneas locales

Argentina extiende cuarentena

Continúan indefiniciones acerca reapertura aviación comercial

El Gobierno de Argentina oficializó este 11/10 el decreto que establece la extensión, hasta el 25 de Octubre de 2020, de las medidas de distanciamiento y aislamiento en todo el territorio nacional, según se publicó este Lunes 12/10 en el Boletín Oficial. A través del Decreto 792/2020 el Gobierno estableció cómo continuarán las restricciones y flexibilizaciones en todo el país y prorrogó el Distanciamiento Social Preventivo y Obligatorio (DISPO) y el Aislamiento Social Preventivo y Obligatorio (ASPO) hasta esa fecha, en el marco de la emergencia sanitaria establecida ante la pandemia de coronavirus.

Distanciamiento social

Por otro lado, el distanciamiento se seguirá aplicando en aquellas jurisdicciones en las que el sistema de salud cuente con capacidad suficiente y adecuada para dar respuesta a la demanda sanitaria, donde no haya transmisión comunitaria y en las que la evolución de la cantidad de casos en las últimas dos semanas haya manifestado un descenso. En el decreto se determinó que estarán bajo las medidas de distanciamiento, con las mismas características y protocolos que hasta el momento la totalidad de las provincias de Catamarca, Corrientes, Entre Ríos, Formosa, La Pampa y Misiones.

Según se estableció, los gobiernos provinciales continúan manteniendo la facultad para, en caso de detectar situaciones de riesgo de propagación del virus, disponer el aislamiento preventivo respecto de personas que ingresen a las provincias provenientes de otras jurisdicciones por un plazo máximo de 14 días. En el caso de los departamentos y partidos de hasta 500 mil habitantes, las autoridades provinciales podrán disponer nuevas excepciones al cumplimiento del aislamiento social, preventivo y obligatorio y a la prohibición de circular con el fin de autorizar actividades industriales, de servicios, comerciales, sociales, deportivas o recreativas. Para ello deberán contar con la aprobación previa de la autoridad sanitaria provincial e implementar un protocolo que contemple todas las recomendaciones e instrucciones de la autoridad sanitaria nacional.

Reapertura aérea stand-by

Tras la publicación del Boletín Oficial del decreto de extensión de la cuarentena, continúan las indefiniciones respecto del reinicio de los vuelos regulares. A la espera a la publicación del decreto para determinar si se concreta la reapertura, en cualquier caso, las compañías tendrían un comienzo difícil que remontar. Alitalia será nacionalizada por € 3.000 millones de euros

El Gobierno de Italia ha anunciado un rescate financiero para su aerolínea Alitalia, que ha estado en administración durante los últimos tres años, con una inyección de capital de € 3.000 millones de Euros, ha comunicado la cartera del Ministerio de Economía. El Viernes 09/10 el Gobierno nacional ha firmado un decreto para nacionalizar la aerolínea italiana con el propósito y compromiso de dar continuidad a una compañía referente de la República de Italia. “Los Ministros de Economía, Industria, Transportes y Trabajo firmaron este Viernes el decreto fundacional de la nueva empresa que surge de 11 años de difícil gestión privada y tres intentos fallidos de reestructuración, que se ven lastrados por los problemas agravados por la crisis del Coronavirus. El primer desafío es el nuevo plan industrial para la pandemia que se presentará en un plazo de 30 días al Parlamento, que luego deberá evaluar el decreto. El despegue real de la nueva Alitalia con Francesco Caio, Presidente y Fabio Lazzerini, Director Ejecutivo, está programado para principios de 2021”, expresaba el anuncio del Gobierno.

Asamblea General 20/10 para fusión Aerolíneas-Austral

El Gobierno de la República Argentina ha publicado este 08/10 en el Boletín oficial, la convocatoria para la Reunión de Accionistas de las compañías Aerolíneas Argentinas y Austral Líneas Aéreas en Asamblea General Ordinaria y Extraordinaria de Accionistas para el día 20 de Octubre de 2020 a las 10:00 horas para tratamiento de la sinergia de las empresas aéreas.

El paso previo a la materialización de la fusión ha sido el acuerdo alcanzado con los pilotos y gremios de Aerolíneas (APLA) y Austral (UALA), como un avance para concretar la unión integral de ambas compañías. El Sindicato de Técnicos APTA continúa pendiente para acordar el proceso de sinergia.

Proceso integración

El Gobierno de Argentina ha establecido definitivamente, después de muchos años de idas y vueltas, la integración de las compañías del Grupo Aerolíneas en una sola línea aérea. El proceso de fusión que está siendo consensuado por las diferentes partes y organismos, es más un proceso de absorción por parte de Aerolíneas Argentinas de Austral Líneas Aéreas.

La Asamblea General de Accionistas será presencial en la sede de Aerolíneas Argentinas ubicada en la Terminal 4, piso quinto del Aeropuerto Jorge Newbery, o caso contrario, a distancia de continuar la vigencia del decreto que impone el Aislamiento Social, Preventivo y Obligatorio (ASPO), se efectuará vía web. El Artículo 82 enumera la disponibilidad de la Junta de Accionistas para el tratamiento del proceso de integración Aerolíneas/Austral, siguientes temas de la Ley General de Sociedades N° 19.550 y la situación patrimonial cerrada al 30 de Junio de 2020.

Tras las aprobaciones de la reunión de la Convocatoria de Accionistas que se celebrará el 20/10, quedará efectuada la integración total de ambas compañías en una sola entidad bajo el nombre de Aerolíneas Argentinas, culminando así con la marca Austral Líneas Aéreas y de la legendaria historia que ha aportado esta singular aerolínea de la República Argentina.
