FAA ordena ops Boeing 787 precauciones adicionales Tech-5G
FAA 5G precautions on Dreamliners
FAA orders Ops Boeing 787 Tech-5G additional precautions
Federal aviation safety officials in the United States, the Federal Aviation Administration (FAA) are directing air operators of Boeing 787 aircraft to adopt additional procedures when landing on wet or snowy runways near the 5G digital technology service because, they say , interference from wireless networks could mean planes need more room to land. The FAA said on Friday 01/14 that the interference could delay the activation of systems such as thrust reversers on Boeing 787s, leaving only the brakes to slow the plane. That «could prevent an aircraft from stalling on the runway», the FAA said. Similar orders could be issued in the coming days for other aircraft. The FAA has asked Boeing and Airbus for information on many models. Boeing said it is working with its suppliers, airlines, telecommunications companies and regulators «to ensure that every model of commercial aircraft can operate safely and reliably when 5G is implemented in the United States».
5G impact study
The order for the Boeing planes comes a day after the FAA began issuing restrictions that airlines and other aircraft operators will face at many airports when AT&T and Verizon launch new, faster 5G wireless service on Wednesday 01/19. The agency is still studying whether those wireless networks will interfere with altimeters, which measure a plane’s height above the ground. Altimeter data is used to help pilots land when visibility is poor. The devices operate in a portion of the radio spectrum that is close to the range used by the new 5G service, called C-Band. The FAA’s actions this week are part of a larger fight between the aviation regulator and the telecommunications industry. Telecommunications companies and the Federal Communications Commission say that 5G networks do not pose a threat to aviation. The FAA says more study is needed. The FAA is testing how many commercial aircraft have altimeters that could be vulnerable to spectrum interference. The agency said this week that it hopes to estimate the percentage of those planes soon, but did not give a date. “Aircraft with altimeters that are untested or in need of refurbishment or replacement will not be able to make low visibility landings where 5G is implemented”, the FAA agency said in a statement.
More than 100 US planes will be affected. The Boeing 787 order covers 137 aircraft in the United States and 1,010 worldwide. The 787 is a twin-aisle aircraft that is popular on longer routes, including many international flights. The FAA said based on information from Boeing, 787s may not properly switch from flight mode to landing mode if there is interference, which could delay the activation of systems that help slow the plane.
AT&T and Verizon have twice agreed to postpone activation of their new networks due to concerns raised by aviation groups and the FAA, most recently after the FAA and Transportation Secretary Pete Buttigieg weighed in on the industry side of the aviation. Buttigieg and FAA Administrator Stephen Dickson warned that flights could be canceled or diverted to avoid potential safety risks.
Under an agreement with telecommunications companies, the FAA designated fifty airports that will have buffer zones in which companies will turn off 5G transmitters or make other changes to limit potential interference through early July 2021. The fifty airports include the top three New York City area airports: LaGuardia, JFK and Newark/Liberty, in New York (NY), O’Hare and Midway in Chicago, Illinios (IL), Dallas/Fort Worth International, Houston/Bush Intercontinental, in Texas (TX), Los Angeles International and San Francisco, in California (CA). That telecoms concession was modeled on an approach used in France, although the FAA said last week that France requires more drastic reductions in the range of cell towers around airports.

Head Line Retirees Boeing 737 MAX
Chief Engineer 737 MAX retires from the company
The Vice President of The Boeing Company, Michael Teal, the former Chief Project Engineer in the Boeing 737 MAX Program during the development of that aircraft, will retire, after the company’s internal announcement this Friday 01/14. Although Michael Teal has served as a lead engineer on the 737 MAX Program during the plane’s certification process, in 2020 congressional testimony he denied all knowledge of the engineering flaws that led to the tragedy of two plane crashes that killed to 346 people. He was never held responsible for those mistakes. In his place, he was duly appointed Chief Project Engineer for the Boeing 777X Program currently under development.
A behind-the-scenes look at Boeing’s changing leadership landscape and its profound effects reveal that Boeing and its suppliers have removed safety oversight controls, according to a US Senate whistleblower report. Hoping for recovery, Boeing bosses look to the future and deflect questions about the 737 MAX crashes. In the internal announcement of his departure effective April 1, 2022, Howard McKenzie, Boeing Commercial Airplanes Vice President and Chief Engineer, eulogized Michael Teal for his 35 years with Boeing, writing that he «leaves a legacy of technical excellence and its influence on current and future products will be felt for years to come».
Questioned by House Committee investigators in 2020, Michael Teal testified that he was unaware that the errant Flight Control software, the Maneuvering Characteristics Augmentation System (MCAS), that brought down the two Boeing aircraft 737-8 MAX in Indonesia and Ethiopia, was activated by a single sensor. He learned that only after the first crash, Lion Air flight JT610, did he say, «Most likely through the press». He told investigators that he was «not aware that MCAS had a snooze function», another design flaw that caused the system to repeatedly reactivate as pilots struggled to counter it.
The warning light that was supposed to tell pilots if two Angle of Attack (AOA) sensors didn’t agree wasn’t working on most 737 MAXs, including the two that crashed, even though engineers Boeing had discovered this flaw in August 2017, more than a year before the first plane crash. Although Michael Teal admitted that he had «signed the configuration of the aircraft to include the MCAS function», he said that he could not recall any discussion of the decision to remove all mention of MCAS from the pilot’s flight manuals. Before leading engineering on the MAX, Michael Teal was the Lead Project Engineer on the Boeing 747-8F freighter model.
A person familiar with Michael Teal’s position at Boeing said the company may hire the engineer as a post-retirement consultant in his areas of expertise. Boeing declined to comment on that possibility. Michael Teal will be replaced immediately as 777X Project Lead Engineer by David Loffing, who has been Project Lead Engineer on the current 777 model. David Loffing’s role on the current 777 model will be assumed by Ben Linder, Director of Engineering for the 777/777X.
MAX, side effect
Michael Teal’s departure means that all senior executives with important roles overseeing the 737 MAX Program during its development have been removed due to worldwide criticism of industrial design errors. Kevin McAllister, CEO of Boeing Commercial Airplanes, was fired in October 2019. The company’s top representative, Boeing CEO Dennis Muilenburg, was fired two months later. Keith Leverkuhn, who was serving as Vice President Overall for the 737 MAX Development Program, retired in July 2020.
In the 2020 congressional interviews, Keith Leverkuhn, like Michael Teal, told US House investigators that he knew nothing of the key details about MCAS and said there was minimal focus on that. Flight Control System at your level. David Leverkuhn denied that key engineering design and pilot training decisions were driven by cost considerations and said that he considered the development of the Boeing 737 MAX a success.

Boeing prepares new version of 787 Dreamliner
The Boeing Company has announced this week that it is analyzing a new version of the Boeing 787 Dreamliner. The announcement has been made public in an interview conducted by the local American newspaper The Seattle Times. Boeing Commercial Airplanes Executive Director Stan Deal indicated that the company is working on a High Gross Weight (HGW) version of the Boeing 787-10, the largest variant of the Dreamliner family. The new High Gross Weight version will increase the payload and range of the last version with the aim of presenting a new product that is more competitive against the Airbus A350-900.
Boeing 787-10HGW
The Boeing 787-10 represents an aircraft that comfortably develops transatlantic routes, although it has a somewhat shorter autonomy than the 787-8 and 787-9 variants. Airlines throughout time have used routes to use the 787 Dreamliners aircraft. United Airlines has affected transpacific routes such as San Francisco—Auckland and Los Angeles—Pudong/Shanghai. EVA Airways has used the 787-10 on flights from Taipei (Taiwan)—Seattle (USA) and Vancouver (Canada). Air New Zealand has been in talks with Boeing for a higher MTOW version of the 787-10 so the airline can use these aircraft without cargo and passenger restrictions on its transpacific routes to Los Angeles, San Francisco and Vancouver. The company hopes to retire all of its 777 aircraft and simplify its long-haul fleet into a single model.
Perspectives Dreamliner
The new HGW version of the 787-10 could allow several transpacific market operators to replace Boeing 777 fleets with the aim of modernizing aircraft and simplifying their fleets, making it a great option to replace part of their 777-200ER fleets and 777-200LR and reduce operating costs. This new High Gross Weight version would allow an airline to optimize its fleets and long-distance routes. An improved version of the Boeing 787-10 with 1,000 nautical miles (nm) more range would allow it to be an improvable competitor in the long-haul sector.

Boeing Co., 7th Cir., No. 20-2244, 1/7/22.
Justice appeals lawsuit against Boeing
US Appeals Court revives Boeing shareholders lawsuit
A United States Court of Appeals on Friday 01/07 revived the shareholders’ lawsuit of a 2019 officers and directors pension plan against The Boeing Company alleging that they had made false public statements about the questioned Boeing 737 MAX, when the model of aircraft was involved in two air accidents where 346 people died on the two flights over a period of five months and led to the immobilization of the plane in March 2019. The Boeing Company and its Board of Shareholders face federal securities litigation in Chicago over claims that they misled investors about their Boeing 737 MAX jet before two plane crashes. Justice ruled on Friday 01/07 in a Federal Court of Appeals reversing a new decision that had sent the case to the Delaware Courts.
The Seafarers Pension Plan filed a lawsuit alleging that current and former Boeing officials and corporate Board members made false and misleading statements about the 737 MAX in representation materials from 2017 to 2019. The lawsuit seeks damages from these individuals on behalf of the company. A United States District Court judge previously dismissed the lawsuit, which was filed in United States District Court in Chicago, applying a Boeing statute that gave the company the right to insist that the claims be filed in a Delaware state court. In a 2-1 decision, the United States Court of Appeals for the 7th Circuit reversed the lower Court’s ruling on Friday 07/01. The pension fund is represented by Cohen Milstein Sellers & Toll PLLC. Boeing and its Board of Shareholders are represented by Kirkland & Ellis LLP. The case is Bradway v. Boeing Co., 7th Cir., No. 20-2244, 7/1/22. Filing the lawsuit in Federal Court in Chicago, where The Boeing Company is headquartered, «seems appropriate to the case», wrote the majority. The Delaware court does not have jurisdiction over the federal claims in question, according to the ruling.
The Boeing 737 MAX crisis cost Boeing more than US$ 20 billion and grounded the model around the world for twenty months. The 737 MAX only returned to service after the company made significant improvements to software and training. In November 2020, current and former Boeing directors settled for US$ 237.5 million with shareholders in a separate lawsuit over the Board’s 737 MAX safety oversight. Boeing agreed to a US$ 2.5 billion deferred prosecution settlement with the United States Department of Justice (DOJ) in January 2021 stemming from the Boeing 737 MAX accidents.
