Confusión en comunicaciones entre Control Torre Cali y vuelo Lufthansa

El aterrizaje de un avión de la aerolínea Lufthansa estuvo en riesgo el Sábado, 24/11/2018 en el Aeropuerto Alfonso Bonilla Aragón de Palmira, localizado entre Palmira y Cali, Colombia, por una presunta falla en las comunicaciones con la torre de control del terminal aéreo.

Según el audio divulgado a través de una página en Facebook, la aeronave de Lufthansa habría sido desviada hacia el Bonilla Aragón por ser el aeropuerto alterno a El Dorado de Bogotá, pero cuando el piloto se intentó comunicarse con la torre para pedir pista, la brecha idiomática con la controladora encargada generó la confusión. En el audio se escucha la comunicación entre la controladora, la tripulación de Avianca y el piloto de Lufthansa, y se evidencia la falta de entendimiento entre el piloto de la aerolínea alemana y la controladora. Esa confusión motiva a que un piloto de Avianca intervenga, y le pida a la controladora que busque ayuda de otra persona, porque ella, al parecer, no entiende el inglés con el que habla el piloto de Lufthansa. El piloto de Avianca, por ende, le dice que priorice el aterrizaje del avión internacional, ya que ese viene de un destino más lejano, pero le advierte a la controladora que esa falta de entendimiento pudo ocasionar un accidente entre ambos aviones. La aeronave A340 de la aerolínea alemana se habría desviado por el cierre del día sábado del aeropuerto internacional El Dorado de Bogotá por condiciones climáticas.

El Capitán Julián Pinzón, Director de Seguridad de la Aeronáutica Civil se refirió al incidente y aseguró que “descargar toda la responsabilidad en una sola persona es fácil. Pero Cali no tiene la misma capacidad de controladores que tiene Bogotá”. Además dijo que las labores de los controladores demandan mucha rapidez y que la empleada de la Avianca hizo lo que correspondía dadas las circunstancias, resaltando que mientras El Dorado es una terminal aérea de dos pistas, el aeropuerto de Cali cuenta con una. “Ella hizo su tarea como es. Argentina tendrá blindaje de su espacio aéreo en la próxima Cumbre del G20

La Cumbre G20, el foro internacional más importante del mundo se realiza en Argentina. El G20 de Buenos Aires será la decimotercera reunión de G20. Se realizará entre el 30 de noviembre y el 1 Diciembre 2018 en Buenos Aires (Argentina); la primera en Sudamérica.

El Grupo de los 20 (G20) fue creado en 1999 en una reunión de funcionarios del Grupo de los 7 (G7), en las que se decidió crear una entidad que tuviera una mirada más amplia de los desafíos económicos y financieros globales. A partir de la crisis del 2008, el G20 se consolidó como una entidad de reunión e intercambio entre los líderes de los países miembros. El G20 se describe como el principal foro internacional para la cooperación económica, financiera y política, y se reúne anualmente en uno de los países que lo integran.

Desde el 30 Noviembre de 2017, Argentina ejerce la Presidencia del Grupo de los 20. Durante el desarrollo de la Cumbre del G20 entre los líderes mundiales, Argentina albergará más de 45 reuniones en varios niveles gubernamentales y áreas en 11 ciudades diferentes en todo el país. ​

Blindaje del G20

En el día de ayer, 17 Noviembre 2018 el Poder Ejecutivo firmó el Decreto 1054/2018 (que modifica el artículo 5 y 9 de la Emergencia de Seguridad Pública), con el que ordenó iniciar el “apoyo al operativo fronteras y al fortalecimiento del control de la defensa aeroespacial por parte de otras jurisdicciones del Estado Nacional”. Los controles del espacio aéreo argentino estará a cargo de Control del Tránsito Aéreo.

Los aeropuerto alcanzados por el cierre de sus operaciones son Aeropuerto Jorge Newbery (SABE/AEP) y Aeropuerto El Palomar (SADP/EPA). Ambos aeropuertos permanecerán cerrados a las operaciones de líneas aéreas durantes los días entre las 15:00 hs del Jueves, 29 Noviembre hasta las 22:00 hs del día Sábado, 1 Diciembre 2018, el espacio aéreo estará blindado a las operaciones aerocomerciales, ejerciendo un control riguroso y extricto de la Fuerza Aérea Argentina.

El impresionante operativo que desplegará el Gobierno de Argentina tiene por finalidad blindar la próxima Cumbre del G20. El Ministerio de Seguridad y el Estado Mayor Conjunto de Argentina son quienes llevan adelante el operativo de seguridad de la cumbre de jefes de Estado en Argentina y dio a entender a través de la ANAC (Administración Nacional de Aviación Civil) y EANA (Empresa Argentina de Navegación Aérea), que en este espacio aéreo desde las 15:00 hs del Jueves, 29 Noviembre hasta las 22:00 hs del día Sábado, 1 Diciembre 2018, el espacio aéreo estará limitado al control de la soberanía argentina. El blindaje del espacio aéreo cubre una superficie de 460 kilómetros alrededor de la Ciudad de Buenos Aires. El área involucrada denominada “ADIZ G20” comprende un espacio aéreo circular de 460 kilómetros aproximadamente de radio con centro geográfico en el “FIR Ezeiza hasta el límite del FIR Montevideo comprendido desde el nivel del suelo GND hasta Ilimitado UNL”.

El anillo de zona aérea blindada estará situado hacia el norte desde Ezeiza pasando por Campana, Gualeguay, Gualeguaychú, Salto, Villaguay, Salto, Victoria, Rafaela, Santa Fe, Rosario, Paraná. En tanto hacia el oeste por: Río Cuarto, Venado Tuerto, Colón, Rojas, Lincoln, Bragado, Chivilcoy, Los Toldos, Pergamino, Salto, Junín, 25 de Mayo, 9 de Julio, Saladillo, Las Flores, Chacabuco, Carmen de Areco, Giles, Luján, Gral. La Fuerza Aérea Argentina (FAA) inicia los entrenamientos de combate en el marco del Ejercicio Integrador, cuyo objetivo este año es prepararlos para blindar los cielos durante la Cumbre G20.

Desde la Fuerza Aérea se recomendó a todos los pilotos de paramotor, parapente y paratrike de la provincia de Buenos Aires, Santa Fe, Entre Ríos y parte de Córdoba no volar entre los días anunciados para la cobertura de la cumbre del G20. El tema de la seguridad aérea en la cumbre de presidentes cobró mayor relevancia luego de que fuera detenido un piloto luego de interceptar un contacto radiofónico en Aeroparque con una aeronave civil vulnerando de esta manera todo tipo de seguridad aérea.
