Argentine Government sends delegation to supply Sputnik-V vaccines

An Aerolíneas Argentinas Airbus A330-200 plane has taken off from Argentine territory to make a round-trip medical trip to Moscow, Russian Federation, where it seeks to collect 300,000 doses of the Sputnik V vaccine. Flight AR1060 took off from Argentina at 07:56 p.m. [Argentona Local Time/-3UTC] from Ezeiza EZE/ SAEZ International Airport to Sheremetyevo SVO/UUEE International Airport.

Government officials, including the Chief of Cabinet, Santiago Cafiero, celebrated the departure of the plane at 7:56 p.m. local time, greeting the crew of the state carrier and their efforts to deliver the vaccine to Argentina. Those involved in the mission «Operation Moscow December 2020» will allow to bring the doses for the population of the country. The return flight is scheduled for 12/24, stated the CEO of Aerolineas Argentinas, Pablo Ceriani, at a press conference at the Ezeiza International Airport. The mission has been developed with an Airbus 330 aircraft, with a crew of 20, including 10 pilots among other professionals in the area.

The mission to Moscow involves significant logistical challenges. Doses of the vaccine will be packed in special boxes that will keep its temperature at minus 18 degrees Celsius, Health Access Secretary Carla Vizzott said earlier Tuesday. The direct flight to Russia will take around 17 hours and a six-hour layover is planned in the Russian capital, at which point vaccines must be loaded on board and all relevant documents must be completed.

The government intends to launch a mass vaccination program by the end of the month. The Alberto Fernández government hopes to immunize 10 million people in January and February, said Health Minister Ginés González García. Argentina’s drug regulator ANMAT (National Administration of Medicines, Foods and Medical Technology) has yet to approve the drug, although on Tuesday the agency offered emergency approval to the vaccine developed by US firm Pfizer and German laboratory BioNTech.

The Sputnik V vaccine was developed by the Nikolai Gamaleya Center for Epidemiology and Microbiology. Argentina’s agreement with Moscow includes provisions for 25 million doses. This first batch will serve to vaccinate 150,000 people, each individual requiring two doses. Negotiations are already underway for larger shipments, with March and June 2021 the expected delivery dates. Russia has already started a nationwide mass vaccination program for people aged 18 to 60. Authorities have put the shooting effectiveness at 91.4 percent.

The Government has also signed agreements for the vaccine developed by the University of Oxford and the pharmaceutical company AstraZeneca and is subscribed to the Covax program of the World Health Organization (WHO). It is seeking another deal with the US pharmaceutical giant Pfizer, whose vaccine is already in use in other nations.

Amid reports of a more contagious variant of the coronavirus spreading in the UK, Argentina suspended all flights to and from the country on Sunday. «Based on the recommendations of the Ministry of Health, it was decided to allow only the arrival of the flight scheduled for this Monday 12/22 at 09:00 AM (12H00GMT) at the Ezeiza International Airport», said the Government. The passengers and crew of that flight «must comply with a seven-day quarantine, once they demonstrate the requirements to enter the country: a PCR test with a negative result and COVID insurance», the statement said.

The Government of Argentina has asked the citizens of Argentina to be responsible and cautious during the holiday period. The national restrictions that mandate mandatory social distancing are in effect from November 9 and were extended until January 31 of last week.

Reclaman obras Aeropuerto San Rafael

AW | 2020 12 20 10:40 | AIRPORTS / GOVERNMENT

San Rafael Airport works claim

Work order at San Rafael Airport in Argentina

The political arch and the different institutional bodies of San Rafael, Mendoza Province, continue to request a new request from the airport concessionaire Aeropuertos Argentina 2000 (AA2000), the Ministry of Transportation of the Nation and the Regulatory Body of the National Airport System (ORSNA) for the pending works at the San Rafeal/Santiago Germanó Airport, which call for the need to improve the vital air station for the reactivation of tourism in the region. The airport terminal is in need of better infrastructures to support the future increase in demand for more flight traffic and to optimize the limited air connectivity in the south of Mendoza. In order to promote the claim, the Legislature of the Province of Mendoza has submitted a new request to the concessionaire and government authorities of the Nation to request the progress of the works necessary for the air station, according to the tourism development that the region demands. “In keeping with its mission, and in response to the needs that arise at the San Rafael Airport, we believe it is necessary to ask you to carry out all the necessary actions to promote the integration of San Rafael with the rest of the country. Currently we only have connectivity with Buenos Aires. The improvements will result in connections outside of Buenos Aires, and the option that most interests the southern province is the downtown area (Santa Fe and Córdoba), especially the city of Rosario. San Rafael is like an island without a port, which is difficult to reach”, points out the request submitted to Aeropuertos Argentina 2000, the Ministry of Transportation of the Nation and the ORSNA.

The improvements at the San Rafael Airport are aimed at optimizing the runway to receive large aircraft such as those used by most airlines today, which is why they find it necessary from the airport concessionaire to boost the request requirement. that will mark a benefit for tourism and the development of the region. Regarding the frequencies of flights in the San Rafael Air Terminal, the air carrier Aerolíneas Argentinas was going to expand its flights during December 2020 to two weekly frequencies between Buenos Aires and San Rafael, and by January 2021 it has announced a third weekly frequency. The airport has suffered a strong decrease in connectivity for a region that was used to receiving a daily flight, bearing in mind the 2020-2021 tourist opening, so they recognize how important it is to connect with large centers such as Buenos Aires, Rosario, Córdoba, among others. From the different agents that demand more assistance, they detail that an increase in flights would lower the costs of airfares, taking into account the monopolization of the market concentrated in Aerolíneas Argentinas and prices do not fall below AR$ 8,000 pesos in a ticket one way fare only.

Despite the potential of the destination, the lack of works together with the operational limitations at San Rafael Airport, does not allow more flights to be developed. For this reason, the Chamber of Commerce, Industry and Agriculture (CCIA) has claimed the need to continue the tasks started for the expansion of the local airport. A runway capable of supporting larger aircraft such as the Boeing 737 is essential for the air station, but they are accompanied by complementary works to improve the airport building and surroundings. From the CCIA, promoters of this initiative, they emphasize that this will allow «the arrival of more commercial flights and new routes to and from our department, improving and facilitating access to the city». Likewise, the possibility of new routes with Santa Fe and Córdoba to enhance the existing one to Buenos Aires and even the arrival of low cost routes that have shown interest in the destination, but who cannot disembark due to infrastructure issues, are also highlighted.

The concessionaire Aeropuertos Argentina 2000 has carried out complementary studies between the end of 2019 and the beginning of 2020 that mark an important step for the completion of works. Now an urgent meeting has been requested for the treatment of infrastructure works to the Ministry of Planning and Public Infrastructure of the Province of Mendoza, to initiate the claim with a presentation of the positive impact that the San Rafael Airport can have once concluded the works claimed.

Informe Senado sobre Boeing 737 MAX

AW | 2020 12 19 14:50 | AVIATION SAFETY / AVIATION ORGANISMS / GOVERNMENT

Investigadores Senado fallan por manipulación seguridad aviación

US-Senate-Logo.svg

Senate investigators find aviation security tampering

Boeing 737 MAX_Isologotype

A new report from the United States Senate terminates allegations against the Federal Aviation Administration (FAA) and The Boeing Company against tampering with tests of the Boeing 737 MAX during recertification. It’s one of many allegations in a damning new report from Capitol Hill. The Boeing company and the Federal Aviation Administration worked together to manipulate the recertification tests of the 737 MAX model line after two air crashes on 10/2018 and 03/2019, according to a new report from the Transportation Commission. of the United States Senate. According to the Senate document, Boeing has inappropriately trained some FAA test pilots to achieve a desired result during recertification tests, and some were even conducted in simulators that were not equipped to recreate the same conditions as accidents. . In doing so, the authors of the Senate report say that «the FAA and Boeing were trying to cover up important information that may have contributed to the 737 MAX tragedies». The FAA is also accused of retaliating against whistleblowers, possibly obstructing the Office of Inspector General’s investigation into the accidents.

Senate Report

The 102-page Boeing 737 MAX Report, released Friday 12/18, was compiled by the Senate Committee on Commerce, Science and Transportation and is based on information from 50 whistleblowers, interviews with FAA personnel, and more than 15,000 pages of documents. The new complaint comes a month after the FAA has approved the 737 MAX to return to flight, and now, airlines around the world are beginning to reintroduce the plane into their fleets and scheduled flights.

Boeing’s own failures that led to the 737 MAX crashes have been fully probed and well documented, the new Senate report is one of the most intimate looks at the problems within the FAA regulator that the aerospace company was supposed to maintain. under control. «Our findings are concerning. The report details a number of significant examples of deficiencies in aviation security oversight and failed leadership at the FAA. It is clear that the agency requires constant oversight to ensure that its work to protect the public Flying to run completely and properly», said Senator Roger Wicker (R-MS), who chairs the Committee, in a statement.

FAA position

The FAA’s position in a recent statement said it will «carefully review the document, which the Committee acknowledges contains a number of unsubstantiated allegations. Working closely with other international regulators, the FAA conducted a deliberate and comprehensive review of the document. 737 MAX. We are confident that the safety issues that played a role in the tragic accidents related to Lion Air flight JT-610 and Ethiopian Airlines flight ET-302 have been addressed through the required design changes and independently approved by the FAA and its partners».

Boeing statement

For its part, Boeing said in a prepared statement that it will «take the Committee’s findings seriously and will continue to review the report in its entirety. Boeing is committed to enhancing aviation safety, strengthening our safety culture and rebuilding trust with our partners. customers, regulators and the flying public», the company wrote.

Boeing had rushed through development so that the 737 MAX line could keep up with rival Airbus, with the A320NEO line announcing a more fuel-efficient aircraft in 2011. Rather than developing a new aircraft From scratch, Boeing modified the 737 Next Generation with larger and more fuel-efficient engines, but in that crazy flight to reach the top in technological and commercial advancement, the American company failed to present a totally safe product. for air travel users, a costly outcome that has involved many in an unprecedented disaster in the commercial aviation industry.

Canada aprueba al Boeing 737 MAX

AW | 2020 12 17 14:44 | AVIATION SAFETY / GOVERNMENT

Transport Canada valida recertificación del 737 MAX

Transport Canada_Isologotype

Boeing 737 MAX_Isologotype

Canada approves Boeing 737 MAX

Transport Canada validates 737 MAX recertification

AW-700000213

Aviation safety experts from Transport Canada Aviation Regulatory Agency have completed their independent review of the redesign changes to the Boeing 737 MAX aircraft line. Following the respective approvals by the United States Federal Aviation Administration (FAA) and ANAC Brazil, the validation of these changes has now been added, which represent the modifications that have been incorporated into aircraft registered in Canada.

Transport Canada has worked extensively with the FAA and other key certifying authorities, including the European Union Aviation Safety Agency (EASA), the Brazilian National Civil Aviation Agency (ANAC), as well as the three Canadian operators of the aircraft. Boeing 737 MAX, and its pilot unions throughout the aircraft validation process to ensure that all factors are addressed prior to the aircraft’s safe return to service. Transport Canada’s certification experts, for their rigor and thoroughness, have shown great leadership throughout the process and have been instrumental in guiding changes in aircraft design.

This validation is an important first step in the eventual return to service of this aircraft in Canadian airspace. However, return to service is complex, and Transport Canada must establish comprehensive safety plans that require additional changes to aircraft, maintenance and training. Transport Canada will work with Canadian airline operators, crews and union associations in the coming weeks to determine how these requirements will be implemented in Canada.

In January 2021, the Department expects to issue a Canadian Airworthiness Directive (AD) on the aircraft model that will stipulate the Canadian design changes that must be incorporated into Canadian aircraft. At the same time, the department will also enforce the training requirements for the aircrew through an interim order. Before returning the aircraft to service in Canadian airspace, Transport Canada will require: modifications to the aircraft as specified in the Canadian Aircraft Directive; incorporation of the revised pilot training curriculum into the Transport Canada approved training program for each Canadian airline; and airlines will carry out maintenance on the aircraft to ensure that it will operate safely, given that the aircraft has been in storage for some time.

Specifically, the Canadian design changes for the Boeing 737 MAX will include an improved flight deck procedure that provides the option for a pilot-in-command to disable a loud and intrusive warning system, commonly called a Stick Shaker, when the system has shut down. erroneously triggered by a fault in the angle of the attack sensor system. This feature will help reduce the pilot’s workload, given what has been learned from the two tragic accidents, and has been fully evaluated by Transport Canada flight test pilots. There will also be differences in training, including training in the enhanced flight deck procedure.

Commercial flight restrictions for the operation of Boeing 737 MAX aircraft in Canadian airspace remain in effect and will not be lifted until Transport Canada is fully satisfied that all of your safety concerns have been addressed, that the amendments have been incorporated. necessary, that improved flight crew procedures have been put in place and that all training has been conducted in Canada. Meanwhile, the Government of Canada remains committed to keeping Canadians, the traveling public, and the transportation system safe.

INAC Venezuela

INAC authorizes ops from Maiquetía to other Venezuelan airports

The National Institute of Civil Aeronautics (INAC) reported this Tuesday, December 15, 2020, the resumption of air operations between the Simón Bolívar/Maiquetía Airport, with the Caracas Airport and Canaima / Bolívar Aerodrome. Through a statement posted on Twitter, INAC reported that the operations will be in effect during the month of easing announced by the Government of Venezuela. This measure occurs after the Government established on December 13, 2020 a restriction on international flights to and from Venezuela until January 14, 2021.

Airlines such as Copa Airlines, Laser Airlines and Turpial Airlines canceled all flights that cover the Caracas-Panama, Panama-Caracas route, due to an order sent by the National Institute of Civil Aeronautics of Venezuela (INAC). In the case of Copa, the airline apologized to its passengers for the inconvenience that this new measure could cause, and said that travelers who already had the ticket purchased, could manage the corresponding refunds by entering its website. Given what happened, the airlines rejected the suspension of international routes announced by INAC and asked the Venezuelan government and the competent aeronautical authorities to reconsider the measure to re-establish the routes. For its part, the Venezuelan Association of Travel and Tourism Agencies (AVAVIT) expressed its deep concern over the Government’s decision to suspend routes on international flights, allowing only flights to Bolivia, Mexico and Turkey.

Pakistan Airlines de-programs 110 pilots with suspended licenses

Licensing problems arose from the tragic accident of a Pakistan International Airlines (PIA) plane in Karachi on May 22, 2020, killing all 95 people on board, when the Minister of Aviation, Ghulam Sarwar Khan, informed the media that 260 of the 860 active pilots in the country had false licenses or falsified their exams.

Pakistan’s national carrier has officially notified 110 pilots out of 141 whose licenses were suspended in the context of the bogus grade controversy, according to a media report on Tuesday 12/15. Lead attorney Salman Akram Raja reported to the Supreme Court of Justice on Monday 12/14 while representing the airlines. The bench of three judges headed by Judge Gulzar Ahmed had accepted an appeal moved by the Executive Director of PIA, Marshal Arshad Malik, against an order of the High Court of Sindh. The lawyer said the PIA had cleared 110 pilots and canceled 15 licenses, while 14 pilots had been declared unfit to fly. Some cases were still pending decisions.

The information came when Judge Umar Ata Bandial asked what steps the airline had taken to examine the suspended licenses and whether the Pakistan Civil Aviation Authority (CAA) was pushing the matter enough to get the business back by verifying the licenses. It raised widespread concerns about PIA’s safety, with the EU banning its flights and airlines initially punishing 150 pilots for checking their history, but some of them were cleared after initial investigations.

Procesos interés por Air India

AW | 2020 12 15 14:50 | AIRLINES / GOVERNMENT

Processes interest in Air India

Government oversees bidding process for Air India

The Expressions of Interest (EoI) of the companies Tata Group, Interups Inc., based in New York, and a group of employees have advanced in the offers for Air India, have shown interest in buying the national company that reported for the last time a profit in 2007. Expressions of Interest (EoIs) will give interested parties access to all airline records. The bid from India’s largest conglomerate, if successful, will mark the return of Air India, founded by industrialist J.R.D. Tata as a mail carrier in 1932. The Government took control of Air India in 1953 after Tata proposed that it take 49% of the airline.

Tata Group is perhaps the only Indian conglomerate that can invest, sustain and revive Air India under the current circumstances, said Mark Martin, CEO of aviation consulting firm Martin Consulting LLC: «The Tata group has the appropriate technical expertise for the airline to be successful. It also has a good legacy, having started Air India before it was nationalized by the government. I think employees will be happy if the Tata group ends up taking over the airline because of the group’s legacy in the airline industry. airlines», said Mark Martin.

The Department of Investment and Public Asset Management (DIPAM), the arm of the Indian Ministry of Finance that oversees asset sales, said it earned multiple interests by the end of the term on Monday 12/14, without giving details. «The transaction will now move to the second stage», said DIPAM Secretary Tuhin Kanta Pandey in a post on Twitter. The Government of India will now evaluate the EoIs and select the qualifying ones on January 5, 2021, in accordance with the Department’s proposal to privatize the national company.

In the proposal presented by the consortium, a group of 219 Air India employees will own a 51% stake, and Interups will have 49%, said the President of the New York-based company, Laxmi Prasad, in an interview. Interups manages the retirement corpus of 27,635 accounts owned by Indians based in the United States. «Willing and continuing employees will be offered 51% in the consortium that the airline acquires. No capital investment is required [from them]», Laxmi Prasad said, adding that if their planned acquisition of Air India were successful, their The company would establish an aviation infrastructure investment trust to monetize the airline’s assets. «We are actively advocating for air routes, ground handling, training and other facilities in the placement of infrastructure. This leaves the current company to remain lean and operational», he added.

The Tata Group is trying to persuade Singapore Airlines, with whom it operates an airline joint venture (Joint Venture), Vistara Airlines, to waive a non-compete clause in the deal to allow it to bid on rival carriers and partner with the company. in your bid for Air India.

The government has been looking for a buyer for the state carrier since 2017, but has drawn a blank to the point where investors have been put off by the huge debt burden of the money-losing carrier. Since then, the government has sweetened the deal to make the asset more attractive. This time, the Indian government plans to sell 100% of Air India, including the Air India Express Ltd unit and 50% in Air India SATS Airport Services Pvt. Ltd, after not selling it two years ago, when it sought to sell 76%. at the airline. The Government of India also allowed bidders to decide how much of the airline’s debt they want to absorb as part of the sale. Air India had current liabilities and provisions, including short-term loans and commercial payments, of ₹ 70,686.6 Crores and net debt of ₹ 58,255 Crores at the end of March 2019. However, since then the Government has transferred ₹ 29,464 Crores from this Air India debt to a government-owned special purpose vehicle, Air India Assets Holding Company.
