FAA rebajaría calificación seguridad aérea a México a Categoría 2

La Federal Aviation Adminstration (FAA) de Estados Unidos se encuentra estudiando degradar a la Categoría 2 (CAT 2) a la industria de aviación mexicana en los próximos días, revisando a la baja la calificación de seguridad del sector de aviación mexicano. El anuncio será oficial en los próximos días elevando las preocupaciones a las autoridades del sector en México. La decisión significa que la FAA considera que México ha rebajado los requisitos y estándares de seguridad básicos de la Organización de Aviación Civil Internacional (OACI). Un portavoz de la agencia estadounidense de aviaicón ha rechazado confirmar la noticia. El Gobierno mexicano tampoco se había posicionado sobre el asunto el Sábado 22/05.

México ha sufrido anteriormente una rebaja de la calificación del sector. El caso inmediato anterior fue en 2010 después de que las autoridades de aviación civil no cumplieran los requisitos necesarios de inspectores aéreos. Una fuente de la industria aeronáutica que habló bajo condición de anonimato dijo que las preocupaciones de la FAA no se referían a cuestiones de seguridad de vuelo, sino más bien a la supervisión de los transportistas aéreos por parte de México y a cuestiones técnicas que las autoridades de aviación civil deben subsanar en los próximos meses. A pesar de la próxima recalificación, México ha sido uno de los países con más actividad aérea durante la pandemia que ha permitido tener abiertas las fronteras al turismo internacional. En Abril 2021 más de 2,3 millones de viajeros volaron entre ambos países. En este mes, el Gobierno de México había enviado al Congreso una iniciativa de reforma a la Ley de Aviación Civil para hacer más transparente la información tras un accidente aéreo. El trámite fue uno de los requisitos exigidos por la FAA en Octubre de 2020, cuando la agencia hizo una auditoría al programa de aviación de seguridad.

La relación entre el Servicio a la Navegación al Espacio Aéreo Mexicano (SNEAM) y la Administración Federal de Aviación (FAA) de Estados Unidos se ha enturbiado en los últimos meses debido a varios cambios en el espacio aéreo y los recortes ligados a la actual Administración en pro de la austeridad. La disminución de Categoría 1 a la Categoría 2 no afectaría a las rutas existentes entre ambos países, pero impide realizar reaperturas de nuevas frecuencias y destinos. También restringe la capacidad de las aerolíneas de ambos países junto con acuerdos entre partes, como por ejemplo la emisión de vender boletos en vuelos compartidos entre Aeroméxico y Delta Air Lines.

Las reformas a la ley buscan atender los hallazgos de aquella revisión. Para recuperar la Categoría 1, México debe cumplir requisitos mínimos de seguridad aérea principalmente relacionados con su capacidad técnica, el regreso de personal cualificado, el mantenimiento de archivos y la actualización en los procedimientos de inspección y de resolución de temas relacionados con la seguridad aérea.

AFAC bajo lupa

Según distintos reportes de prensa publicados en las últimas semanas, el Gobierno ha desmantelado la Agencia Federal de Aviación Civil (AFAC) y carece de la infraestructura técnica y el personal suficiente para supervisar el sector de la aviación comercial de inspecciones a aerolíneas, aeropuertos y talleres MRO. La Secretaría de Comunicaciones y Transportes (SCT) ha dado de baja al Director Rodrigo Vásquez Colmenares de la agencia de la AFAC debido al deterioro de la aviación en México en tiempos de pandemia.

Al mismo tiempo la FAA tiene en el ojo de la tormenta el caso de la compañía Interjet, una aerolínea low cost que ha acarreado serios problemas económicos que se agravaron con la crisis sanitaria de la pandemia y cuya baja de operaciones y suspensión de vuelos ha impactado al sector por la disminución del número de personal cualificado, que no ha sido reincorporado en estos últimos tiempos cuando la aviación mexicana se encuentra nuevamente aumentando el tráfico aéreo. Datos personales de unos 4.5 millones de pasajeros de Air India se filtraron en un ataque cibernético contra el procesador de datos de la aerolínea, pero los servidores comprometidos fueron asegurados más tarde, dijo la aerolínea estatal india en un comunicado. GOL Linhas Aéreas ha restablecido de la línea Boeing 737 MAX en la compañía después de los procesos de puesta a punto de las unidades. The Boeing Company ha informado la reanudación de las entregas de la línea de aviones 737 MAX después de recibir la aprobación regulatoria del organismo de aviación de la Federal Aviation Administration (FAA) para una solución del problema del sistema eléctrico después de la puesta en tierra de un centenar de aeronaves del modelo.

La investigación profunda del mismo Comité de Transporte de la Cámara de Representantes sobre los dos accidentes de las aeronaves Boeing 737-8 MAX en los que fallecieron las 346 personas produjo un mordaz informe en el 3Q2020 que se ha remarcado una serie de errores técnicos y juicios erróneos preocupantes de la administración en Boeing y una supervisión manifiestamente insuficiente por parte de la FAA.

Las cartas inician una nueva investigación sobre la calidad de la producción que caduca en una gama de aeronaves: Un problema en los tanques de combustibles ocacionares supervisión. Un sistema eléctrico que dejó en tierra 109 Boeing 737 MAX más nuevos el mes de Abril de 2021 y detuvo las entregas de los aviones durante unas cinco semanas. Two key House Democrats are seeking records from Boeing and the Federal Aviation Administration (FAA) after production problems were found with the company’s 737 MAX and 787 Dreamliner jets. They also requested monitoring records, audit results, and the number of Boeing employees designated to perform monitoring duties at each site, among other information.

Driven by flaws in Boeing’s quality defect management line in the production of the 787 Dreamliner, 737 MAX, and the 767-based KC-46 tanker, a Congressional committee sent letters on Tuesday 05/18 to both Boeing and the Federal Aviation Administration for relevant manufacturing and quality control records. The move signals a loss of confidence from repeated quality failures and comes after a drastic change to Boeing’s system of checking production quality that has cut hundreds of quality inspection jobs since 2019.

The in-depth investigation of the same House Transportation Committee on the two accidents involving the Boeing 737-8 MAX aircraft in which 346 people died produced a scathing report in 3Q2020 that has highlighted a series of technical errors and judgments worrying misconceptions by management at Boeing and grossly insufficient oversight by the FAA.

The letters initiate a new investigation into the quality of production that expires in a range of aircraft: A problem in the fuel tanks occasionally monitoring. An electrical system that grounded 109 newer Boeing 737 MAXs in April 2021 and halted deliveries of the planes for about five weeks. The faulty airframe that halted deliveries of the Boeing 787 Dreamliner for more than four months and led to a backlog of about 100 parked aircraft requiring inspection and rework. Debris left inside newly manufactured jet fuel tanks, a recurring problem at the KC-46 refueling tank. «In light of these ongoing new issues that point to issues in maintaining quality control and proper FAA oversight of production issues, I will thoroughly and deliberately investigate any issues, such as those affecting the 737 MAX and 787, which can endanger public safety», said Peter DeFazio in a statement on Tuesday 05/18.

Last week, the FAA approved Boeing’s solution to the Boeing 737 MAX electrical problem. Boeing has started to deliver the 787 line again, progressively allowing the aircraft production and delivery lines to be reactivated. The last report of debris found inside fuel tanks was last summer.

Yet as Boeing struggles to get out of the twenty-month grounding of the 737 MAX after the accidents while grappling with collapsing demand and shrinking cash, the eruption of one quality issue after another has presented a series of of new obstacles. This follows a radical transformation of Boeing’s quality system in 2019 that deliberately eliminated thousands of quality controls during production and reduced hundreds of quality inspector jobs. The idea was to ensure quality with tools and automation during initial installation and to allow mechanics to inspect their own work without a second set of eyes to check.

Ernesto González-Beltrán, the Vice President of Quality whom Boeing brought in from the automotive industry to oversee this major change in its quality system, left the company in December 2020. Connie Kelliher, spokesperson for the International Association of Machinists (IAM) Union said Boeing has recently started hiring quality inspectors again.

Aerolíneas continúan cancelando frecuencias

Las aerolíneas internacionales suspendieron todos los vuelos desde y hacia el Aeropuerto Tel Aviv/Ben Gurion. En una declaración publicada por la Autoridad de Aeropuertos de Israel, se confirmó que los 40 vuelos que se planeaban realizar el Sábado 15/05 desde el Aeropuerto Internacional Ben Gurión de Israel fueron cancelados. El Domingo 16/05 cuando cohetes disparados por grupos de resistencia palestinos en Gaza alcanzaron objetivos en las inmediaciones del aeropuerto. Las aerolíneas de los Emiratos Árabes Unidos (EAU) Etihad Airways y Flydubai anunciaron la cancelación de los vuelos a Tel Aviv, uniéndose a aerolíneas estadounidenses y europeas para evitar a Israel debido a la escalada de hostilidades bélicas entre palestinos e israelitas. Etihad Airways ha suspendido todos los servicios de pasajeros y carga a Tel Aviv a partir del Domingo 16/05. «Etihad está monitoreando la situación en Israel y continúa manteniendo un estrecho contacto con las autoridades y los proveedores de inteligencia de seguridad», dijo la aerolínea con base en Abu Dhabi.

Las operaciones de tráfico aéreo en la República de la India se verán afectadas por el Ciclón Tauktae que se aproxima desde el Oeste de Océano Índico hacia doce aeropuertos que afectarán su tráfico aéreo. Actualmente, el ciclón ha causado fuertes lluvias en muchas partes de Kerala, Karnataka, Maharashtra y Goa.
