The problems are related to the protection of the Angle of Attack (AOA) of the aircraft and could possibly lead to a scenario of potentially excessive balancing of the angle of attack, the agency said.

In July 2019, EASA issued an Airworthiness Directive alerting A321NEO operators that they had a weakness with their AOA protection system. The problem, identified during the analysis of the elevator and spoiler computer behavior, was described as the potential to lead to an overpass, attitude under certain flight configurations and in combination with specific maneuvers ordered by the flight crew.

The agency ordered the A321NEO operators to review their flight manuals in accordance with the temporary reviews developed by Airbus. The directive was considered purely as a «provisional action», since then it was reviewed and republished on July 31, 2019, ordering operators of the type of aircraft to comply with the manufacturer’s recommendations within a 30-day wait from 7 August 2019. Airbus identified the problem during tests of a new flight-control computer in development at the A320NEO. The manufacturer also confirmed that, as in the previous case, the problem affecting the A320NEO reduces the efficiency of AOA protection when the aircraft is configured in a «remote combination» of circumstances.

Airbus has stated that there are «clear differences» between the problems affecting the A320NEO/A321NEO and «other scenarios that are currently being discussed, which are affecting other aircraft other than the types of Airbus aircraft». The manufacturer also stressed that, despite the similarities between A320NEO/A321NEO cases, «there are clear specific differences for the A320NEO».

The EASA declared that this AD Nº2019-0189 is considered a provisional action and that other actions of AD may follow. The AFM TR in question limits the envelope of the center of gravity of the A320NEO, which limits the preconditions necessary for the problem of the angle of attack to arise. The AD requires operators to modify their applicable AFMs and inform all flight crews about the problem.

Airbus was categorical in expressing that the four prerequisites necessary to cause concern in the A320NEO were different from those that impacted the A321NEO. When observing the respective EASA ADs for A320NEO AD Nº2019-189 and A321NEO Nº2019-017R1, a fundamental difference is observed, the Elevator Aileron Computer (ELAC). According to the AD of the A321NEO, specific ELAC models can operate unfavorably under specific conditions in four situations:

· A low approach altitude below 100 feet
· In a specific landing condition
· With the plane having a center of gravity particularly aft

Comisión de investigación

Desde la arena política se comprometieron con la Comisión de Investigación para continuar el abordaje de la causa. Las comparecencias dejaron claro que la movilización de los afectados y sus reclamaciones están detrás de las principales mejoras en asistencia a víctimas y que Spanair no estuvo a la altura al no mostrar sensibilidad y proporcionar la lista de pasajeros con celeridad.

El fallo técnico del accidente del sistema de advertencia sonoro (TOWS) del avión de Spanair no podía detectarse al renovar su certificado de aeronavegabilidad, pues no era un requisito esencial para los Boeing MD-82, un modelo que protagonizó otro accidente en Detroit, Estados Unidos, en 1987 con muchas similitudes con el de Spanair con el sistema de alarma y los flags no desplegados que se saldó también con 154 víctimas.

Las investigaciones de Boeing defiende que no se concluyó que el sistema sonoro fuera el culpable. Según la Comisión de Investigación de Accidentes e Incidentes de Aviación Civil (CIAIAC) fue «contribuyente, no determinante», aunque asegura que los investigadores siguen frustrados por no saber qué falló. Los pilotos del vuelo JK5022 no detectaron que el avión volaba en pérdida.

Los afectados sin embargo consideran que fue caótico, lamentan que no se haya asumido ninguna responsabilidad o no se recordaran muchos aspectos y que el fabricante no aportara pruebas para comprobar si existía un fallo de diseño obviado en la investigación. Por ello, las víctimas pidieron la desclasificación del expediente de la CIAIAC para acceder a la documentación que el Estado, el fabricante The Boeing Company (anteriormente McDonnell Douglas Corp.), compañía aérea y aseguradora conocieron como parte implicada, recurso que fue desestimado por la Audiencia Nacional, pues los documentos a los que piden tener acceso no tienen consideración de secretos oficiales ni han sido declarados materia clasificada y no están, por tanto, incluidos en el ámbito de la ley a la que se ampara la asociación demandante.

Avances seguridad aérea

La tragedia de Spanair marcó un antes y un después en seguridad aérea en España y en asistencia a víctimas. Tras la catástrofe, el Parlamento Europeo aprobó en 2010 la obligación para las aerolíneas de facilitar la lista de pasajeros en un máximo de dos horas en caso de siniestro, a petición de España, y la obligatoriedad de un plan de asistencia. La reivindicación la llevó la asociación a Europa, tras las 30 horas de angustiosa espera por conocer la lista de pasajeros de Spanair. En España, se aprobó en Agosto 2013.

Además del Programa Estatal de Seguridad Operacional para la Aviación Civil (PESO), España aprobó en Mayo 2014 el Protocolo de Coordinación para la asistencia a las víctimas de accidentes aéreos y sus familiares, Real Decreto que reconoce la labor de la asociación. También se creó una Red Europea de Autoridades de Investigación sobre la Seguridad de la Aviación Civil y se emitieron hasta 31 recomendaciones a raíz del informe final de la Comisión de Investigación de Accidentes e Incidentes de Aviación Civil (CIAIC), que incluía 33. España ya está al día con las recomendaciones de la Organización de Aviación Civil Internacional (OACI) tras el accidente de Spanair de 2008

En cuanto a la seguridad, en los años transcurridos desde el accidente Aena ha invertido 117 millones de euros en seguridad en Barajas nuevo sistema de frenado de emergencia en pistas, nuevo radar de superficie, un cuarto parque de bomberos, nuevo protocolo de comunicación con torre y servicios médicos y mejoras en pavimento y aplanamiento de terrenos y se han realizado 580 simulacros entre totales y parciales.

En Madrid se realizará una ofrenda floral alrededor del Monumento en Memoria y Recuerdo a los Pasajeros del Vuelo JK5022 del Parque Juan Carlos I de Madrid, situado en su entrada principal frente a la rosaleda, donde previamente la asociación celebrará una rueda de prensa. Vuelo U6-178 de Ural Airlines efectúa aterrizaje forzoso

Un Airbus A321-100 de la compañía Ural Airlines tuvo un aterrizaje forzoso en Moscú el 15 Agosto 2019 producido por el choque de las aves contra ambos motores lo que ha obligado a aterrizar en el campo de maíz.

Un Airbus A321-100 de Ural Airlines con registro VQ-BOZ que realizaba el vuelo U6-178 Moscú/Zhukovsky (Rusia) a Simferopol (Ucrania) con 226 pasajeros y 7 tripulantes, estaba en la subida inicial a través de 750 pies fuera de la Pista 12 de Zkukovsky aproximadamente 06:15L (03:15Z) cuando el avión voló a través de una bandada de pájaros que fueron ingeridos en ambos motores CFM56. Авиакомпания Уральские авиалинии сообщила, что при вылете из аэропорта Москва-Жуковский самолет получил большой удар стая птиц и совершил вынужденную посадку. МЧС России сообщило, что на борту находились 226 пассажиров, в том числе 6 детей и 7 членов экипажа, все они были эвакуированы. Десять пассажиров, в том числе трое детей, нуждались в медицинской помощи. Самолет был найден за пределами аэропорта, двигатель справа курил, но не было ни пожаров, ни утечек топлива, кабина была осмотрена людьми внутри, двигатели были разбрызганы для охлаждения. Восемь автобусов были развернуты на месте происшествия для возвращения пассажиров в аэропорт Жуковского.

Российское министерство транспорта сообщило, что самолет столкнулся с птицами на обоих двигателях во время полета через стаю чаек и приземлился на поле более чем в 1 км от аэропорта. Самолет приземлился, экипаж выключил оба двигателя непосредственно перед посадкой. Для расследования аварии была создана специальная комиссия. Причиной вынужденной посадки стала поломка правого двигателя, который загорелся после столкновения с птицей.

Росавиация сообщила, что сразу после взлета самолет столкнулся со стаей чаек, его попадание в двигатели вызвало значительные перебои в его работе. Экипаж решил приземлиться по прямой. Вынужденная посадка произошла на кукурузном поле между серединой и внешним маркером (системы посадки ILS в противоположном направлении). Самолет приземлился с убранной техникой, оба двигателя были остановлены непосредственно перед посадкой. 226 пассажиров и 7 членов экипажа были эвакуированы через слайды. Пострадавшие пассажиры были немедленно переведены в медицинский центр в Жуковском, остальные пассажиры были переведены в аэропорт Жуковского. Государственный обвинитель возбудил уголовное дело.

Рейс Ural Airlines U6-178 робить вимушені посадки

На місці аварії було розміщено вісім автобусів для повернення пасажирів в аеропорт Жуковського.

Міністерство транспорту Росії повідомило, що літак зазнав пташиного удару по обох двигунах під час прольоту через зграю чайок і приземлився в полі більше 1 км від аеропорту. Літак приземлився, екіпаж вимкнув обидва двигуни безпосередньо перед посадкою. Для розслідування аварії була створена спеціальна комісія. Причиною вимушеної посадки став збій правильного двигуна, який загорівся після зіткнення з птахом.

Росавіація повідомила, що одразу після зльоту літак зіткнувся з зграєю чайок, його входження в двигуни спричинило значні перебої в його роботі. Екіпаж вирішив приземлитися по прямій лінії. Вимушена посадка відбулася на кукурудзяному полі між середнім та зовнішнім маркером (системи посадки ILS у зворотному напрямку). Літак приземлився з висунутим обладнанням, обидва двигуни вимкнулися безпосередньо перед посадкою. 226 пасажирів та 7 членів екіпажу були евакуйовані через гірки. Постраждалих пасажирів негайно перевезли до медичного центру в Жуковському, інших пасажирів перевезли до аеропорту Жуковського. Державний прокурор відкрив кримінальне розслідування.

Екіпаж екіпажу повідомив російським ЗМІ, що проблема почалася одразу після зльоту, коли птах вдарив двигун зліва, що призвело до його повного виходу з ладу, після чого інший птах потрапив у двигун праворуч, який згодом забезпечили недостатню тягу, щоб залишатися у повітрі.
