The FAA meets with US airlines and pilot unions for the Boeing 737 MAX

The Federal Aviation Administration (FAA) met for three hours the Friday 12 April 2019 with representatives of the three major US airlines they own Boeing 737 MAX aircraft and their pilot unions to talk about two fatal accidents and the road. ahead. More than 300 Boeing 737 MAXs have been grounded worldwide after a total of 346 people died in a Lion Air crash in Indonesia in October and an Ethiopian Airlines crash outside Addis Ababa last month.

Officials from American Airlines Group, United Airlines and Southwest Airlines attended the meeting, where FAA Acting Administrator Dan Elwell said he wanted to know what the operators and pilots were thinking before the agency decided to return the 737 MAX to the service. Elwell said that the «operational perspective of the meeting participants is a critical input, as the agency appreciates the analysis on how it can improve». American said in a statement that it was «confident in the leadership of the FAA» and will continue to work collaboratively in this process.

The pilots of American and Southwest, the two largest operators of MAX in the USA. They said they welcomed the meeting, but pointed out that it was still necessary to discuss and discuss many issues before MAX flew again. «We have to unearth trust in this plane», Dennis Tajer, a spokesman for the Allied Pilots Association representing US pilots, told reporters in front of the FAA headquarters. «We take off the clocks and put the calendars in the drawer», he added, suggesting that rebuilding trust in the aircraft could take some time.

American and United retired the 737 MAX from their schedules until the beginning of June, while Southwest on Thursday extended the recall of its 34 MAX jets until August 5, which resulted in approximately 160 daily flight cancellations during the revised schedule of summer.

Boeing is working on a reprogramming software on the 737 MAX to prevent erroneous data from activating an anti-lock system known as MCAS that is under assembly scrutiny after the two fatal accidents.

The FAA said the meeting covered a review of the preliminary findings of the two crash investigations and an overview of the planned software improvements and training of Boeing pilots. The certification and training of the aircraft have been questioned after a decision by Congress in 2004 to allow manufacturers a broader role in the supervision of FAA aircraft.

Captain Jon Weaks, President of the Southwest Airlines Pilots Association, said in a letter he was concerned that this concept «may be too entrenched to reverse» and complicated by the federal budget and staff shortfall, but called for continued scrutiny. of Boeing. The FAA has convened a joint review with aviation regulators from China, Europe, Canada, Brazil, Indonesia, Ethiopia and other countries. Federal prosecutors, the Department of Transportation inspector general’s office and a blue panel are also reviewing the airplane’s certification. «The first and most important goal of the entire process should be to protect the lives of our passengers and the general public», Weaks said.

AW-70089-Canadian.jpgSoftware testing Boeing 737 MAX

Boeing-Logo.svgBoeing says that the MAX software solution is working

Boeing continues with additional tests for the coming weeks as the manufacturer works to regain the trust of its customers and the public. The Executive Director of The Boeing Company says that an MCAS software update is working.

In his first public address after the plane crash of Ethiopian Airlines flight ET-302 aboard the Boeing 737 MAX, Boeing CEO Dennis Muilenburg said on Thursday that additional tests are expected in the coming weeks as the builder works. to finalize the tests to be inspected by the Federal Aviation Administration (FAA). The new Anti-Stall System software on 737 Boeing MAX aircraft has successfully completed tests on 96 test flights, said Boeing Chief Executive Dennis Muilenburg in a speech at the George W. Bush Presidential Center.

The world’s largest aircraft manufacturer is under pressure to convince operators of the 737 MAX and global regulators that the aircraft, which was grounded worldwide in March 2019, is safe to fly again. Muilenburg said he recently joined one of the 96 test flights during which the Boeing crew performed different scenarios that brought software changes to multiple flight conditions during 159 flight hours. «The software update worked as designed», he said, without indicating when Boeing will deliver the solution to international regulators for review, which is expected to last about 90 days.

Accidents of the 737 MAX

Initial accident investigation reports show that an anti-lock 737 system triggered by erroneous data from a key airflow sensor was «a link in a longer chain of events» in the two crashes, Muilenburg said in a forum of leaders in Dallas Last week, Boeing reduced its monthly output by 737 by almost 20%, which indicates that it did not expect the aviation authorities to allow the plane to fly again soon.

Boeing, based in Chicago, has not received any new orders for the 737 MAX since the accident in March, nor could deliver the plane on the ground. The 737 MAX has been considered the best workhorse for global airlines in the coming decades. There were more than 300 737 MAX passenger aircraft in operation at the time of the Lion Air crash and about 4,600 in order. Muilenburg joined Boeing in 1985, became CEO in July 2015 and chairman of the board in March 2016.

The Boeing tests improved the Boeing 737 MAX’s Anti-Stall software. «In general, our team has made 96 flights totaling a little more than 159 hours of transmission time with the updated software. They will carry out additional test and production flights in the coming weeks, as we continue to demonstrate that we have identified and fulfilled with all the certification requirements», said Muilenburg on Thursday.

The Federal Aviation Administration of the United States (FAA) and other regulators of the national airlines connected to the ground the 737 MAX after the death of all the passengers and the crew in two accidents, in Indonesia and Ethiopia. US Boeing seeks support from the EU and China amid fears of maximum insecurity of 737.

AW-700944345.jpg

Muilenburg said that updating the software would make the 737 MAX safe by preventing erroneous sensor reading from activating an anti-collision system known as the Maneuver Characteristics Enhancement System (MCAS). Preliminary investigations have identified the MCAS as the possible cause of both accidents. Boeing has also trained two-thirds pilots of more than 50 airlines with MAX jets so far in simulators with the new software, said Muilenburg.

ET-302 Ethiopian

The data published last week of the Ethiopian Airlines flight indicated that the pilots did not reduce the speed of the 737-8 MAX aircraft after takeoff when they should. The preliminary report on the disaster said that the aircraft’s anti-lock system pushed the nose of the plane down in less than two minutes on the flight due to sensor malfunction. The pilots struggled to control the plane as it launched toward the ground at 575 miles per hour. «The faster the aircraft advances, the more air force there is on its wings and on the control surfaces, which requires more force on the part of the pilots to pull the control», said Robert Mark, a commercial pilot and senior editor at Flying Magazine.

Boeing cited the performance of the 737-8 MAX in a case filed with the US International Trade Commission in 2017. Boeing reported that Bombardier’s unfair competition, which beat Boeing for a large Delta Air Lines order, threatened its Boeing 737-7 MAX, the smallest of its improved single-aisle reactors. By pointing out the limitations of the MAX 8, the planner sought to preserve the market share for the 700 NG and the MAX 7.

Aviation consultant Bob Mann said that airlines generally use a smaller, earlier version of Boeing’s 737-700 aircraft at higher elevations because that aircraft generally has a «better ascent rate» than the MAX 8.

High airport

Boeing has called 737-8 MAX not suitable for high and hot airports. The Chicago aerospace giant said in a legal document that the large and improved 737 «can not be used in what are known as high / hot airports».

At a height of 7,657 feet, or more than a mile in height, the Bole International Airport in Addis Ababa falls into that category. High elevations require longer runways and faster speeds for takeoff. The altitude of the Ethiopian airport has not been cited as a factor in the downing of Flight 302 and probably did not cause the accident. But it could have exacerbated the situation because the performance of an airplane degrades to greater heights, said a 737 pilot who flies to high-altitude airports such as Denver and agreed to talk about the background, since he is not authorized to speak with the media.

The documents in the commercial case referred to at least 16 airports in the United States considered high and, therefore, unsuitable for the Boeing 737-8 MAX, although the names of those facilities were not made public. When asked at a trade commission hearing to specify which airports, a Boeing expert witness responded that «Denver would sometimes qualify as such». The expert, Jerry Nickelsburg, assistant professor of economics at UCLA, added that «Mexico City certainly qualifies as such». Both Denver and Mexico City airports are at lower elevations than Addis Ababa and have tracks longer than the Ethiopian airport, where they stretch more than 12,000 feet, or 3,700 meters.

The Denver Airport is more than 2,000 feet shorter than Addis and has five lanes that measure 12,000 feet and one that is 16,000 feet (4,800 meters). The Mexico City Airport is 300 feet shorter than that of Addis Ababa and has four tracks that are 13,000 feet (4,000 meters) and two that are 15,000 feet (4,600 meters).

Hot airfields such as the Jakarta airport, from where the Lion Air aircraft took off last October, produce air densities similar to high elevations, which require faster takeoff speeds. Heat, air density and fast speed have not been cited as factors in that accident.

The performance of all aircraft deteriorates at high temperatures or elevations, and all pilots take it into account before taking off, said Steve Wallace, former director of the accident investigation arm of the Federation Aviation Administration. Even airlines that operate from Orange County, California, which is almost at sea level, occasionally have to reduce the weight on their planes due to high temperatures, Wallace said. Altitude and heat may not have played any role in the 737-8 accident, but the plaintiffs’ attorneys can still take advantage of Boeing’s business case in 2017. A \ W

Image result for National Research Council of Canada (NRC) aircraftEN LA FOTO SE MUESTRA LA ACUMULACIÓN / ACUMULACIÓN DE HIELO EN EL PARABRISAS DEL CONVAIR.

The National Research Council of Canada (NRC) studies the formation of ice on aircraft

The National Research Council of Canada (NRC) completed a six-week project in March 2019 under the Air Meteorology Research Program of the Federal Aviation Administration (FAA). The collaboration between the National Center for Atmospheric Research, Environment and Climate Change of the United States (NCAR) and other US and European agencies gathered data that could one day help improve weather models and forecasts for all freezing conditions.

Flight AE-4184

On October 31, 1994, the American Eagle Flight 4184 flight crashed in a field en route from Indianapolis, Indiana, to Chicago, Illinois, and killed the 68 passengers and crew aboard. According to the National Transportation Safety Board (NTSB), among the probable causes of the loss of control of the ATR 72 was «a sudden and unexpected reversal of the moment of the aileron hinge that occurred after a layer of ice increased beyond the ice boots». Among the factors that contributed, the NTSB said there was a lack of information in the flight manuals and in the flight crew training programs on the «previously known effects of freeze precipitation on stability and control characteristics, the autopilot and related operational procedures of the aircraft. So was the failure of the Federal Aviation Administration (FAA) to ensure that the aircraft icing certification requirements, the operational requirements for the flight to icing conditions, and the FAA published the aircraft icing information properly representing the dangers that can result from a flight in an icy rain and other icing. terms».

If there was a positive outcome of the tragic accident, the accident caused decades of research to better understand the effects of ice buildup on aircraft, as well as new regulations and aircraft certification standards to reduce the likelihood of future disasters. Even so, accidents caused by the formation of ice during the flight continue to be a recurring tragedy for aviation.

PICTURED IS THE NRC’S CONVAIR AIRCRAFT ON FEB. 14 BEFORE A FLIGHT. SOME OF THE SENSORS AND THE HOUSING FOR THE NRC W AND X-BAND RADAR (NAWX) CAN BE SEEN

Known as ICICLE (In-Cloud ICing and Large-Drop Experiment), the project involved more than 100 flight hours through various states of icing (extreme cold, large drops, freezing rain, freezing drizzle) to test whether on-board tools and sensors and the ground Data-based radars can differentiate between different ice formation environments. The data was collected using the NRC Convair 580, a twin-engine research aircraft equipped with more than 30 sensors installed throughout the aircraft and through inputs designed to draw air for sampling. «It’s a fairly extensive instrumentation in terms of cloud and aerosol detection», said Mengistu Wolde, a senior NRC research officer and project leader. «We take measurements of cloud microphysics, from the size of the aerosol (particles), condensation nuclei of the cloud, to particles of large precipitation in centimeters».

The team of 11 researchers, including seven from the NRC, also took extensive measurements of weather to create three-dimensional profiles of temperature and humidity. In addition to in situ detection of data at the location of the aircraft, the Convair also had remote sensing systems. These included three different frequency radars to provide information about cloud structures above, below and to the sides of the aircraft: «It gives you a three-dimensional image of how clouds are structured», said Wolde and LiDAR (Light and Range Detection) to identify the location of super cold drops.

The project, which was based in Rockford, Illinois, west of Chicago, relied on ground support from several instrumented sites and real-time satellite communication to direct the aircraft to optimal cloud conditions. The flight zone itself extended from Wisconsin and south of Lake Superior to Michigan, and to southern Kentucky, but most of the flights were made adjacent to the southern half of Lake Michigan, where the clouds would likely bring freezing rain and drizzle.

Among the many objectives of ICICLE, researchers hope to improve some of the forecast models developed in recent years. Wolde noted that the icing programs funded by the FAA over the past decade have resulted in new algorithm tools based on high resolution satellite data and ground radars to help pilots detect and prevent deteriorating conditions.

Although many aircraft have sensors to indicate the accumulation of ice and can access satellite or terrestrial systems to obtain real-time information about the weather conditions in a planned flight path, «the aerodynamics of aircraft can be very deteriorated or even destroyed by a particular icing environment», said Anthony Brown, test pilot for the NRC’s research engineer.

Improvements in the prediction of the numerical climate model and the advances of the ground radar system could mean more accurate information. The best prediction models and a better understanding of the effects that can occur when an aircraft transitions through different icing conditions, such as large drops and drizzle, could significantly improve flight safety. Knowing how fast the freezing conditions are worsening would also help aerodromes determine when or if to close, as weather systems pass overhead. The sooner you can anticipate, the better it will be for airplanes that are in flight or those that are about to take off that can change their flight plans and do something else. These details are what Anthony Brown has experienced as an NRC research engineer.

Although it was not a main part of the mission, the NRC researchers also tested the new sensor technology recently developed by the industry. «NRC has been working with companies to develop and validate new sensors», Wolde said. Flying through heavy frosting is not for the faint of heart. The experience and the type of aircraft count a lot, Brown said. Prior to joining the NRC in 2002, he flew in Europe and conducted flight research in Australia, often flying to southern New Zealand and to Japan in ice cloud environments similar to North America. When he first saw the Convair 580, Brown admitted that he had his doubts about how well it would perform. «It has some features that look good and others that do not look so good».

But he immediately launched into the Alliance Icing Research Studies (AIRS) II campaigns that the NRC was carrying out with US and European agencies at that time, and discovered that the design of the Convair and its ice protection system were truly unique. «It’s very rare that aerodynamics improve with the formation of ice», Brown said. «In my experience, the NRC Convair is the best in-flight icing platform I have found for very severe icing environments». In fact, the accumulation of ice at the tips of some of the sensors, instead of the airplane itself, sometimes forced the team to fall or rise to a warmer air to allow the sensors to warm up before the researchers can continue with the measurements. «Sensors sometimes can not cope with the environment in which we fly», Wolde said.

Over the next six months, NRC and the affiliated scientists will perform data quality control before distributing them to the international research community for analysis. Wolde said that changes in prediction models or aircraft certification are probably many years away, but as researchers review the information, in a year or two it could get some model adjustments.

Marshal Hafter’s forces bomb Tripoli airport

The Tripoli International Airport (TIP/HLLT) in the Libyan capital announced that it was hit by an air strike amid clashes between rival armed groups over control of Tripoli. No victims were reported.

The international community fails in its attempt to stop the clashes that have caused dozens of deaths in different clashes. A plane of Marshal Khalifa Hafter bombed the airport of Mitiga, the only operation for civilians in the Libyan capital, in the early hours of Monday afternoon.

The flights, which were scheduled for the whole day, were suspended and the passengers evacuated. Hafter, the man who controls the east of the country, has ignored calls for peace from the international community. After five days of fighting, 35 people have died, according to figures provided by the unity government, backed by the UN and based in Tripoli. Hafter’s forces also reported 14 dead fighters. The United Nations also points out that 2,800 people have left the capital to flee the fighting. Hafter began its offensive against Tripoli last Thursday, coinciding with the visit to the capital of the Secretary General of the United Nations, António Guterres, who traveled to promote the peace conference scheduled for April 14 and 15. «There is no military solution. Only a dialogue between Libyans can solve the problems of Libya», Guterres warned. A \ W

Mahan Air llega a Venezuela

Mahan Air a fundamentalist airline of Iran will connect with the Westhern

Mahan Air is a new airline of the Islamic Republic of Iran that has made commercial agreements to unite a new destination in the West as a gateway to Caracas, Venezuela. Mahan Air started direct flights Tehran-Caracas, the capital of Venezuela, a 16-hour trip for government officials aboard the airline.

Syria Case

The airline Mahan Air is rated by western intelligence services as a real threat to integrity and security. The Iranian airline has been accused on several occasions of integrating a network for Islamic fundamentalist operations, playing an integral role in providing the Syrian dictator Bashar al-Assad with the manpower and weapons to fuel his war effort loaded with atrocities.

Since the beginning of the civil war in Syria in March 2011, a number of Iranian commercial carriers have been providing military support to Assad and Hezbollah. They have increased their pace since the summer of 2015, when Iran and Russia coordinated their efforts to save the then vacillating Assad regime. The most atrocious result has claimed the lives of more than half a million Syrians who have died in the conflict. Half of the country’s population is internally displaced or has sought refuge in neighboring countries. The crisis has also spread to Europe, with an unprecedented wave of refugees seeking refuge.

Related imageMahan Air and other Iranian commercial airlines have incurred serious air navigation faults, violating international trade and air traffic control standards. In 2018, Farzin Nadimi, from the Near East Policy Institute in Washington, evaluated that over a two-month period, the airlift brought 21,000 people and 5,000 tons of supplies to Damascus. Over a period of three years and at a constant rate, that is, almost 380,000 people have exchanged front lines with approximately 90,000 tons of supplies, mostly of war origin.

Many of the planes that Mahan Air uses to fly, under cover of darkness, to Damascus, often resume regular civil transport the next morning, heading to tourist destinations or business centers around the world.

Israel denounces the terrorist operations of Mahan Air. In September 2018, Israel sent a letter to the UN Secretary-General, accusing the Republic of Iran of using civilian planes to smuggle weapons to the Islamist terrorist group Hezbollah in Lebanon. In the letter, the Israeli ambassador to the UN, Danny Danon, stated that Iran’s Islamic Revolutionary Guards Corps (IRGC) uses airlines such as Mahan Air, a privately owned Iranian airline, to transport military equipment. According to Danon, Quds Force officers pack weapons and material in suitcases that are transferred to Hezbollah on commercial flights. Suitcases arrive on flights to Beirut or Damascus in Syria. Then they are transferred by land to Lebanon.

«It is clear that Iran remains the main supplier of weapons and material related to Hezbollah, in flagrant violation of numerous Security Council resolutions. The Security Council must condemn Iran and Hezbollah for violating its resolutions», Danon wrote.

«Mahan Air is the airline chosen by the Islamic Revolutionary Guards Corps Force-Quds, which facilitates its support for terrorism throughout the Middle East. Mahan’s regular flights to Syria are used to shore up the Assad regime and deliver arms, foreign fighters and Iranian agents who sow violence and riots throughout the region. The government of the United States has been very clear about the deadly role that Mahan Air played», said then Treasury Secretary Steven T. Mnuchin.

In December 2018, during an Israeli attack on Iranian facilities in Syria, a Mahan Air flight left Damascus around 10 pm, amid air strikes, something that any civilian airline would avoid at all costs.

Mahan Air arrives in Venezuela

The spokesman for the Organization of Civil Aviation of Iran announced that flights between Tehran and Caracas, Venezuela were started by the Iranian airline Mahan Air.

Mahan Air of Iran is accused of transporting equipment and military personnel to Syria and other war zones in the Middle East; as well as military supplies for the terrorist organization Hezbollah. For too long, Mahan Air has been an accomplice to mass murder and has been treated as another commercial carrier.

Mahan Air, the second largest airline in Iran, began offering direct flights to Venezuela. The first flight took off from Tehran on Monday with a delegation from the Ministry of Foreign Affairs on board, the Islamic Republic News Agency (IRNA) reported.

The private airline has nothing to fear in terms of reprisals from the United States, since Washington had added them to the blacklist in 2011 amid US claims that it provided logistical support to the Islamic Revolutionary Guards Corps. , an Iranian military unit that the United States has recently considered designating. As a foreign ‘terrorist organization’.

Caracas is the first destination in the Western Hemisphere for Mahan Air, whose aircraft currently service nearly 50 national and international routes through Iran, Asia and Europe. The airline was recently forced to stop its flights to destinations in France and Germany for alleged logistics flights to Syria in support of the Syrian army and its counter-terrorist operations.

Mahan Air was established in 1992, becoming the first private airline in Iran. The airline has more than three dozen modern aircraft, including aircraft manufactured by Airbus, British Aerospace and a Boeing 747-300, and is one of the largest airlines in the country.

The Trump administration unilaterally withdrew from the 2015 Iran nuclear agreement in May 2018, slapped the Middle East country with several rounds of increasingly difficult sanctions and threatened to reduce the country’s oil revenues «to zero.» In January, EE. UU He imposed severe sanctions on Venezuela’s oil industry and confiscated government assets abroad as part of an attempt to have the opposition leader and self-proclaimed «interim president» Juan Guaido take power.

Tehran was one of some 50 countries that denounced US interference in Venezuela at the UN in February, and has expressed support for the government of the democratically elected country. A \ W

Image result for Islamic Republic News Agency (IRNA)

Informe Preliminar ET-302

AW-70037737.jpg

AW | 2019 04 04 14:30 | AIR INVESTIGATION / AVIATION SAFETY

AW-7017378ETInforme Preliminar vuelo ET-302 Ethiopian Airlines

1. Se certificó la aeronavegabilidad de la aeronave.
2. La tripulación era capaz de volar y siguió los procedimientos de Boeing;
3. El despegue parecía normal;

The Preliminary Report ET-302 on the Boeing 737-8 MAX air crash focuses on Boeing’s automated flight control software and clears doubts about the professional capabilities of the pilots.

Officials investigating the fatal crash of ET-302 flight of Ethiopian Airlines have said this morning that the plane suffered a «repetitive and uncontrolled attack» before crashing, in an apparent reference to the controversial MCAS automated flight control system (Maneuvering Characteristics Augmentation System) of the Boeing 737-8 MAX. Officials also said the aircraft had not been damaged by a foreign object, and noted that the aircraft pilots followed the correct procedures, but could not prevent the 737-8 MAX from crashing.

AW-700Boeing8MAX.png

The statement states: «The preliminary report clearly showed that the Ethiopian Airlines pilots who commanded the flight ET 302/10 of March followed the emergency procedures recommended by Boeing and approved by the FAA to handle the most difficult emergency situation created in the Despite their hard work and full compliance with the emergency procedures, it was very unfortunate that they could not recover the airplane from the persistence (of) the immersion of the nose».

Discarding other causes, today’s report suggests that investigators are focusing on the controversial automated flight control system as the main cause of the March 10, 2019 accident that killed the 157 people on board. The same anti-blocking software that contributed to the fall of the other aircraft was cited on 29 October 2018 on Lion Air flight JT-610.

The Maneuvering Feature Enhancement System (MCAS) automatically points to the nose of the aircraft down to prevent a blockage being noticed. In the case of Lion Air’s JT-610 flight, a defective sensor sent the signal that the plane was climbing too steep and in danger of coming to a stop.

Ethiopian officials asked Boeing to review the flight control system of the 737 MAX as a result. A full report on the accident of ET-302 flight of Ethiopian Airlines will be published in approximately one year.

AW-70085599.png

These are the only two accidents related to the new series of Boeing 737 MAX aircraft, which was first introduced in 2017. Since the crash of Ethiopian Airlines 302, some 371 Boeing 737 MAX aircraft have been put on the ground around the world.

Boeing began implementing an update of its MCAS software shortly after the Lion Air crash. But this week, the company said the update was delayed. Boeing expected to send the update to the Federal Aviation Administration earlier this week. The FAA must approve new software and training procedures before the Boeing 737 MAX can return to a commercial flight. The FAA final update and testing will take an additional six weeks. Regulators abroad may take longer to review and certify the arrangement.

AW-7007378ET.pngLegal matters

Meanwhile, lawmakers and prosecutors in Washington, DC, are trying to determine if there was a crime in the approval and certification of Boeing’s MCAS software. The Senate Commerce Committee is investigating whistleblower complaints about inadequate training and certification for FAA safety inspectors. Citations have been issued in a criminal investigation into the FAA certification process, which was reportedly subcontracted primarily to Boeing engineers.

Ethiopian Airlines Statement

Ethiopian Airlines Aviation Group, which is the largest and most successful aviation group in Africa, thanks the preliminary report of the accident of ET-302 on 10 March 2019 and thanks the hard work of the research team.

descarga.jpgDeclaration ET-302 Ethiopian Airlines

The preliminary report clearly showed that the Ethiopian Airlines pilots who were in command of flight ET-302 on March 10, 2019 followed the emergency procedures recommended by Boeing and approved by the FAA to handle the most difficult emergency situation created on the plane. Despite their hard work and full compliance with the emergency procedures, it was very unfortunate that they could not recover the aircraft from the persistence of nose diving.

On April 4, 2019 at 09:00 a.m., the Ethiopian Civil Aviation Authority (ECAA) published a brief note about the preliminary conclusions about the ET 302 accident:

1. The airworthiness of the aircraft was certified.
2. The crew was able to fly and followed the Boeing procedures;
3. The takeoff seemed normal;
4. The crew followed all the procedures, but could not control the aircraft.

The publication of the current preliminary report by the Ministry of Transport of Ethiopia will take place between 4 and 5 April 2019.

Implications and impact on Boeing

The two preliminary reports of the plane crashes of flights JT-610 and ET-302 suggest that the new design of the Boeing 737-8 MAX failed, forcing the correction of the MCAS System to avoid other tragedies.

The suffering of those who lost their loved ones can not be quantified. The commercial balance of the manufacturer and the damage to his reputation, at this point, either. Hundreds of 737 MAX aircraft are on the ground around the world. Thousands of orders are, for the moment, frozen and some are even endangered. The Boeing 737 MAX was the response of the American manufacturer to the Airbus A320NEO, an improved and remotorized version of the A320CEO. Boeing is working to fix the design flaw. You need your model to be re-certified as safe and to get back on air as soon as possible. A \ W

Boeing Isotype.pngBoeing needs to reformulate its engineering capabilities

Boeing boasted of the optimized approval for the Boeing 737 MAX. Two years ago, Boeing was at the top. Their shares rose 40% over the previous year. It was one of the hottest actions around. The outlook for sales and profits was bright. And the company was about to start delivering its new 737 MAX.

The Executive Director, Dennis Muilenberg, addressed Wall Street in a conference call on April 26, 2017. He bragged about how quickly the company had brought the 737 MAX to market, and praised the Federal Administration’s optimized certification process. Aviation (FAA). He attributed it to the pro-business philosophy of the new Trump administration. «That is helping us to work more efficiently through certification on some of our new airplane models, such as the 737 MAX, since it is passing the flight tests and went into service. So, we are already seeing some benefits from part of the work that is being done with the FAA», he told analysts. Weeks later, Boeing would deliver its first 737 MAX to the world.

Currently, Boeing is facing one of the most serious crises in its 103-year history. After the air crash of 10 March 2019 of a 737-8 MAX of Ethiopian Airlines, which occurred less than five months after the collision of another aircraft of the same model flown by Lion Air, the entire world fleet of 737 MAX were grounded and the airplane approval process is under scrutiny in Washington. The accident investigators are about to reveal the so-called black box data that should give clues to what went wrong on Ethiopian Airlines’ ET-302 flight.

Boeing says safety is the company’s top priority, and continues to work with the FAA and researchers as the company develops possible solutions to problems with the 737 MAX. He also asked the public for patience until all the facts of the accident are known. «We urge caution not to speculate and draw conclusions about the findings before the release of the flight data», said a Boeing spokesman. In the coming weeks, Boeing will make public some of the first pieces of difficult information about how the crisis may have affected the company’s financial outlook. «This is a big problem, not only because of its revenue stream and earnings stream, but because of its reputation», said Jim Corridore, Director of Industrial Capital Research.

The 737 MAX is the largest and most important product of Boeing by a wide margin. «The company should be able to solve the problem within three months, if they can not, it’s a real obstacle to engineering resources, management resources and investor confidence, to say nothing about becoming the mother of all. the production traffic jams», said Richard Aboulafia, Vice President of Analysis for Teal Group.

Boeing and the «poisonous spot»

Boeing is working to develop a software solution that will make the 371 Boeing 737 MAX grounded again. Boeing had signaled shortly after the Ethiopian Airlines flight ET-302 crash that the solution would be available in a matter of weeks, but has not yet been finalized.

The company is awaiting the Preliminary Report of the accident of the ET-302 flight of Ethiopian Airlines that determine the causes of the incident, to determine the response to the two fatal crashes of the 737 MAX. Researchers at the Bureau d’Enquêtes et d’Analyzes (BEA) are focusing on an automatic MCAS safety device on the Boeing 737-8 MAX jets that preliminary reports suggest could have been responsible for the accidents. Prosecutors from the US Department of Justice have issued multiple citations as part of an investigation into FAA certification and Boeing commercialization of that aircraft model. The Transportation Secretariat, headed by Elaine Chao, also asked the inspector general of the agency to investigate the certification process of the Boeing 737 MAX.

The United States Congress already had the first of what could be multiple hearings in the process. Announced an investigation into possible connections between inadequate training and certification of aviation safety inspectors who may have participated in the evaluation of the Boeing 737 MAX.

Impact business of the 737 MAX

Boeing will report deliveries and orders for the first quarter on April 9. Analysts expect the numbers to be affected by the cessation of deliveries of the 737 MAX, even as Boeing continues to build the plane in Renton, Washington.

On April 24, 2019, the company will report the financial results of the first three months of the year. Boeing will likely include an estimate of how much the ground connection will cost to compensate its airline customers. Boeing executives will face shareholders on April 29, 2019 at their annual meeting in Chicago.

So far, only one airline, Garuda Indonesia, has publicly canceled an order for the 737 MAX, an order of US$ 4.9 billion for 50 aircraft. Most analysts do not believe that many airlines cancel the order, for the reason that rival Airbus has an even longer waiting list for its Airbus A320.

Boeing is already behind Airbus for some measures in the competition for single aisle aircraft sales. If airline passengers do not feel comfortable flying the 737 MAX when it returns to the air, it will hurt the airlines that have already committed to the aircraft. Boeing has those airlines for future orders.

Boeing faces a huge bill to reimburse airlines for land-based aircraft. Cowen aerospace analyst Cai von Rumohr estimates that the cost is already US$ 2 billion, and the price goes up every day that planes do not fly. It’s a negative turn for a company that has performed incredibly well for most of the past two years. By the end of 2018, Boeing had orders for 5,000 of the 737 MAX. Boeing is an extremely profitable company. In 2018, it exceeded US$ 100 billion in annual sales for the first time, and profits grew 24% to US$ 10.5 billion. It has a delay of orders of almost US $ 500 billion that includes 5,900 commercial jets.

Boeing resources

At the beginning of the year, he expected that revenues and profits would increase and that the cash flow would reach US$ 17 billion during the year, so Boeing should have the resources to cover the cost of the crisis, no matter how expensive to be. «Boeing has significant financial resources to weather the effects of the foundations», Moody’s said when it confirmed its A2 long-term credit rating. The company’s shares, which rose 140% since the call of Muilenberg in April 2017 with Wall Street until the beginning of March 2019, have fallen by 9% since the collapse of the crash of the ET-302 flight of Ethiopian Airlines. That subtracted US $ 20 billion from its market capitalization.

But what probably helps Boeing as much as anything else is that it has an effective duopoly, along with its rival Airbus, when it comes to passenger planes. «We certainly do not rule out the human tragedy of these two crashes, but Boeing has an excellent track record, it is in a business where it is one of the two manufacturers, with a strong demand, a great demand from China, and we believe that 2019 is not going to be a great financial year for this company, but we believe that in the long term, they will be fine», said Corridore of CFRA Research.

A comings and goings is intertwining a very complex web of audits and demands to the best style of the game of the «poisonous spot», where nobody wants to be stuck. For now, the honesty and diligence in the investigations will accelerate a better response for the commercial aviation industry. Currently, Boeing needs to remake its history in the face of its own commercial aviation pegasus, the Boeing 737 MAX. A \ W

The aircraft manufacturer Boeing tested on Wednesday updated MCAS software for its Boeing 737 MAX, where both Boeing and the FAA (Federal Aviation Administration) are overseeing its operation.

Boeing President and CEO Dennis Muilenburg has teamed up with Boeing test pilots aboard a Boeing 737-7 MAX flight for an updated MCAS software demonstration. Boeing says that the flight crew performed different scenarios that exerted various aspects of the software changes to test the failure conditions. The company said the software update worked as designed, and the pilots landed safely at Boeing Field.

Boeing says it will conduct additional tests and demonstration flights as it continues to work to demonstrate that it has properly identified and addressed all certification requirements. «We will send the update for the FAA review once the work is completed in the coming weeks. Safety is our first priority, and we will adopt a thorough and disciplined approach to the development and testing of the upgrade to make sure we take the time to do it right. This demonstration flight is another step in that process», said a spokesman.

Boeing said it will conduct more tests and demonstration flights and then send the update for the Federal Aviation Administration to review in the coming weeks. A \ W

Image result for bea aviationAwaiting the Preliminary Report of the accident of flight ET-302

Ethiopia plans to publish its first report today Thursday. The pilots of the Boeing 737-8 MAX aircraft of Ethiopian Airlines flight ET-302 initially disabled their anti-blocking software after taking off due to suspicious data from a sensor. The Attack Angle Sensor (AOA) was damaged during takeoff by a foreign object to the aircraft. The aircraft data indicates that the pilots separated from Boeing’s recommendations by reconnecting power to the system. The pilots could not regain control, which caused the plane to crash into the ground.

The plane crash of the Ethiopian Airlines Boeing 737-8 MAX that crashed and killed 157 people last month reportedly suffered damage to the Attack Angle Sensor (AOA) at takeoff after being caused by a strange object outside of the aircraft. The aircraft. The damaged sensor activated inaccurate data and caused the pilots to turn off the anti-blocking software, known as MCAS, but they re-engaged and pushed the plane down. It is said that the pilots tried to manually bring the nose of the plane before restoring the energy, but they could not regain control, which finally caused the plane to crash into the ground.

It was not immediately known if the crew intentionally implemented the MCAS System, which was designed to press the nose of the 737 MAX down to avoid a blockage, but it is suspected that it exacerbates a different scenario linked to two recent accidents. A person with knowledge of the aircraft said that the system cannot reactivate itself unless requested by the pilots. One possibility is that the crew may have reactivated the MCAS in an attempt to reduce the forces in the control column, or because they could not properly trim the aircraft manually.

Boeing warned against speculation before a preliminary report, while Ethiopian researchers could not be contacted for comment. Boeing’s anti-lock software is at the center of investigations into Ethiopian Airlines last month’s accident and a Lion Air crash in Indonesia in October.

No major technical problems have arisen in the investigation of flight ET-302 beyond those that Boeing had already addressed through updated software after the crash of Lion Air’s JT-610 flight, said one person familiar with the findings. People close to the Ethiopian investigation have said that anti-blocking software, which automatically pushes the nose of the aircraft down to protect against a loss of lift, was triggered by erroneous data from the angle of attack of a single sensor. Investigations now turn to the way the pilots first disabled the MCAS, in line with part of a cabin checklist procedure, but then it seemed to start working again before the plane hit the ground, they said. people.

A directive issued after the accident in Indonesia instructed the pilots to use two disconnect switches to deactivate the system in case of problems and then leave them off.

Officials informed on the matter said that a key question is when the pilots in command of the Ethiopian Airlines Boeing 737-8 MAX disconnected from the MCAS system and did it too late to regain control of the plane. Two people informed on the matter said that the system is not designed to resume operations unless the crew acts and that the crew may have involuntarily activated the system again, as they desperately tried to take the plane out of its descent through the nose. They cautioned that the data was still being reviewed and that the findings were preliminary. A \ W

Corrections on Boeing 737 MAX aircraft will take more time

The Federal Aviation Administration (FAA) has announced on Monday 1 April 2019 that the Boeing 737 MAX aircraft will remain on the ground for several more weeks while engineers continue to work on corrections to the MCAS automated flight control software that is believed to be the cause of two recent accidents that killed almost 350 people. Several investigations have been initiated on the development and approval of the aircraft.

The fatal accidents that suffered two flights of the Boeing 737 MAX caused that it was prohibited to fly to these airplanes anywhere in the world. Boeing promised a solution last week, but its managers have announced that the corrected software that causes the problem will arrive in the coming weeks, and they want to be sure that there will never be any more problems of this kind.

Perfect storm

The problems generated in the production line of the 737 MAX are generating one of the biggest crises in Boeing for years. While its European competitor Airbus reviews the air market to get larger orders for narrowbodies aircraft; in the case of Boeing, the crisis continues to deepen to determine the design errors caused by the Boeing 737 MAX aircraft. In an official statement, Boeing explained that they will send the revised software to the FAA for careful review, but it will still take a few weeks to approve it. «We will adopt a thorough and methodical approach to the development and evaluation of the update to make sure we take the time to do it well», they explained. The Boeing crisis is the most important in years. More than 300 aircraft are on the ground around the world after the tragic plane crashes in which around 350 people died.

US Senate investigates

The US Senate Commerce Committee launched an investigation aimed at uncovering any potential link between the inadequate training of aeronautical safety inspectors and the recent crashes of the Boeing 737-8 MAX aircraft, reported Commission Chairman Roger Wicker. «Following the recent incidents of the Boeing 737-8 MAX in Indonesia and Ethiopia, the commission is investigating any potential connection between incorrect training and the certification of the Aviation Safety Inspectors who may have participated in the evaluation of the 737 MAX performed by the Flight Standardization Council», the senator wrote in a letter.

The investigation begins after several informants told the commission that inspectors of the Federal Aviation Administration (FAA), who would have participated in the Flight Standardization Council that certified the Boeing 737 MAX, did not receive adequate training or Valid certifications, Wicker explained in his letter, addressed to the acting administrator of the FAA, Daniel Elwell.

The senator stressed that the FAA should have been notified about these issues in August 2018, before the incidents in Indonesia and Ethiopia. He added that he ordered the agency to respond, in no more than two weeks, if it was alerted to alleged deficiencies and what measures it took to resolve them. «The commission is under the impression that the FAA’s investigation of these issues may have been concluded recently», Wicker said.

Preliminary Investigations

The preliminary investigation indicates that the pilots had difficulties with the MCAS stabilizer software (Maneuvering Characteristics Augmentation System) and failed to regain control of the aircraft. The MCAS system automatically lowers the nose of the aircraft when the sensors detect a very high flight angle that can lead to the aircraft stalling.

Boeing has already advanced that it is reprogramming the MCAS of the 737 MAX, so that the pilots can counteract it with manual control or to deactivate it automatically when the sensors of the air flow on both sides of the aircraft offer very different readings. A\W
