Airlines are canceling weekend flights due to winter weather in the United States

Airlines are already canceling flights over the weekend before a new winter storm predicts it will bring snow and ice to the Great Plains to the Midwest and Northeast in the United States.

Airlines have waived the exchange rates for customers traveling to the airports affected by the storm, which are expected to start throwing snow in the upper Midwest and Great Plains on Friday before moving east to the airport. Atlantic Coast this weekend. Snow totals could reach 2 feet or more in the interior parts of the state of New York and New England.

Several major centers are on the path of the storm, including Chicago O’Hare, Chicago Midway and Detroit. However, the biggest impact of the storm on air travel could occur on Saturday and Sunday, with a mixture of snow, ice, rain and wind that will move through the airports of New York, Philadelphia, Boston, Washington and Baltimore.

The delays in the flights could last even after the storm, nicknamed «Winter Storm Harper» by The Weather Channel. The intense cold is expected to affect the Midwest and the Northeast as a result of the storm, which provides the possibility of delays in de-icing at busy airports that could last until Monday.

On Friday, flight cancellations had already begun. Airlines expand fare change exemptions as new storms approach. More than 265 flights were canceled nationwide on Friday and another 1,690 were delayed at 12:10 p.m. ET, according to FlightAware.com flight tracking service. Another 130 had already been punished for Saturday.

For now, Southwest represented many of them, including dozens of cancellations at Chicago Midway, the busiest airport in the Southwest network. Across the country, the airline had eliminated about 120 flights on Friday about 50 by Friday, FlightAware said. «We are making preparations to help people and suitcases move during a snowy weekend in a swath of southwestern cities. That implies some strategic and proactive cancellations on Friday afternoon and evening, which mainly affect tonight and early morning trips in Chicago, Milwaukee, St. Louis and Indianapolis», Southwest spokesman Brad Hawkins. Hawkins said that the count of about 120 cancellations on Friday from Southwest represented only about 3 percent of its national calendar for the day. However, he added that «additional cancellations (were) possible as we tactically react to the changing conditions created by the storm».

Users on all airlines must prepare for an increase in cancellations and delays until Monday. Using previous storms as a criterion, flight cancellations are likely to increase to thousands by the beginning of next week if current forecasts are maintained. Early Friday afternoon, early Saturday cancellations will also be shown for airlines such as United, JetBlue, Air Canada and regional airlines that operate contract flights for American Airlines, Delta Air Lines and United Airlines.

The bases of Gran Canaria, Tenerife and Mallorca will be the most affected by the plan of airline cuts

Norwegian Air plans to close its bases in Gran Canaria, Tenerife and Mallorca, and will also decrease frequencies with these destinations. The Norwegian airline has informed the unions of its intention to lay off workers to save the economic situation. The company will cancel the Tenerife South-Rome route within the cost reduction program at European and American airports. The cuts will occur from April 2019.

Instead, it plans to maintain the bases of Barcelona, Alicante, Málaga and Madrid. In Barcelona, it has two bases, one with a short radius and the other with a long one, which will not change. Norwegian justifies that these cuts are due to the exhaustive review of its fleet of Boeing 737 aircraft in order to increase profitability and reduce costs.

The reduction changes will also affect the staff, although there will be attempts to transfer workers to the long-range operation, which operates with the Boeing 787 Dreamliner model. The restructuring of Norwegian will affect some of the routes operated by the Boeing 737-800 and 737-8 MAX models, aircraft that are used mostly on European routes.

Clipping other routes

Norwegian Air will also relinquish those of Rome Fiumicino and Providence in the United States. The airline has reported that, despite the cuts, maintains 122 routes on offer in Spain. «The goal is to ensure that all this affects as few employees as possible,» said Helga Bollmann Leknes, managing director of Norwegian Air Resources.

Norwegian Air has accumulated a debt of 2,500 million euros and lives a very delicate financial situation. IAG has been interested in buying Norwegian after acquiring shares of the airline, but the negotiations have not succeeded. A \ W

Aeronautical syndicates of Argentina announce a total stoppage of air activity for 48 hours

The national government, through the Ministry of Labor, today issued the mandatory conciliation in the conflict of the pilots, who had decreed a 48-hour strike from tomorrow, but the pilots maintain that they were not notified and ratified the measure of force. The Association of Airline Pilots (APLA) and the Union of Airline Aviators (UALA) of Argentina today announced a total stoppage of activities for 48 hours from this Thursday, to protest against regulations that favor the arrival of pilots foreigners to the country. «In line with the current commercial airline policy, the National Civil Aviation Administration (ANAC) insists on freely opening our skies to foreign pilots to be able to replace us if we exercise our constitutional right to strike», says the APLA Syndicate.

The Secretary of Labor had called a meeting between the parties to mediate in the union conflict, but the secretary general of the Association of Airline Pilots (APLA), Pablo Biró ratified the strike. The national government, through the Ministry of Labor, today issued the mandatory conciliation in the pilots’ conflict, but the trade unionists of the sector maintain that they were not notified and ratified the 48-hour force measure as of Thursday, 17 January 2019.

Affected and unaffected companies

The stoppage, arranged by the pilots unionized in APLA (Association of Airline Pilots) and UALA (Union of Airline Aviators), will affect the airlines that fly cabotage in the country with Argentine pilots, Aerolíneas Argentinas, Austral Líneas Aéreas , Andes Airlines, Avianca Argentina and Latam Airlines Argentina.

Meanwhile, not so to Flybondi Líneas Aéreas and Norwegian Air Argentina, since these companies do not have personnel affiliated with any of the unions that decreed it, but rather by guilds of both airlines.

The conflict began in the questioning by the pilots of the Resolution 895/2018 that was published on November 22, 2018 of the ANAC that resolved the qualification of foreign flight instructors.

Currently the regulation establishes that foreign pilots can only operate as instructors and are authorized to fly for a period of two years, which is the period fixed when a company buys airplanes and local pilots do not have the authorization to operate them. The unions argued that this resolution is a door that opens to move forward with the contract of foreign pilots outside the agreement to break strikes and faced with this situation they arranged a strike for 48 hours for days 13 and 14 December 2018, but the Labor portfolio dictated the mandatory conciliation for 15 business days.

Trade unions analyze next for pilots in Argentina

The pilots of airlines in Argentina will return this week to the measures of force with affectation of the flights, by the labor conflict that maintains with the Government does more than a month. This Tuesday 15 January 2019 had completed the Compulsory Conciliation established by the Government, and the aeronautical unions could stop during this week.

The conflict broke out at the beginning of December 20108 with Resolution 895/18 whereby the National Civil Aviation Administration (ANAC) facilitated the process of «Revalidation of licenses for foreign pilots». Basically, the ANAC recognizes the experience of any foreign pilot and grants him an Argentine license so he can fly in the country. This was previously restricted to only sports drivers.

Conflict interpretations

The guilds see the official decision as a potential danger for the current and future sources of work of the local pilots. They maintain that nothing has to do with the measure with the intention of repatriating Argentine workers who are abroad. For the Government, however, the benefit is only for the foreign instructors who come to train the workers of the new firms that disembark in the country, but the unions insist that this is not explicit anywhere in the measure.

The pilots of the airlines of Latam Airlines Argentina, Avianca Argentina, Andes Líneas Aéreas, Aerolíneas Argentinas and Austral Líneas Aéreas launched a strike of 48 hours for 13 and 14 December 2018, but the Ministry of Labor dictated the mandatory conciliation until 28 December and then extended it until January 15, 2019. That mandatory conciliation expired this Tuesday at 23:59 pm, so the Association of Airline Pilots (APLA) and the Union of Airline Aviators (UALA) confirmed the return of the fight plan.

APLA and UALA argue that the Government’s objective is not only to facilitate the entry of foreign instructors into the Argentine market, but that they work as non-unionized commercial pilots to erode the firepower of the combative aeronautical guilds. According to the Minister of Transportation, Guillermo Dietrich, when the conflict broke out, the ANAC decided to expedite the validation of the licenses of the foreign pilots because the new airlines that come to operate in Argentina need to bring instructors to train the local personnel hired.

AW-7000003.pngDeregulation service ramp in Argentina

Deregulate the provision of ramp services in airports in Argentina, eliminating the monopoly of exclusivity

The Government of Argentina eliminates the exclusivity of ramp services at the airport in Argentina to Intercargo. The National Civil Aviation Administration (ANAC) will be in charge of the inspection of the service.

Intercargo was the company that provides the airport services applied to the airlines in the Argentine Republic, retaining exclusivity for all the airlines operating in Argentina, with the exception of Aerolíneas Argentinas/Austral Líneas Aéreas, whose service was covered by Aerohandling, Grupo Airlines company. and the American American Airlines, which has its own service.

Called public tender

The Government of Argentina will call public bidding with National Decree No. 49/2019 published in the Official Gazette to find bidders for the provision of ramp services in all airports in the country. The decree also determines the creation of a commission integrated by the authorities of the Ministry of Transport, Labor, ORSNA and ANAC, Aeropuertos Argentina 2000, Intercargo and Aerohandling. The aeronautical unions will also be summoned, faced with the Government. Ramp services include the ascent and descent of passengers, loading and unloading of luggage, haulage with tractors, the task of signallers and the external and internal cleaning of aircraft, among others.

The International Civil Aviation Convention (ICAO) of 1944, which provides that «any airport of a Contracting State that is open to its domestic aircraft for public purposes shall also be open, under uniform conditions, to aircraft of all other Contracting States in with respect to the use of all facilities and services for air navigation. Such conditions require the uniformity of opportunities for all the airlines that operate in the Argentine Republic or have it as a stopover or point of destination».

The resolution establishes that the National Civil Aviation Administration (ANAC) will supervise the service as a complement to the public use of facilities at the airports of the National Airports System (SNA) and other aerodromes under the jurisdiction of the National State, that will also approve the rates.

In September 2018 the Government of Argentina had considered a progressive deregulation to eliminate the monopoly of the ramp services in all the Argentine airports where the majority of the airlines operate. The scope of Decree No. 49/2019 now considers competitiveness in a market that for a long time was dominated by intercargo exclusivity, with prices for its high-flying services. A \ W
