Los gremios aeronáuticos de Argentina pararán el jueves y viernes próximo
Los principales gremios aeronáuticos de Argentina anunciaron hoy Martes un nuevo paro por 48 horas que se iniciará en la primera hora del día Jueves prolongándose hasta el Viernes a última hora. La medida de fuerza fue formulada por la Asociación de Pilotos de Líneas Aéreas (APLA), que representa a los pilotos de Aerolíneas Argentinas, Latam Airlines, Andes Líneas Aéreas, Avianca Líneas Aéreas, como así también alcanza a los pilotos nucleados en la Unión de Aviadores de Líneas Aéreas UALA, como es el caso de Austral Líneas Aéreas.
Reprogramación de pasajes
Aerolíneas Argentinas ha anunciado esta tarde que quienes tengan pasajes en alguno de los vuelos afectados por la medida de fuerza que correspondan desde la hora 00:00 de Jueves 13 hasta las 00:00 del Sábado 15, podrán reprogramar sus pasajes sin costo o pedir la devolución, estableciendo un plazo de 30 días para pedir el cambio de fecha, de destino o bien el reintegro del valor del pasaje. El trámite se puede hacer a través de la web de la compañía aerolineas.com.ar o al call center 0810-222-86527.
Esta reprogramación se enmarca en lo que desde la compañía llaman política comercial, que es la instancia que permite reprogramar los pasajes sin costo. Si ese mecanismo no se activa, en la mayoría de los casos tendrían que pagar una penalidad por el cambio porque todos los pasajes que se adquieren con la tarifa más económica no tienen cambio ni devolución, lo que está explicitado en las condiciones del contrato. Desde la compañía aseguraron que este mecanismo de protección a los pasajeros implica un costo enorme.
Rechazo a pilotos extranjeros
Una de las razones de peso por lo que los gremios aeronáuticos pararán es por el rechazo al ingreso de pilotos extranjeros. La medida de fuerza fue decidida porque las nuevas regulaciones benefician a la extranjerización de la mano de obra extranjera, lo que ocasionará que muchos pilotos argentinos pierdan sus empleos. Según desde APLA los motivos de la huelga son resultado de la «Revolución de los Aviones, que desencadenó en achicamientos de rutas, de flotas, desvinculaciones de pilotos y pagos parcializados de salarios. Tenemos pilotos argentinos que están siendo suspendidos y despedidos, que no tienen posibilidad de trabajar en el país, mientras autorizan licencias de pilotos extranjeros para que nos reemplacen”, sostuvo el representante de APLA, Pablo Biró. En ese contexto, Andes Líneas Aéreas desvinculó 40 pilotos autorizados para volar aviones Boeing 737-800. Flybondi Líneas Aéreas y Norwegian Air Argentina están incorporando pilotos extranjeros. Los sindicatos sostienen un nivel de desmanejos que hay por parte de la autoridad y beneficios a líneas aéreas que están extranjerizando el empleo argentino. APLA y UALA denuncian que se cambió una norma que permitía convalidad licencias de uso civil privado y deportivas como la de piloto de planeador, con lo que ahora se extiende a pilotos de aeronaves de uso comercial. Señalan en ese sentido el Ministerio de Transporte y la ANAC hicieron los cambios mediante la resolución 895/18 publicada en el Boletín Oficial, que modificó la RAAC 61 permitiendo el ingreso y la validación automática de licencias pertenecientes a pilotos extranjeros.
El Ministro de Transporte, Guillermo Dietrich, criticó el paro anunciado por los pilotos agremiados en APLA y UALA para el jueves y viernes próximos enfatizando que por alguna razón política los sindicatos aeronáuticos quieren generarle un gran daño a Aerolíneas Argentinas y al mercado aerocomercial argentino al tomar de rehenes a los pasajeros.
Lado low cost
Norwegian y Flybondi reconocen que cuentan con pilotos extranjeros aunque aclaran que sólo operan en calidad de instructores. Tras la denuncia establecida por el gremio de pilotos APLA respecto de una avanzada extranjera en las dotaciones de pilotos que hoy vuelan en la Argentina, las aéreas señaladas salieron al cruce de los dichos de la organización aclarando que el personal que hoy vuela en varios servicios de cabotaje sólo opera en calidad de formador de comandantes y oficiales locales. Voceros de Flybondi y Norwegian explicaron que estos instructores fueron reclutados puntualmente para el inicio de operaciones de cada una de estas compañías y que sólo prestarán funciones hasta fines de Diciembre 2018 y el 31 Marzo 2019, respectivamente.
La aclaración tiene relevancia en tanto esta inclusión de pilotos extranjeros aparece como el principal argumento al que APLA apeló esta mañana para justificar su decisión de avanzar con un paro por 48 horas que, informó el sindicato, afectará a todos los vuelos nacionales e internacionales los días jueves y viernes de esta semana.
“Lo que hizo Norwegian fue traer al país a algunos de los pilotos de las filiales para que entrenen a quienes empezaron a volar este año en la compañía. Cuando iniciamos actividades no encontramos instructores disponibles en el país. Todos están concentrados en Aerolíneas Argentinas y Andes”, comentó a este medio Matías Maciel, vocero de la aerolínea Norwegian Air Argentina. La aerolínea low cost opera actualmente con diez instructores y que estos vuelan en los servicios que se están prestando aunque remarcando que estos lo hacen en calidad de acompañamiento de los nuevos pilotos. Desde Flybondi sostienen que la extranjerización de los pilotos en Argentina no es verídica, pues se ha observado que muchos pilotos argentinos que trabajaban en el exterior han retornado al país para volver a trabajar en compañías aéreas de Argentina.

The procedure can be done through the company’s website aerolineas.com.ar or call center 0810-222-86527.
This reprogramming is part of what the company calls commercial policy, which is the instance that allows reprogramming tickets without cost. If this mechanism is not activated, in most cases they would have to pay a penalty for the change because all the tickets that are purchased at the cheapest rate have no change or refund, which is specified in the contract conditions. From the company they assured that this mechanism of protection to the passengers implies a huge cost.
I reject foreign pilots
One of the reasons why the aeronautical unions will stop is because of the refusal to admit foreign pilots. The measure of force was decided because the new regulations benefit the foreignization of foreign labor, which will cause many Argentine pilots to lose their jobs. According to the APLA, the reasons for the strike are the result of the «Aircraft Revolution, which triggered off routes, fleets, pilots’ dismissals and partial payments of salaries.
