Venezuela suspende ops contra aerolínea Copa Airlines

AW | 2018 04 06 04:22 | AIRLINES / GOVERNMENT

AIRWAYS® AW-Icon TXT

Venezuela suspende ops a Copa Airlines

Resultado de imagen para COPA AIRLINESVenezuela increases conflict with Panamanian airline Copa Airlines

Venezuela suspended economic relations for three months with several Panamanian people and companies, including the airline Copa Airlines, in response to sanctions by Panama against President Nicolás Maduro.

Caracas suspended economic and financial relations for 22 days with 22 individuals and 46 national legal entities of Panama, as a measure to protect the Venezuelan financial system, state agency AVN reported Thursday.

The Venezuelan government suspended economic and financial relations for 22 days with 22 individuals and 46 national legal entities in Panama, including the Copa airline.

Scope of the measures

Among the sanctions include President Juan Carlos Varela and the Panamanian Aviation Company (Copa Airlines), according to a resolution of the Ministries of Interior and Justice, Economy and Finance and Foreign Trade, which has not yet been published. Although it is not clear if the measure against Copa will imply the immediate suspension of flights, this possibility would generate great traumas, since it is the airline that offers the most destinations in the Venezuelan market in a context of massive flight of airlines by commercial debts of the Maduro government.

Venezuela is going through a political-economic crisis where only about ten international airlines operate, such as American Airlines, Iberia, Air France, Swiftair, Turkish Airlines and Cubana de Aviación. The Venezuelan companies Laser and Avior fly to Panama.

The sanctions were taken because, according to investigations by Venezuelan authorities, the recurrent use of the Panamanian financial system by Venezuelan national subjects to mobilize money and property from the crime against the public patrimony was evidenced. Venezuela considers that these crimes have happened under the opacity of Panama’s financial system and «with the collaboration of Panamanian nationals inside and outside the country», the agency added.

The measures are taken in retaliation for the sanctions of Panama that affect 55 officials, Chavez leaders and Venezuelan individuals. Those people were included in a high risk list for money laundering, terrorist financing and financing the proliferation of weapons of mass destruction. A \ W

AW | 2018 04 05 07:47 | CONGRESS / AIRLINES

AIRWAYS® AW-Icon TXT

Argentina reduces rates to international airlines

International airlines benefited with reductions in airport fees and logistics operations costs. Meeting of IATA Safery Summit

From July the amounts of Intercargo will fall 3% and 2% those of EANA. The measure adds to the 10% reduction implemented in 2016 and seeks to make the country competitive to attract investments.

The Minister of Transportation, Guillermo Dietrich, participated in the IATA meeting for Latin America and the Caribbean. Argentina has confirmed measures that are being taken from the government in terms of infrastructure, security, improvement in the quality of services and reduction of operating costs, which were the four axes of discussion of the meeting. The Minister of Transport has announced that as of July 2018 there will be a 3% reduction for international rates charged by Intercargo, the Argentine groundhandling company for track, ramp and logistics services, and 2% in which the Company charges Argentina of Air Navigation (AENA). The measures are added to the 10% rebates already applied during 2016, also at the international level, which is where Argentina was farthest from the countries of the region.

Argentina is having the largest investment in its history in infrastructure to modernize 30 airports in the country in capacity expansion works, improvements in the quality of services and greater air navigation technology to continue improving safety and effectiveness in the air operations. Several airports have undertaken reforms: Chapelco, Trelew, Mendoza, Tucumán, Ezeiza, Aeroparque, Iguazú, Rosario, while the new Ezeiza tower is still under construction. This year seven tracks will be renewed: the Ezeiza secondary school, already under construction; Comodoro Rivadavia; San Juan; Cordova; the main and secondary school of Salta; and Iguazú.

«Revolution of the aircraft»

The Minister of Transport stressed the importance of Aerolíneas Argentinas as a leading state company in cabotage that in recent years has been growing exponentially and in a sustainable manner. He said that a possible privatization is not in the plans. «Aerolineas Argentinas stopped being a political tool. From an excellent management and a transformation in the way of managing, Airlines counting with a fleet of 75 in the past to 89 current ones. It has more routes with connections mainly in the interior of the country and, at the federal level, better punctuality, fewer cancellations, transports more passengers, breaking records month by month; and all this is done having reduced the subsidies with the objective for next year to achieve balance, «said the Minister of Transportation, Guillermo Dietrich.

The arrival of new operators in the sector that what is possible is that each time the Argentines have more options when it comes to travel, with better connections and better prices. And he highlighted the generation of employment that the growth of passengers means: «Last year 15 million flew in Argentina, which implies a 50% growth since 2015. We expect this year to reach 19 million. Airlines will incorporate 300 new pilots by the end of 2018, which will add to the 130 new ones from last year».

The Air Transport Association of Latin America and the Caribbean (ALTA), who chose for the first time Argentina as the headquarters of the «Safety Summit», which is the most important technical safety meeting in the region. «Safety is key for aviation to be a driver of social and economic development. For our government it is state policy. In that sense, it is a pride that ALTA chose us to make its security forum, also taking advantage of the opening of Aerolíneas Argentinas data that enrich Big Data, the integrated work and allow us to work on security planning that transcends borders and is to the entire region», he concluded.

NCAA intensifies controls on airlines

Nigeria’s NCAA will strengthen controls on airlines flying in Nigeria

Nigeria’s Civil Aviation Authority (NCAA) said on Wednesday it has stepped up control of all operating airlines after recent minor and major incidents in the sector.

Captain Muhtar Usman, NCAA General Director, revealed this while talking to reporters at Murtala Muhammed Airport (MMA), Lagos. Usman noted that NCAA inspectors were now monitoring airline activities, particularly in the areas of the ramp, emphasizing that the regulatory authority would continue to maintain and improve the current level of safety in the industry.

The NCAA was learning from the major and minor recent incidents that occurred in the country’s aviation industry during the year. The lessons learned from the incidents will be used to prevent major calamities from occurring in the industry.

The NCAA will continue to maintain and improve the level of security in recent years, while the safety recommendations of the Accident Investigation Bureau (AIB) will be followed to the letter in order to improve the security of the system. The NCAA will follow strict compliance with the eight critical elements of the International Civil Aviation Organization (ICAO) to prevent an accident from occurring in the system. NCAA has consistently performed safety oversight functions for airlines in the country and will continue to transmit its search focus on them. The aviation industry is one of the most regulated sectors in the world with annexes and international documents.

AIRWAYS® AW-Icon TXT

The Boeing-Embraer Joint Venture

Boeing and strategies in the world of global aviation

The Boeing Co. and Embraer SA have been silent for several weeks about the progress of the negotiations towards their proposed partnership, although the possible company is again in the news due to the apparent Brazilian labor opposition. Union leaders accused Brazilian government officials of secretly negotiating to sell a stake in Embraer’s commercial aircraft business, against the interest of workers.

«We asked President Temer not to sell Embraer», said Herbert Claros da Silva, a union leader at a hearing of the Brazilian Senate human rights committee on the proposed sale. Brazilian leaders and Embraer officials did not appear at the hearing. Both Embraer and Boeing have not commented on union opposition in Brazil.

Embraer is an aircraft designer and constructor that was previously owned by the state and is now under private control. However, the government retains a gold stake in the business, giving it authority over the sale of the majority interest. Brazilian labor arouses opposition to government consent to combine the interests of commercial aircraft.

Boeing vs Bombardier

Boeing has lately been hunting for companies where it has observed that the processes that supply line have been threatened or where businesses have preferred a better profit margin.

Following pressure from the United States Government for customs duties on Bombardier CSeries airplanes because they are considered sub-operated by the Government of Canada, the Boeing industry has been threatened in its own territory when Bombardier sold a batch of CS aircraft. -100 at very low price to the launch customer Delta Air Lines. The court ruling has lauded in favor of Bombardier, which has also allowed a masterful move to be made by partnering with the European Airbus SE consortium to allow the latter to build CS-100 / CS-300 aircraft in Airbus Alabama, in the US.

10359943_web1_L-Bombardier-CS300-EDH-171018.jpg

After the court ruling left Boeing with a bitter taste, in January 2018, the American builder proposed to open a line of dialogue with the Brazilian Embraer. In order to better dominate the markets, Boeing wishes to propose to Embraer a joint venture to operate the commercial aircraft business of that company. Embraer’s defense aircraft division would not be involved in the new company and, according to reports, the government’s gold share would be retained in the ownership of the joint venture.

Embraer is the third largest aircraft designer and constructor in the world. Boeing’s interest in the joint venture is to expand its position in the industry’s medium and regional jets sector (70-130 seats). It is no coincidence that, for that market segment, Bombardier Inc. recently presented its CSeries with 100-130 passenger aircraft.

Boeing challenged the sale of the CSeries aircraft as an unfair commercial practice, and Bombardier subsequently sold half of its CSeries share to Airbus SA.

Boeing, between protectionism, competitiveness and strategy

One of the news that has brought the most impact in the world of commercial aviation is the association with the aeronautical company Embraer SA. But what is the real interest of the United States in the Brazilian industry? Boeing is looking for a new alliance with the aircraft and defense manufacturer Embraer.

The manufacturer of Brazil, Embraer is a very consolidated manufacturer in the world of aviation and space. It is the third largest aerospace industry in the world. Embraer has presented battle to Canadian builder Bombardier for the regional aircraft market. Both manufacturers have designed state-of-the-art aircraft to cover a demand of more than 7,000 aircraft in the market for the next 20 years.

Boeing has been showing interest in Embraer after some changes in the global controllers of global aviation, those strategic companies of the supply market.

Defense & Aerospace Aerea

In the defense aspect, Embraer has been clear that the Brazilian Government does not want to divest itself of the programs it controls under its orbit. Boeing has pursued the strategic objective of the Launch Center of Alcântara (CLA), in the State of Maranhão, Brazil. The Boeing-Embraer agreement should make viable the commercial use of Alcántara argue. The US company visited the launch center in December 2017. Since last year, the Brazilian government is negotiating with the US government an AST (Technological Safeguards Agreement) to enable the commercial exploitation of the launch base.

Image result for Centro de Lançamento de Alcântara (CLA)

LAUNCH CENTER OF ALCÂNTARA (CLA)

Boeing is a global leader in the space sector and the main service provider of NASA (US space agency). Embraer entered the area recently, in 2012, with the creation of Visiona, a joint venture with the state-owned Telebras, which acts as an integrator of the PNAE (National Program of Spatial Activities). An agreement between the Brazilian manufacturer and the US giant would be practically a US imposition to facilitate the approval of the AST (Control Technology Agreement).

The strategic partnership in the space sector would be included in the package that is being negotiated between the Brazilian and Boeing. Embraer disclosed, on December 22, that it discusses an eventual business combination with the US giant, but did not disclose details of the negotiations.

The objective would be to close the concession contract of the CLA with the United States before the presidential elections, at least guarantee the approval of a model that meets the interests of the two countries.

Brazil has been trying for years in an alliance with the United States in the space sector. In June of last year, the Michel Temer government sent a new AST to the Pentagon (seat of the United States Defense) – approved by the Americans, the document must still be submitted to the National Congress.

Only with the approval of AST Brazil will it be able to open the base of Alcántara to serve the international market of private launches. According to the Ministry of Defense, the commercial exploitation of the CLA could generate up to 1,500 million dollars per year.

However, without the US endorsement, the CLA is practically prevented from launching into any other country. This is because most of the space equipment, in the world, has some North American component  which requires prior agreement for the launch.

Embraer’s participation in operations at the Alcántara base is discussed with the government at least one year ago. The company is interested in expanding its business in the space sector and participating in the VLM (Microsatélito Launcher Vehicle), one of the priority projects of the AEB.

The government sees this expansion with good eyes, since it intends to transform the VLM-1 into the equivalent to what the Bandeirante plane was for the Brazilian aeronautical sector -the possibility of gaining complete control of the space system cycle.

The Airbus-Bombardier strategic alliance has been a catalyst for the battle for the alleged sub-intentions of the Government of Canada towards Bombardier. Boeing has not been favored and needs to ally with Embraer to dominate the regional aircraft air market. Paradoxically, at one time Boeing had purchased the De Havilland Canada aircraft factory in the 1980s, a line of production that is now part of CSeries, Learjet among other companies acquired by Bombardier Inc. Bombardier Aerospace acquired de Havilland in March 1992. Boeing’s need to expand the market has been threatened by the Airbus-Bombardier alliance.

A new Joint Venture between Boeing and Embraer could bring a reduction in costs for the Brazilian industry, as well as better dividends for the Embraer industry, but also a great potential for the US domestic regional market by avoiding trade barriers in a American protectionism time.

The negotiations of the Boeing-Embraer alliance have had an appointment on April 2, where the impact of business between the aeronautical giants between the two countries was discussed before the Commission on Human Rights of the Brazilian Senate. The consolidation of a Joint Venture is increasingly real between Boeing and Embraer, it will be necessary to wait until later on for decisions to impact in favor and against the commercial aviation industry.
