Suspensión AOC Nigerian Eagles Airline

AW | 2021 10 10 11:11 | AIRLINES / AVIATION ORGANISMS

Genera debates suspensión AOC Nigerian Eagle Airline

Suspension AOC Nigerian Eagle Airline Generates Discussions

Recent directives from the House Aviation Committee to the Nigerian Civil Aviation Authority (NCAA) to issue the Air Operator Certificate (AOC) to the Nigerian Eagle Airline that is partnering with the Asset Management Company Nigeria (AMCON) has sparked discussions from key players across the aviation sector.

The committee led by its Chairman, Nnolim Nnaji, had issued the directive in Abuja on Wednesday 06/10 after a petition led jointly by the Association of Aviation Professionals of Nigeria (ANAP) and the Federal Airport Authority of Nigeria (FAAN). branch of the National Union of Pensioners (NUP) to restrict the NCAA from issuing AOC to Nigeria Eagle Airline to avoid a repeat of what happened in the case of Bellview Airlines which became First Nation Airways and aviation agencies ended up losing billions of naira owed by the defunct Bellview Airlines.

AMCON, according to the petitioners, had acquired properties from Arik Air and decided to change its name to Nigeria Eagle Airline to avoid paying the monumental debts incurred with all aviation agencies by Arik Air. The petitioners further alleged that AMCON has changed the livery of the Arik Air aircraft to Nigerian Eagle Airline, showing that it has fully acquired the assets of Arik Air, but wanted to abdicate its liabilities through the name change. In directing to the NCAA to suspend the issuance of AOCs, the House of Representatives committee led by Nnolim Nnaji said the committee’s position was intended to give space for it to investigate AMCON’s alleged plan to float the Nigerian Eagle Airline with Arik’s assets to determine the true status and ensure that the liability issue is properly resolved. The board had emphasized that: «If AMCON actually takes over the assets of Arik Air and hands them over to another legal entity, the liabilities aspect must be addressed so that public funds are not lost», Nnolim Nnaji. However, the Committee’s directive to the NCAA has received opposition across the industry with different key players accusing legislators of trying to usurp the role of the NCAA, the regulatory agency on such issues.

Greater Bay Airlines recibe certificado operador aéreo

AW-Greater Bay Airlines_Isologotype

Hong Kong startup Greater Bay Airlines said on Saturday 10/09 that it had received the Air Operator Certificate (AOC), a key step in the process towards launching commercial flights. The airline plans to start operating with three leased Boeing 737-800 jets, the company said in a statement. It expects to have seven aircraft in service by the end of 2022 and more than 30 by 2026, subject to market conditions, the company added. Greater Bay Airlines will compete with the financial center’s dominant carrier, Cathay Pacific Airways Ltd and Hong Kong Airlines.

Passenger travel to and from Hong Kong has nearly come to a halt during the pandemic due to requirements of up to three weeks of quarantine upon arrival, as the city pursues a COVID-19 elimination strategy that it hopes will allow for roundtrip travel. back and forth with mainland China. Passenger traffic at Hong Kong International Airport in August was just 4% of 2019 levels, according to airport statistics.

Greater Bay Airlines said it had requested rights to operate to 104 destinations throughout the region, including mainland China, North Asia and Southeast Asia, subject to a recovery in market conditions. The airline, which describes itself as a valuable airline, said it was too early to provide a date for its first commercial flights. Any charter flight would also be subject to regulatory approval. Greater Bay Airlines is led by CEO Algernon Yau, who ran Cathay’s regional airline, Cathay Dragon, before it was closed as part of a restructuring plan in 2020.

AW | 2021 10 06 10:37 | AIRPORTS / AVIATION ORGANISMS

Córdoba Airport is confirmed as a safe corridor

From this Tuesday 05/10 the Córdoba International Airport/COR of Argentina was enabled for the entry of nationals and tourists from neighboring countries with a complete vaccination scheme. The national government made official this Tuesday, October 5, 2021, the authorization of the Córdoba International Airport/COR Ambrosio Taravella of the city of Córdoba as a safe corridor for the entry into the country of foreign passengers in compliance with the health protocols in force within the framework of the pandemic. The measure to establish the international airport of the Mediterranean province was determined through Administrative Decision DA No. 955/2021, published in the Official Gazette and signed by the Chief of Staff, Juan Manzur, and the Ministers of Health, Carla Vizzotti, and from the Interior, Eduardo de Pedro. According to the provision, for the moment only national residents and tourists from neighboring countries with a full vaccination scheme will be able to enter the country. While from next November 1, the norm will enable the entry of tourists from all over the world, as long as they prove the complete vaccination scheme. The standard approves the protocol for «air transport of passengers from abroad» arriving in the province of Córdoba proposed by the provincial health authority and endorsed by the national health authority.

The provision prescribes that the province must comply with the provisions of the national protocols that establish the requirements for the application for authorization of safe entry corridors to the country. It also indicates that the province must accredit before the national Ministry of Health the provincial authorization of the devices and/or testing centers for those who enter the country through that authorized entry point. The norm also establishes that the aforementioned terminal will have to have the basic capacities required from the national level to prevent and mitigate the entry and circulation of the Delta variant or any other of epidemiological concern. The Córdoba authorities had presented the corresponding protocols for the authorization of this airport in mid-August, when the Government increased the entry quota for flights from abroad, which from that moment could be 1,700 passengers per day. Among the provisions of the provision, it is noted that «by virtue of the prevailing sanitary and epidemiological context», a set of new measures was recently implemented, effective as of October 1, 2021, «fundamentally linked to the conditions of entry into the country of nationals and residents of our country, nationals and residents of neighboring countries and other non-resident foreigners».

Argentina profundiza flexibilización

AW | 2021 10 02 13:43 | AIR TRAFFIC / AIRLINES / AVIATION ORGANISMS

IATA beneplácita con decisiones en Argentina

AW-7000070

Argentina deepens flexibility

IATA welcomes decisions in Argentina

With the end of the traffic restrictions in the Argentine Republic, the airlines hope to recover one hundred percent of the routes that were lost due to the pandemic. The International Air Transport Association (IATA) received with satisfaction the latest decisions taken by the Argentine Government to lift most of the current restrictions on international flights when fourteen (14) days have elapsed since 50% of the country’s population has completed its vaccination schedule, it has generated optimism in the commercial aviation sector. It is estimated that this situation can be reached in the middle of this month of October 2021.

As of 11/01, the entry of all foreigners will be enabled, allowing them to undo an antigen test when entering Argentina or to remain in quarantine. Meanwhile, they must have a complete vaccination and a negative PCR test for a maximum of 72 hours prior to shipment.

The measures were well received by IATA. “The decision of the Government of Argentina to gradually allow the reopening of air transport in the country is good news on several fronts. First, it restores the freedom to travel, which will be especially welcomed by those who have been prevented from flying for the past eighteen months. Additionally, airlines will now be able to plan with greater predictability and regain connectivity that has been lost during this time. This will be a boost for the reconstruction of the Argentine economy, especially through the contribution of tourism and international business”, said Peter Cerdá, Regional Vice President for The Americas.

aw-aerolineas_boeing-737-8-max_0002

According to IATA calculations, the reopening of Argentina’s borders to international travelers will allow airlines to begin recovering the one hundred percent of the estimated national and international routes that were lost as a result of the pandemic. They also estimated that the US$ 1,779 million of direct contribution to Argentina’s GDP that was put at risk while the limitations were in force will begin to be generated. And they detailed that in this way they will be able to support and maintain the 21,470 local jobs and the total annual contribution of US$ 22,500 million that the sector contributes to Argentina’s GDP.

“This announcement marks a major shift in Covid-19 risk management, moving from general measures at the national level to individual risk assessment. The next challenge is to find a system to not exclude travelers who are not vaccinated and who will have to continue serving quarantine, including minors who in most cases are not even included in the inoculation campaigns in their countries of origin», said Peter Cerdá.

The IATA asked the Chief of Staff to organize meetings between the authorities and the industry to work in coordination on the steps that allow this reopening. Key priorities for the sector are elimination of quarantines without affecting unvaccinated minors and accepting antigen tests as an alternative to PCR in any instance where testing is required. The quota will gradually increase up to two weeks after 50% of the population is vaccinated with two doses.

The latest measures of the Government of Argentina provided a progressive advance in the quotas for the entry of passengers on international flights. Between this Friday 01/10 and 03/10, 2,300 places will be opened per day; between 04/10 and 10/10 there will be 21,000 places per week (about 3,000 per day); and as of October 11, 28,000 places per week (4,000 daily). Meanwhile, fourteen (14) days after reaching 50% of the population with a complete vaccination scheme, the quotas for passenger transit are eliminated.

Some airlines have already begun to anticipate their increase in flight schedules for the coming months. This week, Aerolíneas Argentinas anticipated that it will go from ten daily departures of international flights in October 2021 to about sixteen in 11/2021 and 12/2021 and to twenty-five in January 2022. Currently, the number of passengers traveling to Europe represents only 13 % of pre-pandemic numbers. In the case of domestic flights, the company expects to reach 61% of prepandemic flights by 2022, while in seats it will be 75%. All provinces will have six or more flights per week and 31 intertramos will be scheduled, with 96 frequencies per week between destinations that do not pass through Buenos Aires. According to the company, there is an acceleration in the number of reservations to fly in the last months of 2021 and the first months of 2022, boosted by the official Pre-trip plan. «The positive hypothesis, in the future for the summer season, is that we will be with between 75% and 80% of the passengers who flew in January 2020. And we have the capacity to add additional offer», said Fabián Lombardo, Commercial Director of the company on Thursday 09/30 during a meeting with journalists. Data from Aerolíneas Argentinas show that in domestic flights in the first four months of this year about 40% of passengers were transported compared to the pre-Covid figures, then there was a drop-due to restrictions that only allowed essential personnel to travel. with percentages between 20% and 18% and a recovery from July. In September, 422,004 passengers traveled, 50% compared to the months before the pandemic.

However, the recovery of international destinations will be slower. Currently, the number of passengers traveling to Europe represents just 13% of pre-pandemic numbers. For regional flights, the figure is barely 2% and for flights within America excluding the United States (for example to the Caribbean) it is 7%. The best figures, meanwhile, are for trips to the United States, where the number of passengers represents 38% compared to pre-Covid numbers.

Gremios argentinos medidas fuerza

AW | 2021 10 01 00:55 | AVIATION ORGANISMS

Argentine unions measures strength

Aeronautical unions will initiate force measures

The aeronautical unions of Argentina announced the implementation of direct action measures on the flights, in retaliation for what they described as a lack of response from the national government to a series of claims, ranging from the reinstatement of a minimum rate for domestic flights until the relocation of the personnel of the defunct airlines Latam Airlines Argentina, Avianca Argentina and Flyest Líneas Aéreas.

The measures of force were confirmed this Tuesday, 09/28, even after a visit that President Alberto Fernández together with the Minister of Transportation Alexis Guerra made the day before at the Jorge Newbery Airport, during which the Executive led a workers’ assembly from that air station. The unions insisted that the announced force measures remain in force, although they did not set a date for their completion. The communiqué of Monday 27/09, ratified again on Tuesday 28/09, was signed by the unions of Pilots (APLA), Aeronautical Technicians (APTA), Aeronautical Personnel (APA), Air Traffic Controllers (ATEPSA) and Senior Personnel (UPSA).

The substantive claim of the aeronautical groups is to demand that the National Executive roll back with a series of measures that the Macri Government took and that remain in force, especially the elimination of the minimum rate band and the interchange agreement that at the time It allowed the defunct Latam Airlines Argentina to fly the Ezeiza-Miami route with a Chilean-registered plane.

In their claim, the unionists did not hesitate to question the foreign policy of the national Government and associate it with what they say is happening in commercial air policy. «We see with great concern that, while other governments in the region are advancing unilaterally with Chile, establishing a new demarcation of the limits established by the Treaty signed in 1984 in a clear attitude of interference with our sovereignty, the Argentine government continues to allow that Chilean aircraft fly in our country as if they had national registration (LV) and showing absolute passivity in different areas», stated the unions. The truth is that at this time there are no Chilean planes in Argentine territory, with the exception of the few flights that the National Civil Aviation Administration (ANAC) granted to the subsidiaries of Latam Airlines Chile and Brazil to make flights from Ezeiza Airport.

However, there are requests from this airline to make regional flights to Brazil, Chile and Peru from the airports of Mendoza and Buenos Aires/AEP as of October 2021. Those requests, along with those of the others made by international airlines, they still had no response from the ANAC. It was in this context that the unions led by Pablo Biró (APLA), Ricardo Cirielli (APTA), Edgardo Llano (APA), Jonatan Doino (ATEPSA) and Rubén Fernández (UPSA) came out to pressure.

«That they have not reinstated rate bands (which is a request that the companies also made) or that at this point they have not rolled back the interchange is unintelligible. The inter-change was approved at the request (and for the benefit) of a single airline , LATAM Argentina. And if the State itself does not roll it back, and does not make it clear that it is flawed of any nullity because it collides with all national, regional and international regulations, it leaves the precedent open so that anyone can use it», they said from APLA.

Boeing busca aprobación china 737 MAX

AW | 2021 09 29 22:02 | AVIATION ORGANISMS / AVIATION SAFETY

Regulador chino CAAC y Boeing continúan evaluando compromiso

Boeing 737 MAX_Isologotype

Boeing pursues Chinese 737 MAX approval

Chinese regulator CAAC and Boeing continue to assess commitment

The test flight of the Boeing 737 MAX for the Chinese aviation regulator, the Civil Aviation Administration of China (CAAC), in August 2021 was successful and the aircraft manufacturer expects a grounding of two This year for 2021, said on Wednesday 09/29 the Head of Business of Boeing in China, Sherry Carbary, in tune with the Airshow China 2021 aeronautical fair: «It went without problems», said the President of Boeing China, about the test flight.

Boeing works with the CAAC as it reviews the data and finalizes the reports before deciding whether the plane can be returned to service, Carbary said. The ban, which has been lifted in the West and several Asian countries, could be eased in China around November. «We are hopeful that it will happen by the end of the year. It is up to CAAC. But I can tell you that we are doing everything we can to support them and we are encouraged by how closely they are working with us», said Sherry Carbary.

Before the 737 MAX was launched in March 2019 after two plane crashes, Boeing was selling a quarter of the planes it built annually to Chinese buyers. The company’s sales in China have also been hampered by trade tensions between the United States and China.

US Commerce Secretary Gina Raimondo said Tuesday 09/28 that the Chinese government was preventing its domestic airlines from buying tens of billions of dollars worth of Boeing jets. Sherry Carbary declined to comment directly on the comments, but said free and fair trade was important in enabling Boeing to deliver its jets around the world. «I think right now our two governments are having some competitive problems on some sensitive issues that are legitimate and the two countries should work through them», said the Head of Boeing China.

FAA software tráfico aeropuertos

AW | 2021 09 28 20:17 | AIRPORTS / AVIATION ORGANISMS / GOVERNMENT

The Federal Aviation Administration (FAA) said Tuesday 09/28 that it plans to implement a new software capability to reduce taxi times and flight ramp congestion at twenty-seven airports.

The FAA and NASA said the new software was tested for four years that calculates gate setbacks at busy hub airports so that each plane can taxi directly to the runway and take off. When implemented, the FAA said it anticipates saving more than 7 million gallons of fuel annually and eliminating more than 75,000 tons of CO2 emissions.

ANAC technicians will audit the Gualeguaychú Airport runway

The aeronautical authority of Argentina’s National Civil Aviation Agency (ANAC) showed interest in managing the reopening of the air station and appointing a new Chief to resume services in Gualeguaychú Airport GHU/SAAG. The Director of Infrastructure and Airport Services, Noemí Muchnik, has received the Gualeguaychú delegation that processed the reopening of the local air station. The meeting took place this Monday 09/27 in Buenos Aires as part of the procedures to enable the air station located on the banks of the Uruguay River in the Province of Entre Ríos. The meeting discussed issues related to the current situation of closure of the station and measures to reverse that status.

ANAC decided to send in mid-October 2021 a commission of technicians to audit the conditions of the runway and the feasibility of resurfacing in the short term. In turn, Noemí Muchnik affirmed that the organization «will work to have an aeronautical authority that will become the head of the aerodrome to prevent the current closure from being extended due to the absence of this person in charge». The meeting discussed issues such as the usefulness of the aerodrome for the city, the possibility of consolidating the figure of an authorized airport for night training flights. The air station delegation highlighted ANAC’s willingness to resolve these issues related to the aerodrome. At the meeting, the National Director of the Argentine Air Navigation Company (EANA), Gabriela Logatto, greeted the Gualeguaychú delegation showing the opening for the resumption of services from the Gualeguaychú Airport.
