DGCA Indonesia aprobaría seguridad Boeing 737 MAX
El Ministerio de Transporte de Indonesia, a través de la Dirección General de Aviación Civil (DGCA), levantará la prohibición a la operación de aviones Boeing 737 MAX en la República de Indonesia después de una investigación exhaustiva y reparación del sistema de aeronaves. «Nos hemos coordinado con las autoridades y operadores de aviación de todo el mundo, especialmente en la ASEAN. Varios países han permitido operar el avión 737 MAX. Tras este desarrollo, la Dirección General de Aviación Civil se había preparado para levantar la prohibición de las operaciones de los aviones 737MAX», declaró el Martes 28/12 el Director General de Aviación Civil, Novie Riyanto.
El representante de la agencia de aviación ha señalado que habían realizado una evaluación técnica de los cambios en el diseño del Control de Vuelo y evaluó la carga de trabajo del piloto para el avión Boeing 737 MAX en el Simulador de Servicios de Vuelo de Boeing en Singapur. Al evento asistieron físicamente representantes de la Administración Federal de Aviación de los Estados Unidos (FAA) en Singapur, y la Autoridad de Aviación Civil de Singapur (CAAS), Boeing, y asistieron virtualmente la Dirección General de Aviación Civil, la Federal Aviation Administration (FAA) y The Boeing Company. «Durante el proceso de evaluación, realizamos pruebas de vuelo y nos ajustamos a los cambios en el diseño del control de vuelo utilizando el simulador Boeing 737MAX», expresó la DGCA.
La Dirección General de Transporte Aéreo también está coordinando con los operadores de vuelo para prepararse para la reoperación del 737 MAX, tanto desde una perspectiva regulatoria como técnica. Varios aspectos que deben prepararse, incluyen la emisión de órdenes de aeronavegabilidad de acuerdo con las disposiciones de la FAA y los preparativos para la capacitación e implementación de simuladores para pilotos de acuerdo con las pautas técnicas 737 MAX que se refieren a Boeing.
«Varios operadores de vuelo declararon que han implementado pedidos de aeronavegabilidad para aviones Boeing 737 MAX de acuerdo con las disposiciones de la FAA y prepararán entrenamiento y simulación en las instalaciones más cercanas en Singapur», declaró Novie Riyanto. También señaló que su lado no adoptó el procedimiento de eliminación de CB Stick Shaker que puede eliminar la interferencia al piloto y potencialmente aumentar la carga de trabajo del piloto y el potencial de reducir la seguridad. Además, por su parte emitirá una Orden de Aeronavegabilidad y una carta para revocar la prohibición de volar el avión Boeing 737MAX en el espacio aéreo indonesio. El Ministerio de Transporte también emitirá una Carta Circular a los operadores de vuelo que utilicen la aeronave Boeing 737 MAX, para cumplir con todos los aspectos relacionados con la aeronavegabilidad, operación y seguridad de la aeronave 737 MAX. Todas las aerolíneas deberán cumplimentar con la regulación y comprometerse a cumplir con estas disposiciones de seguridad antes de que el avión Boeing 737 MAX regrese a operar en Indonesia. «También nos gustaría agradecer a la FAA y Boeing por habernos apoyado en los preparativos para levantar la prohibición de la operación del avión B737MAX», dijo Novie Riyanto.

The event was physically attended by representatives of the United States Federal Aviation Administration (FAA) in Singapore, and the Civil Aviation Authority of Singapore (CAAS), Boeing, and virtually attended by the General Directorate of Civil Aviation, the Federal Aviation Administration (FAA) and The Boeing Company. «During the evaluation process, we conducted flight tests and adjusted to changes in the flight control design using the Boeing 737MAX simulator», said the DGCA.
The General Directorate of Air Transport is also coordinating with flight operators to prepare for the reoperation of the 737 MAX, both from a regulatory and technical perspective. Several aspects that must be prepared include the issuance of airworthiness orders in accordance with the FAA provisions and preparations for the training and implementation of simulators for pilots in accordance with the 737 MAX technical guidelines that refer to Boeing.
«Several flight operators stated that they have implemented airworthiness orders for Boeing 737 MAX aircraft in accordance with FAA provisions and will prepare training and simulation at the closest facilities in Singapore», stated Novie Riyanto. He also noted that his side did not adopt the CB Stick Shaker removal procedure which can eliminate interference to the pilot and potentially increase pilot workload and the potential to reduce security. In addition, it will issue an Airworthiness Order and a letter to revoke the ban on flying the Boeing 737 MAX aircraft in Indonesian airspace. The Ministry of Transportation will also issue a Circular Letter to flight operators using the Boeing 737 MAX aircraft, to comply with all aspects related to the airworthiness, operation and safety of the 737 MAX aircraft. All airlines must comply with the regulation and commit to comply with these safety provisions before the Boeing 737 MAX aircraft returns to operate in Indonesia. «We would also like to thank the FAA and Boeing for supporting us in the preparations to lift the ban on the operation of the Boeing 737 MAX aircraft», said Novie Riyanto.

Kementerian Perhubungan RI melalui Direktorat Jenderal Perhubungan Udara (Ditjen Perhubungan Udara) akan mencabut larangan pengoperasian pesawat Boeing 737 MAX di Republik Indonesia setelah dilakukan penyelidikan dan perbaikan sistem pesawat secara menyeluruh. “Kami telah berkoordinasi dengan otoritas penerbangan dan operator di seluruh dunia, terutama di ASEAN. Beberapa negara telah mengizinkan pesawat 737 MAX beroperasi. Menyusul perkembangan ini, Ditjen Perhubungan Udara telah bersiap untuk mencabut larangan pengoperasian pesawat 737MAX», kata Direktur Jenderal Perhubungan Udara Novie Riyanto, Selasa (28/12).
Perwakilan badan penerbangan mencatat bahwa mereka telah melakukan penilaian teknis perubahan desain Flight Control dan menilai beban kerja pilot pesawat Boeing 737 MAX di Boeing Flight Services Simulator di Singapura. Acara tersebut dihadiri secara fisik oleh perwakilan United States Federal Aviation Administration (FAA) di Singapura, dan Civil Aviation Authority of Singapore (CAAS), Boeing, dan secara virtual dihadiri oleh Direktorat Jenderal Penerbangan Sipil, Federal Aviation Administration (FAA), dan Perusahaan Boeing. “Selama proses evaluasi, kami melakukan uji terbang dan disesuaikan dengan perubahan desain kontrol penerbangan menggunakan simulator Boeing 737MAX”, kata Ditjen Perhubungan Udara.
Direktorat Jenderal Perhubungan Udara juga berkoordinasi dengan operator penerbangan untuk mempersiapkan pengoperasian kembali 737 MAX, baik dari sisi regulasi maupun teknis. Beberapa aspek yang harus disiapkan antara lain penerbitan perintah kelaikan udara sesuai ketentuan FAA serta persiapan pelatihan dan implementasi simulator bagi penerbang sesuai pedoman teknis 737 MAX yang mengacu pada Boeing.
Beberapa operator penerbangan menyatakan telah menerapkan perintah kelaikan udara untuk pesawat Boeing 737 MAX sesuai ketentuan FAA dan akan mempersiapkan pelatihan dan simulasi di fasilitas terdekat di Singapura, kata Novie Riyanto. Dia juga mencatat bahwa pihaknya tidak mengadopsi prosedur penghapusan CB Stick Shaker yang dapat menghilangkan gangguan pada pilot dan berpotensi meningkatkan beban kerja pilot dan berpotensi mengurangi keamanan. Selain itu, pihaknya juga akan menerbitkan Airworthiness Order dan surat pencabutan larangan menerbangkan pesawat Boeing 737 MAX di wilayah udara Indonesia. Kementerian Perhubungan juga akan menerbitkan Surat Edaran kepada operator penerbangan yang menggunakan pesawat Boeing 737 MAX, untuk mematuhi semua aspek terkait kelaikan udara, pengoperasian dan keselamatan pesawat 737 MAX. Semua maskapai penerbangan harus mematuhi peraturan dan berkomitmen untuk mematuhi ketentuan keselamatan ini sebelum pesawat Boeing 737 MAX kembali beroperasi di Indonesia. “Kami juga mengucapkan terima kasih kepada FAA dan Boeing yang telah mendukung kami dalam persiapan pencabutan larangan pengoperasian pesawat Boeing 737 MAX”, kata Novie Riyanto.
