AIRWAYS® AW-Icon TXT

Plane mechanical failure of Andes in Tucumán

A Boeing MD-83 landed in emergency at Tucumán Airport

The MD-83 took off at 8:00 am from Jujuy and arrived at Benjamín Matienzo at 9:25 am. The technical breakdown in one of its Pratt & Whitney JT8D engines forced the commander of flight OY-855 of Andes Líneas Aéreas, which covered the trip between Jujuy and Aeroparque, to make an emergency landing at Benjamín Matienzo airport in this capital. From the company estimate that the service could be completed at 4:30 pm, when the ship is repaired.

The flight OY-855 covered in about one hour and twenty-five minutes the trip to Tucumán, where it landed at 09:25 hs. «It’s a common procedure, the plane is able to fly with a single engine, what the commander did is get off in Tucumán, to correct that pressure drop».

As the Andes workshops work in Salta, from there a technical team will move to repair the ship. It is estimated that the service could be completed at 4:30 p.m. Meanwhile, from Andes Líneas Aéreas announced that the 144 passengers were informed during the flight and, already in Tucumán, they will be able to have lunch while waiting for the departure time to be confirmed to Aeroparque.

At the end of January, a service of the same company, which linked the Brazilian city of Florianópolis and Córdoba, due to a low oil pressure in one of its engines, completed the journey with a single engine. A \ W

FAA evalúa regulaciones sobre asientos

AW | 2018 02 28 12:05 | AVIATION SAFETY

The FAA evaluates regulations on airline seats

The Federal Aviation Administration would intervene to determine how much space it deserves when flying on airlines

The Federal Aviation Administration (FAA) is studying the space between seats on the airlines. The regulatory body will establish guidelines to determine the minimum dimensions that airlines can offer.

The FAA is ready to announce the results of its revision of the size of the seats and the space for the legs in the near future. That revision could prevent airlines from further reducing the space available to passengers as carriers add some additional seats on board.

The review, which followed a judge’s order in July 2017, discusses the security implications of tighter seats. The issue has become so controversial that lawmakers have introduced bills to prevent airlines from further reducing space for seats and legs, but so far have not made much progress.

The claim is based on the justice of the United States in the case called «the Case of the Incredible Shrinking Airline Seat», lies in the demand for more comfortable seats that generate more space and benefits for health. The US Justice in a ruling of July 2017 has ordered the FAA to review the seats and legroom.

standing-seats.jpg

The FAA said it would soon announce its decision, but did not specify when. The case was due to a nonprofit group, Flyers Rights, asking the FAA for rules to prevent the passenger squeeze from continuing.

The FAA is considered a security agency. When the FAA said safety, not seat size, was their priority, Flyers Rights took the agency to court. The group said that the inclination of the seat, the distance between its seat and the one directly in front of you, has decreased from an average of 35 inches to 31 inches, and in some airlines it has been reduced to 28 inches. He said that the width of a seat has been reduced from approximately 18.5 inches to 17 inches, even when many people’s funds have widened.

The decision on a solution for tight seats must come from the courts and the US Congress. «There is no alternative because airlines are not going to set a reasonable standard», said Brent D. Bowen, dean of Embry-Riddle Aeronautical University in Arizona, who for 28 years has issued the ratings on Airline Quality Rating.

Fund investor Steve Cohen has pushed for an amendment through the House Transportation Committee that would require the FAA to set seat sizes. «It is clear that the FAA should review the size of the seats and the distances between the rows of seats», said Cohen.

For airlines it is a delicate balance between economy and comfort, for governments and regulatory bodies it is a matter of safety and health. A balance that should be regulated by the competent bodies for the benefit of consumers. A \ W

AW | 2018 02 25 14:40 | AVIATION SAFETY

Improvement of airline safety in 2017

IATA has reported that airline safety has improved in 2017

The International Air Transport Association (IATA) published data for the 2017 safety performance of the commercial airline industry showing strong continuous improvements in safety.

Within the parameters stipulated by the global control body, it has reported important aspects about improvements in improvements in the world’s airlines:

• The accident rate (measured in accidents per 1 million flights) was 1.08, an improvement over the accident rate of 1.68 in 2016 and the rate of 2.01 for the previous 5-year period (2012-2016).

• The 2017 rate for major airplane accidents (measured in jet helmet losses per 1 million flights) was 0.11, which was the equivalent of a major accident for every 8.7 million flights. This was an improvement over the 0.39 rate achieved in 2016 and also better than the five-year rate (2012-2016) of 0.33.

• There were 6 fatal accidents with 19 deaths between passengers and crew. This compares with an average of 10.8 fatal accidents and approximately 315 deaths per year in the previous five years (2012-2016). In 2016 there were 9 fatal accidents and 202 deaths.

• None of the 6 fatal accidents involved a passenger plane. Five involved turboprop aircraft and one involved a cargo plane. The crash of the cargo plane also caused the death of 35 people on the ground, as well as the crew of the plane.

• IATA member airlines experienced zero fatal accidents or helmet losses in 2017 with jet or turboprop equipment.

«2017 was a very good year for aviation safety, with 4.1 billion passengers flying safely on 41.8 million flights, and we saw improvements in almost all key metrics, globally and in most of the regions, and our determination to make this very safe industry even safer continues. In 2017 there were incidents and accidents that we will learn from during the investigation process, just as we will learn from the recent tragedies in Russia and Iran: Complementing that knowledge, we can obtain information on the millions of flights that operate safely. The data from these operations is driving the development of predictive analysis that will eventually allow us to eliminate the conditions that can lead to accidents. The industry knows that every fatality It’s a tragedy, our common goal is for each flight to take off and land safely», said Alexandre de Juniac,

The global rate of loss of turbo-fuel aircraft was 1.30 per million flights, which was a decline of 1.01% in 2016, but an improvement over the five-year rate (2012-2016) of 2.18%. All regions saw their turboprop safety performance improved in 2017 compared to their respective five-year rates. Despite this, accidents involving turboprop aircraft accounted for 44% of all accidents in 2017 and 83% of fatal accidents.

Sub-Saharan Africa continued to make important progress in terms of security. Airlines in the region had no losses in the hull of jet planes and zero fatal accidents with airplanes or turboprop aircraft for the second year in a row. Both the rate of loss of the turboprop hull and all accident rates decreased compared to the average of the previous five years. However, the loss rate of the turboprop hull increased compared to 2016, by 5.70% compared to 1.52%. In turn, this was largely responsible for causing an increase in the accident rate compared to 2016, 6.87% versus 2.43%.

«Airlines in sub-Saharan Africa continued to improve their safety performance, aiming for world-class safety, and for the second year in a row, airlines in the region experienced no passenger deaths or jetliner losses, but there is still a great gap to be filled in the safety performance of the continent’s turboprop fleet, and global standards, such as the IATA Safety Audit (IOSA), are making a difference, counting all accidents, the performance of African airlines in IOSA registration was more than three times better than that of non-IOSA airlines in the region, which is why we continue to encourage African nations to incorporate IOSA and the IATA Standard Safety Assessment (ISSA) into their surveillance systems. of operational safety, ISSA, which is intended for those operators that are not eligible for IOSA, in parallel, African governments should accelerate the implementation of ICAO safety-related standards and best practices (SARPs). At the end of 2017, only 25 African countries had at least 60% implementation of SARPs», de Juniac said.

IOSA

In 2017, the accident rate for airlines in the IOSA registry was almost four times better than that of non-IOSA airlines, 0.56% vs. 2.17% and was almost three times better during the 2012-16 period. All IATA member airlines are required to maintain their IOSA registration. There are currently 423 airlines on the IOSA Registry, of which 142 are not IATA members. In the coming years, IOSA will undergo a digital transformation that will allow IOSA airlines to compare and compare their performance. In the long term, digital transformation will help to focus the audit on areas with the highest level of security risk. A \ W

Security strategy

IATA’s six-point security strategy is a comprehensive, data-driven approach to identify operational, emerging and organizational security issues:

• Reduce operational risk such as LOC-I (loss of control in flight), CFIT (controlled flight in the field) and RE (Excursions in track)

• Improve quality and compliance through audit programs

• Advocate for improved aviation infrastructure such as performance implementation based on navigation approaches

• Support the consistent implementation of security management systems

• Support effective recruitment and training to improve quality and compliance through programs such as the IATA Training and Qualification Initiative

• Identify and address emerging security issues, such as lithium batteries and remote integration. aircraft systems (RPAS) in the airspace. A \ W

Aeronave de Flybondi bajo inspección

AW | 2018 02 23 17:47 | AIRLINES / AVIATION SAFETY

AIRWAYS® AW-Icon TXT

Last Friday there were 625 passengers who were delayed by the failure in a wheel of the Boeing 737 LV-HKS, its first aircraft incorporated into the fleet.

That same day the second low cost aircraft, the Boeing 737-800 with LV-HFR registration, arrived in Argentina to join the operations quickly, but only 48 hours later it was stranded at El Palomar Airport for alleged inconveniences. The FO-514 flight of Flybondi with the Boeing 737-800 was due to take off from the questioned El Palomar Airport heading to Córdoba at 8:45 p.m. The status of the flight was canceled. The passengers had to be relocated to other services of Flybondi, Andes Líneas Aéreas and Aerolíneas Argentinas, the low cost company reported.

Since Flybondi did not express the reasons why the second aircraft was stationed at El Palomar Airport. The National Civil Aviation Administration (ANAC), which authorized the plane to fly on February 8, 2018, reported that it presented a failure and the company entered it for maintenance for verification and that for now «it is out of operations.

From the official agency of the ANAC informed that the aircraft Boeing 737-800 LV-HFR entered the workshops for proper inspection. The ANAC has confirmed the existence of an aircraft failure and its entry into maintenance for verification and subsequent approval.

The head of the Association of Airline Pilots (APLA), Pablo Biró, recalled that «in the record of the public hearing in which they requested the routes, the company said that it would work with airplanes between 6 and 8 years of age. seniority and they started with a 12-year-old, not complying with what they had promised». He also said that the Minister of Transportation, Guillermo Dietrich, «instead of getting angry with the complaints made by the unions, should ask that they comply with aviation standards at the international level».

The first aircraft received, the Boeing 737-800 LV-HKS (SN: 33821 LN: 1698) left the factory in 2005, has an age of 12.7 years, while the second aircraft LV-HFR manufactured in 1998 (SN: 28071 LN: 133) has an average age of 19.4 years. Both aircraft were brought from the Republic of Turkey. A \ W

The first episode of a new series of ‘Air Crash Investigation‘ on the National Geographic channel is completely dedicated to MH17. On the basis of exclusive interviews with the employees of the Dutch Safety Board (OVV), a detailed reconstruction of the disaster was carried out, the channel announced on Wednesday.

In the ‘Air Crash Investigation’ program every week an accident or aviation disaster is being investigated. The first episode of the new season has, based on interviews with Dutch OVV researchers, how the cause of the MH17 disaster has been established. The 298 passengers of the Malaysia Airlines Boeing 777 on July 17, 2014 were killed in the disaster.

Access to the disaster area was hampered by the war in eastern Ukraine and the OVV took months to recover the remains. The reconstruction brings these and other challenges that the researchers found in the image.

More than 150 episodes of ‘Air Crash Investigation’ have been made and broadcast around the world. In previous seasons, the transmissions were dedicated to the Bijlmer disaster and the collapse of Turkish Airlines in Schiphol. The MH17 episode will be shown at National Geographic on Sunday, March 4 at 9:30 PM *. A \ W

AW | 2018 02 19 07:58 | AVIATION SAFETY

AIRWAYS® AW-Icon TXT

Mt. Sinabung of Indonesia enters volcanic activity

Mount Sinabung on the island of Sumatra erupted on Monday morning, sending hot clouds down its slopes. A warning notice was issued to the airlines after a thunderous volcano in Indonesia fired columns of ash more than 16,000 feet into the atmosphere.

The National Agency for Disaster Mitigation said there were no deaths or injuries. The volcano, one of the three currently erupting in Indonesia, was dormant for four centuries before exploding in 2010, killing two people.

Disaster agency spokesman Sutopo Purwo Nugroho said clouds of hot ash traveled up to 16,000 feet to the south. The regional volcanic ash advisory center in Darwin, Australia, issued a «red warning» to airlines. Around 30,000 people have been forced to leave their homes around the mountain in recent years.

AW-70089771.png

AW | 2018 02 18 08:30 | AIRLINES MARKET / AVIATION SAFETY

AIRWAYS® AW-Icon TXT

Justice of Argentina requests a report on aviation security

The Justice has requested the Government of Argentina reports on the safety of the operational low cost of the new airlines

The Justice of Argentina has demanded to the government the request of reports on the airlines low cost. The Justice conveyed concerns about the repeated incidents occurred in recent weeks, requesting the Executive Branch the measures taken to ensure the safety of air traffic and the rational use of space, after the implementation of the Plan «The Aircraft Revolution».

The Ministry of Transport, the National Administration of Civil Aviation (ANAC), the Regulatory Body of the National Airport System (ORSNA) and the Argentine Air Navigation Company (EANA) had to respond to the offices sent by the Justice, which required «reports detailed «with the efforts to face the incorporation of new actors in the air market.

The investigation gathered information regarding the increase in operations, the disembarkation of new operators and the decision to move services from one airport to another. Thus, the judge defined request explanations to the Government.

The government of Argentina has granted 300 routes to six companies, while seven other operators have already requested permits to fly. Avianca received 16 routes (and requested more), while Norwegian obtained 152 permits and Flybondi, 85. This airline – which began operating in recent days with some missteps – is also under the judicial lens because its owner, Richard Guy Gluzman, He was a partner of the Deputy Chief of Staff, Mario Quintana.

Official response

The official bodies presented their writings to the Court between December and the first days of February.

From the ANAC they explained to the judge that a permanent surveillance of the operational safety is carried out through audits to the air providers. The entity said in its letter that all candidates to operate services comply with the regulations in force and demonstrated the established standards.

The ORNSNA, the entity that controls the airports, told the Justice that it analyzes «master plans» tending to harmonize the airport infrastructure with the air traffic demand.

For its part, the EANA, which monitors critical situations and works on the design of air routes, warned that technical and operational issues are required for new companies to take to the runway. «In many cases the use of routes is not feasible due to limitations of equipment, crews and navigation performance, before the use of the routes, the capabilities of the runways and airspaces must be considered», EANA warned.

The Ministry of Transport submitted a letter from its owner, Guillermo Dietrich. The portfolio ensures that it seeks to double the number of passengers and implement a plan for $ 24,000 million for new infrastructure and technology.

The Justice will now analyze the official reports submitted by the corresponding public bodies to be analyzed. A \ W
