Argentine Airlines reschedules flights

Due to strike by air traffic controllers, airlines rescheduled flights

The ATEPSA Aeronautical Union will carry out forceful measures on Tuesday, February 22 and Thursday, February 24 and between March 1 and 5, 2022 for domestic flights throughout the country. Last week, the union that brings together air traffic controllers announced forceful measures at all airports in Argentina, which would be carried out sporadically. The situation forced airlines to modify their flight schedules, with delays and some cancellations.

The next force measures of the Association of Technicians and Employees of Protection and Security to Air Navigation are scheduled for Tuesday 02/22 from 11:00 a.m. to 01:00 p.m. and from 05:00 p.m. to 07:00 p.m. and Thursday 02/24 from 05:00 p.m. to 07:00 p.m. Then there is a schedule with cessation of activities of several hours per day between 01/03 to 5/03. The union action measures include the suspension of flight takeoff authorizations.

Rescheduling

Aerolíneas Argentinas had to reschedule 102 flights for Tuesday 02/22, which means that 34 flights have advanced their departure time and 68 flights have been delayed. Passengers received information about the new schedule of their rescheduled flights. On Friday 02/18, the company had to reschedule 101 departures, which affected more than 12,000 passengers. “These types of measures throw away a good part of the effort that all the players in the industry have been making to sustain the operation and jobs in a context as difficult as that of the last two years. We hope that the measure is reviewed and that it does not affect the long carnival weekend, which is a very important date for the country’s tourism industry», said Pablo Ceriani, CEO of Aerolíneas Argentinas.

JetSmart Airlines Argentina 18 flights were rescheduled for Tuesday 02/22, which affects 3,300 passengers; and 21 flights for Wednesday 02/23 affecting 3,900 air transport users. Last week, the airline had rescheduled 24 flights with more than 4,400 passengers who had to alter their flight.

Flybondi Líneas Aéreas has rescheduled its flight network corresponding to 02/22, 23 and 24, with 46 modified flights that include 8,234 affected passengers. “The impacted passengers have already been notified. We regret the inconvenience caused to our passengers by forceful measures that have been adopted irrationally and without the slightest consideration of the negative impact they generate”, they expressed from Flybondi.

The Argentine Air Navigation Company (EANA) has indicated that the union claim corresponds to the revision of the salary guideline. The general secretary of ATEPSA, Jonatan Doino, pointed out that the claim is due to the lack of personnel that forces them to carry out tasks with staff below the minimum security established for the country’s airports, as explained in a statement. However, from EANA they pointed out that the union claim corresponds to the revision of the salary guideline. “We have offered, with a great effort from the entire National State, 55% to close the 2021 parity, that is above inflation, guaranteeing wages in very difficult times for the industry in general. The effort has been made by the entire State, not only EANA, which is the Argentine company that guarantees air navigation services, but also the entire National Executive. Operational safety is clearly guaranteed. We are a responsible party for that security to be so. In the operation there are always risks, we mitigate those risks constantly, and it is an operation that is regulated internationally, not only by the national aeronautical authority but also by international organizations”, said Gabriela Logatto, President of EANA.

ATEPSA brings together air traffic controllers, aeronautical information and communications service workers, navigation and surveillance communications technicians, aeronautical meteorology, and search and rescue services. They are the ones who organize air navigation, authorize the takeoffs, routes and landings of aircraft that transport cargo and passengers in Argentine airspace. They are distributed in fifty-four airports and aerodromes in Argentina.

EANA cuestiona paro Argentina

Paro Controladores Aéreos en plena reactivación sector aeronáutico

AW-EANA__Isologotype

EANA questions unemployment Argentina

Strike Air Controllers in full reactivation of the aeronautical sector

AW-EANA__Isologotype_EN

The President and General Manager of EANA S.E. Gabriela Logatto, has expressed that the union measure of Air Traffic Controllers has been an arbitrary measure. The Argentine Air Navigation Company belonging to the Ministry of Transport of the Nation, has expressed its rejection of the strike announced by ATEPSA, a union that brings together air traffic controllers, technicians and aeronautical information operators. “It is irresponsible to say that Operational Safety is not guaranteed. The union claim comes for review of the salary guideline. We have offered, with a great effort from the entire National State, 55% to close the 2021 parity, that is above inflation, guaranteeing wages in very difficult times for the industry in general. The effort has been made by the entire Argentine State, not only EANA, which is the Argentine company that guarantees Air Navigation Services, but also by the entire National Executive”, said Gabriela Logatto.

In addition, and in relation to the union argumentation about the reasons for the measure, the head of EANA stated: “Operation Safety is clearly guaranteed. We are a responsible party for that security to be so. In the Operation there are always risks, we constantly mitigate those risks, and it is an operation that is regulated internationally, not only by the national aeronautical authority but also by international organizations. We are governed by international regulations on the matter, we are immersed in audits, not only at the national level but also at the international level”.

Gabriela Logatto invited ATEPSA authorities to reconsider the decision taken, in order not to affect the economic recovery of the aeronautical sector. “Last Monday we finished the mandatory conciliation and the leadership of the union went ahead with the measure, presenting the schedule. They strain the dialogue, they come out to say that the strike is for Operational Security and they make a schedule for the cessation of activities. Does that mean that Operational Safety is guaranteed at one time and not at another? It is very doubtful what they say and little understandable. For us it is not a problem, because we are sure of the service we are providing”, concluded the EANA directive.

OACI capacidades mejoramiento lucha terrorista

ICAO_Isologotytpe

ICAO capabilities improvement fight against terrorism

ICAO-logo_Web-MS-Office

The International Civil Aviation Organization (ICAO) has established enhanced cooperation with the United Nations (UN) to promote initiatives to combat terrorism in international civil aviation. The Secretary General of the International Civil Aviation Organization (ICAO), Juan Carlos Salazar, recently signed a new cooperation agreement with the United Nations Office Against Terrorism (UNOCT) to further advance joint cooperation against terrorism to strengthen the security of international air transport, trade and border management.

Formalized on February 12, 2022 with the UNOCT Deputy Secretary General, Vladimir Ivanovich Voronkov, the agreement builds on ICAO’s key role in supporting the implementation of the United Nations Global Counter-Terrorism Strategy (A /RES/75/291) and numerous Security Council resolutions on counterterrorism, aviation security and facilitation (identity management and border control). Furthermore, it is expected to maximize related results for Member States in a variety of areas on which ICAO and UNODC are focused, including initiatives related to unmanned aircraft systems (drones) and cybersecurity. Highlighting ICAO’s commitment to continue working with UNOCT on the implementation of the United Nations Global TC Strategy, Juan Carlos Salazar noted the particular importance of «future capacity-building efforts under the Model Program of Threat Assessment to support States in improving their national information-sharing mechanisms, threat assessments and risk-based decision-making».

«This Cooperation Agreement exemplifies the ‘All United Nations’ approach to supporting Member States in the implementation of critical counter-terrorism projects. It further strengthens the exchange of information between the two partners and draws on the experience of the other to optimize the impact of capacity-building efforts in the fight against terrorist travel and the protection of civil aviation and critical infrastructure», said Vladimir Ivanovich Voronkov.

The UNOCT agreement was the result of a series of bilateral engagements that Secretary-General Juan Salazar undertook at United Nations Headquarters this week to strengthen cooperation and improve alignment with United Nations Counter-terrorism initiatives. Related discussions with the Acting Executive Director of the United Nations Counter-Terrorism Committee Executive Directorate, Weixiong Chen, focused on the protection of soft targets and critical infrastructure, border management and law enforcement. In particular, ICAO assists the Counter-Terrorism Committee Executive Directorate by participating in field visits to assess States’ implementation of counter-terrorism in relation to United Nations Security Council resolutions.

Juan Carlos Salazar highlighted the enormous importance and positive influence of these activities, while Mr. Chen noted the critical importance of ICAO’s specialized expertise and support «in determining the effectiveness of State regulations and policies, and providing recommendations to improve capacity building, particularly in relation to aviation security and API and PNR provisions».

In a further meeting with the Chairman of the United Nations Counter-Terrorism Committee, Ambassador T.S. Tirumurti, Juan C. Salazar highlighted the importance of the Counter-Terrorism Committee’s invaluable support to ICAO in reaffirming ICAO’s leadership role and increasing understanding of the vital importance of aviation security and facilitation among Member States . While ICAO has also established strong and effective partnerships to effectively respond to terrorist threats, conduct cooperative activities, and share information and expertise, the Secretary General stressed that these may be insufficient without the support of States. Members. «Countries must be equally willing to cooperate with each other and share necessary information. Successful implementation of ICAO’s security-related Standards and Recommended Practices (SARPs) depends on common and consistent approaches to dealing with threats from governments», said Juan C. Salazar.

The success of these meetings builds on several years of close cooperation between ICAO and United Nations counter-terrorism related organizations that has evolved to ensure that ICAO meets its commitments under the United Nations Charter, Chapter VII: Action with respect to threats to the peace, violations of the peace and acts of aggression, the relevant United Nations Security Council resolutions, and the aforementioned United Nations Global Strategy against Terrorism.

Fusión sindical de pilotos APLA-UALA
Fuertes internas en Aerolíneas denuncian despidos empleados

AW-Aerolíneas_Boeing 737-8 MAX_0003

AW-APLA_Isologotype

El año pasado representaron US$ 682 millones y el anterior, US$ 600 millones.

Union merger of pilots APLA-UALA

Union merger of pilots APLA-UALA
Strong internal airlines denounce employee layoffs

The union that brings together the Aerolíneas Argentinas Pilots, the Airline Pilots Association (APLA) has formally absorbed the Union of Airline Aviators (UALA), which represented the pilots of the extinct Austral Líneas Aéreas. After almost two years after having initiated the synergy of the Aerolíneas-Austral pilots in the same company, the process is completed with the union integration of the Austral pilots to the APLA union. The APLA Union led by Pablo Biró has integrated more than 300 Commanders who were part of UALA. The transfer had taken place organically at the end of 2020, when the unification of the personnel of both companies was known, the APLA union had invited UALA affiliates to choose to switch to APLA. According to sources from the union itself, «the pilots of the AR E-190 fleet, represented at that time by UALA, took the initiative to massively join APLA».

This Wednesday, 02/09, an assembly was held to formalize this integration at the headquarters of the APLA Pilots Union located in the City of Buenos Aires, to which all sectors of the union were invited. The merger of both guilds was a fight that took several months. UALA representatives first rejected the official decision to merge Aerolíneas Argentinas with Austral Líneas Aéreas into a single company, warning that this would mean the end of their union.

In the aeronautical environment, Pablo Biró is pointed out by some sectors as «the Moyano of the planes», who comes out stronger after the union unification, while fears appear about «black lists» of the union within the airline. Recently there were two dismissals of pilots with extensive experience within the company who were not prosecuted by the company. The suspicion is that these dismissals «without cause» actually respond to union issues. At the end of January 2022, the flag line fired, without cause, two pilots: Commanders Sebastián Favre and Eduardo Claro. The former worked for eighteen years at Aerolineas Argentinas, while Eduardo Claro spent nearly thirty years at Austral Líneas Aéreas. Sebastián Favre, had a long-standing fight with the pilots’ union, aligned with the ruling party. In 2018 and in the midst of a string of strikes that APLA carried out during the management of the former Minister of Transport, Guillermo Dietrich, Sebastián Favre refused to read a union proclamation in mid-flight. That earned him the nickname «ram» and according to him it was the beginning of a long string of persecutions and threats. Sebastián Favre even initiated a criminal case against the APLA pilots union and in 2020 the justice ruled against him. The other dismissed, Eduardo Claro, had been the last director of the PPP (Participated Ownership Program) of Austral Airlines, and had strongly opposed the merger of both state companies.

Although the company denies that these dismissals are due to union or political issues, a rumor circulates that the human resources management would have a list in a folder with another twenty-five names of dissident pilots who could leave the company in the same way they were dismissed Eduardo Claro and Sebastián Favre. From Aerolíneas Argentinas they denied any type of adjustment: «We are a company with 10,500 employees, all the time there are incomes and departures of personnel, but they are due to specific issues in each case», they affirmed.

Economic recovery

Last week, at a press conference, Fabián Lombardo, Commercial Director of the airline, assured that the recovery of post-pandemic activity would serve to reduce the company’s red numbers: “With normal programming, the level of subsidies should drop. Last year they represented US$ 682 million and the previous year, US$ 600 million. The collection of the company, which is at 30 or 40%, should improve and that should improve subsidies. Then there are external variables that we do not manage, such as the cost of fuel, which increased by 90% in one year. 80% of the costs are in Dollars”, said the executive, who acknowledged that the jump in the dollar complicates the company’s numbers.

FAA propone proteger empleados Boeing que supervisan seguridad

Seal_of_the_United_States_Federal_Aviation_Administration.svg

FAA industrial employee protection initiative

FAA proposes protecting Boeing employees overseeing safety

The US aviation safety regulator, the Federal Aviation Administration (FAA), is taking steps to protect engineers in the US aviation industry from the kind of company pressure that was revealed in investigations into the flaw. of design in the Boeing 737 MAX linked to two fatal accidents. The public will have 30 days to comment on the proposal.

The Federal Aviation Administration proposed on Monday 02/07 new policies that would protect employees of Boeing and other aircraft manufacturers who act on behalf of the Federal Government to review safety, including potential whistleblowers. «The new draft guidance requires manufacturers to monitor, report and investigate all allegations of interference and report the results to the FAA. It also establishes a clear path for these employees to speak freely with FAA certification officials at any time.» time», the agency said in a statement.

The proposal addresses one of the most controversial issues to come out of the 737 MAX crashes in 2018 and 2019 that killed 346 people: It was Boeing’s own engineers who approved the final system design on the plane that led to the crashes, not FAA employees.

In a statement, Boeing said it supports efforts to improve transparency and independence in the agreement and will work with the agency to ensure those personnel «are able to perform their vital roles without interference through an open communication and supportive environment».

Despite efforts to reform the aircraft design approval process, Boeing employees have continued to raise concerns about their ability to raise safety concerns. A 2021 survey of company workers found that 35% raised issues of conflicts of interest and lack of independence, the FAA reported in August 2021. The FAA, sometimes at the direction of Congress, has for decades allowed workers to Industry employees known as «designates» review aircraft designs.

The agency’s proposal is designed to ensure that those employees act as delegated representatives of the government and are not subject to any pressure their careers may suffer if they speak out on security issues. A House Transportation and Infrastructure Committee report on the accidents said the system had created conflicts of interest and contributed to a design flaw in the plane.

A bill passed by Congress in December 2020 known as the Aircraft Certification Reform and Accountability Act did not eliminate the practice, but included several provisions that require changes. Additionally, FAA Administrator Steve Dickson has listed the issue as a priority in how the agency responds to processes on the Boeing 737 MAX line. The issue of pressure on Boeing workers charged with acting on behalf of the FAA has also led to fines against the company. Boeing agreed to pay $6.6 million a year ago to settle civil charges that include pressuring its employees.

A safety system on the 737 MAX known as the Maneuvering Characteristics Augmentation System (MCAS) repeatedly pushed the aircraft’s nose down, rendering the aircraft unstable in both Indonesian and ET-610 plane crashes. 302 in Ethiopia. Twenty months of safety scrutiny to iron out design flaws in the 737 MAX line. As of December 2020 the system has been redesigned and completed to avoid future failures.

Itapemirim Transportes Aéreos reported capital stock of R$ 380 thousand Reais for the Brazilian National Civil Aviation Agency (ANAC), maintaining that it is not possible, in practice, to link the guarantees to the size of the operation. Itapemirim Transportes Aéreos reported, in its certification process, an initial share capital of R$ 380,000. The information was revealed by the Brazilian newspaper O Globo in December 2021.

«Requiring guarantees [cash, insurance guarantee, etc.] from companies would imply higher entry costs and it is not possible, in practice, to link guarantees to the size of the company’s operation. Paid-up capital does not necessarily represent money in cash of the company, assets, assets or any guarantee of use in the company’s stock object, payment of creditors or fulfillment of the flights offered», said the Brazilian aviation agency on Wednesday 01/19. The agency also said that it would monitor Brazilian airlines through continuous vigilance actions to «act and guarantee the safety of civil aviation and safeguard the service to the rights of passengers, supervising the actions of airlines».

The Brazilian Ministry of Infrastructure, in charge of Tarcísio de Freitas, said: «There was a difference in the CNPJ, that is, who is in judicial recovery is the road company». On December 17, 2021, Itapemirim Transportes Aéreos suspended its operations throughout Brazil, effective January 7, 2022, when ANAC prohibited the company from selling air tickets.

Itapemirim, trying to fly

ITA Transportes Aéreos Ltda, also known as ITA or Itapemirim, is a Brazilian ground-based airline headquartered in São Paulo, Brazil, belonging to the Itapemirim Group. It began its operations on June 29, 2020, after about six months it continued to develop domestic operations and charter flights in the region, after interrupting its flights on December 17, 2021, when the airline temporarily suspended all operations for its internal restructuring.

This is the second time that Itapemirim Group operates in the aviation sector. The first time was with Itapemirim Transportes Aéreos, which operated between 1991 and 2000. It had a cargo division, Itapemirim Cargo, which owned six Boeing 727s (6). It developed flights from Viracopos to Manaus and also operated on the Campina-Galeão-Recife-Fortaleza route. The other division was Itapemirim Regional, which operated flights between São Paulo and Rio de Janeiro with two Cessna 208 Caravans, between 1997 and 1998. It operated until 2000, when, without any aircraft, its Air Operator Certificate (AOC) was revoked by the defunct DAC (Department of Civil Aviation).

On July 3, 2017, Itapemirim Group announced the purchase of Passaredo Linhas Aéreas. For two months, the management of the airline was shared between the former owners and the Itapemirim Group. There was also an interchange of the airline’s routes with the Viação Itapemirim bus routes. Counting the bus lines and the twenty cities where Passaredo operated, the integration between the air and road networks reached up to 2,500 Brazilian cities. The purchase was later undone by Passaredo. According to them, the reason was that the Itapemirim Group did not comply with the established agreement.

On September 14, 2020, the Itapemirim Group purchased América do Sul Táxi Aéreo, a sister company of ASTA Linhas Aéreas. ASTA confirmed that Itapemirim bought the sister company, but without its three Cessnas Caravan C-208 aircraft (3), which remained with the regional airline ASTA. Subsequently, Itapemirim Group confirmed the purchase and the change of name of the company to ITA Transportes Aéreos. The purchase of this company served to facilitate and streamline the certification processes of Itapemirim Transportes Aéreos, using the certificate of an existing air taxi company.

During the month of April 2021, ITA’s first Airbus A320-200CEO aircraft carried out a series of test flights to obtain the airline’s certification, departing from Guarulhos airport and heading to Belo Horizonte/Confins, Salvador, Porto Alegre and Rio de Janeiro/Galeao. On April 28, 2021, the company was approved in the last phase of the ANAC evaluations and on April 30, 2021, the Air Operator Certificate (AOC) was issued. On May 20, 2021, ANAC issued the granting of the concession for the operation of regular and non-regular public air transport services in Brazil.

Ticket sales began on May 21, 2021. The company’s inaugural flight was on June 29, 2021 with inaugural flights IPM-0001, from São Paulo—Guarulhos to Brasilia for guests only. Commercial flights began on June 30, 2021.

On December 17, 2021, ITA Transportes Aéreos ceased its operations with the aim of carrying out an internal restructuring. Hours after the announcement, the Brazilian National Civil Aviation Agency suspended his Air Operator Certificate. The adventure of the airline through the skies of Brazil has been an adventure of a group with many ups and downs, with the hope of resuming the operations of Itapemirim Transportes Aéreos, or dying again in the attempt.

China Southern testea Boeing 737 MAX

China Southern Airlines reacondiciona sus Boeing 737 MAX

China-Sounthern-Featured-1024x576

China Southern tests Boeing 737 MAX

China Southern Airlines overhauls its Boeing 737 MAX

China Southern Airlines, the largest operator of the Boeing 737 MAX in China, has recently made the first test flight of one of its aircraft with the prospect of reactivating the operational service when the regulatory body of the Civil Aviation Administration of China (CAAC) establish the approvals to restore commercial flights in the country. A Boeing 737-8 MAX flight took off from Baiyun International Airport and returned to it after 3 hours and 33 minutes of intense testing. Also, Hainan Airlines, based at Haikou Meilan International Airport, which has eleven Boeing 737-8 MAX (11) in its fleet, also carried out a test flight of two hours and 52 minutes in early January 2022.

The People’s Republic of China was the first country to ground Boeing 737 MAX planes in 2019, so this first flight means the Chinese aviation regulator could be closer to certifying the plane for flight again, which would be a double milestone both for the company and for Boeing itself, the plane’s builder, while China is one of the last countries that has not yet recertified the plane for return to service. Even so, at the end of last December 2021, the country’s Civil Aviation Authority issued an Airworthiness Directive (AD) on the Boeing 737 MAX aircraft, instructing air operators on the necessary reviews before the aircraft of the fourth-generation 737 line is recertified and, even so, it is not specified when China will lift the ban on the MAX in its airspace.

The main aviation regulators, such as the United States Federal Aviation Administration (FAA), the European Aviation Safety Agency (EASA) or Transport Canada (TC), have now re-approved the commercial use of the Boeing 737 MAX.

Hong Kong approves Boeing 737 MAX line

The Hong Kong agency has announced that airline operators will be able to resume operations with Boeing 737 MAX aircraft in the city’s airspace. The Civil Aviation Department (CAD) in Hong Kong issued an Airworthiness Directive (AD) on Friday 01/21, lifting its ban on the narrow-body model. The Hong Kong Department of Civil Aviation published an Airworthiness Directive (AD) lifting its ban on the aircraft model. Currently, there are no local operators of the 737 MAX, but the Hong Kong CAD outlined several rules so that airlines intending to fly the model in Hong Kong airspace must comply with the FAA Airworthiness Directive or a similar directive from the country where the plane was registered, said Victor Liu, CAD General Manager. In addition, airlines must carry a valid certificate of airworthiness that meets the standards of the Civil Aviation Organization (ICAO).

Throughout the world, countries have been recertifying the Boeing 737 MAX model, after the insecurity problems caused by two plane accidents in 2018 and 2019 that involved the Lion Air JT610 and Ethiopian AIrlines ET302 flights that together caused the death of 346 people. After the second accident that occurred on March 10, 2019, civil aviation authorities around the world banned the 737 MAX from their airspace. The MCAS Flight Control Systems were involved in the design problems that caused both aircraft to crash. On December 9, 2021, the Brazilian airline GOL Linhas Aéreas was the first airline to resume passenger service with the type of aircraft, after recertification by the United States Federal Aviation Administration (FAA). However, several countries, particularly China, have continued to work on a recertification process with Boeing.

As of January 2019, only two airlines operated the Boeing 737 MAX in Hong Kong: Siberia Airlines (Russian Federation) and SpiceJet (India). However, several Chinese airlines have fleets of Boeing 737 MAX currently in storage waiting for China’s regulatory body to approve the safety of the model as well.

Chinese approach

Currently, ninety-seven Boeing 737 MAXs from thirteen airlines are in storage in the People’s Republic of China. The airlines that use the model are 9 Air, Air China, China Eastern Airlines, China Southern Airlines, Fuzhou Airlines, Hainan Airlines, Kunming Airlines, Lucky Air, Okay Airways, Shandong Airlines, Shanghai Airlines, Shenzhen Airlines and Xiamen Airlines. As of January 2019, there were 4,370 scheduled flights in China using the MAX aircraft, offering 772,708 available seats, according to Cirium sources. Last year, the Civil Aviation Administration of China published an Airworthiness Directive (AD), which sets out the actions airline operators must take to resume flying the 737 MAX. However, the ban against the Boeing 737 MAX continues to fly over China.

Ops Airlines 737 MAX

A few weeks ago, Ethiopian Airlines announced that it would carry out Boeing 737 MAX flights in February. This news was very positive because Ethiopian was one of the two airlines involved in the fatal accidents in 2018 and 2019. Twenty-nine airlines currently have MAX flights scheduled around the world, according to Cirium. There are 45,415 scheduled operations, an increase of 77.9% compared to January 2019, before the second accident. The world’s leading MAX operator is Southwest Airlines, with 8,158 flights in January 2022, followed by Ryanair (4,678 flights), American Airlines (4,594), United Airlines (4,401) and GOL Linhas Aéreas (4,052).

Unions against LADE-Flybondi agreement

The agreement established between the Argentine Air Force (FAA) dependent on the Argentine Ministry of Defense and the low cost airline Flybondi Líneas Aéreas for the chartering of the Boeing 737-700 of LADE Líneas Aéreas has brought about a chapter of confrontation between the conventional aeronautical unions and the portfolio of the Ministry of Defense. In a statement, the unions demanded «that they refrain from renting a LADE plane from the low-cost airline for five days. It is harmful to aviation policy as a whole and to the interest of aviation workers. We demand that the Ministers of Tourism, Matías Lammens, and Defense, Jorge Taiana, that they refrain from advancing in the application of this agreement. In our country, the authorities of Aerolíneas Argentinas and JetSmart have announced possible changes and rescheduling in some flights. However, suggestively, the agreement signed by the Ministry of Defense with Flybondi only seems to reflect concern for the operation of this company», they pronounced in a statement. The statement was signed by the Association of Airline Pilots (APLA), the Association of Aeronautical Personnel (APA ), the Superior Personnel Union (UPSA) and the Association of Air Navigation Protection and Safety Technicians (ATEPSA).

The LADE-Flybondi agreement consists of the Government of Argentina having approved the rental to the Flybondi airline of a charter service of three daily flights for at least this whole week. The deal was made between Flybondi and the Defense Ministry. The portfolio headed by Jorge Taiana issued a statement on Tuesday 01/18 in which it stated that, «at the request of the Ministry of Tourism and Sports», the Air Force, through LADE, will operate its Boeing 737-700 aircraft for Flybondi. The contract is in force from Tuesday 01/18, where Flybondi passengers will board LADE’s Boeing 737-700 «Malvinas Argentinas» this week, configured with 141 seats. «The Ministry of Defense and the Air Force have decided to make their capacity and human resources available in order to prevent thousands of passengers from being unable to reach their tourist destinations. This action is part of the promotion policy for which the state airline LADE was created», the statement added.

This agreement represents for Flybondi not to leave 3,000 passengers stranded or delayed due to the health crisis and personnel affected by the Coronavirus.

Sources from the Ministry of Defense reported, despite the statement from the conventional unions, that they will continue with the LADE aircraft rental operation. «It is thus avoided to leave thousands of tourists without traveling, for a few days», they expressed from the portfolio.

Raising confrontations

For the unions, this decision, on the other hand, is «harmful» for the commercial airline sector. Among other arguments, they pointed out that Flybondi is “the emblematic and favorite company of the macrista period of government, during which it maintained its dumping price policy based on job insecurity; the suppression of the tariff bands that regulated the offer; the operation of a «low cost» military airport (El Palomar) recycled by the National State, the permanent public defunding of the flag carrier and the war declared on the aeronautical unions through the creation of a quickly accepted pro-business union by the Ministry of Labor of that period». The union statement has been addressed to the Ministers of Defense and Tourism, but it would also reach the objective of Máximo Kirchner and the La Cámpora group, finding their reasons in the aviation policy of the Government as a whole, including the LADE-Flybondi agreement, it is decided from this political group, specifically from the office of National Senator Mariano Recalde.

Flybondi, which has a current fleet of five Boeing 737-800 (5), is a client of Aerolíneas Argentinas in the aircraft maintenance service area involving APTA Technicians. The head of the APTA guild, Ricardo Cirielli, is usually a member of the United Aeronautical Unions front, together with the other four union members. However, this time Ricardo Cirielli did not participate in the statement against Flybondi signed by Pablo Biró (APLA), Rubén Fernández (UPSA), Edgardo Llano (APA) and Jonatan Doino (ATEPSA). In addition, the Argentine budget airline is an Aerolíneas client in the Ezeiza Air Simulator Training area (CEFEPRA), where in the second half of 2021 alone, almost fifty pilots from the low-cost airline underwent training and training there. required to keep your aeronautical license up to date.

The current LADE-Flybondi agreement developed by the portfolio of the Ministry of Defense is not in breach of the Commercial Code nor does it involve a position of disloyalty with respect to the dominant market of Aerolíneas Argentinas. The attitude displayed by the classic aeronautical unions marking the Government to «refrain from renting a LADE plane from the low cost airline for five days, because it is harmful to the aeronautical policy as a whole and to the interest of the aeronautical workers», is corrupt and does not even cover an analysis of possible good intentions. The reality of harmfulness is marked by the monopolistic policies implemented in the aeronautical sector in favor of Aerolíneas Argentinas and the collateral damage that this represents for users of Argentine air transport.
