Aeropuertos regionales en Países Bajos

AW | 2021 02 24 13:22 | AIRPORTS / AVIATION ORGANISMS / GOVERNMENT

Netherlands regional airport standards

Airports do not exceed noise standards due to flight crisis

Regional airports in the Kingdom of the Netherlands such as Maastricht, Lelystad and Rotterdam have not exceeded noise standards in the last year. According to the Environment and Transport Inspectorate (ILT), this is because in 2020 it has flown much less due to the corona measures.

The ILT investigated Maastricht/Aachen Airport (MAA), Lelystad Airport (LA) and Rotterdam/The Hague Airport (RTHA). All regional airports in the Netherlands are subject to noise rules and regulations for airport use. In this way, there should be as little consequence as possible on inhabited areas. The ILT verifies this every year and can impose penalties if necessary. This year the report is very similar to previous years due to the corona measures, according to the ILT. The inspection service did not have to take action due to noise exceedances during the control period, between November 1, 2019 and October 31, 2020. A few nights of related cargo flights departed from Maastricht Airport with the pandemic. Furthermore, the ILT was lenient and did not act against him. The Rotterdam/The Hague Airport halved the number of night flights. Eight of those flights were further investigated, but there were no violations. At Lelystad Airport there was also a sharp decrease in noise pollution due to lower flight departures.

Nederlandse regionale luchthavennormen

AW | 2021 02 24 09:50 | AVIATION SAFETY / AVIATION ORGANISMS

FAA ordena inspecciones inmediatas motores PW4000 Boeing 777

FAA-Isologotype

FAA issues AD order for PW4000

FAA orders immediate inspections of PW4000 Boeing 777 engines

The Federal Aviation Administration (FAA) announced this Tuesday 02/23 that it was ordering immediate inspections of Boeing 777-200 aircraft with Pratt & Whitney PW4000 engines before new flights after an engine failed on United Airlines flight UA328 on Saturday 02/20. The FAA spent the past two days discussing the scope of the inspection requirements, according to sources with knowledge of the matter.

The FAA has ordered through an Airworthiness Directive (AD) 2021-05-51 the immediate order of the inspections of the PW4000 engines of the fleet of Boeing 777-200/300 aircraft existing in the airlines in the world. Operators are required to conduct a thermal acoustic imaging inspection of the large titanium fan blades located at the front of each engine, the FAA said.

The National Transportation Safety Board (NTSB) reported Monday 02/22 that a cracked fan blade from the engine of United Flight UA328 that caught fire was consistent with metal fatigue. «Based on the initial results as we receive them, as well as other data obtained from the ongoing investigation, the FAA may revise this directive to establish a new interval for this inspection or subsequent ones», the FAA said.

The damaged starboard engine of United Airlines Flight UA328 is seen after the incident as a repeat incident. In March 2019, after an engine failure on another 2018 United Airlines flight attributed to fan blade fatigue, the FAA ordered inspections every 6,500 cycles (Cycle: is a take off and landing). The US FAA said in 2019 that each inspection was expected to take 22 man-hours and cost $ 1,870.

A spokeswoman for Pratt & Whitney, owned by Raytheon Technologies, said the fan blades would have to be sent to its repair station in East Hartford, Connecticut, for the latest inspections, including those of airlines in Japan and South Korea.

The South Korean Ministry of Transport has ruled this Tuesday 02/22 that it had told its airlines to inspect fan blades every 1,000 cycles following the Pratt & Whitney guide after the latest United Airlines incident. An airline would typically accumulate 1,000 cycles every 10 months on a Boeing 777, according to an industry source familiar with the matter.

Japan’s Transport Ministry said on Wednesday 02/24, through the Japan Civil Aviation Bureau (JCAB) that it was reviewing the FAA’s Airworthiness Directive (AD) and had not yet decided what action to take. ANA Holdings and Japan Airlines (JAL) said they would comply with any directives from the Japanese regulator.

United UA328

The PW4000 engine that failed in the 26-year-old Boeing 777-200 and broke loose over a Denver suburb on Saturday 02/20 has been a serious warning about structural limits and inspection planning processes due to fatigue. of material found recurrently in more momtores. United has warned of possible disruptions to its cargo flight schedule in March 2021, rescheduling its fleet after its decision to ground 24 Boeing 777-200s. Another 28 Boeing 777-200s were grounded before the incident on Saturday 02/20, amid a drop in demand.

Currently, PW4000 engines are used in 128 aircraft, representing about 10% of the global fleet of more than 1,600 aircraft delivered. United Airlines is the only American operator with a fleet of Boeing 777s equipped with PW4000 engines, it had temporarily grounded its fleet prior to the FAA announcement. The Boeing Company had recommended that airlines suspend use of the planes, while the FAA identified an appropriate inspection protocol.

Nigeria aprueba recertificación 737 MAX

AW | 2021 02 22 14:02 | AVIATION SAFETY / AVIATION ORGANISMS

Agencia Aviación NCAA levanta prohibición operaciones B737 MAX

AW-790001

The Nigerian Civil Aviation Authority (NCAA) has approved the recertification of the Boeing 737 MAX line to operate in Nigerian airspace. With this approval, foreign airlines could now fly the plane in the African country’s airspace, while the local airline, Air Peace, could also receive their formal orders for the Boeing 737 MAX. In a Memorandum to Operators dated February 12, 2021, the NCAA stated that the Boeing series was approved with a new operational recertification for local and foreign airlines.

The 737 MAX had been on the ground globally for almost two years after two plane crashes where investigations have identified problems in the manufacturing line with respect to the design of the Flight Control System known as MCAS. The Minister of Aviation of the Republic of Nigeria, Hadi Sirika, had also banned the Boeing 737 MAX aircraft from operating in Nigerian airspace. The FAA gave its approval to the latest version of the 737 model to resume passenger flights, while the Department of Justice accused The Boeing Company of conspiracy to defraud the United States and would have to pay a fine of US$ 2.5 billion for lying to the FAA before and after the fatal accidents involving Lion Air flights JT-610 (10/2019) and Ethiopian Airlines ET-302 (03/2019).

AW-773377

The NCAA noted that on November 18, 2020, it received a Continuous Airworthiness Notification from the International Community (CANIC) CAN-2020-24 informing it of the continuing operational safety activities of the FAA related to the return to service of Boeing 737 aircraft. 8 MAX and 737-9 MAX. This, however, prompted the FAA to issue a final rule, the Airworthiness Directive (AD), which mandated actions for Boeing 737 MAX aircraft, including the installation of new Flight Control computer software and new System software. of the 737 MAX, the incorporation of certain flight crew operating procedures from the Flight Manual, the modification of the horizontal stabilizer adjustment cable routing facilities, the steering angle of the Attack and Operation Preparation Flight.

NCAA Director General Musa Nuhu said he recognized that a Joint Authority Technical Review (JATR) made up of international aviation authorities such as the European Aviation Safety Agency (EASA), Transport Canada (TC) and Civil Aviation The Authority of Singapore (CAAS), among others, conducted a joint review of the Boeing 737 MAX safety system with the FAA and NASA. «In light of the above, the FAA has released documents on the Boeing 737 Flight Standardization Board report, Revision 17, which identifies special pilot training for the 737 MAX and the Operator Safety Alert. NCAA recognizes the joint review of the Boeing 737 MAX Safety System and allows the necessary actions for all foreign and domestic operators. The entire intention of domestic operators is to work with Boeing and the NCAA so that the Type Certificate Acceptance Program of Aircraft has the Boeing 737 Max aircraft registered in Nigeria and issues a Standard Certificate of Airworthiness», said the aviation agency NCAA.

Kenia confirma el Boeing 737 MAX

AW | 2021 02 22 10:40 | AVIATION SAFETY / AVIATION ORGANISMS

La KCAA de Kenia recertifica al Boeing 737 MAX

KCAA_Isologotype

Kenya confirms Boeing 737 MAX

Kenya’s KCAA recertifies Boeing 737 MAX

The Kenyan Civil Aviation Authority (KCAA) has authorized the recertification of the Boeing 737 MAX line, after being on the ground due to insecurity for two years. Although the country does not have such aircraft, Kenya has a significant relationship with the 737 MAX, as the accident of Ethiopian Airlines flight ET-302 was on the Addis Ababa-Nairobi route, the Kenyan capital.

The Kenyan Civil Aviation Authority allows the 737 MAX to enter Kenyan airspace. “Airlines will be able to fly Boeing 737 MAX to Jomo Kenyatta International Airport, we will impose no restrictions. We continue to work with regulators and global customers to safely return the 737-8 and 737-9 to services around the world, ”said Gilbert Kibe, Director General, Kenya Civil Aviation Authority. This decision does not affect any of the Kenyan operators, as none of them operate the 737 MAX. Foreign airlines such as Turkish Airlines and Ethiopian Airlines operate Boeing 737-8 MAX en route to Nairobi.

The popularity of the Boeing 737 MAX will increase as air regulators approve its recertification and more airlines resume operations around the world. Over time, confidence in the MAX will continue to grow along with an increase in orders for these aircraft.

Amas Uruguay cancelación BPS

AW | 2021 02 19 10:05 | AIRLINES / AVIATION ORGANISMS

IATA suspende a Amas Uruguay emisión tickets aéreos

Amas Uruguay cancellation BPS

IATA suspends Amas Uruguay from issuing air tickets

IATA has suspended Amas Uruguay (Amaszonas) from continuing to issue air tickets through the BSP System to the only Uruguayan flag carrier Amaszonas with immediate effect, in accordance with the provisions of Annex F of Resolution 850. The airline announced the termination transitory operations at the end of January 2021 due to current mobility restrictions, explaining that it was entering a process of reinvention, betting on cargo transportation or other modalities.

Travel agencies

Travel agencies regret this situation as they have several pending settlements such as company refunds that, according to the IATA document, must be settled directly with Amaszonas Uruguay. Travel agents report that refunds that have not yet been paid to travelers affected by cancellations due to the pandemic remain up in the air. «Several agencies have pending settlements with them that were about to be paid and that way they turn off the tap and leave our clients stranded without being able to receive their refunds», they say. According to IATA expresses in the statement: “A pending settlement includes any amount due to/or by an airline to an agent for which the date set in the BSP calendar has not yet expired, regardless of whether the sale of the ticket itself was made. after suspension”.

Amas Uruguay has explained to the agencies through an internal statement that they are “joining efforts in the attention of requests prior to the quarantine period and then carry out the authorization of subsequent requests, in the case of pending IRs, for which we appeal a once again to your patience and understanding during this period ”.

Post-andemic effect

The health crisis has exacerbated the critical situation of some airlines that were already dragging financial problems before the Coronavirus and that the pandemic has led them to bankruptcy, forcing the largest to file for Chapter 11 of the United States Bankruptcy Law, such as the case of Avianca, Latam Airlines Group or Aeroméxico. For other airlines such as Ecuador’s Tame Airlines, the outcome has been worse, because in May 2020 the Government of Ecuador announced that it was going into liquidity with the subsequent bankruptcy of the airline. IATA also suspended the BSP ticketing system to Interjet in accordance with the provisions of Annex F of Resolution 850, which is currently undergoing restructuring.

FAA ordena inspecciones 787

FAA ordena inspecciones en 222 Boeing 787

Seal_of_the_United_States_Federal_Aviation_Administration.svg

Dreamliner_Isologotype

FAA orders inspections on 222 Boeing 787s

AW-B787_001

The American aviation regulator, the Federal Aviation Administration (FAA), has issued an airworthiness directive that requires airlines to inspect a total of 222 Boeing 787 Dreamliners in the United States, following the discovery of new problems this time in the cellar. The FAA will publish in the Aviation Bulletin on February 19, 2021, the new Aeronautical Directive (AD) that orders the inspection of the cargo compartments of type 787 aircraft, after multiple reports of decompression incidents unhooked or torn. Therefore, operators will have to carry out repetitive inspections of the Dreamliner’s front and rear bunkers, in order to reinstall or replace these panels if necessary. The decompression signals represent a safety risk according to the FAA because, in the event of a cargo fire, «large leaks in the cargo holding area could result in insufficient halon concentrations to adequately control the fire,» the directive said. The FAA estimates that each inspection cycle will cost US$ 56,610; the first inspections must be carried out before the end of March, and must be repeated within 120 days.

This problem is the latest for the 787 Dreamliner family after the discoveries in late August of production in Charleston on eight copies by Air Canada, Singapore Airlines and United Airlines, of failure to mount the horizontal stabilizers in Salt Lake City, autopilot or fuselage mounting failures. At the end of January 2021, Boeing still had to deliver 512 787-8, 787-9 and 787-10 worldwide, 458 units according to the new ASC606 accounting standards, 992 have totaled the deliveries that are currently in service.

EAU aprueba al Boeing 737 MAX

AW | 2021 02 18 14:45 | AVIATION SAFETY / AVIATION ORGANISMS

Emiratos Arabes Unidos levanta prohibición al Boeing 737 MAX

GCAA-EAU_Isoñogotype

EU approves slot regulations

Transitional regulations for 50% of the airlines’ capacities

The European Union (EU) approves the rule that requires airlines to reserve 50% of slots. The Council of the European Union approved this Monday 02/15 the regulations that oblige airlines to have to use 50% of their slots until this boreal summer to be able to keep them the following year. To avoid ghost flights due to the pandemic, the regulations lower the requirements for airlines, since they usually have to use 80% of the slots. In addition, they will have to return the rest of the slots if they are not going to use them.

The rule supposes, however, an increase in the demands compared to March 2020, when at the beginning of the Coronavirus pandemic, Brussels decided to eliminate this requirement. Even so, the Executive of the European Community will have flexibility of maneuver to adapt the requirement between 30% and 70%, depending on the situation.

Airbus restructures Broughton

Airbus staff in Flintshire vote on downsizing plan

The Airbus Group site in Broughton, Flintshire, UK employs around 6,000 people, who have voted to cut their working week by as much as 10% in an attempt to save jobs. The proposal came after the firm announced last year that it was seeking a workforce reduction of 1,435 positions at its Broughton plant. A vote of up to 3,500 members of the Unite union, which employs 6,000 people, was held on the premises.

Airbus said it was delighted that members had supported the proposal that was rooted in helping to save jobs. The Unite union said voting for the change had eliminated the possibility of mandatory layoffs. Many workers are understood to have opted for plans, including voluntary layoffs, but 350-400 jobs remain under threat. Broughton Plant Manager Jerome Blandin said: «The shorter workweek increases our flexibility and will help us manage the slowdown in demand we are facing. We look forward to continuing to work in partnership with the union on implementing the new work arrangements at the right time» . Members had voted overwhelmingly in favor of the plan.

Regional Secretary Peter Hughes said: «While it is not ideal that our members have had to commit to a shorter work week, this decision must be seen in the context of an unprecedented crisis in global aviation. This solution to the crisis is Airbus is facing is one that could be deployed to other manufacturing sites across Wales to avoid large-scale layoffs. These unprecedented times call for creative solutions».

Staff at the furlough

The vote means that workers will see a reduction in working hours of between 5% and 10% each week. Unite union sources previously said that Airbus would account for a third of the wage deficit, although workers would lose about 6.6% of their wages. The 12-month deal would be implemented when the UK government’s permitting scheme comes to an end.

In April 2020, 3,200 employees were placed on the permit scheme. Daz Reynolds, Unite convener at Airbus, said: «Coronavirus has been devastating for the aerospace industry and the past year has been extremely difficult for the site. After losing nearly 1,000 jobs through voluntary redundancy, the result of today is extremely welcome to all of our members».
