Sindicatos aeronáuticos de Argentina anuncian un paro total de la actividad aérea por 48 horas

El gobierno nacional, a través de la Secretaría de Trabajo, dictó hoy la conciliación obligatoria en el conflicto de los pilotos, que habían decretado un paro de 48 horas desde mañana, pero los pilotos sostienen que no fueron notificados y ratificaron la medida de fuerza. La Asociación de Pilotos de Líneas Aéreas (APLA) y la Unión de Aviadores de Líneas Aéreas (UALA) de Argentina anunciaron hoy un paro total de actividades por 48 horas a partir de este jueves, para protestar contra la normativa que favorece la llegada de pilotos extranjeros al país. «En línea con la actual política aerocomercial, la Administración Nacional de Aviación Civil (ANAC) insiste en abrir libremente nuestros cielos a pilotos extranjeros para poder reemplazarnos si ejercemos nuestro derecho constitucional de huelga», expresa el Sindicato APLA.

La Secretaría de Trabajo había convocado a una reunión entre las partes para mediar en el conflicto sindical, pero el secretario general de la Asociación de Pilotos de Líneas Aéreas (APLA), Pablo Biró ratificó el paro. El gobierno nacional, a través de la Secretaría de Trabajo, dictó hoy la conciliación obligatoria en el conflicto de los pilotos, pero los sindicalistas del sector sostienen que no fueron notificados y ratificaron la medida de fuerza de 48 horas a partir de este Jueves, 17 Enero 2019.

Compañías afectadas y no afectadas

El paro, dispuesto por los pilotos agremiados en APLA (Asociación de Pilotos de Líneas Aéreas) y UALA (Unión de Aviadores de Líneas Aéreas), afectará a las compañías aéreas que vuelan cabotaje en el país con pilotos argentinos, Aerolíneas Argentinas, Austral Líneas Aéreas, Andes Líneas Aéreas, Avianca Argentina y Latam Airlines Argentina.

Mientras tanto, no así a Flybondi Líneas Aéreas y Norwegian Air Argentina, ya que estas empresas no cuentan con personal afiliado a ninguno de los sindicatos que lo decretaron, sino más bien por gremios propios de ambas aerolíneas.

El conflicto se inició en el cuestionamiento por parte de los pilotos de la Resolución Nº 895/2018 que se publicó el 22 Noviembre 2018 de la ANAC que resolvió la habilitación de instructores extranjeros de vuelo.

Actualmente la norma establece que los pilotos extranjeros solo pueden operar como instructores y están habilitados a volar por un período de dos años, que es el período fijado cuando una compañía compra aviones y los pilotos locales no tienen la autorización para operarlos. Los gremios argumentaron entonces que esta resolución es una puerta que se abre para avanzar con el contrato de pilotos extranjeros fuera de convenio para poder romper huelgas y frente a esta situación dispusieron un paro por 48 horas para los días 13 y 14 Diciembre 2018, pero la cartera de Trabajo dictó la conciliación obligatoria por 15 días hábiles.

Affected and unaffected companies

The stoppage, arranged by the pilots unionized in APLA (Association of Airline Pilots) and UALA (Union of Airline Aviators), will affect the airlines that fly cabotage in the country with Argentine pilots, Aerolíneas Argentinas, Austral Líneas Aéreas , Andes Airlines, Avianca Argentina and Latam Airlines Argentina.

Meanwhile, not so to Flybondi Líneas Aéreas and Norwegian Air Argentina, since these companies do not have personnel affiliated with any of the unions that decreed it, but rather by guilds of both airlines.

The conflict began in the questioning by the pilots of the Resolution 895/2018 that was published on November 22, 2018 of the ANAC that resolved the qualification of foreign flight instructors.

Currently the regulation establishes that foreign pilots can only operate as instructors and are authorized to fly for a period of two years, which is the period fixed when a company buys airplanes and local pilots do not have the authorization to operate them. The unions argued that this resolution is a door that opens to move forward with the contract of foreign pilots outside the agreement to break strikes and faced with this situation they arranged a strike for 48 hours for days 13 and 14 December 2018, but the Labor portfolio dictated the mandatory conciliation for 15 business days.
