SAPSE Líneas Aéreas lleva dos décadas de abandono y muy cerca de cerrar su último capítulo
La liquidación de SAPSE Líneas Aéreas atravesó cuatro gobiernos rionegrinos. Lleva ya 17 años de trámites y múltiples promesas.
“Veinte años no es nada”, así dice el popular dicho que a menudo es utilizado por vecinos patagónicos. En este caso “veinte años” es toda una vida, sobre todo para la empresa SAPSE (Servicios Aéreos Patagónicos Sociedad del Estado) porque lleva casi “veinte” años en estado de abandono.
Casi dos décadas después de la suspensión de sus vuelos, la provincia abrió un nuevo capítulo, y según las fuentes consultadas por Diario Noticias, podría ser éste 2016 el año en que se ponga punto final a SAPSE ya que las tramitaciones para finalizar con la liquidación de la empresa aérea rionegrina siguen su curso y aunque los embargos por deudas inmovilizaron a esas unidades en el hangar de Viedma por años, todo está perfectamente en marcha para su liquidación final.
La empresa SAPSE contaba con cinco aeronaves, un Turbo Commander, un Cessna 402 A y tres Metro III.
El año pasado se realizó en el Aeropuerto “Gobernador Edgardo Castello” un registro y constatación del patrimonio de la aerolínea, que efectivamente dejó de prestar servicios en 1999, pero que Gobiernos anteriores no cumplieron con el proceso de liquidación. Ante esta situación a mediados de 2015 el gobernador Alberto Weretilneck dio instrucciones a los ministros de Gobierno, Luis Di Giácomo; y de Economía, Alejandro Palmieri, para que efectivamente se liquide SAPSE de manera que el Estado no tenga que seguir asumiendo algún tipo de erogación por una empresa ya inexistente.
En forma paralela a esto, el Gobierno Provincial reactivó la Dirección Provincial de Aeronáutica en función de la demanda existente en la provincia de poner en condiciones la operatividad de distintos aeródromos y aeropuertos.
También ese año, desde la subsecretaría de Coordinación del Ministerio de Gobierno, se encabezaron reuniones con la comisión responsable de la liquidación de la aerolínea estatal Servicios Aéreos Patagónicos (SAPSE), para avanzar en el proceso final, y tras innumerables reuniones el gobierno consiguió su liberación y avanzó en la subasta de los aviones. En octubre de 2015 el Gobierno anuncio el remate de las cinco aeronaves que volaban para la provincia, tres de ellas, las Metro III, de 19 plazas, habían sido adquiridas en los Estados Unidos.
En abril de este año se formalizó el trámite y se realizó la operación en Buenos Aires por cuenta y orden de Río Negro Fiduciaria S.A. Estaban los cinco aviones y nueve lotes de repuestos de equipos aéreos usados. Desde el Gobierno calculaban que las ventas llegarían a $ 2.625.000, pero solo un avión pudo venderse. La operación estuvo a cargo de la empresa Adrián Mercado, que publicitó por varios medios el remate, con decenas de fotos del estado de las aeronaves, con piezas sueltas y repuestos incluidos.
Diario Noticias recorrió para su edición especial de “Fin de Semana” varias oficinas públicas para conocer cómo fue el proceso que permitió realizar la subasta y al ingresar a la Subsecretaría de Transporte tomó contacto con el Director de Aeronáutica de la Provincia, José María Scheverin, quien confirmó que “en este proceso lo primero que se hizo fue elaborar el inventario, luego se protegió el hangar donde estaban las cinco aeronaves, se recopiló la información disponible en el Estado sobre la empresa y se retomaron relaciones con la Administración Nacional de Aviación Civil (ANAC), en función de su competencia en la materia”, y el hecho de retomar relaciones con la ANAC tiene que ver precisamente con adecuar las pistas a las condiciones de infraestructura y otras exigencias establecidas por el organismo nacional.
Cabe destacar que los aeródromos y aeropuertos son herramientas estratégicas de las distintas regiones para desarrollar el turismo y atender demandas de evacuación, seguridad y sanidad.
Scheverin reconoció que “el remate se realizó positivamente pero no pudo venderse todo”, y al mismo tiempo detalló los resultados del remate: “Lo que se vendió, pudo venderse bien, dentro de lo esperado, porque superó la base ampliamente. Se vendieron cinco lotes de los nueve subastados, un avión, los repuestos que componen parte de ese avión, dos lotes de repuestos, y una turbina”.
En cuanto a los aviones, Scheverin indicó que “los aviones Fairchild Metroliner y Turbo Commander no recibieron ofertas y el que se vendió podrá volver a volar operativamente”. Agregó que “es muy complicado vender ya que estas aeronaves ya no se usan en el país y dejaron de fabricarse”.
“El resto del material de rezago, repuestos y aviones, serán puestos nuevamente a la venta, el expediente queda abierto y junto a los funcionarios competentes estamos evaluando el reglamento y acordaremos cuál será el mejor proceso”.
Al finalizar y respecto al destino de dinero el funcionario dijo a Diario Noticias que “se utilizará para saldar viejas deudas propias de la empresa y el remanente en principio podría ser transferido a la Dirección de Aeronáutica. La idea es que el dinero sea reinvertido en temas específicamente aeronáuticos”.
Para lo que viene -que será un próximo remate- Scheverin agregó que “afortunadamente hay una intención política de que esta situación se resuelva. El camino está allanado porque ahora con esta venta obtuvimos experiencia, pero sobre todo hay voluntad de nuestro Gobernador Weretilneck de que se reactive la aeronáutica en la provincia”, valoró el piloto y responsable de la Dirección de Aeronáutica José María Scheverin.
