ANAC convocatoria para modificaciones Decreto Nº 671 de aviación
La Administración Nacional de Aviación Civil (ANAC) de Argentina convoca a la Asociación de Pilotos de Líneas Aéreas (APLA) y Asociación de Aeronavegantes de Argentina (AAA) para concertar negociaciones por la reforma del Decreto Nº 671. El decreto establece y regula los tiempos de vuelo, período de servicios y requisitos de descanso de las tripulaciones de mando. La reunión convocada para este 31/08 a las 14:00 hs asistirán los organismos y sindicatos de aviación, como así también las aerolíneas tradicionales Aerolíneas Argentinas, Andes Líneas Aéreas, Avianca Argentina, Flyest Líneas Aéreas y American Jet Líneas Aéreas, exceptuando a las aéreas low cost, por tener otro tipo de contrato laboral.
El motivo central de la convocatoria es la redefinición o modificación de la norma establecida que regula los tiempos mínimos y máximos, de servicio y descanso. El Decreto 671 regula los convenios laborales que impacta directamente rentabilidad, productividad, salud y seguridad operacional.
La ofensiva del Gobierno de Argentina tiene como propósito disminuir los costos laborales de la compañía del Estado, Aerolíneas Argentinas, persiguiendo una flexibilización de cláusulas del convenio laboral de tripulaciones de cabina y pilotos. Pablo Biró, Titular de APLA se ha pronunciado en un comunicado interno: “La autoridad de aplicación comienza un proceso para intentar modificar los tiempos máximos de servicios y mínimos de descanso que rigen nuestra actividad desde hace más de 26 años”.
La notificación anticipada que la ANAC ha enviado al gremio de pilotos APLA, introduce el concepto de alojamiento adecuado para la posta de los vuelos en Estados Unidos y Europa. Pero las modificaciones de las cláusulas amenazarían el rendimiento del personal de vuelo, ya que una enmienda modificada obligaría a las tripulaciones a exigir la firma de declaración jurada “libre de fatiga” antes de cada vuelo, lo que pone de relieve ciertas amenazas a la seguridad operativa al reducir los tiempos de descansos.
