El presidente Mauricio Macri anunció este lunes que el plan para mejorar la actividad aerocomercial incluirá obras de infraestructura que involucrarán inversiones por 22.000 millones de pesos para mejoras en aeropuertos, que junto con otras iniciativas generarán 25.000 puestos de trabajo directos e indirectos. Asimismo, en conferencia de prensa, el jefe de Gabinete Marcos Peña y los ministros de Transporte Guillermo Dietrich y de Turismo Gustavo Santos ampliaron el anuncio y agregaron que el Gobierno suspendió la entrega de rutas a Avianca hasta que se dirima el conflicto judicial.
Desde Casa Rosada, Macri señaló que el plan se trata de “una revolución de oportunidades” con la cual buscan duplicar la cantidad de pasajeros para alcanzar la cifra de 12 millones en 2019. Asimismo, destacó que con las reformas realizadas “Misiones, por ejemplo, podrá pasar de recibir gente desde 11 a 24 lugares y generar una revolución de empleos”.
“Esto va en línea con el desarrollo, reducir la pobreza y unir a los argentinos”, destacó el mandatario y agregó: “Lo que queremos es que las líneas aéreas conecten con el mundo”.
Asimsimo, planteó que el objetivo se alcanzará fortaleciendo la empresa estatal Aerolíneas Argentinas, atrayendo nuevas empresas y mejorando la infraestructura aeroportuaria.
Más tarde, en conferencia de prensa, el jefe de Gabinete Marcos Peña y los ministros de Transporte Guillermo Dietrich y de Turismo Gustavo Santos informaron sobre la marcha atrás del Gobierno Nacional en la adjudicación de rutas aéreas a la empresa Avianca, que en 2016 adquirió la firma Macair Jet, del grupo economico de Franco Macri. Señalaron que fue por desición del presidente Macri y aguardarán a que se expida la Justicia para que no represente un conflicto de intereses.

Por otro lado, en cuando a la empresa Fly Bondi, Dietrich destacó que quedó a la espera de que concluya la documentación técnica y al mismo tiempo informó la aprobación de rutas aéreas para las empresas American Jet, Andes y Alas del Sur.
Vale recordar que el Presidente sumó una imputación en su contra por la adjudicación de rutas aéreas a la empresa Avianca, que en 2016 adquirió la firma Macair Jet, propiedad del grupo económico liderado por Franco Macri.
El titular de la Fiscalía Criminal y Correccional Federal Nº1, Jorge Di Lello, impulsó la acción penal contra el Presidente; el titular del grupo SIDECO, Franco Macri; el Secretario General de la Presidencia, Fernando De Andreis; y responsables de la línea aérea Avianca, por la posible comisión de los delitos de asociación ilícita, negociaciones incompatibles, defraudación contra la administración pública y tráfico de influencias en el marco de presuntas irregularidades vinculadas a la explotación del espacio aéreo argentino.
El expediente se inició por una denuncia de los diputados nacionales Rodolfo Tailhade y Juan Cabandié. En su presentación, los legisladores señalaron como eje principal del cuestionamiento la reciente venta de la empresa “Macair Jet” -del grupo económico liderado por Franco Macri- a la firma colombiana “Avianca” y las posibles contrataciones del Estado Nacional con dicha empresa.

El Gobierno argentino anunciará esta tarde la autorización de las rutas aéreas pedidas por la firma Avian y otras cuatro compañías, luego de la controversia que se generó por un presunto nuevo conflicto de intereses entre el Estado y los negocios de la familia del Presidente. Mac Air -la empresa del grupo Macri- fue transferida a Avianca el año pasado y Carlos Colunga -hombre de confianza de Franco Macri- se mantuvo en el directorio, lo que desencadenó las denuncias y el fiscal federal Jorge Di Lello inició una investigación penal contra Mauricio Macri y el ministro de Transporte, Guillermo Dietrich.
Con un acto en la Casa Rosada, el Gobierno avalará en su mayor parte la recomendación de la Administración Nacional de Aviación Civil (ANAC) de autorizar 135 nuevas rutas áreas a cinco compañías: 16 a Avian y el resto a Fly Bondi, American Jet, Alas del Sur y Andes. “Habrá algunos pequeños cambios, pero básicamente se mantendrá el dictamen de la Junta Asesora del Transporte Aéreo (JATA). Es un proceso transparente, no hay nada que ocultar”, dijo a Clarín un funcionario, pese al hermetismo por adelantar detalles del anuncio. Habrá objeciones para Fly Bondi, por no haber presentado algunas garantías de capacidad técnica, y Avian tendrá el camino despejado. Fly Bondi también había levantado polémica por el vínculo de Richard Ruy Gluzman -uno de sus propietarios- con Mario Quintana: el empresario integró directorios de empresas con el funcionario, entre ellas el fondo de inversión Pegasus. Las denuncias advirtieron sobre el eventual perjuicio que provocará a Aerolíneas Argentinas el ingreso de estas compañías.
A diferencia del acuerdo entre el Estado y el Correo Argentino, en el que el Presidente anunció que volvía a “fojas cero”, con este caso el Gobierno decidió avanzar con el objetivo de aventar las sospechas. “Avianca compró el 100% de Mac Air, no hay ningún familiar del Presidente vinculado y no le vamos a dar cabida a denuncias infundadas”, insistieron anoche desde el Gobierno. Ya el propio Dietrich había rechazado las acusaciones ante Clarín: “La familia Macri no tiene nada que ver con Avian. Que esté Colunga es anecdótico. En todas partes las empresas compran con el management”. Está previsto que el propio Presidente encabece el acto esta tarde, al que fueron invitados gobernadores, intendentes e integrantes de las Cámaras de turismo, con el objetivo de sumar respaldo. El anuncio estará enmarcado en el “plan integral” para potenciar el mercado de cabotaje y mejorar la conectividad, que incluirá la modernización de la infraestructura en 19 aeropuertos, la incorporación de tecnología y otras obras, con una inversión de 22 mil millones de pesos en los próximos tres años. La Empresa Argentina de Navegación Aérea (EANA), dependiente del ministerio de Transporte, difundió cifras en esa línea: indicó que en el primer bimestre de 2017 la oferta de vuelos en el mercado de cabotaje creció 9,8% respecto del mismo período de 2016 y 16,4% en relación con 2015, y que en esos dos meses Aerolíneas Argentinas transporto 785.000 pasajeros contra 742.000 en 2016 y 619.000 en 2015.
Las denuncias por supuesto fraude al Estado fueron presentadas por la ONG Fundación por la Paz y Cambio Climático y los diputados kirchneristas Rodolfo Taihlade y Juan Cabandié, y Di Lello imputó al Presidente y a Dietrich por los presuntos delitos de “asociación ilícita, negociaciones incompatibles con el ejercicio de la función pública, defraudación contra el Estado y tráfico de influencias” el último miércoles.
