The Boeing Co. y Embraer SA han estado en silencio durante varias semanas sobre el progreso de las negociaciones hacia su asociación
propuesta, aunque la posible empresa está nuevamente en las noticias debido a la aparente oposición laboral brasileña. Los líderes sindicales acusaron a funcionarios del gobierno brasileño de negociar en secreto para vender una participación en el negocio de aviones comerciales de Embraer, en contra del interés de los trabajadores.
«Le pedimos al Presidente Temer que no venda Embraer», declaró Herbert Claros da Silva, un líder sindical en una audiencia del comité de derechos humanos del Senado brasileño sobre la venta propuesta. Los líderes brasileños y los funcionarios de Embraer no comparecieron en la audiencia. Tanto Embraer como Boeing no han comentado sobre la oposición sindical en Brasil.
Embraer es un diseñador y constructor de aeronaves que antes era propiedad del estado y ahora está bajo control privado. Sin embargo, el gobierno retiene una participación de oro en el negocio, dándole autoridad sobre la venta del interés mayoritario. La mano de obra brasileña despierta la oposición al consentimiento del gobierno para combinar los intereses de los aviones comerciales.
Boeing vs Bombardier
Boeing ha estado últimamente a la caza de empresas donde ha observado que los procesos que línea de suministros se han vistos amenazados o donde los negocios han preferido un mejor margen de ganancias.
A raíz de las presiones del Gobierno de Estados Unidos por los aranceles aduaneros a los aviones de Bombardier CSeries por considerarlos subvencionados por parte del Gobierno de Canadá se han visto amenazada la industria de Boeing en su propio territorio al querer Bombardier vender un lote de aviones CS-100 a muy bajo precio al cliente de lanzamiento Delta Air Lines. El fallo judicial ha laudado a favor de Bombardier, que además ha permitido efectuar una jugada magistral al asociarse con el consorcio europeo Airbus SE para que esta última permita construir aeronaves CS-100/CS-300 en Airbus Alabama, en EEUU.
Luego que el fallo judicial haya dejado a Boeing con un gusto amargo, en Enero 2018, el constructor americano propuso abrir una línea de diálogo con la brasileña Embraer. Para lograr dominar mejor los mercados, Boeing desea proponer a Embraer una empresa conjunta para operar el negocio de aviones comerciales de esa compañía. La división de aviones de defensa de Embraer no estaría involucrada en la nueva empresa y, según los informes, la parte de oro del gobierno se conservaría en la propiedad de la empresa conjunta.
Embraer es el tercer diseñador y constructor de aviones más grande del mundo. El interés de Boeing en la empresa conjunta es expandir su posición en el sector de jets medianos y regionales de la industria (70-130 asientos). No es coincidencia que, para ese segmento de mercado, Bombardier Inc. recientemente presentó su CSeries con aeronaves de 100-130 pasajeros
Boeing desafió la venta del avión de CSeries como una práctica comercial desleal, y Bombardier posteriormente vendió la mitad de su participación en el programa CSeries a Airbus SA.
Boeing, entre proteccionismo, competitividad y estrategia
Una de las noticias que más ha traído repercusión en el mundo de la aviación comercial es la asociación con la empresa aeronáutica Embraer SA. Pero ¿cuál es el interés real de Estados Unidos en la industria brasileña? Boeing está buscando una nueva alianza con el fabricante de aviones y defensa Embraer.
El constructor de Brasil, Embraer es un fabricante muy consolidado en el mundo de la aviación y del espacio. Es la tercer industria aeroespacial más grande del mundo. Embraer a presentado batalla al constructor canadiense Bombardier por el mercado de aviones regionales. Ambos fabricantes han diseñado aeronaves de última generación para cubrir una demanda de más de 7.000 aviones en el mercado para los próximos 20 años.
Boeing ha venido mostrando interés en Embraer tras algunos cambios en los controladores globales de aviación mundial, aquellas empresas estratégicas del mercado de suministros.
Área de Defensa & Aeroespacial
En el aspecto de defensa, Embraer ha sido claro que el Gobierno de Brasil no desea desprenderse de los programas que controla bajo su órbita. Boeing ha perseguido el objetivo estratégico del Centro de Lanzamiento de Alcântara (CLA), en el Estado de Maranhão, Brasil. El acuerdo Boeing-Embraer debe viabilizar el uso comercial de Alcántara sostienen. La empresa estadounidense visitó el centro de lanzamiento en Diciembre 2017. Desde el año pasado, el gobierno brasileño negocia con el gobierno estadounidense un AST (Acuerdo de Salvaguardas Tecnológicas) que posibilitar la explotación comercial de la base de lanzamiento.
Boeing es líder global del sector espacial y principal proveedora de servicios de la NASA (agencia espacial estadounidense). Embraer entró en el área recientemente, en 2012, con la creación de Visiona, una joint venture con la estatal Telebras, que actúa como integradora del PNAE (Programa Nacional de Actividades Espaciales). Un acuerdo entre el fabricante brasileño y el gigante estadounidense sería prácticamente una imposición estadounidense para facilitar la aprobación de la AST (Acuerdo de la tecnología de control).
La asociación estratégica en el sector espacial estaría incluida en el paquete que está siendo negociado entre la brasileña y Boeing. Embraer divulgó, el 22 Diciembre 2017, que discute una eventual combinación de negocios con la gigante estadounidense, pero no reveló detalles de las negociaciones.
El objetivo sería cerrar el contrato de concesión del CLA con Estados Unidos antes de las elecciones presidenciales, al menos garantizar la aprobación de un modelo que atienda a los intereses de los dos países.
Hace años que Brasil intenta una alianza con Estados Unidos en el sector espacial. En junio del año pasado, el gobierno Michel Temer envió un nuevo AST al Pentágono (sede de la Defensa de Estados Unidos) si es aprobado por los estadounidenses, el documento aún deberá ser sometido al Congreso Nacional.
Sólo con la aprobación del AST Brasil conseguirá abrir la base de Alcántara para atender al mercado internacional de lanzamientos privados. Según el Ministerio de Defensa, la explotación comercial del CLA podría generar hasta 1.500 millones de dólares al año.
Sin embargo, sin el aval de EEUU, el CLA está prácticamente impedido de lanzar a cualquier otro país. Esto es porque la mayoría de los equipos espaciales, en el mundo, posee algún componente norteamericano lo que exige el acuerdo previo para el lanzamiento.
La participación de Embraer en operaciones en la Base de Alcántara se discute con el gobierno hace al menos un año. La empresa tiene interés en expandir sus negocios en el sector espacial y participar en el VLM (Vehículo Lanzador de Microsatélites), uno de los proyectos prioritarios de la AEB.
El gobierno ve esta expansión con buenos ojos, ya que pretende transformar el VLM-1 en el equivalente al que el avión Bandeirante fue para el sector aeronáutico brasileño la posibilidad de obtener dominio completo del ciclo de sistemas espaciales.
La asociación entre Boeing y Embraer en materia de defensa y aeroespacial es un tanto delicada por los intereses creados entre ambos países que trascienden las fronteras empresariales.
La alianza estratégica Airbus-Bombardier ha sido un efecto catalizador por la batalla por las supuestas subvensiones del Gobierno de Canadá hacia Bombardier. Boeing no ha salido favorecida y necesita aliarse a Embraer para lograr dominar el mercado aéreo de aviones regionales. Paradójicamente en un tiempo Boeing había comprado oportunamente en la década de 1980 la fábrica de aviones De Havilland Canadá una línea de producción de la que hoy forma parte junto a CSeries, Learjet entre otras empresas adquiridas por Bombardier Inc.. Bombardier Aerospace adquirió De Havilland en Marzo 1992. La necesidad de Boeing de ampliar el mercado se ha visto amenazada por la allianza Airbus-Bombardier.
Un nuevo Joint Venture entre Boeing y Embraer podría traer una reducción en los costos para la industria brasileña, como así también mejores dividendos para la industria de Embraer, pero tambien un gran potencial del mercado regional doméstico de Estados Unidos al esquivar las barreras comerciales en un tiempo de proteccionismo americano.
Las negociaciones de la alianza Boeing-Embraer ha tenido cita el 2 Abril donde se debatió ante la Comisión de Derechos Humanos del Senado de Brasil los impactos de los negocios entre los gigantes aeronáuticos entre ambos países. La consolidación de un Joint Venture es cada vez más real entre Boeing y Embraer, habrá que esperar más adelante que decisiones impactarán a favor y en contra de la industria de la aviación comercial.

The Boeing Co. and Embraer SA have been silent for several weeks about the progress of the negotiations towards their proposed partnership, although the possible company is again in the news due to the apparent Brazilian labor opposition. Boeing vs Bombardier
Boeing has lately been hunting for companies where it has observed that the processes that supply line have been threatened or where businesses have preferred a better profit margin.
Following pressure from the United States Government for customs duties on Bombardier CSeries airplanes because they are considered sub-operated by the Government of Canada, the Boeing industry has been threatened in its own territory when Bombardier sold a batch of CS aircraft. -100 at very low price to the launch customer Delta Air Lines. The court ruling has lauded in favor of Bombardier, which has also allowed a masterful move to be made by partnering with the European Airbus SE consortium to allow the latter to build CS-100 / CS-300 aircraft in Airbus Alabama, in the US.

It is no coincidence that, for that market segment, Bombardier Inc. recently presented its CSeries with 100-130 passenger aircraft.
Boeing challenged the sale of the CSeries aircraft as an unfair commercial practice, and Bombardier subsequently sold half of its CSeries share to Airbus SA.
Boeing, between protectionism, competitiveness and strategy
One of the news that has brought the most impact in the world of commercial aviation is the association with the aeronautical company Embraer SA. But what is the real interest of the United States in the Brazilian industry? Boeing is looking for a new alliance with the aircraft and defense manufacturer Embraer.
The manufacturer of Brazil, Embraer is a very consolidated manufacturer in the world of aviation and space. It is the third largest aerospace industry in the world. Embraer has presented battle to Canadian builder Bombardier for the regional aircraft market. Both manufacturers have designed state-of-the-art aircraft to cover a demand of more than 7,000 aircraft in the market for the next 20 years.

Boeing has pursued the strategic objective of the Launch Center of Alcântara (CLA), in the State of Maranhão, Brazil. The Boeing-Embraer agreement should make viable the commercial use of Alcántara argue. The US company visited the launch center in December 2017. Since last year, the Brazilian government is negotiating with the US government an AST (Technological Safeguards Agreement) to enable the commercial exploitation of the launch base.
LAUNCH CENTER OF ALCÂNTARA (CLA)

Embraer entered the area recently, in 2012, with the creation of Visiona, a joint venture with the state-owned Telebras, which acts as an integrator of the PNAE (National Program of Spatial Activities). Brazil has been trying for years in an alliance with the United States in the space sector. In June of last year, the Michel Temer government sent a new AST to the Pentagon (seat of the United States Defense) – approved by the Americans, the document must still be submitted to the National Congress.
Only with the approval of AST Brazil will it be able to open the base of Alcántara to serve the international market of private launches. According to the Ministry of Defense, the commercial exploitation of the CLA could generate up to 1,500 million dollars per year.
However, without the US endorsement, the CLA is practically prevented from launching into any other country. This is because most of the space equipment, in the world, has some North American component which requires prior agreement for the launch.
Embraer’s participation in operations at the Alcántara base is discussed with the government at least one year ago. The company is interested in expanding its business in the space sector and participating in the VLM (Microsatélito Launcher Vehicle), one of the priority projects of the AEB.
The government sees this expansion with good eyes, since it intends to transform the VLM-1 into the equivalent to what the Bandeirante plane was for the Brazilian aeronautical sector -the possibility of gaining complete control of the space system cycle.
The Airbus-Bombardier strategic alliance has been a catalyst for the battle for the alleged sub-intentions of the Government of Canada towards Bombardier. Boeing has not been favored and needs to ally with Embraer to dominate the regional aircraft air market. Paradoxically, at one time Boeing had purchased the De Havilland Canada aircraft factory in the 1980s, a line of production that is now part of CSeries, Learjet among other companies acquired by Bombardier Inc. Bombardier Aerospace acquired de Havilland in March 1992. Boeing’s need to expand the market has been threatened by the Airbus-Bombardier alliance.
A new Joint Venture between Boeing and Embraer could bring a reduction in costs for the Brazilian industry, as well as better dividends for the Embraer industry, but also a great potential for the US domestic regional market by avoiding trade barriers in a American protectionism time.
The negotiations of the Boeing-Embraer alliance have had an appointment on April 2, where the impact of business between the aeronautical giants between the two countries was discussed before the Commission on Human Rights of the Brazilian Senate.
