El Nuevo Aeropuerto Internacional de México (NAIM) mantiene su curso de obras planificadas
La construcción y licitación de obras del Nuevo Aeropuerto Internacional de México (NAIM) mantuvo su curso hasta hace una semana, cuando se pausaron cuatro licitaciones, mientras el próximo gobierno decide el futuro del proyecto. Pero esto no significa que las obras se hayan frenado por completo. Aunque ha tenido varios reveses con la suspensión de las cuatro licitaciones del aeropuerto, el proyecto continúa su proyección de obras.
Hasta el momento, el avance global del proyecto es del 31%. De acuerdo con el Grupo Aeroportuario de la Ciudad de México (GACM), las licitaciones se han suspendido hasta que se llevan a cabo las reuniones entre la actual y la futura administración para decidir qué ocurrirá con el NAIM.
Aunque estipulan que los costos de construcción del nuevo NAIM se considera colosal, en las últimas semanas, el discurso de la administración entrante sobre este tema se ha relajado, y ahora estudia si continúa con el proyecto, si se cancela o incluso se concesiona a privados.
Avances de obras del NAIM
El avance de las obras licitadas y en construcción del NAIM tiene en proyección la nivelación y limpieza del terreno, construcción de caminos provisionales, barda perimetral y otros. En total, se adjudicaron ocho contratos en este paquete por un monto total de MX$ 7.804 millones de pesos, de los cuales seis obras están concluidas y dos más tienen avances superiores al 50%. En conjunto, el avance físico promedia 93% y el avance financiero (monto pagado a contratistas) 91%.
Las obras pendientes por concluir son los caminos provisionales y la subestación eléctrica, esta última con un avance de 59%. Las obras de tierra son las que hasta el momento representan el mayor monto de inversión del proyecto. Estos contratos incluyen obras como la terminal aérea, la torre de control y el Centro de Transporte Terrestre. En conjunto, los cinco contratos adjudicados representan un monto de MX$ 96.026 millones de pesos, de los cuales se ha pagado a los contratistas el 55%.
El edificio terminal es el de mayor inversión, por MX$ 84.828 millones de pesos. El contrato fue adjudicado el año pasado, y hasta el momento las obras tienen un avance físico del 3.8%, de acuerdo con GACM.
De acuerdo con Standard & Poor’s, es poco probable que López Obrador pueda cancelar el NAIM con el grado de avance que tienen las obras, pues cuando inicie la nueva administración estima habrá un avance físico superior al 50% en todo el proyecto y se habrá adjudicado más del 85% de los contratos.
El nuevo aeropuerto busca resolver la saturación del actual aeropuerto y la imposibilidad de que dos pistas operan al mismo tiempo. De este modo, en la primera etapa del NAIM se construirán dos pistas de operación simultánea. Ambas fueron licitadas hace casi un año. En conjunto las obras significan una inversión de MX$ 15.285 millones de pesos. El avance físico de las pistas es de 57%.
El actual aeropuerto de la Ciudad de México alcanzará el máximo de su capacidad hacia 2020, lo cual pondría en jaque a las líneas aéreas y aeropuertos de país si no se continúa con el proyecto de NAIM, consideró la unidad bancaria UBS de Suiza.
