México definirá futuro del nuevo aeropuerto en una consulta popular
El futuro del Nuevo Aeropuerto Internacional de la Ciudad de México (NAIM) se decidirá en una consulta popular esta semana, un acto de equilibrismo político por parte del presidente electo que podría frenar el mayor proyecto de infraestructura en la historia reciente del país.
Intentos de mudanza
Un intento anterior de construir un aeropuerto para sustituir al existente en la capital mexicana en San Salvador Atenco en 2002 fue cancelado por la oposición local. El Nuevo Aeropuerto Internacional de México (NAIM) se ha completado en una etapa de un 30%. En el lugar del nuevo aeropuerto, los trabajos continúan a toda marcha. Se prevé que las obras terminen hacia finales de 2021.
Las obras eran un hervidero de actividad en una mañana reciente. Quince de los 21 enormes “embudos” que soportarán la terminal se estaban construyendo bajo más de una docena de grúas. Un ejército de herreros colocó barras de refuerzo para el centro de transporte terrestre cerca de la terminal. Dos pisos de la torre de control se levantan en el centro de un terreno de más de 4.856 hectáreas (12.000 acres), más de seis veces más grande que el aeródromo actual.
Como gran parte de la Ciudad de México, el nuevo aeropuerto se está construyendo sobre el lecho de un antiguo lago. Esta zona en concreto no tiene agua desde hace décadas, pero el terreno está blando y húmedo. Se necesitaron amplios preparativos para compactar la tierra aproximadamente dos metros (seis pies) y sacar el agua como de una esponja. Las bombas llevan el agua a una reserva al otro lado de la carretera 24 horas al día. “El riesgo de la consulta se viene de que el resultado esperado no sea aquel que valore primero el grado de decisión técnica que amerita el proyecto”, apuntó Salvador Mora Velázquez, profesor de ciencias políticas en la Universidad Nacional Autónoma de México.
Carlos Slim, una de las personas más ricas del mundo, está a favor del nuevo aeródromo. Su constructora forma parte del consorcio que construye la terminal y cree que tendrá un amplio impacto en el desarrollo económico. Slim habría indicado que él y otros implicados en el proyecto podrían ayudar a reducir costos y posiblemente financiar la obra sin dinero público. Los detalles de esta propuesta no se hicieron públicos, pero podría ser una vía para que el proyecto siga adelante incluso aunque la consulta arroje un resultado negativo.
Los partidarios del nuevo aeropuerto afirman que es necesario porque el Aeropuerto Internacional Benito Juárez maneja un tráfico superior a su capacidad original y se necesita una solución urgente que satisfaga la creciente demanda.

Attempts to move
A previous attempt to build an airport to replace the existing one in the Mexican capital in San Salvador Atenco in 2002 was canceled by local opposition. The New Mexico International Airport (NAIM) has been completed at a stage of 30%. In the place of the new airport, the work continues in full swing. The works are expected to end towards the end of 2021.
The works were a hotbed of activity on a recent morning. Fifteen of the 21 huge “funnels” that will support the terminal were being built under more than a dozen cranes. An army of blacksmiths placed reinforcement bars for the ground transportation center near the terminal. Two floors of the control tower rise in the center of a plot of more than 4,856 hectares (12,000 acres), more than six times larger than the current aerodrome.
Like much of Mexico City, the new airport is being built on the bed of an old lake. This area has not had water for decades, but the terrain is soft and humid. It took extensive preparations to compact the earth approximately two meters (six feet) and draw out the water as from a sponge. The pumps carry water to a reserve on the other side of the road 24 hours a day. “The risk of the consultation comes from the fact that the expected result is not the one that first assesses the degree of technical decision that merits the project”, said Salvador Mora Velázquez, political science professor at the National Autonomous University of Mexico.
Carlos Slim, one of the richest people in the world, is in favor of the new aerodrome. Its construction company is part of the consortium that builds the terminal and believes that it will have a broad impact on economic development. Slim would have indicated that he and others involved in the project could help reduce costs and possibly finance the work without public money. The details of this proposal were not made public, but it could be a way for the project to go ahead even if the query yields a negative result.
The supporters of the new airport say it is necessary because the Benito Juárez International Airport manages traffic that exceeds its original capacity and an urgent solution is needed to meet the growing demand. A \ W
