El Estado de Baja California Sur estableció un impuesto para todo visitante extranjero que ingrese con fines turísticos
La Organización de Aviación Civil Internacional (OACI) se opuso a la adición del impuesto para turistas extranjeros que ingresen a Baja California Sur y que, según una reforma, debe incluirse en el precio de los pasajes aéreos. Aerolíneas mexicanas están en contra del nuevo gravamen a turistas. En el ámbito de la aplicación del impuesto en las líneas aéreas, atender la nueva legislación resulta altamente complicado para las aerolíneas, porque al momento de comercializar el pasaje no siempre se puede conocer la nacionalidad del usuario ni los fines del viaje. Asimismo, Cuitláhuac Gutiérrez alertó que intentar conocer esos detalles en los viajes de cada pasajero es una medida contraria a lo que dispone la OACI en su documento 9082, el cual se refiere a la importancia de no cometer actos de discriminación en las operaciones comerciales de las aerolíneas.
